– A) Clarity• Successful scientific experimentation is the result of a clear

mind, attacking a clearly stated problem and producing clearly stated conclusions. Equivalently, scientific writing is the transmission of a clear signal to a recipient. So the words of the signal should be as clear and simple and well ordered as possible.

– B) Precision• We know that ultimate result of scientific research is

publication, but many scientists neglect the responsibilities involved. One of the responsibility is to write their paper precisely. A scientist will spend months or years of hard work to secure data, and then unconcernedly let much of their value be lost because of lack of interest in the communication process. And most possibly they will write about a good research in a vulgar paper.

– C) To be understood• A signal of any kind is useless unless it is perceived, a published

scientific paper (transmission of signals) is useless unless it is both received and understood by its intended audience. A scientific experiment is not complete until the results have been published and understood.

• Here is an interesting question• If a tree falls in the forest and there is no one there to hear it fall,

does it make a sound? The correct answer is no. Sound is more than "pressure waves," and indeed there can be no sound without a hearer. Publication is no more than "pressure waves" unless the published paper is understood. So in reality too many scientific papers fall silently in the “forest.”

– 1) On reality not on abstract: grounded in reality rather than in abstract realm; Data collected by observation or by experiment (like data collected in nature science and social science)

– 2) Being Replicable: the result of empirical research should be replicable.

• Purpose– The purpose of empirical research is to test, verify. and

build on existing theory. But how? The answer is collecting data and explaining those data in order to develop an existing theory or model, and in the process to test, to verify and to make theory more perfect. (Theory is generally a tested and verified hypothesis which explains the relationship between the data and relevant variables in an environment).

• Relation between data, result and the method– If results are replicable, then the research methodology

and criteria could be objective, reliable, and valid.

– B) Literature Review (See page 45)• 1) The political implications of deregulation of telecommunicat

ion has been reported in other countries. In Britain, Jones and Brownford (1989) have done the research about the process of deregulation under the Thatch government and written about it. The study suggested that a lack of public participation led to a number of important consequences for the deregulation process. Although there were effective and organized lobby groups found to exert a degree of influence on the process but were unable to effect lasting change in the Thatch’s government plans to deregulate the telecommunication industry. And also found that the political rhetoric of key players had little consistency with the actual process of deregulation.

• 2) In Sweden, Percy (1990) did a research on a historical review of the telecommunication industry and compared his history with Britain’s. It was found that both country had adopted the approach of deregulating the industry based on economic rationalist ideology. This approach, in both countries, included a lack of public consultation.

• 3) Two case studies of deregulation of communication industries in France and Belgium. Wooten and Trivett and Hampton (1993) did a research and wrote a importance paper. By studying the correlation of political, economic and industry theory models, they argued that industry models and pressure from the business communities had a strong impact on the outcomes of deregulation and the public attitudes towards this process.

• 4) A research was conducted on the impact of deregulation on the structure and future of the telecommunications industry in New Zealand. Merten and Skillen (1995) found that pressure from lobby groups influenced the government’s decisions on the deregulation process. And finally they found that these decisions adversely affected the capacity of the telecommunications industry to compete effectively on an international level. The deregulation process was also shown to have adversely affected the quality of service available to the local market.
