I. Scope
The Scope of this plan is confined to Davie County but does encompass all of the towns and
municipalities contained within the County. As Davie County has only one Public Safety Answering
Point (PSAP), this plan references only that PSAP and speaks to the relocation in an emergency to
utilize the Rowan County PSAP.
II. Purpose
The purpose of this plan is to identify potential occurrences both natural and manmade that could
necessitate the evacuation of the primary PSAP and the utilization of our backup PSAP either briefly
or for an extended period of time.
The County is exposed to many hazards, all of which have the potential to disrupt the community,
cause damage, and create casualties. The County has experienced some of the hazards, which has at
some particular time, caused disruption to communities, great amounts of damage and in some
cases even created casualties. Potential hazards and historical hazards (natural, technological and
national security) for Davie County are but not limited to:
1. Localized Building issues such as busted water pipes, failure of the HVAC system or
power failures including the generator
2. Computer viruses that target public safety

III. History of the Communications Center
Davie County Emergency Communications began operations in October, 1976. Before that time fire
calls were handled by the funeral home and County communications was handled by the jailer at
the Davie County Sheriff’s Office. Davie County Emergency Communications became the sole PSAP
for the county and remains so to this day. The first Communications Center was located in the Davie
County Jail. The Communications Center moved to present location at 146 Dr Slate Drive with the
construction of the new facility in April of 2011. At that time, all equipment in the former Center
was left for the express purpose of serving as a back‐up Center. All furniture, dispatch consoles and
some computer equipment were left in place.
IV. Intent
Davie County presently has the space that was previously occupied as the primary center that will
be used as the new Backup PSAP. This plan is being developed in order to begin the process of the
supplying the center with the necessity equipment to function as a Backup PSAP that will
simultaneous operate with the primary PSAP for the purpose of capturing data as well as allowing a
smooth transition should the primary PSAP ever become compromised. Davie County may utilize
the backup PSAP should a situation arise in which additional personnel should be needed above and
beyond what the primary PSAP may support.
V. Situation
Davie County is located in the Western Central Piedmont region of North Carolina, contiguous to
Rowan County on the South side, to Iredell County on the West side, to Davidson County on the East
side, and to Forsyth County and Yadkin County on the North Side. The economy is largely dependent
on manufacturing, government, and retail, medical and educational services. Also a small portion of
the Yadkin River runs thru Davie County.
There are three municipalities within Davie County: Bermuda Run, Cooleemee and Mocksville.
Mocksville is the largest municipality, with a population of 5,051 and also serves as the County Seat.
The population of Davie County is approximately 41,240. (Source Davie County Economic

Davie County currently provides services to the following agencies: Davie County Sheriff Office,
Mocksville Police Department, Cooleemee Police Department, Davie County Emergency Medical
Services, Davie County Rescue Squad, Fire Departments including Advance, Center, Cooleemee,
Fork, Sheffield‐Callahan, William R. Davie, County Line, and Cornatzer‐Dulin, Jerusalem, Mocksville,
Farmington, Smith Grove, Davie County Fire and Rescue Air Team. We currently have Clemmons Fire
Department from Forsyth County, Courtney and Lone Hickory Fire Departments from Yadkin County
and Scotch Irish Fire Department from Rowan County that also have primary district in our County.
We also handle after hours/emergency calls for Davie County Department of Social Services, Davie
County Home Health, Davie County Public Utilities, and City of Mocksville Public Works.
Davie County E‐911 provides 24/7 DCI access for Davie County Sheriff Office, Mocksville and
Cooleemee Police Department.
VI. Assumptions
The occurrence of any one or more of the disaster events previously listed and other potential
events that could impact Davie County’s ability to provide effective communications services to our
citizens and to our public safety and response partners.
Emergency and disaster occurrences could result in disruption of governmental functions including
the E‐911 Communications Center. This necessitates that all levels of government and departments
develop and maintain standard operating guidelines to ensure continuity of government. These
procedures will address depth of staffing, line of succession and mode of operation. This includes
the E‐911 Center.
The occurrence of one or more than one of the previously listed hazards could result in the need to
evacuate the primary E‐911 Center.
It is necessary for the County to plan for a possible evacuation of the E‐911 Center that will
accommodate our needs short term.
VII. Concept of Operations
Primary PSAP
Davie County currently utilizes a consolidated PSAP that receives and dispatches all emergency and
non emergency calls for all public safety agencies in the City of Mocksville, Town of Cooleemee and
County of Davie. This facility is physically located at 146 Doctor Slate Drive in the City of Mocksville.
In the Primary Center, we have 2 consoles manned 24 hours per day and an additional console
manned from 9:00 am‐9:00 pm. In addition, we have another console that could be manned by
additional staff for a total of 4 fully functioning, redundant consoles.
The four complete dispatching positions consist of touch screen radio consoles, Computer Aided
Dispatch equipment with digital mapping interface and PSAP telephone. We have two dispatch

