4. COUNTY COUNCILLORS REPORTCounty Councillor, Mr Mike Lovell, reported not being able to resolve the problems with rubbish collection in Station Road. He is to find out where the responsibility lies for the bins. The Unitary Authority options for Dorset will be consulted on shortly. However, dissent by any two or more Local Authorities will stop the changes and Christchurch and East Dorset are unlikely to agree, in his opinion. Purbeck District Council are very efficient, 4th in the County with a budget of £5M. Cllr Clarke asked if the number 44 bus would be eliminated under the new cost saving proposals by Dorset County Council. Cllr Lovell said a lot of bus services will be removed due to the removal of subsidies.

Cllr Lovell

5. DISTRICT COUNCILLORS REPORTDistrict Councillor, Mr Nigel Dragon, reported as follows. Individuals in Worth Matravers have sought a judicial review of the planning position regarding the nine affordable houses in the village. The landowner and the planning officer, Worth Matravers Parish Council and Purbeck district Council are accused of being in collusion. The last meeting of the Purbeck branch of the Dorset Association of Parish and Town Councils was cancelled. An organisation known as the Group organised by the Chairman of Studland Parish Council are very concerned with the Purbeck District Council Partial Review. The members will be putting pressure on all their District Councillors to effect the outcome due to the perceived shortcomings. The consultation will be nine weeks not six now. The Partial Review will currently allow 2,000 plus 3,000 extra houses in Purbeck. Mostly in large settlements such as 1,000 in Wool and 3 to 400 in Morton. Sangs are seen as ridiculous in rural areas. They are also concerned about the National Trust and its current policy of not maintaining beach defences so as to allow erosion. He also suggested there is a problem with a constitution change at the District Council which was not voted on.Finally, complaints have been received about both the Greyhound and the Banks Arms due to late night leavers.

Cllr Dragon

6. NATIONAL TRUST REPORT

Mr Andrew Eustace – reported as follows

Their policy on beach erosion relating to Middle Beach has been Trust policy for fifteen years now. The views expressed are not coming from all the residents of Studland. The Trust is not removing but rolling back facilities as the erosion of the coastline continues. There is a project manager for Middle Beach who is supervising the changes.

The Trust is aware of the nuisance issues with both the Greyhound and the Banks Arms.

Uverdale works – they were unaware of the extended time period for the gas installation work as they were advised it would take one day. However, the excavation was separately five days so this caused the extended traffic light inconvenience. Parking will be accessed through Station Road after help from Cllr Dragon. The open day to be in two or three weeks.

The clearance of the metalwork in the Halves has not been sorted out with the tenant yet.

They are monitoring the quality of the water upstream and downstream of the new Waterpark (before and after).

Cllr Spicer-Short asked about the use of the Middle Halves as a hay meadow instead of pasture for animals.

7. MATTERS ARISING7.1 Re May Item 11.1

(1) Parking, Road Safety and Other Highway Issues

Items (a) and (b) below require action from Dorset County Council (DCC). All problems registered on Highways or RoW reports asupdates from the officers are rare with the exception of Stephen Mepham.Highways: Jenny Penney is dealing with area 8 which appears to encompass the Isle of Purbeck, Wareham and Sandford and the team leader for Team South (Areas 5,6,7 & 8) is Stephen Mepham. RoW: Katie Black at Durleston. The Network Regulation team carry out the necessary consultation/legal work to introduce Traffic Regulation Orders.(a) General parking issues arising around both villages – The problem with cars and other vehicles parking on the road below Sandy Hill Lane raised at the May 2015 meeting and reported to DCC as a request for double yellow lines to a single length between Sandy Hill Lane and the driveway to 1 East Street.  Reported on DCC:1047448. Current status : Closed. Sent to TRO team for prioritisation. Some of the Police cones (3 or 4) have been removed but the rest are still in place. The matter to be reported to PCSO Iain Leslie.

The issue of the lack of parking/ bad parking/ need for overflow parking in the village is covered at (c) below.

(b) Rights of Way1) The cycling problem on Footpath 1 which is known as Oli Vyes Lane and

connects the Church Knowle Road with the Square in Corfe Castle – MNT33380. Current status : Resolved. The screen says it has been passed on to the National Trust. To be discussed with Mr Eustace.

