This handbook addresses many aspects that concern Qassim University employees, starting from joining the University and the required awareness of administrative procedures, governing laws, regulations, the ethical code, duties, rights, and other policies and manuals.

A summary of the most important laws, regulations, and policies have been included in this handbook. Furthermore, links to the complete guide texts of some of these laws, regulations, and policies have been included to ensure quick access to essential information and have a full picture of these laws, regulations, and policies.

Qassim is one of the 13 regions of Saudi Arabia, where Buraydah city is its administrative capital. Qassim is characterized by the availability of underground water and agriculture, where it produces a variety of agricultural products for the country and the most luxurious types of dates. Al-Qassim's Cities include but are not limited to Buraydah, Unayzah, Ar-Rass, Al-Mithnab, Al-Bukayriyah, Al-Badayea, Al-Khabra, Riyadh Al-Khabra, Al-Asyah, Uglat Asugour, Dariyah, and Uyun Al Jawa.

6 Law and Regulations

Qassim University, represented by the Deanship of Human Resources, relies on the regulations governing university employees’ affairs, including faculty members. Qassim University is also committed to the Kingdom’s civil service system in its laws and regulations related to employees and administrators. These laws and regulations clarify the civil service provisions, including salaries, bonuses, allowances, compensation, and other benefits, after being prepared by the Ministry of Education, the Ministry of Human Resources and Social Development, and the Ministry of Finance. Law of the Council of Higher Education and Universities and its Regulations

This law includes the following rules and regulations: Regulation of the Higher Education Council, Regulation for Studies and Examinations for the Undergraduate Level, The Regulations Governing Financial Affairs in Universities, Regulations for the Employment of Non-Saudis in Universities, Regulation of Scholarships and Training for University Employees, The Unified Regulations for Postgraduate Studies in Universities, The Regulation of the Affairs of the Saudi Universities Staff Members and their Equivalents, The Unified Regulations for Scientific Research in Universities, Regulations Governing Student Funds in Educational Institutions, The Rules Regulating Scientific Societies in Saudi Universities.

Executive Regulations for Human Resources in the Civil Service

The executive regulations for human resources in the civil service include the systems and mechanisms of appointment, promotion, contracting, methods of termination of service, entitlements to training, scholarship and delegation, and other regulations.

Regulation of Educational Jobs

The regulation of Educational Jobs applies to those who work in educational jobs or are related to education.

Regulation of Health Jobs

The regulation of Health Jobs applies to Saudi civilians' health jobs in all government agencies, except for university faculty members.

Regulation of Users Clause

The regulation of users clause regulates the conditions of the employees who are subject in an original capacity to the system of users clause.

Regulation of Employees Appointed on Wage Clause

This regulation applies to all those appointed to the wages clause in the general budget of Saudi Arabia and the other independent budgets.

Regulation of financial rights and benefits

This regulation is considered an implementation of the articles mentioned in the civil service system in Sections Three and Four of Chapter Two. This regulation is related to salaries, bonuses, allowances, rewards, and compensation.

Labor Law Regulation

The Labor Law Regulation contains everything related to labor systems in Saudi Arabia. It includes labor law materials, additional helping tools, and illustrative examples for business owners.

Promotions Rules for Faculty Members

Promotions rules include the executive rules for the articles of the regulations governing faculty members' affairs for scientific promotions at Qassim University, which were approved by the University Council in its eighth session for the year 1441 AH and held on 24/10/1441 AH.

Promotions Rules for Employees

The promotions rules for employees include the rules governing promotions in the civil service and the conditions required for them, whether for ranks from ten or less or ranks above ten, and the procedures to be followed when considering an employee's promotion, especially concerning ranks.

Anti-harassment Law

The anti-harassment system was approved and circulated in the Kingdom of Saudi Arabia in 2018. It is an extension of the decisions and regulations issued by the Kingdom to preserve personal rights and fight crime, believing in the importance of social values and public morals in a way that guarantees a decent life for its citizens and residents.

In all the University's activities related to its three axes of education, scientific research, and community service, the University adheres to integrated, publicized policies that are consistent with the policies of higher education in the Kingdom and the values and customs of society. Ethics Policy of University Faculty and Staff

The University is keen to adhere to its vision, mission, and set of values and respects the values desired by all its employees. In this context, an ethics policy was issued according to which all its employees are obligated to act. Since the faculty member is one of the essential pillars on which the society depends in building its entity, Qassim University adheres to a policy that ensures the faculty member follow ethics and values. They can refer to the «Guide to the ethics policy of the university employees» and the sub-manual «Guide to the ethics of the faculty member's profession» to identify the faculty member's requirements towards their behavior, work, and decisions.