positions that could potentially be equipped with the necessary equipment to become call taker
positions or fully functioning positions in the future.
Backup Center
Davie County currently has a backup center located a safe distance from the primary. This facility is
located at 142 East Water Street in the City of Mocksville and is located 1.34 miles away with taken
the main roadway to the backup center. In airline miles it is .79 miles from our Primary Center. The
back‐up center is housed with the Davie County Sheriff Office.
Davie County shall maintain two separate PSAP’s that offer the same level of operations necessary
to ensure public safety and maintain continuity of operations.
This facility shall be 440 square feet and will accommodate the same number of personnel as the
primary facility and shall be equipped in a similar fashion to the primary. The center is equipped for
4 Telecommunicators as will our backup center. Our normal staff is 3 during the day shift hours and
2 Telecommunicators at night shift. We have a spare console ready for heavy call volume when
extra staff may be necessary to be called in to assist with call taking.
The backup PSAP section of the facility utilities shall be metered separately from the remainder of
the facility to allow for greater operational control. This will include incoming power, water and
sewer. The essential computer equipment shall be set up on UPS battery back system until the
generator is activated or until the power is restored.

Whenever possible, all critical equipment will be completely redundant in nature thus allowing the
backup PSAP to function completely independent from the primary. This includes independent radio
architecture with a main electronics bank and backroom radio equipment identical to that of the
primary. Radio dispatch consoles will also be identical to the primary PSAP.
All 911 trunk lines will be routed to the backup PSAP along a different route from the C/O and will
not be routed through the primary site. This measure shall be in place to prevent a single point of
failure for either location. PSAP Controllers, also known as a CPE, will also be identical at both
locations and shall be integrated with one another making a transition from the primary PSAP to the
backup seamless and relatively easy to manage.
Centralized backup power sources to include a central UPS battery system and generator with
automatic transfer switch will also be utilized to ensure that all equipment remains in operation
even during periods of inclement weather.
The equipment at both centers shall remain in operation at all times. This will allow for CAD and
mapping data including a log of all 911 calls to populate and remain up to date at both locations.
CAD call number, departmental numbers and agency case numbers will also maintained to ensure a
smooth transition from one PSAP to another should the need arise. In general, only one PSAP will be
in use at any given time: however it should be understood that the backup PSAP may be utilized in
conjunction with the primary should the primary PSAP become overwhelmed.
The backup PSAP will be staffed regularly to ensure that all systems are functioning as they should. A
log will also be maintained that demonstrates how often the backup PSAP is exercised. The center
will be stood up and operated under real world conditions for a minimum of 24 hours per quarter.
Additionally, the backup PSAP may be staffed for longer periods of time should the need arise for
hardware or software maintenance at the primary PSAP.
The backup PSAP will also be routinely cleaned and its systems maintained in a similar fashion to
that of the primary to ensure that it is ready for use when needed.
VIII. Equipment
We utilize Zetron radio consolets and Tri‐Tech Cad with GeoLynx mapping. The Center used Viper
radio system and Vesta 4.x phone system. The Primary and back‐up Centers will have the same
equipment.
IX. Connection Between Centers, Trunk Rerouting, Radio Redundancy
The Primary Center and Back‐up Center each has a fully functional and independent Vesta 4.x
telephone system. Each system has the latest available hardware and software. We also notify the
Century Link Network Operations Center (NOC) that the back‐up Center has been activated.
Century Link advises that the trunks to each Center take different routes from the main Center to

