The final goal of the Report is to understand how converters’ business is going todevelop

· One of the features of this Report is that we have done our best to focus on converters.We have studied traders’ sales and tried to lay special emphasis on end converters ofpolymers. For that we used more than a dozen different sources of information,including detailed statistics of financial figures and inland transportation in Russia.

· By individual converters we tried to analyze business by groups they are included into.Apart from sales and production figures, we collected data on increase in productioncapacities by each large converter (starting from January 1, 2000).

· We are perfectly aware that our findings are in the upshot a subjective opinion ofMarket Report Company’s analysts. In case we were not able to determine capacitiesby direct methods, we presented all indirect data on that converter to enable you toestimate output capacities on your own.

· We did our utmost to study business of each large converter by six key indicators:

§ output in the current year§ export in the current year§ inland railway transportation in the current year§ investments over the period from 2005§ polymer imports over the period from 2005§ current polymer processing capacities.

· Analysis of six key business indicators of each converter allowed us to make up ageneral rating of the largest Russian converters in 2015, as well as separate TOP-20lists of converters by each important polymer processing technology.

The most complicated task was toconvert capacity of, for example, a blowing machine or a molding machine into naturalunits (kg/h). For that, we applied our own ratios for each type of equipment for eachtechnology.

· Furthermore, the Annual Report contains detailed data on finished goods imports.Tables used to analyze such imports mainly include exclusively such finished goodswhere the share of the polymer exceeded 50% of the total weight of the product.

Advantages of our annual reports

· In this report we have carried out detailed analysis of the PVC market in accordance with

the MRC internal standards. Before starting the preparation of the Report we studied

numerous researches conducted earlier on the PVC market by other companies and

discovered several common gaps that had not allowed obtaining objective assessment of

the Russian PVC market before.

· We have added general data about PVC shipments to Belarus. The common mistake in

many researches is that the overall PVC consumption in Russia was frequently calculated

without taking into account exports to this Republic. Russian customs officers do not take

account of imports/exports from/to Belarus, considering it to be domestic trade.

· We have tried to estimate the capacity of the Russian PVC market, reducing the

consumption of the all known compounds based on unmixed PVC, in accordance with the

formulae of rigid, soft compounds as well as PVC-paste, regarding consumption volume

of unmixed PVC. Thus, general reduced capacity of the PVC market is calculated as

consumption of unmixed PVC and consumption of unmixed PVC in compounds.

Contrariwise: we have also estimated the capacity of PVC compounds market by

converting unmixed PVC consumption indices into domestic output of PVC compounds in

Russia.

· If you take the statistics of the domestic output as the basis for goods made of polyvinyl

chloride in the Russian Federation, then, unfortunately, your assessments of some PVC

processing sectors would be basically incorrect. Thus, the Federal State Statistics Service

of the Russian Federation takes into account processing volumes of only two dozens of

PVC converters. At the same time, the Federal State Statistics Service doesn't take into

account production statistics in the largest consumption sectors (particularly, in the official

statistics you will not find any data on production of window and door profiles, windowsills

or panels), though today there are more than 500 KTa of PVC are being converted in

these sectors. So, the leader of domestic PVC processing, Profine Rus, submit statistics

only on «rigid compounds production». Corporate standards of this group suppose

reporting to the statistics service of the country, where Profiine works, but nevertheless

there is no code “profile-linear goods” in our statistics.

· We have taken into account processing volumes of more than 400 processors, including

200 consumers of rigid PVC grades used to produce profile goods and 70 consumers of

soft PVC grades for film and elastron production. That is why, our PVC consumption

volume estimations for the processors significantly differ from official statistical

estimations.

· We studied PVC traders’ sales and tried to focus on end PVC converters. To achieve this

we used more than 10 information sources, including detailed statistics on financial

indices and domestic services in the Russian Federation. We collected PVC sales

statistics on each converter, using data on transportation by rail and road along with

expert assessments.

