We take the stress, the sleepless nights for granted and at the end of a work-filled week we go through the evening with another sleepless hours of night life. It seems that these days taking care of ourselves is a luxury rather than a necessity. Our theme is dedicated to reigniting our motivation to take good care of ourselves. As “cliché” as it may sound, the best investment we can have at any given time is the investment we put to our- selves and our health. With our experts in their own field, we can have an inner peace to keep us sane in this sometimes crazy world. Let us keep life beautiful. Good health is beautiful. I wish you all good health, wealth. love and time to enjoy them. God bless us all and hope to see you! President, Dr. Angela V. Cruz

UNITY IN DIVERSITY: PERSONAL AND PROFESSIONAL GROWTH BY ANGELA V. CRUZ, MD

Greetings to my colleagues! In my tenure, I have worked towards the vision of the QCMS—I have fulfilled our mission, that is to improve the quality of life of the mem-bers of the organization which I have served. I have served the organiza-tion as well as with all the people with whom I have worked every day. Medical knowledge has changed furiously fast. The ways and the speed which the medical profession in relationship with the environment have changed tremendously. This instant change meant that I have to respond to the varying demand of service to our fellow doctors and the care of those who are mar-ginalized. As President of the QCMS, I was able to respond to the ever changing environment and demands of our organization. Organizational and operational excellence are components of good governance in our society. I have viewed my profession more broadly because the QCMS is a part of a network of relationships and partnership with the PMA, the government and the communities in QC. To meet the challenges of the changing times, I have committed to spend time necessary to engage in both my personal and professional growth through continuing medical education and other learning experiences. The motivation to improve oneself is the greatest gift. I hope you will learn from all the CME we have prepared.

Physicians in Nation Building The Filipino has decided and made the choice for their lead-ers. We join the nation in supporting President Rodrigo Roa Duterte and Vice President Leni Robredo.

Good governance for the nation is the key that will propel it to pros-perity, global respect and recognition.

QCMS has spread the word that the citizens are empowered to carve their own destiny through their responsible and wise choice. The people have chosen their new leaders for the next six years. The. QCMS have enticed their stakeholders in their advocacy to choose leaders who will put Health of citizenry as priority, leaders who will continue to improve economic performance, and leaders who will further improve good governance.

According to Dr. Mechael Angelo Marasigan, “They must exemplify knowledge & understanding of their profession and a sheer love and lifelong dedication to the masses that they serve.”

May our new set of elected leaders uphold the following qualities: 1. Values and vision as they encompass the essence of true leader-

ship 2. Integrity with a good track record of honesty to ensure a non-

corruption reign. 3. Good communication skills to be able to effectively relay his/her

plans for the society and be able to listen attentively to the voice of his/her constituents.

4. Sense of humor for him to show his humane persona to the public that he serves.

5. Commitment to pursue their vision and goals and the tenacity to finish their tasks/programs/projects to the end.

6. Role model to emulate and to inspire by the things that he does, the accomplishments that he achieved.

7. Intelligence and competence to rule and lead people to progress and the ability to learn fast.

8. Servanthood through selflessness because a servant leader priori-tizes people first before himself.

9. Executive leadership to direct his people – that is – to lead, moti-vate, delegate, coordinate, supervise. He shares governance with the people under him because he can not do the multifac-eted task alone.

10. Confidence that radiates as he serves the people not merely an arrogance gait or an aura of superiority felt with his presence.

11. Open mindedness as he listens to the people’s voice and the power to change behaviors.

12. They should be able to reach the very basic unit of every Filipino and advocate for the holding on to the values of the“Pamilyang Pilipino.”

No longer are the citizens tied or kept mum on political affairs. Their voice and actions can change the future of the Philippines and the life of the Filipinos. The people have decided. Let us all continue our roles in nation building. The QCMS played an important role in the apostolate and advocacy to put health of the nation in the fore-front . Let us all support our new elected leaders and go forward in building a better nation. We welcome change. Congratulations to Dr. Irineo C. Bernardo, III, our newly elected President for the PMA. We also extend our sincerest greetings to all the newly elected Governors and members of the PMA National Officers 2016-2017.

QCMS: 66 Years of Serving, Sharing and Caring CELEBRATING LIFE, MAKING IT HAPPEN BY ARNOLD E. MONTEIRO MD In the elite executive corps of the Philippine Bureaucracy, the CESO’s – the Career Executive Service Officers – are found. These officers are a pool of well-selected and development – oriented man-agers who provide competent and faithful service. They undergo rigorous selection process.

