STAR International School PTA Constitution
1. Name
The name of the association is Star International School Parent Teacher Association (PTA)
2. Objectives
The PTA is a not for profit organisation run by and for the benefit of everyone involved with
the school.
MISSION STATEMENT
Our aim is to help the school enrich the life experience of our children beyond the classroom. We
will organise activities and events, through the voluntary efforts of our members, raise funds and
promote a real sense of community spirit.
3. Membership
All parents / guardians of the young people attending Star International School and all staff at the
school will automatically become members of the PTA.
4. General Meetings
The Committee will hold interim General meetings at the beginning of each term to provide the
latest news and request feedback from the PTA general membership.
The Annual General Meeting (AGM) shall be held towards the end of Term 3 each year. Notice of
all Meeting will be posted in the school at least two weeks in advance and will be publicised on
the school website / communicator.
The Business at the AGM shall include:-
a. Voting of the new Committee for the following term
b. A report by the Chairperson
c. A report by the Treasurer
d. Statement of funds
At all general meetings voting shall be on the basis of one vote per member present at the
meeting.
At Annual General and Extraordinary Meetings the quorum shall consist of 5 members.
5. Committee
To be a member of the Committee of this PTA a candidate must volunteer and be seconded
by members of the PTA either prior to or at the AGM. Elections for the nominated candidates
will then follow. Committee members are eligible to vote at any meeting of the Committee.
The Committee shall be responsible for the overall management of the affairs of the PTA.
The Chairperson, Vice Chairperson, Secretary, Vice Secretary, Treasurer and Teacher
Representative will be elected positions.
In the event that there are no nominations the Committee shall have the power to fill the
positions.
The Committee shall have the power to appoint sub-Committees and to co-opt the services of
persons responsible to the Committee to carry out special works as the need arises. They will
also have the power to dissolve sub-Committees at their will.
The Committee shall consist of the following:-
a) Chairperson. Responsible for calling meetings, finalizing meeting agendas and
make formal announcements regarding PTA activities. The Chairperson chairs
meetings and has casting vote in the event of a tie. The Chairperson is responsible
to ensure that funds are expended in compliance with the PTA Mission Statement.
b) Secretary. The Secretary organises and calls for meetings, publishes the
agenda and minutes and keeps records of all PTA decisions and activities.
c) Treasurer. Responsible for the managing and reporting of all finances of the
PTA.
d) Staff Representative. Voted onto the Committee by members of staff. This person
represents the interests of the staff at meetings and discussions and conveys
information regarding the PTA to other staff members.
e) Representative of the SLT. This is a non-elected member of the PTA Committee.
f) Vice Chairperson. Responsible for assisting the Chairperson in all their
responsibilities.
g) Vice Secretary. Responsible for assisting the Secretary in all their
responsibilities.
Sub-Committees are formed from non-elected volunteers at the request and with the
support of the Committee to manage a particular event or activity.
The PTA recognizes the importance of the class representatives in the communication
process and the cohesion of the school. Although these are not directly connected to the
PTA their contribution and cooperation is highly valued and the PTA will continue to support
all class representatives.
6. Cessation of Committee Membership
A Committee member shall cease to be a member of the Committee:
On resignation in writing to the Committee; or after missing three consecutive meetings
without an apology being tendered.
Should the board of the school deem it necessary they may disband the Committee and call
for another election.
7. Committee Meetings
Meetings are to be conducted in accordance with normal meeting procedures and minutes
being produced.
Any decision to spend funds of the PTA must be presented as a motion to the Committee.
This needs to be seconded and passed by a majority of those present. The Committee has the
authority to spend up to 2000 AED by vote at a Committee meeting. Expenditure of larger
amounts may be voted upon but must be presented to the membership at large for any
objections.
The mode of voting on all questions shall be by a show of hands.
Every member present at a Committee meeting may cast a vote and the chair shall have the
right to a casting vote.
A member of the Executive Committee has the power to appoint a Proxy in their place if
unable to attend a meeting.
A quorum shall be a minimum of 5 members of the PTA and must include two members of
the Executive Committee.
Meeting dates for the year will be set at the first General Meeting of the year. Additional
meetings may be scheduled as required.
8. Finance
The funds of the PTA shall consist of donations and any sums raised in the name of the PTA.
The Treasurer shall record all income and all expenditure for public record.
The Committee may at its discretion, expend its funds for the benefit of the school, or may
make donations of funds to the School Board with recommendations for its expenditure.
The financial year of the association shall end on the last day of school in that Academic Year.
9. Alterations to the Constitution
Alterations may be made at an AGM or a Special General Meeting called for the purpose
provided 14 days notice of intention to hold such a meeting is advertised with the school.
Copies of the proposed changes are to be available at least five days prior to the meeting for
all PTA members.
10. Limitation
The PTA is ancillary to the school and has no power over administration, maintenance,
management or policy of the school.
The PTA will not offer to represent any of the interests of individual or groups of parents in
issues which are directly associated with school curricula activities or vice versa.
11. Winding Up
The association may be wound up by resolution to this effect passed by a two-thirds majority
of members present at a SGM called for this purpose.
Any surplus assets after all liabilities have been paid will be given to the school’s Board of
Trustees.
No surplus assets may be applied for or to the personal benefit of any member.
12. Execution
The Constitution shall be dated and shall be deemed to come into force on the
________________ and shall be binding on all members until dissolved by two-thirds of the
eligible members present at the meeting at which the constitutional changes are passed.

therefore no individual shall be held personally liable for any anomalies.
