    I. Call to Order - Linda Kuserk, PTSA President called the meeting to orderat 7:36pm.

II. Approval of Minutes - The minutes from the meeting on 4/20/10 wereapproved as written.

III. Treasurer's Report - The PTSA account has a balance of $8712.92 andthe After Prom

account has a balance of $9,232.81 as of 4/30/10.

Currently, the PTSA is (1670.72) over budget. Also, there is theupcoming expense of $1400 for the end of the year staff luncheon that still

has to be paidfor. The fundraiser at Gentleman Jim's restaurant earned $175. There is

"extra" moneyin the budget from the unused funds from Every 15 Minutes, so we are not

in danger ofbouncing checks, but we do need to try to lessen our deficit. The Staff

Appreciationcommittee did not use all of their funds so that amount will go back into

the budget andalso, the grant allocations were not fully used so some money remains in

    that budget.

PTSA President Linda Kuserk will send out another email to parents viathe PTSA listserv with a direct appeal to parents to donate funds for the endof the year staff

    luncheon.

The current budget had a projected fundraising income of $3500 this yearthat did not happen, that is why the budget is in its current deficit situation.Planning is taking place

now for the golf fundraiser that is planned for Friday 9/24/10 at BlueMash golf course.

Also, selling more advertisements for next year's directory will be anotherway to raise

additional funds. Henry Lee will be in charge of the directory ads for thefall.

Dawn Trahern volunteered to serve as the Facilities chairperson becauseshe is familiar

with the CIP process and knows how the system works. The biggestproject request at

this time is for the orchestra pit to be refurbished.

    - Joe Stewart presented two proposed changes to the current by-laws. TheMCCPTA

delegates should be chosen in July instead of May because the new officerpositions

do not become effective until July 1st.

A motion was made to change the date that delegates are appointed fromMay to July.

A discussion followed and the point was made that if the new delegatesaren't appointed

in May, then they would not be in position to attend the MCCPTAtrainings that are held

    in June of each year.

The motion failed. The PTSA will choose new MCCPTA delegates thismonth.

The other proposed change is in regard to the Board Member position ofthe Immediate

Past President. The duties of this position must be defined by a jobdescription. The

proposed job description is 1.) act as an aide to the President; 2.) work onspecial projects

    as requested by the President.

A motion was made to re-visit this issue next year with the possibility ofeliminating the

Immediate Past President position as a Board member position. Themotion passed.

    VII. New Business -

On May 27 and May 28, the Montgomery County Council will announcethe final budget

for the upcoming fiscal year. This will have a major impact on the MCPSbudget. As of now, the EFOs will be funded by the MCPS budget, not the countybudget. Sixteen (16)

positions are projected, it is not known at this time how those positionswill be split between the 25 high schools in Montgomery County. One EFOposition will be funded by the Gaithersburg Police Department for the EFO atGaithersburg HS.

The County Council has proposed $33 million more in cuts to the MCPSbudget. If this

happens, there will be an increase in the class size across the board K-12of 2 students

per class. This is in addition to the already planned class size increase of 1student/class.

Furloughs have also been proposed for MCPS staff, reducing the numberof professional days from 10 per year to 5 per year.

A general discussion followed regarding these topics: 1.) Half-day

orientation for incoming 9th graders. A letter and a connect-ed call will bemade to those students.

2.) Awards Ceremony/Art Show - these events are open to everyone.Parents have been

informed if their child is receiving an award or nominated for an award.3.) After Prom

hours - Why does the After Prom last until 5:00am when most of theattendees had left

by 3:30am? The 5:00am time was chosen because that is when therestrictions on provisional drivers are lifted. 4.) Extra tickets for Graduation - if