2) Footpaths 75 & 76 – Footpath 76 is no longer on the definitive line so that it connects with FP75 in the wrong place. We were waiting for DCC to check out the land ownership before writing to all the landowners involved – MNT33281. Current status : Under Investigation (still).

3) Proposed diversion of Footpath 34 around the school playing field. The Council objected to the proposal on the 31st March and suggested the following : ‘There has been considerable precipitation in recent weeks and this has made it obvious that the proposal goes straight through a very soggy patch of ground at J. The Council suggests any revision to FP34 should go from A to E to F and then join up with the unaffected definitive footpath labelled FP 35 on the east side of the hard court.  The Council thinks this route would make the best use of the topography without making matters inconvenient or unpleasant for either walkers or the school.’ Still no response.

(c) Dorset County Council Public Transport Strategy – A new meeting with DCC is planned. Councillors discussed correspondence item 173 for new signage for the Norden ‘Park and Ride’.

(d) Mass Cycling and other organised events – see (2) Other Matters below.

(e) Pavement and Road Surface – the stone surfaced areas in East Street (and the road surface near the crossing ?). DCC report 1052995 closed on the 21st April. Mr Stephen Mepham and his boss Michael Westwood met the Chairman and Cllr Spinney on Wednesday 6th April. Adam Frost of DCC to provide a quotation for the reconstruction of base and slabbed surface at the vehicle access point between 28 & 30 East St. for the purposes of discussing joint funding options at that time. The Clerk was unable to contact Stephen Mepham (DCC) but Adam Frost (DCC) said he would look at the area this week and let the Council have a quotation.

(f) Salt for gritting – The Council has 3 tonne bags of salt at New Line Farm where Phil Stuckey, National Trust Warden, will use it to alleviate freezing road conditions in both villages. Distribution by the National Trust is still under investigation by Mr Eustace.

(g) Movement of the Post Box – This was a decision by Royal Mail and not instigated by Post Office Ltd who dealt with the movement of the Post Office. Corfe Castle Parish Council wants the box returned to the Square. Councillors discussed the negative response from the CEO of Royal Mail at correspondence item 153 and decided to request details of the local notification from the Post Office.

(h) Byle Brook & Corfe River – Dr Suzie Baverstock emails at correspondence item 161 – I have spoken to Ade Parvin about the blockage in the Corfe River where it goes under the Access Road.  He had spotted it and will have a team down there clearing Himalayan Balsam over the summer and will get that unblocked at the same time. Councillors were interested to hear the National Trust will be monitoring river quality – as per National Trust report at section 6.

(j) Land in the Halves which currently harbours cars, trailers and other metal rubbish. Phil Stuckey (NT ranger) is involved in trying to persuade the tenant to remove the rubbish. The National Trust to sort this out soon.

(l) Flooding Land in the Halves - Problem referred to Danny Allen and Jenny Penney of DCC back in January 2016. Work was done by DCC (Danny Allen) to improve East Street surface drains where they go across to Springwell Close in West Street.  However, since then during high rainfall, it would appear the new drainage pipe is causing water to flow from a hole in the field and a manhole in the area where people park just inside the gate to Springwell Close (this has become very soft and muddy). The water travels across the Halves towards the Youth Shelter and the Electricity Sub Station. This was reported on the DCC system as 1055216 on the 10th April, Status : Under Investigation. This is a changed description.

(m) Rubbish – The upsetting of bins in Station Road continues, see correspondence items 163, 170,171 & 172. Cllr Lovell has been looking into the ownership of the bins – see item 4 above and Cllr Dragon is to take the matter further with PDC.

(2) Other Matters

Byway 70 – DCC have cut back vegetation. Several off roader vehicles observed going slowly and on the legal route. Nothing new on the joint proposal in respect of together creating a traffic regulation order so as to restrict the use of the Byway (with Church Knowle Parish Council).

(1) RoSPA and Weekly Inspections – The RoSPA inspection for this year (2016) authorised by the Clerk at the same fee as last year. Cllr Grinsted has re-attached the plastic table components on behalf of the Council. No details of cost of fixings provided as Cllr Grinsted was absent from the Meeting.