At the QCMS, another group of CESO’s exist – the Care Experts and Service Oriented Physicians. These are physician experts who have been sharing their expertise of caring for the last 66 years.

As it celebrates its 66th year, the association reflects on its achieve-ments:

* Healing ministrations through free clinics, medical mission and other health care programs in conjunction with Department of Health and the Philippine Medical Association.

* Community Development and civic action programs including gift giving projects to street children and to the elderly. It has also its ongoing Clean and Green Program.

* Improvement of its membership program with provision of benefits for its eligible members, enhancement of their pro-fessional development and protection of their rights and privileges.

* Fundraising projects * Socio-cultural indigency programs * Continuing medical education program. * Strong support for all PMA programs and activities.

Historically, QCMS has the following milestones: 1975-1976 : QCMS was subdivided into 4 districts following the

corresponding QC political districts. 1995 : QCMS became a region of the PMA separate from the

Central Tagalog Region 1996 : QCMS as an NGO was officially accepted as a represen-

tative member of the Local Health Board of Quezon City. 2006 – 2007 : A portion of QCMS District II was designated as

District V through a QCMS Board Resolution which was approved by the QCMS General Membership Assembly.

The growth of QCMS has always been based on strong set of values and nurturing relationship and unity among the fellowship of physi-cians and these are to be cherished and celebrated as part of the 66th – year anniversary.

Through the 6 decades of its existence, the QCMS remain true to its commitment to contribute to the excellent healthcare delivery system to its patients and community at large in partnership with Department of Health, Quezon City government and Philippine Medical Associa-tion.

In the years ahead, through its league of physician CESOs, QCMS is determined to continue sharing the highest quality of care that can only be achieved through continuous education and research.

Good Governance & Ethical Standards of QCMS Leadership QCMS plays a vital role in the promotion of medicine for the better-

ment of the public health and the advancement of the interest of phy-sicians and their patients and the lobbying of legislation favorable for physicians and patients and the contribution for the continuous im-provement of medical education. The QCMS therefore embodies a community of stakeholders – medical professional and other health-care workers, communities, patients and the Filipinos as a whole. As the society carries out its mission and vision, it never fails to take into consideration its concern for the welfare of the stakeholders and so-ciety and maximize their wealth in terms of health. This is govern-ance, in the narrow and broader sense of the world. However, good governance in the leadership of QCMS can only be ensured through implementation of ethical standards. It is ideal then to create an Ethi-cal Standards Code for Good Governance for QCMS Leadership that transcends to its members and its stakeholders. Ethical standards 1. Upholding public interest with commitment, fairness and transpar-entcy The leaders and members of the society prioritize public interest over personal interest. In the discharge of their care service, they try their best to be fair without discrimination without regard to friendship or personal gain, decide based on merit and with justify actions, mini-mize bureaucracy and open & transparent in all their actions.

2. Professionalism, Accountability and Integrity As servant leaders, the officers of the QCMS lead in implement-ing the set of standards and values defined by the society. They are role models to emulate in bearing an impeccable stamp of integrity. The society as whole functions as an untarnished wall of honesty and integrity in serving the interest of the public and preserving the name of the society. The society’s professional accountability de-mands that the physicians and medical professionals abide by the expectations by the public at large, regulatory bodies and the market/consumers.

3. Professional Competence QCMS sharing and caring services has to be maintained at the highest level of efficiency so its leadership and members keep at-tuned with the modern trends of medical practices, communication IT tools and their judicious use, technical skills, clinical reasoning, and values. The Society take initiatives to continuously upgrade compe-tence levels of its leaders and its members providing “competent medical care with full professional skill in accordance with the current standards of care, compassion, independence and respect for hu-man dignity” as stated in the Code of Ethics of the PMA.

4. Social and Civic Responsibility Based on Code of Ethics of Philippine Medical Society, the physi-cian has the title “friend of mankind”. True to this commitment, the QCMS physicians carry out their professional duties with due consid-eration to the public they serve, fulfill their civic duties through medi-cal missions and other health related programs, coordinate with local and civic leaders in their services in the community. 5. Global Competitiveness Asean integration in 2015 provided the challenges of dynamism and interconnectedness. QCMS rise up to the global standards and maintain levels of medical practices fully aligned with global best practices. The established Code of Ethics for Good Governance of the QCMS make sure that only the competent and morally fit medical -

Professionals are admitted to the throngs of the society and that all these medical practitioners abide by professional excellence in ac-cordance to highest ethical standards of medical practice. We can now claim that Good Governance make the QCMS a better society.

