    1.1 Background 11\

    Assam is the most accessible state among the eight states of the north eastern region; and provides regional interconnectivity amongst the states as well as to rest of India. Traffic flows from rest of the seven north eastern states and they confluence onto the national highways in Assam through the SH and MDRs which provide interstate linkages before exiting the north eastern region. Recognizing the importance for road development of the region, Assam State Roads Project (ASRP) has been formulated.

    The Government of India, on behalf of Government of Assam has applied for financing an amount of US$ 200 Million equivalent from the World Bank for Assam State Roads Project (ASRP). The project includes improvement of about 800 km of State Highways (SH) and Major .. District Roads (MDR). Priority roads of about 300km from amongst the 800km have been ..identified and are proposed to be taken up for implementation in the first phase of ASRP. Assam PWD is in the process of preparing DPR (Detailed Project Road) for about 300 km (Stage -1) as part of 800 km in the state under the ASRP (Error! Reference source not found.).

    The project corridor Jorhat to Nagajanka of SH-31, starts at Jorhat town (km 01000) and ends at MorianiNagajanka (km 17/400) connecting with another State Highway SH-1. Project road SH .. 31 provides interstate connectivity, linking Dist Head Quarter Jorhat in Assam to Dist Head

    Quarter Mokakchang in Nagaland. The project road mainly traverses through agricultural land

    and plain terrain.

    The existing Road between km 01000 t02/000 have variable width from 5.50m to 16m, from km

    2/000 to 18/000 intermediate lane (5.50m) and the remaining length of the road is single lane "

    (3.75 m) with bituminous pavement in some stretches. In some portion there is no existing .. pavement and in few stretches it is either earthen or gravel. Some stretches of the road does not have any pavement.lt has earthen shoulder of 0.6 m to 1.5 m on both sides. Geometry of the existing road is fair to good except at few places where reverse curves or sharp curves are observed along the corridor. The existing ROW available in open area is between 10m to 24 m and in built up area is between 9 m to 15 m. The overall condition of the pavement throughout the project corridor is very poor to very poor.There are 2 bridges (2 minor), all are RGG Bridge. The existing Bridge has to be upgraded for two lane. The overall condition of the structures in the entire project corridor is poor to fair.

    1.3 Context for the EMP

    To assist the APWD in the project preparation, Mis Lea Associates South Asia Private Ltd has been chosen to carry out the "Environmental and Social Assessment study" for the Assam State Road Project (ASRP), As part of the project preparation, an Environmental Impact Assessment (EIA) for the project is conducted, The environmental issues identified in the EIA are to be eddressed through appropriate environmental management measures, This Environmental Management Plan assists the project proponent and the contractor to implement the environmental management measures suggested as an outcome of the EIA with a pragmatic approach

    1.4 Clearance Requirements

    Implementation of the project works would require clearances from the Pollution Control Board, Assam as well as several other line agencies.     1.4.1 Environmental Clearance Procedure

    As per the new amendment dated 6th April, 2011 to EtA notification 2006, environmental ctearance has been made mandatory only for new state highways. Hence, the widening I strengthening and improvement works on eXisting state highways are not covered under the ambit of the notification and are not categorized either as Category A or Category B.

    However, the project shall require obtaining consent from competent authorities such as the PCB, Assam for 'Consent to Establish' by submitting a Common Application (as per Schedule-I), under Water (Prevention and Control of Pollution) Act, 1974, Air (Prevention and Control of Pollution) Act, 1981) and authorisation under Hazardous Wastes (Management and Handling) Rules, 1989, as amended . .. 1.S Structure of the Report

    This report is structured to be standalone document suitable for handing over to the contractor for enabling him implement the environmental management measures suggested based on the outcome of the EIA. Further to the introduction provided in this chapter, the report provides an overview of the environmental impacts in Chapter 2: Environmental Issues. Environmental Management Plan is presented in Chapter 3 while the implementation arrangements for implementing the EMP are presented in the Chapter 4. Chapter 5 provides the necessary budget for implementing the EMP.

    Environmental Impact Assessment Carried out for the project identified the major impacts that are likely from the implementation of the project. These issues are brielly presented in this section to give an overview and context in which the EMP has been formulated

    2.1 Phvsical Environment

    2.1.1 Air ,.

    Absence of any major road in the project area has indicated low levels of environmental Ii!!!' pollutants. With the Implementation of the project, there will be emissions from the traffic as well

    ,,~,. as emissions from developmental activities in addition to the domestic emissions raise the pollution level. Major contributor to the air pollutants in the area during project operation would be the road traffic. Emissions from asphatt hot-mix plants, transportation of construction materials and vehicular movement along the stretch will have temporary but significant impact on air quality.

    2.1.2 Noise

    The present project area is predominantly rural and has very few structures. There is not much traffic flow and hence no traffic induced noise pollution. Due to the widening of the road, it is '. expected to raise the noise levels in the area due to traffic flow. Noise levels that are likely in the project area are estimated using screening model as the FHWA noise model. These noise levels are estimated for various design years in terms of average hourly Leq in dB (A). From the model output, it is evident that the noise levels are not likely to exceed the residential standards.As the construction yards are proposed to be located at least 1000m downwind of habllations, no significant impact due to construction noise is expected. Construction workers will be provided .. with protection equipment to guard against the noise impacts.