(2) Fencing / Gate – The fence between the normal playground and the fitness equipment to be replaced by Bill Johnson at Purbeck Hedging & Fencing. It should happen tomorrow.

7.3 Re May Item 11.3 – Youth Club

Donna Davis and Gill Sellen attended the APM in April 2016. The Council Meeting (same night) resolved to provide funding to a maximum of £4,000 to pay workers to run the Youth Club.

Cllr Spinney has made with using a local firm of accountants to pay the Youth Workers with the Youth Club Committee as employer. Councillors had concern about the wording of the final resolution to pay the monies to them in order to avoid the Parish Council becoming the employer. The matter to be referred to DAPTC for advice.

7.4 Re April Item 6.95 & 102 – A Local National Park

95: The Purbeck & Poole Group of Dorset CPRE suggested the proposed Dorset and East Devon National Park would be the ideal solution to future funding of the Jurassic Coast World Heritage Site. The Jurassic Coast Team had launched a consultation on future funding of the Jurassic Coast at the time and Councils were being encouraged to respond. This Council decided there was not enough information about the benefits of the proposal so would wait and see what develops. There were concerns about the possibility of another layer of bureaucracy above existing local government bodies. 102: The Dorset & E Devon National Park Team website is now available – an opportunity to secure the benefits and opportunities of a National Park for the environment, communities and economy of Dorset and East Devon.

Sandra Brown of the Dorset and East Devon National Park Team wished to give a presentation to the Council at the July Meeting on the relevance of the proposal in the context of recent developments such as proposals to re-organise Local Government and the housing targets currently forming part of the Partial Review. Councillors discussed the request and decided to postpone the presentation to a later meeting as Mr Trevor Bailie, Minerals Surveyor from Dorset County Council is already coming to address this Council on Swanworth Quarry and it was likely there would be considerable interest from Kingston residents at the July Meeting. 7.5 Re April Item 100 – AED at Corfe CastleSwanage Railway considering the installation of a defibrillator at Corfe Castle station. This was considered a good idea by Councillors at the time. There hasn’t been any update from Swanage Railway.Mrs Deirdre Selwin has contacted the Council to inform them that the Harmans Cross Horse Show will be donating profits towards a defibrillator for either the Railway Station or Clealls as appropriate. 8. CORRESPONDENCE RECEIVED

Not for Circulation142. Jurassic Coast Team – Jurassic Coast Honoured by Royal Geographical Society –

the Jurassic Coast Team has been awarded the Royal Geographical Society 2016 Geographical Award. These prestigious medals and awards recognise excellence in geographical research and fieldwork, teaching and public engagement. They are presented annually to individuals who have made outstanding achievements. The esteemed list of previous winners includes David Livingstone, Captain R. Scott and more recently Dr Sylvia Earle and Sir David Attenborough.  Whilst it is unusual for a ‘team’ to be awarded, in the case of the Jurassic Coast, this is entirely appropriate. The Jurassic Coast has always been a partnership organisation and without the work of many people over a number of years, winning this award would not have been possible. The Jurassic Coast World Heritage Team has won the award based on

“outstanding collaborative work to foster student and wider public engagement with the Jurassic coastline”.

143. Dorset Association of Parish & Town Councils – DAPTC spring 2016 magazine – copy of the Spring 2016 DAPTC magazine. Forwarded to all Cllrs.

144. Louise Haywood, Chairman of The Corfe Castle Town Trust – Re: CCTT: parish councillors – The CCTT would like the Parish Council to note that each of the three councillors who are appointed is required under the terms of the Charity Commission constitution of 7th May 1992, paragraph 9, to attend at least one meeting a year. The Trust would like the Parish Council to ensure that the representatives it selects can meet that commitment. The constitution makes clear that anyone not meeting their annual commitment loses their place on the Trust. We are keen to avoid that happening as their contributions to the meetings are important.

145. Simon Clabburn, Director of Quarrying, Swanworth Quarry – annual liaison meeting – Just to let you know that our next annual liaison meeting for the quarry will be held on Thursday 14th July at 5.30pm. If you could pass this on to your council members and then let me know if anyone is wishing to attend I would be grateful. Forwarded to all Cllrs. Cllr Spinney to attend.

