Development is a highly contested concept and with varying definitions. Theories have emerged in an attempt to provide an understanding of the concept. Identify and critique three major theories of development, highlighting the impact of each theory on the nature of development communication during the period of each theory.

Read the extract below and use the information in it to answer the questions that follow.

Communication Plan/Strategy: to encourage people to maintain good health through healthy lifestyle choices such as safe sex, good nutrition and regular physical activities.The plan will focus on accelerated HIV/Aids prevention; care, treatment and support; nutrition and HIV/Aids; health promotion; and HIV/Aids and tuberculosis (TB). The primary goal of the plan is to reduce the rate of new HIV infections and mitigate the impact of Aids on individuals, families and communities. It further aims to achieve a 50% reduction in the rate of new infections and provide an appropriate package of treatment, care and support services to at least 80% of people living with HIV/Aids and their families by 2011. The plan seeks to re-enforce efforts to ensure that people who are on HIV or TB treatment adhere to their treatment in order to address the challenge of drug resistance to both TB and HIV treatment.

Expected levels of change: The plan will raise awareness and encourage people to access treatment, care and support services that are now available.

You are a development communication practitioner and you have been asked to develop communication campaigns using the information above.

a) Identify at least five (5) communication approaches that you may use for sucha communication project. (5 marks)

b) Discuss the assumptions of each communication approach/strategy. (15 marks) c) Explain the relevance of each approach to the campaign and illustrate how each

The rise of more sophisticated communication and information technologies, such as satellites

or the Internet (and many others), has opened new horizons and opportunities for

development communication. Critically examine the role of Information and Communication

Technologies in supporting development communication.

Question 4

The ‘P process’ developed by the Centre for Communication Programs (1982) is a tool that can

be used for planning strategic and evidence-based communication. This process involves five

crucial steps. Identify and discuss the five steps in strategic communication. Use the

‘communication plan/strategy’ information provided in question 2 above to illustrate how

the five steps can be used to develop a communication program/campaign.

According to Rogers (1976), development communication can be described as the application

of the principles of communication to the development process. Comprehensively explain how

communication can help development processes.