FEATURE: New Communication Tools for QCMS Executives: Information technology has grown in leaps and bounds and QCMS is not left behind in the state of antiquity. In healthcare com-munications, there is a changing landscape—consumers are con-nected nearly everywhere they go, providers have new avenues for communication, being visible in extremely important and both doctors and patients are turning to a variety of products to aid in diagnosis, recovery and preventive care. QCMS is running a section of the health care system so its executives are technologically on the front lines as they are the voice of that section of the healthcare system. It was therefore imperative that QCMS executives embraced technol-ogy to enable and advance its missions and long-term strategic vi-sions thus it has created its website—www.qcmedicalsociety.org With the website, social networking among its members, the patients and the community is readily available. When we talk of social media, otherwise referred to as “Web 2.0” or social networking, we refer to internet-based tools that allow individuals and communities to gather and communicate; to share information, ideas, personal messages, images and other con-tent and in some cases to collaborate with other users in real time. The social media sites provide a lot of features that serve different purposes for individual users. For QCMS, social media tools can be used to share infor-mation, debate health care policy and practice issues, to promote health behaviors and engage with the public and to educate and in-teract with patients, caregivers, students, colleagues. QCMS can use social media to improve health outcomes, develop a professional network, increase personal awareness of news and discoveries, mo-tivate patients and provide health information to the community. QCMS executives, the physicians who are QCMS members and non-members, can join online communities and they can read articles, listen to experts, research and medical developments, con-sult colleagues regarding patient issues and network. They can share ideas, practice management challenges, make referrals, dis-seminate the research and engage in health advocacy. There are a lot of websites that can be beneficial to QCMS executives and the society as a whole but the following are just ex-amples of the most popular sites social media tools. Google In medicine, communication is the cornerstone. With Google, QCMS executives can help users make more empowered and informed healthcare decisions, give relevant health information not only to patients but to physician colleagues who need good clini-cal notes. Facebook Facebook already knows who are friends are and the kind of things that grab our attention. But with its facebook—[email protected], QCMS can create support communities that would connect facebook users suffering from various ailments as preventive care or patients suffering similar ailments and thus want to share experience or even those requiring organ donors.

Twitter Twitter’s simplicity of functional design, speed of delivery and ability to connect two or more people around the world provides QCMS executives a powerful means of communication, idea-sharing and collaboration. Twitter can be used by QCMS for the following purposes based on the 140 uses of twitter in healthcare from Phil Baumann twitter article on the topic: 1. Tissue recruitment (for kidney & other organ including blood) 2. Epidemiological survey 3. Disaster alerting and response 4. Emergency response team management 5. Supportive care for patients and family members 6. Diabetes management (blood glucose tracking) 7. Maintaining a personal health diary 8. Adverse event reporting in the clinical setting and other pharma-

ceutical functions 9. Emitting critical laboratory values to nurses and physicians 10. Providing smoking cessation assistance 11. Medical appliance support (at home—colostomy, infusion

pumps, etc.) 12. Information on women’s health 13. Product safety alert 14. Food safety alert 15. Pain management 16. Community health outreach 17. Patients—sharing for health experiences 18. Stress management 19. DOH. QCMS health programs activities 20. Tracking toxic diseases 21. Tracking HIV news 22. Tracking influenza alerts from CDC 23. Issuing/exchanging dietary tips 24. Case Management functions 25. Clinical education coordination 26. Post discharge patient consultations Wellness Apps Health and wellness apps are mobile application programs that offer health related services on smartphones, tablet PCs and other communication devices. QCMS executives can use these apps for health promotion including: 1. Sports and fitness tracking 2. Diet and Nutrition 3. Weight loss coaching 4. Medical advice 5. Stress reduction 6. Pregnancy 7. Hospital selection These health and wellness apps are only limited to promo-tion, awareness and are not focused on diagnosis and treatment. Blogs Blogs are the oldest and most established form of social media and it has been used in medicine since 2004 according to Grajales et al, 2014 (PubMed). If one writes a topic of interest in the blog, this can be shared and viewed over and over again that it goes “viral” thus creating an online presence.