150. PDC – Have your say on plans for Purbeck’s future – The consultation, which starts on 9 June, is part of a partial review of the Purbeck District Local Plan Part 1, which was adopted by the Council in 2012. The Council commenced the review of the Local Plan Part 1 with a public consultation in early 2015.  The public consultation highlighted the key issues and options for the Council when planning for future development. This summer’s consultation sets out the Council’s options for allowing future development whilst continuing to protect Purbeck’s natural environment. One of the major issues the Partial Review needs to address is the potential for additional housing growth over and above that identified in the Purbeck

Local Plan Part 1. The Eastern Dorset Strategic Housing Market Assessment (SHMA) was published in December 2015 and identified a need for 238 homes per year in Purbeck over the period 2013 to 2033. Based on these findings, the Council would need to provide for approximately 3,080 additional homes (over and above the 2,520 already identified in the Purbeck Local Plan Part 1). The consultation commences on Thursday 9 June and will run until 4pm on Friday 12 August.   Households in Purbeck will receive a leaflet detailing events taking place around the district. The full consultation material (including details of how to respond) will be available online from 9 June at www.dorsetforyou.com/purbeck-partial-review . for a national street name and numbering database has been recognised with a Gold Performance Award. Geoplace presented the Exemplar Gold Award for 2016 in respect of the Council’s achievements against national performance measures. Having correct address data enables important information to be provided to a range of vital services, quickly and accurately.

153. Richard Drax MP – Corfe Castle Post Office, Postbox Relocation – A letter received from Michael Hogg of the Royal Mail’s Public Affairs to Mr Drax says nothing new. It seems that process was followed and a disappointing reply with the same result as before. Forwarded to all Cllrs.

154. DCC – Public & Schools Bus Services Review, Have your say on the future of transport in Dorset – Dorset County Council is seeking people’s views on our proposals for the future of subsidised bus services in Dorset. The council needs to save £1.85 million from supported transport. Savings have already been made. Earlier this year we carried out the Rural Bus Services Review and the result of this was that in April 2016 the public transport subsidy was reduced by around £500,000. We must now reduce the public transport subsidy by another £1m and we must also reduce the cost of school transport services by £850,000.   These savings must be in place by 2017/18 It will not be possible to retain the current public bus network within our revised budgets. Many existing services will change.

We propose to prioritise remaining subsidy on those core routes that are able to serve the most people and contribute the most to the economic wellbeing of the county. Core routes are the regular interurban services that link Dorset’s towns and serve around 80% of Dorset’s population.

We propose to open many more school services for use by the public, ensuring rural residents can access Dorset’s market towns.

We propose to work closely with community transport operators, community groups and councillors to develop Dorset’s community transport network.

We propose to work closely with operators to attempt to secure rural ‘in-fill’ routes. In-fill routes are rural services that operate between school opening and closing times, making use of empty vehicles travelling to and from schools services.

Dorset County Council is consulting a wide range of people about the proposals above. We are keen to find out your views on our proposals and how these changes could affect you. The results of this consultation will help us to decide how to proceed with the review and help to form the future shape of Dorset’s transport network. You can have your say on Dorset’s future transport network by completing the questionnaire available at the web-page below: www.dorsetforyou.com/travel-dorset/bus-services-reviewThe consultation runs for eight weeks ending on the 22nd July. The results of the consultation, the Cabinet decision and any implementation information will be published on the review’s web-page. These outcome of this review will be implemented in Summer 2017. Forwarded to all Cllrs.

155.  Cllr Haywood – Dog Bins – It seems that some people are using the dog bins as litter bins in the village. I have now had a letter from Holly Gilmour Cox saying that one was full of bottles in the West Street car park. She thought the actual litter bins in the car park weren’t obvious. I have no idea how one can prevent the general

public from doing this but since Holly was concerned about this, I thought I’d raise the issue. I’ve attached the letter. Forwarded to all Cllrs.