Policy and System of Quality in Qassim University

Quality assurance and management (institutional and programmatic) are among the main aspects that Qassim University considers and look after. It constitutes a fundamental part of its mission and a key goal in its strategy. This policy reflects positively on the outputs and outcomes of the University's work. The quality procedures are implemented by an integrated system, with a tight and declared administrative, hierarchical structure, headed by the University president and monitored by the University Vice-Presidency for Planning, Development, and Quality, through its executive arm, the Deanship of Development and Quality, up to the quality units and committees within the colleges, supporting (administrative) deanships, academic programs, centers, and directorates. The guide «Policy and System of Quality in Qassim University» explains the general policies governing the University's quality assurance system in pursuit of achieving the University's mission and objectives and realizes the quality assurance of the programs and institution.

Scientific Research Policy

The faculty member is one of the essential pillars on which society depends on building its entity because of the faculty member's experiences to make a good citizen ethically, scientifically, and professionally. These experiences contribute to the interaction with the intellectual, scientific, cultural, economic, and social variables. The faculty member became a profession with its origins, principles, reference, and distinctive characteristics. The talk about the faculty member is increasingly driven to know the most important duties and rights and ways to materialize them in practice. Qassim University sets governing policies for scientific research and scientific research ethics, which is an essential focus of the University's activity. Those policies can be found in the «Scientific Research Policy».

Information Handling Policy

The organization, analysis, and preservation of data and information at Qassim University are done through the Information and Decision Support Center, the Center for Records and Archives, and Information Technology's Deanship. The Information Handling Policy ensures the security of the information circulating on the University's electronic portal and its internal network. Faculty Complains and Grievances Handbook

Qassim University is keen to ensure the discipline and quality of its systems. The University is also eager to ensure that students, staff, administrators, faculty members, and leaders work with a sense of comfort and satisfaction, which should positively reflect the University's outcomes and lead to positive development and improvement of its community reputation. This positive environment only comes to work by solving any problems that faculty members may encounter. Therefore, the university administration formed a committee to consider faculty members' complaints and grievances, and a mechanism has been set up to receive these complaints. The University has prepared a «Faculty Complains and Grievances Handbook» for the faculty to guide them if they face any problem or feel that they have been subjected to inequality.

Libraries Handbook

Libraries are a significant source of information resources used in the process of teaching and learning. Learning resources are intended for all the materials that are included in the libraries of Qassim University, whether printed, such as books or electronic materials. Devices, such as computers and scanners, are also provided to meet the program's needs appropriately. The University has issued the «Libraries Handbook» to guide university faculty members and students to familiarize them with the university libraries and their capabilities and services. This library handbook makes the most use of libraries, enriches the educational process, and achieves the desired learning outcomes.

The policy of Admission & Registration and Academic System and Exams

Qassim University aims to facilitate and ease the admission and registration procedures for students. The Deanship of Admission and Registration has developed admission and registration procedures through electronic platforms available to students on the University's website. The Deanship is committed to preserving the privacy and confidentiality of students' information. It is also keen to increase the student's awareness of his study status, study affairs, and related rules and regulations and follow up on his case through his online account. Please visit the «Deanship of Admission and Registration website» for more information about the admission and registration policies and the electronic platform's procedures. You can also refer to the «Academic System and Exams Guide», which was prepared by the Deanship of Development and Quality to guide the student to see his rights and academic duties and the list of study and tests and everything related to educational operations.

Training Programs Guide

Qassim University aims to develop the cognitive and performance capabilities of students, faculty, and administrators. Therefore, the Center for Leadership and Capacity Development has been established to undertake the mission of enlightenment, education, and training. This center aims to improve the faculty member's performance for the sake of output quality assurance. You can refer to the «Training Programs Guide» for more information about the training programs' objectives and the new faculty members' training program. Qassim University, represented by the Deanship of Graduate Studies, aims to employ scientific capabilities to develop postgraduate studies in line with development plans and the labor market's needs. The Deanship of Graduate Studies also intends to raise students' ambitions and elevate them to the highest educational attainment degrees. The «Guide of Procedures of the Deanship of Graduate Studies» at Qassim University is intended to be a reference framework for all colleges and departments at Qassim University and accessible to all students in the various postgraduate studies stages. Qassim University, represented by the Deanship of Community Service, seeks to achieve the University's mission in serving the local community of the Qassim region. Services Guide of the Deanship of Information Technology

The Deanship of Information Technology is responsible for managing the University's IT materials, assets, and services. To assist university employees in performing their duties, the Deanship of IT provides the IT infrastructure, programs, licenses, design and development of administrative and academic applications required for the educational process, and design and development of university websites.