· We have also collected PVC supplies statistics on all producers in the market of the

Russian Federation in the context of each PVC grade. We analyzed all 500 PVC grades

that have been sold in the Russian market. If the analytics of imported grades supplies

can be collected in the market itself, the grade range of the Russian PVC producers can

only be found in our annual report. Only having collected summarized sales data on

some certain PVC grades, we managed to determine PVC consumption volumes in each

processing sector.

· We also got higher estimation of profile goods, than it used to be considered before the

preparation of the report. We managed to distribute C7068(59)M grade, produced by all

PVC producers in Russia, more correctly. In accordance with the European standards,

this grade is not used in production of window profiles, siding, wall panels, etc. However,

according to our data, Russian profile producers very often blend this grade with PVC-S

grade С5868Zh or with any other grades with K-63, 64, completing compositions up to

necessary characteristics.

· We carried out in-depth analysis of every PVC processing equipment supplies. In our

analytical report each converter was referred to one or another processing sector, which,

in its turn, was regarded to a PVC grade. The rating of the most significant investments

made by converters has been prepared for each sector. Consequently, using the obtained

dynamics of capital investments into equipment we can judge about objective

perspectives for further growth in each PVC processing sector.

· Basing on the PVC processing investment data as well as using domestic service

statistics in Russia, we got an authentic view of PVC processing development in each

region of Russia.

· The data on PVC consumption and investments into processing do not provide us with

the full view about Russian market potential. Deliveries of finished PVC goods start to

play more important role. Over the last years imports of PVC goods into Russia exceeded

300 thousand tons. That was why, we analyzed imports of finished goods over the period

of 2007-2015 and made more precise assumptions about the nature and development of

every processing sector as well as about the potential of Russian producers in view of

the potential import substitution.

· Producers ratings were compiled on the basis of our own estimations of PVC

consumption, as well as ratings of sales of each PVC grade in each sector. That was

done for you to get a clear picture which PVC grades are in greatest demand today as

well as to define your grades mix for the future.

· we analyzed price fluctuations during 2007-2015, using the data of ICIS and Platts, aswell as our own weekly prices.

· One of the results of the unprejudiced analysis are our own assumptions about which

projects on expansion of PVC capacities are going to be the most popular in the Russian

market before 2015, and which are most likely going to remain on paper.

Products classification

We have used generally accepted classification as the basic goods classification that areanalyzed in this report:

§ Rigid compound (RC) is the composition that consists of PVC suspension resin andadditives (stabilizers, modifiers, stuffs, pigments, etc.). Rigid compound is producedas dry blend or chip.

§ Soft compound (SC) is the composition that consists of PVC suspension resin andadditives (stabilizers, plasticizer, modifiers, stuffs, pigments, etc.). Softcompound(SC) is produced as chip.

§ PVC-paste is the derivative composition with prevalence of PVC emulsion§ Unblended PVC that is produced by the method of the suspension polymerization is

the suspension; the term PVC resin is also frequently used.§ Unblended PVC that is produced by the method of the emulsion polymerization is

emulsion.

We adhere to the general codes of HCDCS partially, because the actual import of PVCtypes do not correspond to the commodity positions stated by the importers in the customsdeclarations. The usage of HCDCS codes can result into serious distortions in the researchresults. That is why, we used our own, more precise, correlation of the sold production to thethe PVC types by the grades of manufacturers. For example, Shin Etsu S116 gradeproduced by Shin Etsu is suspension PVC, though customers refer it both to plasticized andunplasticized compositions in the documentation.

Processing Technology

· Technology implies the primary polymer processing method, which directly affects itsconsumption volumes. For example, molding, cutting of bags or re-granulation could alsobe considered a polymer processing technology; however, they affect polymerconsumption volumes indirectly; therefore, we did not include them into general analysisof production capacities.

· For example the volume of investment of a profile producer into the finished goodscalibration is not important for PVC processing. This is the reason why we did not includethe data on calibration, for example, into the general capacity calculation of PVCprocessing. Conclusions on polymers consumption we drew on the basis of the primaryprocessing only (in this case on profile extrusion technology).

RUSSIAN PVC MARKET

· At year-end 2015, estimated PVC consumption fell by 8% to 944.3 ths tonnes. The

contribution to the fall came from suspension, while the emulsion market matched the last

year's figures.