156. C J Brixton to Ros Drane, PDC – Re Application 6/2016/0111,Dorset Water Park, Arfleet fishing lake – I travelled from Wareham to Swanage via the A 351 and B3351 on Sunday 29th May at around 1pm, and noted a large hand written very amateurish, and presumably unauthorised, poster located between the Half Way Inn and the Norden Park and Ride roundabout. There was no indication of direction to the Park and Ride. A further large notice displayed just after the National Trust car park on the A351 directed Water Park traffic onto the B3351. Traffic was light but bunched up at the entry point to the Park, where cars were both entering the park, and exiting towards the A351 across the general traffic flow towards Studland. Had the B3351 been busy as it frequently is in the summer season, there would have been a major hold up and possibly accidents. It is unfortunate that the above application was approved without adequate investigation of the accompanying misleading statements made on the use of the property over the last 10 years. It is my understanding that agreement was reached (unrecorded?) for access to the Park via the Norden Park and Ride/Oil Field access road, this has obviously been ignored, and I urge PDC to take enforcement action; to ensure that entry to the Park is not from the B 3351 at the point currently used, which is adjacent to a blind bend and subject to both a high volume of traffic and also cyclists. At the time of travel there was no hold up elsewhere despite the exhibitions at the various PAWS locations along the B3351. Forwarded to all Cllrs. The Meeting was informed enforcement action has been taken by PDC.

157. DAPTC – Subscriptions and the Value of Membership – You will hopefully all be receiving your subscription invoices later on this week, along with a few other documents that we would like you to complete and return to us as soon as possible.  You have all previously been informed of the charges for the annual DAPTC subscription for 2016/2017 in the Chief Executives Circular from December 2015. Prior to these invoices arriving we thought we would give you an up-to-date view of what DAPTC are doing on your behalf at present and also remind you of the services that you all get through your subscription to DAPTC. Please can you ensure that all your Chairman and members get to see a copy of the attached message from Hilary Trevorah, who is the Chief Executive of DAPTC. Forwarded to all Cllrs.

158. Nick King – Advertising Signs - Norden Roundabout and Studland Road – Please see attached photographs taken today 31st May 2016. Quite frankly I have to put on record that they are an absolute disgrace, some an eyesore and have to be considered that they are desecrating the character of Corfe as a village. It must now be said, and indeed placed on the Official Record, that tourism is harming Corfe beyond repair. Tourism HAS killed Corfe as a village community and, as mentioned, it is harming the charm of Corfe with, what can only be called, “tat”. I am therefore totally amazed that national bodies, who are major landowners in the area, are not taking any interest in Corfe – perhaps because it is not in their Business Plan! I would imagine that the notices for the Waterpark will need to be taken into consideration with reference to current Planning applications. I look forward to hearing that enforcement action is being taken to have these eyesores removed forthwith and am only sorry that the knock on will be to other local businesses as the rules have to be

159. PDC – FW: DWP: Door-stepping activity update – We just wanted to let you know that a door-stepping team operating on behalf of the Dorset Waste Partnership commenced work today (1 June) and is being managed by consultants Resource Futures. The team are going door-to-door, providing information about the “Recycle for Dorset” service and answering questions, with the aim of increasing participation and reducing contamination of recyclable materials. The end of this project is scheduled to be 30 September, but we have the option to extend the activity by a further two weeks into October if the project is going well. The districts that they will be working in are Purbeck, West Dorset (Tranches 3, 4 and 5) and Weymouth & Portland. A similar project in 2014 covered the districts of East Dorset, North Dorset and Christchurch. Dorset Direct, Trading Standards and the Police have all been informed. We will be passing this information to the relevant comms teams to ensure local district councillors are also kept in the loop. Forwarded to all Cllrs.

160. Mrs M Bray, 19 Battlemead to Corfe Castle Parish Council – Parking in Mead Road Petition – Motor vehicles are frequently parked on the side of Mead Road. When this happens the road is reduced to a single lane for traffic. Of particular concern are the vehicles parked opposite Number 3 Mead Road, alongside the strip of hedge which divides Mead Road from Jubilee Gardens. Such vehicles create a blind spot for traffic moving in both directions round this bend. To rectify this potential danger, an area of about 5 metres long could be designated as a "No Parking" space by the addition of painted lines on the road, thus reducing the "near misses" that so frequently happen. We, the undersigned local residents, request that the Parish Council gives urgent attention to this matter. 19 signatures of residents included. Forwarded to all Cllrs. Councillors discussed the petition. It seemed unlikely in the current financial climate that DCC would consider such a request. They decided to put notes on windscreens of offending vehicles and ask DCC to cut the hedge.

