Introduction

Hourigan Connolly are promoting a new residential development of approximately 300 homes along with community uses on land off Padgbury Lane, Congleton. This leaflet provides outline details of the scheme and seeks comments from the local community on the proposals.

We want to hear your views

This is your first opportunity to tell us what is important to you and what you would wish to see in this development should it be built.

Things we would like to hear about include:

• Are you, or is anyone you know, in need of affordable housing in Congleton?

• Is there a need for first time buyer ’s housing and/or housing for young professionals in Congleton?

• Are there any particular types of housing that Congleton is currently lacking?

• Are there community facilities that you would like to see improved or developed as part of this scheme?

Site Location

We consider all correspondence received. Public responses are discussed in a Statement of Community Involvement (SCI) which is submitted to the Local Authority alongside a planning application. All comments received are included within an appendix to the SCI. This ensures comments are available to the Council during the consideration of an application.

The need for new housing

Every Council is required by the Government to boost significantly the supply of housing and to make planning decisions in the light of a presumption in favour of sustainable development.

Cheshire East Council’s (CEC) emerging Local Plan recognises Congleton as a sustainable settlement, categorising it as a Key Service Centre (KSC). Congleton is identified to provide at least 3500 homes over the next 20 years.

CEC have also undertaken a study which shows that there is an annual need of over 1200 affordable houses for local people throughout Cheshire East.

It is clear that there is a substantial need for houses to meet the present and future needs of the community within Cheshire East.

What is proposed?

• A residential development (shown edged red on the above plan) to include up to 300 new homes.

• Community uses that would be appropriate for a development of this scale such as possible medical facilities.

• 30% of these new homes would provide affordable housing for local people.

• On site Public Open Space with recreational facilities.

• The opportunity to provide new landscape planting to complement the existing hedgerows and trees that will be retained wherever possible.

• New footpaths and bridleways to compliment upgrades of existing rights of way.

Why is the site suitable for development?

• CEC have identified Congleton as a sustainable settlement where new housing will be located to help meet the borough wide housing shortage.

• Congleton provides a good range of community services and facilities.

What are we doing now?

This initial consultation provides the community with their first opportunity to comment on and help shape the housing proposals.

As well as seeking your views we are currently contacting a number of organisations and groups.

Please aim to submit your comments on this leaflet as soon as possible. We consider comments whenever they are recieved and there will be a further opportunity to comment at and following the exhibition.

What happens next?

The next stage will involve the preparation of more detailed proposals, including an indicative master plan. These will be displayed at the Public Exhibition being held at Congleton Town Hall on 4th June between 3.00pm and 7.00pm.

Once an application has been submitted, you will of course be able to make formal representations to CEC, who will take these into account before making their decision.
