The fight to protect clean sport requires us all to act with constant collaboration. Since February 2018 the International Testing Agency (ITA), called for by the world of sport and supported by the World Anti-Doping Agency (WADA), has been officially established. I have the great honour of serving as Chair of the Foundation Board, with Benjamin Cohen as our new Director General.

The ITA is a not-for-profit foundation, based in Lausanne, Switzerland. Its mission is to offer comprehensive anti-doping services, independent from sporting or political powers to International Federations (IFs), Major Event Organisers (MEOs), and all other anti-doping organisations requesting support. Planning tests in and out of competition, evaluating risks, athlete whereabouts, managing Therapeutic Use Exemptions (TUEs) and results management are all part of the way the ITA can reinforce the fight against doping by bringing together expertise and helping IFs and MEOs fulfil their duties under the World Anti-Doping Code.

The collective challenge we face is this: sharing information and intelligence between partners, and particularly with national anti-doping agencies, fighting against actual or perceived conflicts of interest, and harmonising testing, to ensure equal treatment for all athletes, regardless of their sport and country.

The ITA must restore the confidence among athletes in a system which they feel has let them down and which they find unequal, based on the country in which they are tested and the sport they practise.

The ITA must help IFs and MEOs in their efforts to comply with the World Anti-Doping Code, and will improve the effectiveness and efficiency of testing. Independence, transparency and professionalism are at the service of athletes and sport.

Thus, for the first time during the 2018 Olympic Winter Games in PyeongChang, pre-competition and in-competition testing took place not just under the auspices of the organiser, the IOC, but under the direction of a neutral body: the Doping-Free Sport Unit that forms the nucleus of the ITA. Thanks to the sharing of knowledge with the Koreanl Anti-doping Agency, the International Olympic Winter Sports Federations, other leading national anti-doping agencies and WADA, we were able to create an appropriate and high quality programme.

HistoryThe ITA is the product of a united goal to fight doping, protect clean sport and support International Federations, Major Event Organisers and other anti-doping organisations in implementing independent and state-of-the-art anti-doping programmes. October At the 4th Olympic Summit, it is agreed that a unified approach to ensure anti-doping testing is independent from sports organisations is required.

A WADA working group, composed of representatives from both the Olympic Movement and public authorities, is established.

November WADA’s Foundation Board unanimously agrees to explore the proposal by the IOC to make anti-doping independent from sports organisations.

May The WADA working group is tasked with outlining an initial feasibility study that would detail how this authority could be set up and run.

In parallel, an ITA Policy Steering Group, consisting of representatives from the world of sports, public authorities and National Anti-Doping Organisations (NADOs), chaired by Dr. Valérie Fourneyron, is established by WADA.

August The IOC Session in Rio unanimously supports making anti-doping independent from sports organisations.

May WADA’s Foundation Board approves the recommendations of the ITA Policy Steering Group concerning the structure and process of establishing the ITA. In particular, the ITA Policy Steering Group recommends the IOC to be the founding body of the ITA.

October WADA’s Executive Committee approves the membership of the ITA Foundation Board.

January The ITA is officially established by the IOC as an independent, not-for-profit foundation under Swiss law and holds its first Foundation Board meeting.2018

February The Doping-Free Sport Unit (DFSU) of the Global Association of International Sport Federations (GAISF) is called upon to form the operational nucleus of the ITA and to operate the anti-doping programme at the 2018 Olympic Winter Games in PyeongChang.

During the Games, the ITA Foundation Board confirms the appointment of its first Director General.

July The ITA becomes fully operational.

The fight against doping is becoming more and more complex.New doping methods emerge. New scientific data become available and new means to effectively combat doping are developed accordingly.

StructureThe structure of the ITA reflects the recommendations of WADA’s ITA Policy Steering Group, a group composed of representatives from the Olympic Movement, public authorities and NADOs.

The main principles are the following:

1. The ITA is established with full independence, constituted through a new Swiss Foundation. Given the requirement for a founding body, the IOC, on behalf of the Olympic Movement, is the founding body of the ITA.

2. The composition of the ITA Board is as follows:

• Chairperson (Independent/Neutral)

• An Expert (Independent/Neutral)

• An Athlete representative• An IF representative • An IOC/NOC representative

ITA Board members are appointed for a renewable term of two years.

The composition of the ITA Board is submitted to WADA’s Executive Committee for approval.

3. A representative of WADA is invited to all meetings of the Board in an ex-officio, non-voting position.

4. WADA is not responsible for or directly involved in the ITA, given its position as the independent global anti-doping compliance regulator.

5. The ITA Director General is appointed by the ITA Board and has the overall responsibility of the operational running and management of the ITA, the conduct of all its activities and the actual administration of its assets.