161. Dr Suzie Baverstock, Perenco – I have spoken to Ade Parvin about the blockage in the Corfe River where it goes under the Access Road.  He had spotted it and will have a team down there clearing Himalayan Balsam over the summer and will get that unblocked at the same time.

On the waterpark access, at present our DCC planning consent for the Access Road does not allow it to be used by patrons of the waterpark.  However, there are moves afoot to change the wording of the new oilfield planning permissions (before they are finally granted).  In the meantime DCC have asked the Waterpark folks to get agreement from the various landowners that they can use this alternative route.  I have in-principle agreement from our Operations Manager, but on the understanding that I formalise any such agreement in a suitable way (e.g. ensuring safety and oilfield access route remains open).  Overall this won’t be a quick fix as it depends when our new planning permissions are granted, so maybe not until the Autumn? I hope this helps.

162. Tracy Long, Dorset Library Service Manager – Proposed change for the mobile library service - update – I am alerting you to the publication of the report about the

mobile library service proposed changes that will be considered by the People and Communities Overview and Scrutiny Committee at its meeting on 16 June. The report includes the summary results of the consultation with the public and communities (agenda item no 9). After consideration of the report by this Committee, the Cabinet will consider the proposal and are expected to make a decision at its meeting on 29 June. The consultation identified that social isolation is a concern for some people and the council’s community development team and POPPs are already working with some communities to address the social aspect that the mobile library serves. In addition, we have had some expressions of interest from some councils to work together on developing the approach to providing access to library services in other ways. We would be interested in hearing from any other councils about this. Please let me know if you have any queries. Forwarded to all Cllrs.

163. Dawn Lindsay – Overturned rubbish bins on Station Road Corfe Castle again – You may remember that earlier this year (and well before the tourist season) I raised the issue of the bins on Station Road at Corfe Castle which are located between the station entrance and the entrance to the Bankes Arms car park. Twice I had to clear up the rubbish and put it back into the bins after they had been pulled out (I suspect by a fox) and all the contents scattered around over the pavement and road.   I mentioned at the time that the bins were very old, flimsy and clearly not fit for purpose and raised this as a public health issue as there are now hundreds of people who pass by that spot every day. The bins were emptied on the day after I emailed everyone,  but not replaced but now twice this week my husband has gone to get his car (parked in the Station car park) and has found the bins and their contents scattered around. This is surely not a difficult issue to resolve. I realise there are cost implications but it is simply totally unacceptable to have rubbish strewn around a pavement which is regularly and intensively used and which will obviously fill up daily. That will make it an even more tempting target for any scavenger. My last emails seem to have changed nothing, other than perhaps a more regular emptying of the bins, but if they are not replaced by something bigger and more substantial, then it will presumably happen repeatedly. We cannot allow this in such a sensitive conservation area and in our village. If any of you have ideas of who else I can contact to get something done, please let me know! Clerk: I have copied in Mike Lovell on this as it is likely a problem between DCC and DWP due to the absence of a waste contract.

164. DAPTC – DCC School Provision Strategy – Attached School Provision Strategy which, as some of you are aware has been in development for a number of months, and has been discussed at the Modernising Schools Programme (MSP) Board and Schools Forum. This initial strategy is designed to be a high level document, which outlines the policy and position of the local authority regarding the provision of school places across the county, and demonstrates how these challenges will be met. It recognises the future challenges that the recent white paper (Educational Excellence Everywhere) may bring, but does not seek to address them as there are too many unknowns at this stage. Forwarded to all Cllrs. Cllr Clarke volunteered to respond.