· At the last year-end, estimated SPVC consumption made 823.7 ths tonnes, down 9%

year-on-year. Despite reduced capacity utilization by SayanskKhimPlast, other Russian

manufactures managed to step up their PVC production. The total output went up by

22%. SayanskKhimPlast is said to be hardly able to enhance capacity utilization in 2016,

again, due to ethylene limitations.

· Major profile-moulding products (PMP) producers note that the demand for these

products has shrank by 20-25% over the reported period. According to the data by

Rosstat, in 2015 production of plastic windows and window sills went down to 22.2 mln sq

m, down 12,2% from 2014. Production of plastic doors dropped by 10% down to 1 mln sq

m..

· Demand for PVC in the sector of soft PVC compounds fell by 1%. Russian producers

were able to keep up to the mark because of growth in exports.

· EPVC in January - December, 2015 was estimated at 120.6 ths tonnes, matching the

2014 figure.

· During the reviewed period, demand for emulsion from local linoleum producers

decreased by 1% year-on-year and made 80.1 tons. Demand for emulsion from local

wallpaper producers went up by 2% to 22.5 ths. tonnes.

· Estimated demand for SPVC plasticized compounds slumped by 4% to make 181.2 ths

tonnes. The imports fell almost by 22% down to 23.5 ths tonnes. The output of plasticized

PVC fell by 1% to make 162.3 ths tonnes.

· At the year-end 2015, the Russian market for uncompunded PVC shrank by 8%, with the

main contributor to the drop being the construction sector with its profile-moulding

products. The second largest consumption sector, the plasticized compounds sector, saw

a 1% decrease in demand.

· In 2015, the total output of uncompunded polyvinylchloride (PVC) in Russia increased by

20% year-on-year and made 783.3 ths tonnes. All Russian companies boosted their

output, with SayanskKhimPlast being the only exception.

· At the last year-end, its production in Russia totalled 783.3 ths tonnes from 652.1 ths

tonnes a year earlier. All companies stepped up their polyvinylchloride production, except

for SayanskKhimPlast forced to curb the output by 26% due to limited supply of ethylene.

· The structure of PVC production by companies for the reported period is as follows.

· Over the reviewed period the total output of resin by RusVinyl made 237.3 ths tonnes

(9.5 ths tonnes of emulsion PVC), while a year earlier this figure did not exceed 41.1 ths

tonnes.

· Throughout 2015 the total production of resin at Bashkir Soda Company (BSC) went up to

242.2 ths tonnes, showing a 9% increase from 2014.

· Last year the output of suspension PVC at SayanskKhimPlast was cut to 208.5 ths

tonnes, down 26% from the figure of the previous year.

· In 2015, Kaustik (Volgograd) effectively increased its production of resin by 5% year-on-

year to get close to the level of 95.4 ths tonnes. The growth was mostly attributed to

postponed scheduled turnaround maintenance (it was rescheduled from October, 2015 to

March, 2015).

· In January - December, 2015 imports of resin fell to 96.4 ths tonnes from 282.4 ths tonnes

for the same period of 2014. All exporters had to curb their deliveries , with the main

drivers being: a drop in demand (of over 12%), the growth of local production (by over

20%) and the devaluation of the rouble that rendered purchases of resin in oversees

markets cost-ineffective.

· Chinese producers were key oversees PVC suppliers for the reported period. To retain

their share of the Russian market Chinese producers had to resort to unprecedented

measures last year: they cut their prices to record low, set up direct container deliveries.

Despite the efforts, they failed to reach the levels of PVC imports in 2014. For 2015 the

volume of supplies of acetylene PVC made about 64.5 ths. tonnes as compared to 175.6

ths tonnes a year earlier.

· The peak of US PVC shipments fell on September - the period, when SayanskKhimPlast

and RusVinyl shut down for scheduled maintenance. In general, over the reported period

shipments of PVC from the US made 19.6 ths tonnes, down from 59.9 ths tonnes a year

earlier.