Page 9: QCMS bagged 10 Awards - qcmedicalsociety.org · QCMS bagged 10 Awards Cebu City. The QCMS, one of the most active component society of the PMA, bagged 10 awards last May 20, 2016

QCMS can publish a large amount of health information in a variety of media—text, video, and audio—in an open forum then readers can respond to published content with their comments. There is therefore an ongoing dialogue between the blogger and his/her audience. The QCMS president’s blog can be created so that the President can communicate with the members of the society, his/her colleagues and other healthcare providers and the public. You Tube You tube is a media sharing site that offer a large selection of social media tools that QCMS can optimize for viewing, sharing and embedding digital media content on the Web. For QCMS, it can be an important resource for education, community building and mar-keting. In general, QCMS can now use social media for: 1. Professional networking QCMS executives and members communicate among themselves on patient issues, ethics, politics, biostatistics, best prac-tices, career strategies and support environment for subspecializing colleagues. QCMS can also utilize social media as crowd sourcing where they can harness the knowledge and skills of the community to solve problems or gather information and options. 2. Professional education QCMS can utilize social media to improve clinical educa-tion—to enhance clinical students’ understanding of communication, professionalism and ethics. Webminars can be initiated by QCMS through social media. 3. Organization Promotion QCMS can use social media to enhance organizational visi-bility, to market services, provide venue for announcing activities—promotions, medical missions, and fundraising and to provide a channel for patients resources and education. 4. Patient care Although there are risks to the use of social media for direct patient care, QCMS can slowly introduce the practice with guidelines. Social media can be used for interacting with and monitoring pa-tients, for encouraging behavioral changes and drug adherence. 5. Patient education QCMS can use social media to improve patients’ access to health care information and to serve as an educational resource. The society can also entice cooperation from patients to participate in their researches especially on HIV, chronic diseases management, smoke cessation, weight management and maternal or infant care. 6. Public Health programs QCMS can utilize social media to mobilize a large groups of people to greater progress toward public health goals. A new track-ing technology can now be use to respond rapidly to disaster and to monitor the health and welfare of populations. Social media may have its benefits but it also present potential risk to patients and healthcare professionals: 1. Poor quality of information The health information posted on the social media may be limited in terms of quality and reliability. The information can also be unreferenced, incomplete or informal. QCMS can guide patients to credible websites that are peer-reviewed and where information is subject to quality control.

2. Damage to professional image - There could be topics posted in the social media that is of unprofessional content and can reflect on the QCMS or the PMA as a whole. - Images, posts and comments like or shared can create wrong impressions or wrong perceptions. 3. Breaches of patient privacy Requiring the patients’ profile in social media can invade their privacy. QCMS can provide “safeguards standards” to protect patients rights. 4. Violation of the patient-health care boundary Since the health care provider often interacts with the pa-tient through the social media. s/he may violate the patient-HCP boundary even if the patient initiated the interaction. HCPs should therefore be familiar with the privacy settings and terms of agree-ment of the social media platform that they are using so that profes-sional dealing between the patient and the HCP can be maintained. 5. Licensing issues With social media, QCMS can check that physicians do not abuse prescribing privileges, exhibit unprofessional behavior, misrep-resent credentials and inappropriately use social media so that li-censes will not be revoked or punishment be imposed. 6. Legal Issues With social media, some rights can be applied—freedom of speech, freedom from search and seizure and right to privacy but these rights can be successfully challenged by QCMS. The use of social media and other new communication tools for QCMS executives can promote individual and public health, pro-fessional development and advancement so the QCMS executives take it upon themselves to lead by example. - to use these social media tools widely and prudently as careless use will pose formidable risks. -provide guidelines to be used by PCPs as sound and use-ful principles to avoid pitfalls.