165. Stuart Riddle, Senior Manager - Change For Children, DCC – Run-A-Club for youth organisations – Run-A-Club is a cloud-based, easy to use, administration system for people who run community clubs and groups. It has all the essential support you need to set up and manage your own community club or network of clubs. We will distribute Run-A-Club free to community groups who would benefit from access to the system, as part of our commitment to building community capacity. If you are a member of a volunteer led community group, or a small voluntary sector organisation which does not have core funding, then you can apply for a Run-A-Club licence by contacting FTForChildren. 166. Studland PC – Re: The Group? Wednesday 25.05.16 (Partial Review ?) – Details of the agenda in respect of a meeting that was held at the Conservative Club in Wareham on the 9th June to represent proposals and criticism from various local interests and councils regarding the Partial Review at PDC. Clerk: Unfortunately, the notice was only sent at 14:58 the same day so I have only just picked this up after returning from a couple of days away.

167. Peter Sills, Trustee & Director Swanage Railway to various parties – RE: Japanese Knotweed adjacent the A351 at Norden, Corfe Castle – Just to let you know that we sprayed off the Japanese Knotweed already this year and we are planning a 2nd spraying in a couple of weeks. The JKW is certainly less vigorous this year, so I believe in a year or so we should have hopefully eradicated it. Clerk: Copied to Stephen Mepham at DCC.

168. Gill Sellen – Purbeck Valley Farmhouse, in praise of – We recently held a family wedding party at Purbeck Valley Farm. This involved hiring a marquee, catering and a bar (all 3 are local businesses). The owners at the farm could not have been more hospitable, setting out the area, making sure everything was available as and when required. We discussed and adhered to switching off times. Due to this being the height of the season, the marquee company is very busy. This meant they needed to put up the marquee on the Wednesday prior and take it down the Tuesday after. The marquee was not used in any other way on the intervening days. It is a ridiculous notion to consider it otherwise. It was completed inside by the company on Thursday; we decorated it inside on the Friday, had the party on Saturday, dismantled and removed our things on Sunday; the remaining items of furniture etc which belong to the marquee company remained dismantled and stored in the marquee on site until they were able to take it down on the Tuesday. Taxis and cars came and went quietly on the day. Bed and breakfasts, camping, Mortons House, seaside flats, a holiday home - all provided accommodation of a total of 111 beds throughout the week/weekend as well as our visitors using the Swanage railway, the Model Village, 4+20 Blackbirds, the Bankes Arms, visiting the castle and so on. We hope that we played our part fairly and that the neighbours were not disturbed. A folk band and a disco were used for the provision of music and I sincerely hope that they were not overly loud. From the point of view of our family, this was an ideal venue close to home and it was a very successful wedding party. Everyone who attended it was full of praise for the site and owners and for Purbeck in general. We brought many visitors here who boosted the economy in a substantial way. In all fairness, each and every one of us will attend weddings, parties and gatherings somewhere at some point in our lives and the world would be a very dull place

indeed if people were prevented from doing so in venues which really seem so appropriate.

169. Josephine Parish (not Studland PC) – Re: The Group – The group? Not part of SPC. So these are not official messages from SPC, hence my personal email.  25 May meeting was seen as an opportunity of meeting when the DAPTC area meeting was cancelled. There was shared anger about the Local Plan Partial Review and planning in general and a group has been formed organically, chaired by Peter Bowyer (SPC Chairman) and Vice Chaired by Charles Miller. The Group? is working on:- a leaflet would be produced commenting on the PDC consultation. The leaflet would raise the concerns that persons had about the consultation; the online nature of the "Consultation" and some of the information on the leaflet is misleading. In general the Group? was very dissatisfied with the Partial Review.- It was decided to make representations at the PDC Council meeting on Tuesday and to ask for a referendum on the Partial review.- It was agreed to explore the idea of a Charter for Purbeck at a later date.- Finally it was suggested that a title for the group could be "Pan Purbeck Action Campaign " or something like that .This is an open group. If any of your Cllrs, or yourself, or residents would like to be included in email conversations directly, please email my personal email [email protected] as I am acting as secretary. This group was formed after the last monthly meeting of SPC. I believe Peter Bowyer will ask SPC to support the group at SPC meeting of 20 June 2016. It has been reported to me that Lytchett Matravers Parish Council has endorsed support of the Group?. The Lympwatch action group from Lychett Minster support the Group? And Andrew Wilson of woolRATH attended last week's Group? meeting. Wool action group updated us on their campaign. They are basically about saying "No to 1000 houses". They have a facebook page and made the press already. I gather that they are really serious about challenging the Partial Review "options".woolRATH are keen to work together with the Group?. Over 350 members of the public attended last week's woolRATH meeting including District Councillor Miller and land owner James Weld. When asked what the outcome would be should James Weld be persuaded by residents to withdraw his land, the use of compulsory purchasing was put forward by James Weld as a possibility and this was not denied by Cllr Miller. There will be another update early this week. 170. Cllr Lovell – Re: Overturned rubbish bins on Station Road Corfe Castle again – PDC are responsible for collection and DCC for disposal.