    2.1.3 Water Resources

    The typical impacts on water quality during road construction are summarized in Table 2-1.

    are licensed, the prevalent rules on blasting will be adhered to. Hence, the impact on general geology of the region is insignificant. At the construction sites, no blasting is envisaged.

    In this project contamination of the soil may take place, from the following activities at the construction zones, construction labour camps, construction plant sites and other aUXiliary facilities required for the construction. Details of the activities from which the contamination can occur are presented below;

    o Scarified bitumen wastes, over production of bituminous product, o Debris generation due to dismantling of structures, Maintenance of the machinery and operation of the diesel generator sets on site, o Oil Spill from the operation of the diesel pumps and diesel storage, during transportation and transfer,

    parking places, and diesel generator sets, o Operation of the emulsion sprayer and laying of hot mix, o Operation of the residential facil~ies for the labour and officers. o Storage and stock yards of bitumen and emulsion, Excess production of hot mix and rejected materials

    2.2 Natural Environment

    2.2.1 Flora

    Right of Way lor the roed needs to be cleared of vegetation for construction of the road. These will involve cutting of the trees within the proposed RoW. The trees felling in this region will not have significant impact on the environment. However, mitigation measures will be taken with almost care. In the long term, the proposed plantation will have direct positive impact on the ecological resources. As per detailed assessment and inventory 250 trees will be affected due to the project. These are mostly Nagabhe, Sajiowe, Udal, Shomora, Sida, Aho;, Jia, Paniamara, ParoH and Borjoroni. There is no presence of endangered flora in the project area and hence, no impacts on such species are anticipated.

    2.2.2 Fauna

    The alignment does not encroach up on the forest lands. The construction and operation phaSe of the project doesn't possess threat to the fauna population available in the project area. There are no endangered species reported in the project area and hence, no impacts on these species are anticipated. However, adequate measures as per the management plan shall be implemented to offset any impacts that are likely to arise

    2.3 Social Environment

    Impact of the proposed project on the socia-economic environment is expected to be overwhelmingly beneficial and is also one of the major objectives 01 undertaking these project initiatives. However, there are certain negative impacts on the socia-economic Situation of the project area as listed below.

    A description of the various management measures during various stages of the project is provided in the Table 3-1.

    3.1 Pre-Construction Stage

    3.1.1 Pre-Construction Activities by PIU

    Prior to the contractor mobilization, the PIU will ensure that an encumbrance free Col is handed over to enable the start of construction. The RoW clearance involves the following activities:

    Clearance of the RoW including removal of trees, and Relocation of commOn property resources impacted, including cuHural properties as temples and

    community assets as hand pum ps and other utilities

    3.1.2 Pre-Construction Activities by Contractor/Engineer

    The pre-construction stage involves mobilisation of the contractor, the activities undertaken by the contractor pertaining to the planning of logistics and site preparation necessary for commencing construction activities. The activities include:

    Joint field verification of EMP by the Engineer and Contractor Modification (if any) of the contract documents by the Engineer Procurement of construction eqUipment I machinery such as crushers, hot mix plants, batcihing plants

    and other construction equipment and machinery Identification and selection of material sources (quarry and borrow material, water, sand etc) Selection, design and layout of construction areas, hot mix and batching plants, labour camps etc Planning traffic diversions and detours, including arrangements for temporary land acquisition

    3.2 Construction Stage

    3.2.1 Construction stage activities by the contractor

    Construction stage activities require careful management to avoid environmental impacts, Activities that trigger the need for environmental measures to be followed include:

    Imbibing environmental principles at all stages of construction as good engineering practices Implementation of site-specific mttigationlmanagement measures suggested Mon"oring the quality of environment along the construction sites (as air, noise, water and soil)

    There are several other environmental issues that have been addressed as part of good engineering practices, the costs for which have been accounted for in the Engineering Costs. They include improvement of roadside drainage, provision of additional cross drainage structures or rising of road height in flood prone stretches and reconstruction and improvement of bunds of the affected water bodies.

    3.2.2 Construction Stage Activities by the PIU

    The construction stage involves the following activities by PIU:

    Tree plantation along the project corridor and landscaping along junctions by the PIU. Monitoring of environmental conditions through approved monitoring agency

    4.1 Environmental Monitoring Plan

    The monitoring programme is devised to ensure that the envisaged purpose of the project is achieved and results in the desired benefit to the target population, To ensure the effective implementation of the EMP, it is essential that an effective monitoring programme be designed and carried out Broad objectives of the monitoring programme are:

    To evaluate the performance of mitigation measures proposed in the EMP To suggest improvements in the management plans, if required To satisfy the statutory and community obligations To provide feedback on adequacy of Environmenlallmpacl Assessment

    4.1.1 Monitoring Indicators '.'

    The monitoring programme contains monitoring plan for all perfonmance indicators, reporting formats and necessary budgetary provisions, Physical, biological and environmental management components identified as of particular significance in affecting the environment at critical locations have been suggested as Performance Indicators (Pis), The Perfonmance