· The share of European suspension polyvinylchloride this year is small because of high

price level. In last January - December the supplies totalled about 11 ths tonnes as

compared to 33 ths tonnes a year earlier.

· In 2015, investments in polyvinylchloride (PVC) processing dropped by 50% and made

USD40 mln, with profile-moulding products (PMP) accounting for the most of the

investment cuts.

· Investments in PVC processing equipment surged record high in 2008, followed by a

substantial drop in investments by Russian companies. According to the MRC data, a

total of 142 complete equipment sets for PVC processing were imported for a total

amount of USD40 mln, while last year's imports made 232 complete production lines

worth USD79.5 mln. PMP producers, the biggest PVC processing segment, were the

ones to cut the investments most..

· At the year-end 2015, 29 complete lines for making profile-moulding products were

imported for a total amount of USD15 mln, while the imports of the previous year was 15

units. Operating Russian PVC and PMP production capacities are excessive, and the

demand for these products is gradually shrinking. In most cases, these were investments

to replace obsolete equipment, while commissioning of new plants was more of one-off

event.

· Among the companies that imported PMP production last year, one should note both the

major window profiles producers: Veka Rus, Profine, Proplex, and the companies dealing

in production of various types of panels: Remstroyplast, PKF Gunai, Wellplast and

others.

· The second largest sector in terms of investment in PVC processing was that of cable

extrusion. In 2015, 31 complete production lines were imported for an amount of USD8

mln, with 32 complete lines imported a year earlier. Among the companies that imported

Distinction of our reports

You, probably, are accustomed to our annualYou, probably, are accustomed to our annual reports and remember that they distinguish from similar products with the biggestdata coverage. Nevertheless, for the last two years we started to feel a great pressure from “analysts”, who offer informationthroughout the polymer market in CIS, considering that if they give the numbers, copied from custom bases, they will have acomplete market’s analysis. To clear out all the questions about the professional preparation of data, MRC’s employeescreated principally new annual analytic reports, which, as we want to believe, are unique in world’s practice. To create a newformat of annual reports we had to spend 4 years of hard work. Our present annual reports’ motto is: “It can’t be moredetailed”.Its essence is in the fact that in world’s practice the polymer market was described so detailed for the first time in a certaincountry. We tried to reduce text part’s volumes to reduce your time and to leave the most useful thoughts-theses, which weregenerated by our analysis on their own. Such theses we will mark out as “bullets”. Another “know-how” that we use in ourpractice of annual reports for the first time, is use of hyperlinks. This will allow you to “travel” all over the review, without leavingbookmarks and not being afraid to lose the line, because you always will be able to come back. We truly hope that hyperlinkswill make electronic versions of reports more effective, compared to printed versions, as in its time electronic languagedictionaries pushed printed ones. Besides additional comfort of working with an electronic pdf file with a general size of morethan 500 pages, we also want to support a principle “environmental responsibility”, which today is supported by all worldcompanies.

Information system at preparation of our reportsToday we use about 120 reference books, to which the following are included:– 26 polymer processing technologies and sub-products;– 66 sectors of polymer processing and of sub-products;– 240 types of finished goods and polymers;– 4025 grades of polymers (8 analysis profiles);– 165 polymer manufacturers (5 analysis profiles);– 2560 equipment grades (analysis on 6 parameters, including each certain line’s capacity), which were used by domesticmanufacturers, starting 2000;– 450 world equipment manufacturers, whose equipment was used by domestic polymer converters, starting 2000;– All post indexes in RF (to determine a post index of every company);– Financial and production data on about 20 thousand companies (converters, traders and other firms), which work onpolymer market of CIS (the analysis on more than 20 ways of activity – PlastGuide project)..

“Data analysis” allows forming a report automaticallyToday absolutely all diagrams and tables in our annual reports are formed automatically. Every one of our analysts uses aprogram products “MRC: Data Analysis”, due to which it can form data for any sort of reports within several minutes. Softwarewas created by MRC’s team under a general leadership of doctor of technical sciences, Professor Basmanov A.E. Today“Data Analysis” includes unified processing of all different data, which we use for understanding of each processor’s activity ona certain polymer market.
