Port State Control (PSC) is one of the issues that are receiving much

attention in the international shipping sector these days as PSC detentions

often entail heavy economic losses to the owner and because PSC

detention rates in various PSC regimes are being used as a yardstick to

evaluate the competence of concerned parties to comply with the

requirements of international conventions - i.e., ship managing companies,

charterers, flag States and classification societies.

In this regard, to effectively prepare against more stringent PSC

inspections and to meet the needs of our clients, KR has been endeavoring

to reduce the detention rates of its classed vessels visiting ports of various

PSC regimes, including USCG, Paris MoU and AMSA, by implementing

more effective PSC detention preventive measures via more efficient and

improved services and support.

This document, provided in both Korean and English, is composed of a

list of major PSC deficiencies, including detainable deficiencies

accompanied by relevant photos, a PSC checklist consisting of PSC

deficiencies identified during PSC inspections of KR classed vessels, and

the Fire Fighting/ Abandon Ship Drill Checklist developed based on the IMO

Res.787(19).

We hope that this document will be of help to you in preventing PSC

detentions and we promise to continually update you with latest PSC

information.

Quick check prior to port arrival 입항 전 확인 사항

Master's notification of the accident or the defect(s), affecting the safety of the ship or the efficiency or completeness of its equipment on board, to the company(for notification to the Administration), KR and the local agent(for notification to the PSC) prior to port arrival and the company's action for rectification at the port to be ready

선박의 안전 또는 설비의 유효성 또는 완전성에 영향을 주는 사고가 발생하거나 본선에 결함사항 있을 시,

선장은 입항 전 선사(기국에 보고), KR 및 현지 에이전트(PSC에 보고)에 보고하고, 선사는 해당

항구에서의 시정조치를 위한 준비 완료

In case of a detention imposed during PSC inspection, the owner or the representative should contact with KR immediately and the surveyor's onboard attendance is to be requested at the earliest opportunity for clearing from the detention by helping the verification of the compliance with the applicable requirements and the rectification of the deficiencies.

PSC 점검 중 출항정지 부여 시, 관련 요건 준수 여부 검토 및 시정조치를 위하여 선주나 대리인은

KR에 즉시 연락하여 본선 임검을 요청하여야 함