the Back‐up Center. This ensures that unless there is a problem at Century Link, there is no single
point of failure that will disable the telephone system at both Centers simultaneously.
The main Center houses the primary CAD server with a back‐up server located at the Davie County
Technology Department located at 123 South Main Street, Mocksville, approximately 1.4 miles from
the main center and about a block away from the Back‐Up Center. The primary server is backed up
to the back‐up server daily. The back‐up Center computers feed off the main server at the primary
Center. In the event of back‐up Center activation, and the primary server is still running, then the
back‐up Center computers only have to be turned on. In the event that the primary server is not
accessible for any reason, the County Technology Solutions Department will make the back‐up
server the primary CAD server. This operation can be performed remotely if after hours. The Davie
County Technology Solutions Department has someone on call at all times to maintain the server at
the primary center and the server in their facility.
Radio software Zetron that is in our primary center will be installed in our Back‐up center and will
always be live at the back‐up Center. Base stations for Fire, EMS/Rescue and Law Channel are
connected to the consoles via telephone line (tone controlled DC interface). We currently operate
our radio system thru VIPER. We do keep portable radios in the main communication center in case
the radio system fails but our field units are still functioning. The VIPER main tower is located at 420
Dalton Road and is on generator as well. We also have 4 voter sites thru out the County that our
VHF system operates on and we will continue to use for our paging and as a backup in case of VIPER
failure.
CAD, Mapping and future radio and telephone systems will be identical in both Centers. There will
also be a copier/fax machine at the back‐up Center with a dedicated telephone number.
X. Back‐up Power Systems
The Davie County Emergency Communications System utilizes 3 generators at 3 different sites. All
generators are load tested weekly and maintenance is performed quarterly by Premium Power with
the exception of the VIPER Tower generator for which the North Carolina State Highway Patrol is
responsible for the maintenance. The generators are located at the main Center, back‐up Center
and main radio tower in Mocksville. The main radio tower houses the Fire and Law F2 repeater while
the VIPER tower houses the Law F1 and EMS repeater. All generators operate independently of
each other. The County has a standing agreement with its main fuel supplier, Quality Oil, to provide
fuel for generators.
XI. Employee Needs
The back‐up Center has a full kitchen and rest room facilities. Shower and sleeping facilities as well
as additional kitchen facilities are located at the Davie County Sheriff Office attached to our Back‐up
Center.

Appendix 1
Back‐up Center Activation
In the event Davie County Emergency Communications has to activate the back‐up Center, there are many tasks that must be undertaken simultaneously. If moving to the back‐up Center is required, several things have to happen:
1. Calls have to be forwarded to the back‐up Center WHEN someone is there to answer them. Otherwise calls should be routed to Rowan County until the Backup PSAP is staffed. This is done by contacting Century Link and having the calls forwarded to Rowan County. Rowan County can then contacted Davie County staff on duty cellular device to relay incoming calls. This process could take up to 30 minutes so this needs to be done as soon as it is realized that calls will be need to be routed to Rowan County Telecommunications.
2. Ensure all systems, including CAD, Phone, Mapping, Radio and DCI are all functioning properly.
There is a checklist as part of this procedure that will outline how to do this. If 911 services are out and those calls cannot be routed to the back‐up Center, then they will go to Rowan County. If that is the case, several things have to happen:
1. Off duty personnel will have to be called and sent to Rowan County Communications to handle Davie County calls.
2. Determine if we can receive administrative line calls. If so, those calls from Davie County can be relayed on those lines. If not, utilize on duty personnel personal cellular telephones to get calls back from Rowan County.
Remember, every second that 911 cannot be dialed in Davie County to reach us, someone is not getting the help they need. Therefore, these actions must be undertaken in a swift, decisive manner and everyone is going to have to be involved. The decision to go to the back‐up Center will be made by the Director or Assistant Director. If for some reason you cannot contact someone from the administrative staff, the Lead Telecommunicator will make the decision to go to the back‐up Center. Also contact the Fire Marshal /Emergency Management Director. There are many events that may precipitate having to relocate to the back‐up Center. Some are obvious such as destruction of, or damage to, the Communications Center such that normal operations are not possible. This could be a natural disaster such as a tornado, hurricane, flooding, high winds, etc. It could also be due to a fire in the Center or some type of event in the Center that damages equipment to the point of being unable to utilize the Center to receive and dispatch calls. No matter the issue, we have to be able to 2 things: receive calls via telephone and dispatch them via radio. Telephone calls include 911 trunks and administrative lines. Radio dispatch means all talk‐groups including the ability to page Fire, EMS, and Rescue units, normal traffic on Law talk‐groups and the ability to utilize the VIPER system.