The detailed services provided by the Deanship of IT can be found on the «Deanship of Information Technology website». For example, the services provided include but are not limited to e-mail service, internet browsing, technical and technical support services, wireless network use service, faculty pages service, original software service and licenses, and others.

Security, Safety and Professional Health Procedures Guide

Based on the University's pursuit to achieve its employees' security and safety and realize its mission and goals, the University developed the «Security, Safety and Professional Health Procedures Guide». This guide aims to highlight the safety procedures and practices, introduce the responsible parties of security and safety at the University, and develop the spirit of cooperation among all its employees in this regard.

Academic Advising and Support Handbook

Qassim University believes that the student is the focus and purpose of the educational process, and it is one of the essential outcomes in the University. In order to contribute to the continuous improvement of the university services provided to students, the «Academic Advising and Support Handbook» was prepared. This handbook aims to guide students to get the best results and adapt to the university environment by providing them with academic skills that raise their educational attainment level. Given the importance of academic guidance in the University's colleges, it is necessary to form a unit or committee to be specialized in academic support and guidance.

The introductory guide for E-Learning

Qassim University aims to develop the educational environment, diversify learning sources, and improve learning outcomes by pursuing higher education standards. Qassim University has made sure that the e-learning project is one of the University's strategic plan's essential projects. As a result of this goal, the Deanship of E-Learning was established. The Deanship of E-Learning has taken deliberate and firm steps towards the E-Learning process and development. It also seeks to provide an integrated electronic learning environment that stimulates learning and supports its performance. Procedural Risk Management Plan Guide

In light of the current situation, the accelerating changes, natural, health, medical and financial disasters in the global and local arena, the need and focus on managing risks has increased recently. As a result, a Safety and Risk Management Section was established at the university to ensure the work's sustainability and develop strategic and operational plans to deal with crises, threats, and weaknesses. The Safety and Risk Management Section also aims to take advantage of strengths and opportunities while at the same time preserving its human and financial resources and the rest of its assets. Qassim University has prepared a risk management plan to identify and predict the risks that are expected to occur, reduce losses if they occur, and mitigate their effects. The Safety and Risk Management Section has developed a « Procedural Risk Management Plan Guide» (initial version). This guide contains global and local plans benchmarking. It also took into account the opportunities and threats of Qassim University, and demonstrates its ability for developing, preserves the employees and its assets.

Facilities Utilization Guide

Based on the University's pursuit to provide services to its employees and facilitate and rationalize its facilities and raise the efficiency of the use of those facilities, the University developed the «Facilities Utilization Guide». This guide aims to highlight the «General Directorate of Facilities and Properties» and the University's facilities and determine who is responsible for them and how to benefit from those facilities' services.

Services Guide of the Institute for Studies and Consulting Services

The Institute of Studies and Consulting Services (ISCS) at Qassim University links the University and the government and private sector. The ISCS carries out studies and advisory services and provides its research, professional and administrative expertise, and competencies to the external sectors. The ISCS seeks to develop relationships and partnerships between the University and the various sectors to document its role in community services under an institutional strategic perspective. The detailed services provided by the ISCS can be viewed through the «Institute for Studies and Consulting Services website».

Services Guide of the Innovation Center & Intellectual Property

The Center for Innovation and Intellectual Property (ICIP) at Qassim University is an administrative entity concerned with supporting innovation and entrepreneurship. The ICIP is involved in promoting the concept of innovation and protecting intellectual property rights. The ICIP is also interested in embracing innovative ideas, protecting them, registering them in local and international offices, and transforming them into products that contribute to economic development, which aligns with the Saudi Kingdom vision 2030. The ICIP Center has also prepared the «Regulation of the Innovation Center & Intellectual Property» to serve as a frame of reference for university employees.
