M E M O R A N D U M O F E X P L A N A T I O N For Authorization to Apply for Grant

INTRODUCTION NO: ___________________ (Clerk’s use only) Committee of Jurisdiction: Public Safety Date: __9/2/2020______ Seeking authorization to apply for: Homeland Security and Emergency Services LEMPG FY 2020. The applicant was sent out to us on August 12th and is due on August 31st. We were provided a short time period to apply. Period of Performance is 9/1/19-9/30/22. Explanation of grant application: Labor cost for the three employees on a 50/50 split for work on the EOP.

Training used to enhance the capabilities of state and local emergency management personnel. Training related cost such as materials, supplies, and equipment will be included. Travel and travel costs for attendance at FEMA or approved training courses and allowable programs. Conducting all hazards emergency management training, attending EMI training and delivering train the trainer courses. Exercises – funds used to design, develop, conduct and evaluate an Exercise. Includes planning, meeting space and other facilitation costs. Developing and enhancing the Continuity of Operation (COOP Continuity of Government (COG). Development and enhancement of emergency operations plans in integrate citizen / volunteer and other non-governmental organization resources and participation. Developing and enhancing logistics and resource management plans. Used to develop and enhance evacuation plans including plans for: alerts/ warning, crisis communications, pre-positioning of equipment for areas potentially impacted by mass evacuations, sheltering and re-entry. Rent - There will be funds used for rent for the Emergency Services Space. This will help to offset the rent paid for our office. Allowable equipment through the EMPG program through categories- information, cyber security, interoperable communication, detection equipment, power equipment, CBRNE incident response vehicles, and physical Security Enhancement Equipment. Any remaining grant money will be used to purchase equipment for the Emergency Management Operations.

Public Safety Committee STOP-DWI Monthly Report

September 2020 VIP – The Victim Impact Panel scheduled for August was canceled. I have arranged for use of the Visiting Judges Courtroom once a week for the months of September and October beginning on September 10th. This will begin to get our VIP program going again and catch up on some of the past referrals into the program. The plan is that I will lead the group of no more than 5 people as they watch a video and hear some testimonials. A representative from ACASA will also be there to help facilitate the program and speak on their alcohol programs. We will evaluate this approach to holding the event and determine how to move forward with it in the future. TRAFFIC SAFETY BOARD – Traffic Safety Board Committee meeting for August was canceled, as there was no new business to discuss. We will plan meet again in September. BIKE HELMETS – I attended the ACASA play pack giveaway between August 4th – 6th. We were able to give away 20 Helmets. I also worked with the SHAPE program (Supportive Home and Parent Enrichment) through Catholic Charities to distribute 14 additional helmets to kids in need. SADD CONFERENCE – We are still working to move forward with the SADD Conference in October. There is still so much to work through as to how schools may be able to assist in promoting and providing the program. Ride alongs always welcome

April-August activities:

Due to Covid-19, I spent 10 quality weeks at home with my wife.

During this period, I coordinated with various agencies to keep things going.

I finished working on my Budget and semi-annual budget report.

I got back on the road June 1 and have since done the following.

I recertified 28 gas stations some with help of State Inspector with 2 closed.

I recertified 25 businesses of various sizes with scales with 2 closed.

I collected samples twice for the State Petroleum Quality Program.

I recertified County landfill vehicle scale after a lightning strike.

I recertified four other vehicle scales.

I recertified scales at Dolomite/Blades asphalt plant in Cuba.

I will be checking fuel trucks at Short’s Oil and Rinker Oil in early September.

I attended meeting for New York State Executive committee, of which I’m

Secretary, and am preparing for a meeting in Syracuse Sept. 16th.

I traveled approximately 750 miles each month.

In addition to the regular county committee meetings Sheriff Whitney also attended the following

meetings and /or events:

I attended the ribbon cutting at Congressman Reed’s new office in Corning on August 12th

We supplied pall bearers for the funeral of retired county judge Hon. James E. Euken on August 14th.

(Sheriff Whitney, Lt. Bigelow, Deputy Wilkins, Deputy Middaugh and CO Smith)

I have been attending all the county EOC zoom meetings

The Undersheriff, Lt. Bigelow, JA Ivers and I have been attending the State Sheriff’s Association tele-

conferences which are held three days a week at 11 AM.

I continue to receive the “pause complaints” from the state and have been passing them along to the state

police or local police agencies as needed. Most are taking an educational approach and not engaging in

any enforcement actions.

The Civil Division served 78 civil processes and collected various undertakings totaling $32,742.45 July

21 through August 20, 2020. (see attached report).

The Sheriff’s Office continues to clean and sanitize all doors and shared surfaces every hour.

Every post is outfitted with cleaning supplies and every officer has been issued hand

sanitizer. We have set up our briefing room up to ensure staff stay six feet apart and only allow 4

staff members in our sally point at any one time. We require self-monitoring and reporting every

day and every shift. We have thermometers in the facility to self and spot check staff daily. We

have various masks available to staff and require them when necessary.

We are in daily contact with state regulatory agencies.

We received 43 requests between July 7th and August 29th I’ve finished our first address project with Reiss Country Properties. We added 4 road names. The number of addresses on these private roads and the adjoining public road has increased from 52 to 83 unique addresses. We completed a request on Rushford Lake to address several new building sites in the Trail 1,2,3 area. Town-wide enumeration check-up in the Town of Wirt is nearing completion.