911 system outages are of 2 distinct issues; a problem with the 911 trunks getting calls to the Center and with the Center not getting the call due to a problem with the Center. If we have an issue with the Center such as damage beyond use, it becomes obvious that we will have to go to the back‐up Center. If it is a problem with getting calls to us, the first question we have to ask is “If they cannot get the calls to the primary Center, can they get them to the back‐up Center?” If not, moving to the back‐up Center is of little use. This is where re‐routing of calls may be needed. As a primary back mechanism, 911 calls that cannot be routed to us at the primary Center are automatically routed to Rowan County Communications by Century Link (our telephone provider). This task is usually performed automatically and it is supposed to notify the Century Link Network Operations Center (or NOC pronounced like “knock”) to call us. Remember 911 trunks can default to Rowan County and our Administrative lines can still come thru as normal OR 911 trunks can default to Administrative lines, especially VOIP lines like Time Warner Cable (TWC) telephone customers or Vonage users. When the NOC calls you and informs you of this, ask them if they know what the problem is and if calls can be sent to the back‐up Center. If they say calls can be sent to the back‐up Center, initiate that procedure. If they cannot and calls have to go to Rowan County, initiate that procedure.

If this is a 911 issue, contact the Century Link NOC. Ascertain the origin of the issue and if they can route calls to the back‐up Center. IF CALLS CANNOT BE ROUTE TO THE BACK‐UP CENTER, UTILIZE THE CHECKLIST ON APPENDIX 3 and stay in the main Center. If calls can be routed to the back‐up Center, advise them you will be calling them back shortly and to stand by.
Contact Rowan County Communications at 704‐216‐8500 and advise them that our trunks are going to default to them until the back‐up Center is up and running and to send a DCI message to PIB.
The Director or his designee will contact the Rowan County Communications Director and advise him of the situation. The Director or his designee will also notify the County Manager and the EM Chief.

Put in a trouble ticket through normal channels with Century Link.

Contact PIB and advise them we are operating out of the backup center and all DCI needs to be re‐routed to those terminals. Send out a surrounding DCI message to counties of what terminals will be active for our backup center.

How long will it take to relocate staff to the Backup PSAP and begin taking calls? Approximately 5-10 minutes
What is the process to re-route calls from the Primary PSAP to the Interim PSAP while relocating staff to the Backup PSAP? We will contact Rowan County Communications and inform them of the situation, we will give them an alternative number for them to contact and give us any calls received during this time frame, staff will respond as quickly as possible to the Backup Center to minimize the time frame
What is the process to re-route calls from the Interim PSAP while relocating staff to the Backup PSAP? We contact Century Link and advise them of the situation and to send calls to Rowan County, as soon as the Backup Center is ready for service, then we contact Century Link and Rowan County Communications and advise them

How often will you test your Backup plan? Quarterly How long will you take calls at the Backup PSAP when you exercise your plan? 24 hour shift
Backup Facility Does your Backup facility provide for the needs of employees? Yes How will sufficient food, water, sleeping, and hygiene needs for the staff for the projected duration the emergency is provided? This question will be determined by local operational policies and procedures, but it does need serious consideration and planning. While there is no hard and fast rule in place, it seems reasonable the backup facility should be self-supporting for a minimum of 72 hours. We do have access to a kitchen, sleeping and showers located in the Civil Division.