ROUND TABLE DISCUSSION ON : Role of Endothelium and Antioxidants

January 19, 2016 Tuesday. Sixteen QCMS doctors attended the symposium on “The role of endothelium in Pressuring Vascular In-tegrity” at Max’s Restaurant, QC Circle, Quezon City. Dr. Ahmed C. Ibad, President of District V welcomed the speaker Dr. Verner Greg-ory Veloso (a geriatrician and also a member of the QCMS). He talked about antioxidant a substance that inhibits oxidation, espe-cially one used to counteract the determination of molecules. He talked about certain molecules and rituxide that removes potentially damaging oxidizing agents in a living organism. Antioxidants may possibly reduce the risks of cancer, endothelium dysfunction and cardiovascular related disease. Antioxidants clearly shows that many benefits to our body. The continuing professional education activity was a success. Dr. Norma M. Torregoza, Vice President of QCMS reminded the audience of the forth coming 32nd Annual Convention on June 23 to 24, 2016

LIFESTYLE CHANGE. RIGHT NOW. By DR. MERIAM B. MACALISANG

Long before, lifestyle change was a lingo often used by people in weight management and fat loss business. Nowadays, the change has come! We, in the medical field have started to accept that medicines alone cannot lower our high cholesterol, high uric acid and high blood pressure. It used to be easier for us to just tell our patients to take this and that medicine for their ailments rather than to tell them to cut this kind of food or drink and to do this and that to burn the calories. Lifestyle change which mainly includes change in diet, stress management and exercise is no longer a layman’s term today. In the recent PMA Convention at Waterfront Hotel, Cebu City, one of the topics was concerning obesity with the so called TOFI-TIFO meaning thin outside, fat inside or thin inside, fat outside. Fat outside refers to subcutaneous fat while fat inside refers to visceral fat which is worse than subcutaneous fat. A simple way to assess body fat is the measurement of body mass index (BMI) and waist circumference, which involves the measurement of the abdomen between the lowest rib and promontory of the hips. Sometime before, Dr. Augusto Litonjua explained the growing concern that fat has a lot to do with the subsequent chronic diseases such as cardiovascular disease, hypertension, diabetes mellitus, some cancers, and gall bladder disease. Furthermore, obesity is associ-ated with more endocrine and metabolic disturbances and debilitating health problems, as well as, psychological ones. Now that we are in the era of epidemiologic shift from communicable to chronic and degenerative diseases, can we still escape from these problems? Dr. L. Arthur Camfield, head of Metabolic Disease Research at Hoffmann La Roche stated that obesity is a chronic medical condi-tion requiring chronic struggle to manage and to treat. “Oh how chronic it is that needs a struggle” Taking medications regularly is already a struggle. To quit from alcohol and cigarette is more a struggle. Refraining from the favorite food and eating the unfamiliar but healthy food daily is much more a struggle. Exercising everyday is not only a struggle but intolerable. Yes, lifestyle change is such a struggle!!! See if these steps can help. First, one must be aware of a problem. Second, one must believe that there is an escape. Third, one must have a will to make it - the change. Only then can anyone escape…. changing one’s lifestyle is pursuing the healthy lifestyle.

Protocol Officers lend a helping hand to the formality and elegance of QCMS and PMA Events

Leadership protocol—the universal language of diplomacy with a set of rules for members and leaders of the Philippine Medical Association and its component society and other parties which they follow in the conduct and manner of business, governance and socials. Dr. Agnes Calleja, Protocol Officer and Dr. Rebecca Sison , P.R.O., assisted and supported Dr. Realiza G. Henson in the Opening Ceremonies of the recently concluded 109th PMA Convention. They have practiced and strictly followed protocol in seating of the officials of the PMA and guests. They have successful hurdle the challenge in preparation and execution of the ceremonies. Protocol really made a difference in the way people regard our organization and our society. It is important that we conduct our-selves in the right way in events and functions of the PMA and all assemblies of all component and affiliate societies of the PMA The various events of the PMA includes: Opening Ceremonies, ribbon-cutting, speeches in conference, business meetings, board meetings, product launches, planning sessions and other important and formal occasions. A mastery of the PMA protocol is a skill and requires competency of the rules of the organization. It is well regarded more highly in society. Protocol commands more respect and marks a distinction as someone with class, education, finesse, and civility . Following proce-dures and protocol is a skill in handling people and situations. Protocol is very applicable to our society and to national organization such as the PMA. It is part of management, negotiation, entertaining dignitaries, guests, clients and members. Protocol is part of relationship with people of different cultures and in dealing with high ranking officers. Protocol is everything. Our protocol officers have spelled out success in all our events and functions of the PMA. They have contributed well to the ele-gance and formality in all our gathering and ceremonial activities. Our protocol officers have brought with them a wealth of experience having manage both QCMS and PMA functions for several years. Thank you to our protocol officers, chair of the organizing committee and all its members for providing honor and respect to the occasion befitting our noble profession.