171. Dawn Lindsay – Overturned rubbish bins on Station Road Corfe Castle again – I am glad that this is receiving some attention, and getting some clarification, but there is also the issue that the bins are not fit for purpose as they are old, dilapidated and easily pulled out by foxes. Who is responsible for the bins themselves please?

172. Cllr Lovell – Re: Overturned rubbish bins on Station Road Corfe Castle again – The collection side is responsible for bins that is PDC.Clerk: Cllr Lovell to speak about this at the Meeting tonight. Forwarded to all Cllrs.

173. DCC – New Highway Signage for Norden Park and Ride – One of the actions from a previous Norden Park and Ride Forum meeting was to refresh some of the highway signage directing visitors to the Norden P+R facility. We have now designed replacement signage based on responses from the feedback that I received from the signage survey that I emailed to Forum members on 09/02/16. You will notice that we've removed the reference to Norden as being a park and ride. This is a short-term measure until we can establish a more frequent, regular shuttle service to Corfe Village and Studland. This will also hopefully stop complaints from members of the public who have paid for parking thinking that they are also entitled to inclusive on-ward bus travel in the sense of a conventional park and ride operation. We've also grouped the heritage train symbol and wording "For Corfe Castle and Swanage" to indicate that the train will take visitors to these places. The museum symbol has also been added to the advanced sign located on the A351 after Stoborough roundabout leading towards Norden and cycle hire has been incorporated into the main signage where it was previously on separate signage. I will now arrange for the new signing to be fabricated and installed and for the redundant signage to be removed. Forwarded to all Cllrs.

The Parish Council objects to this Application. The Council suggests the paperwork has not been correctly completed by the applicant. The site can be viewed from many locations and appears obtrusive in the AONB landscape and is easily visible from the Castle which is a scheduled ancient monument. The placing of shipping containers, even with cladding, on such a visible site within the AONB should not be allowed. There should be consultation with other interested parties such as Dorset County Council Highways, the National Trust, the Environment Agency and Historic England with regard to this proposal.

Swanworth Quarry – See correspondence item 145, liaison meeting on the 14th July, item 151 for Minerals Consultation information and the presentation at the next Meeting. Cllr M-Wells reported proposals for increasing the height of the infilling. A finish date of 2027 for quarry use (it would not be filled back in at the existing rate by then ?). DCC to be reminded that lorry numbers and times should not be greater than existing if extra inert waste is brought in. The extension proposals now show new improved plans to change opinion at DCC. Details to be revealed at the next Parish Council Meeting.

Corfe Castle Primary School Liaison – Cllr Bond reported on the school for 5 – 11 year old pupils which is now the Saturn Trust, a multi academy trust organisation. Trustees include the Rev. Ian Jackson and the Chair, Lara Manningham-Bullen. Bovington or Wool schools could join if they wanted to. Representations go to the Governors first, then the Trustees. They have discretion on hours and terms. Cllr Clarke suggested the Saturn Trust is a source of concern and that a different model could be used to advantage.

Corfe Castle Charity – Cllr Bond reported on the Charity which was established in 1610 (17th Century) for the relief of need. Not always financial need. It can help with credit card debt, those who run out of money, chairlifts and grants for university fees. It is uniquely endowed with rental income from two commercial properties. These do not perform as well now. It has alms houses and rented houses and other assets totalling £5M. It currently enjoys an income of £220,000 per annum and has two employees. Outgoings include accountants, property repairs and grants. The secular parish, including Kingston and Rempstone, is the extent of its influence. The accounts are published annually.
