NOTICE
Public notice is hereby given that the Council of the City of North Battleford intends to
consider the adoption of a bylaw under The Planning and Development Act, 2007 to
adopt a new Official Community Plan (Forward 2030: Healthy, Green, Safe, Strong).
INTENT
The proposed bylaw establishes municipal land use policies
including, but not limited to, the following subjects:
Residential: Existing and future residential development areas, residential lot supply,
residential densities, home based businesses, affordable and alternative housing, walka-
bility and neighbourhood design, infill housing development, and concept plan require-
ments for residential development.
Commercial: Compatible neighbourhood commercial development, the design of visually
appealing commercial districts, revitalization of the downtown, encouragement of higher
density residential in and near the downtown, provision for highway commercial zoning
for uses oriented to the highway, and development of visually appealing entry points into
the city along major highways.
Industrial: Identification of appropriate land for industrial development, visually appeal-
ing industrial areas and buffer zones between incompatible land uses, industrial servicing
capacity, and the capitalization of opportunities for industrial growth and economic de-
velopment in North Battleford.
Economic Development: Strengthening the City’s role as a regional centre for shopping,
business, health, tourism, etc, continuing conservation efforts with respect to the City’s
natural and historical resources, achieving sustainable growth in the City’s population,
labour force, and household income, and building a stronger relationship between First
Nations and Metis communities.
Transportation, Infrastructure, and Services: The various functions of the provincial
highway and municipal road system in North Battleford, ensuring connectivity and traffic
safety for pedestrians, cyclists, public transportation and private vehicles, the North
Battleford Cameron McIntosh Airport, servicing capacity of both infill and greenfield fu-
ture development, storm water management, and raw water supply.
Community Services and Safety: The development and enhancement of recreational and
other community service opportunities, participation by clubs and other interested
groups in the development of community facilities, proactively addressing crime and safe-
ty issues through a range of initiatives and partnerships, and promoting locally-produced
food and other goods in pursuit of a more sustainable community.
Amenities and Dedicated Lands: Provision of dedicated lands, respect for natural and
scenic areas of significant values within the City, the facilitation and encouragement of a
walkable and connected community, and provisions for the limited use of municipal re-
serves for temporary water storage in a storm event.
Biophysical Constraints on Development: Development on and near hazard lands, in-
cluding environmental sensitivity, contaminated sites, and flood hazard areas.
Natural and Cultural Heritage Resources: Protection and sustainment of valuable ripari-
an and aquatic habitats - in particular the North Saskatchewan River Valley, source water
protection, protection of historic, archaeological and other resources of cultural heritage
significance, and integration of heritage conservation into planning and decision making.
Inter-Municipal and Inter-Governmental Cooperation: Facilitation of inter-jurisdictional
cooperation with the Town of Battleford, the RM of North Battleford, and neighbouring
First Nations, and planning for the future growth of the City of North Battleford.
Aboriginal Affairs: Collaboration with neighbouring First Nations on matters of land use
planning, infrastructure, culture, and economic development.
Implementation: Policies regarding implementation of the Official Community Plan and
the implementation tools that will or may be used for same, including the Zoning Bylaw,
subdivision application review, dedication of lands, municipal land banking, land ex-
change and purchase, the use of a Building Bylaw, the use of Development Levies and
Servicing Fees, and provisions for concept plans.
The Official Community Plan also contains a Future Land
Use Concept map which graphically displays, in a conceptu-
al manner, the present and intended future location and
extent of general land uses in and surrounding the City.
This map will assist in the application of general goals, ob-
jectives and policies of the Official Community Plan. The
policies in the Official Community Plan will be implemented
primarily through administration of the City’s new Zoning
Bylaw.

AFFECTED LAND
All land within the City of North Battleford as shown on the
Future Land Use Concept contained in this notice is affected
by the new Official Community Plan.
REASON
The new Official Community Plan will help direct and man-
age growth and development in the City of North Battleford
for the next fifteen to twenty years.
PUBLIC INSPECTION
Any person may inspect the proposed bylaw at City Hall,
1291 101st Street, North Battleford, SK between 8:00 AM
and 4:30 PM, Monday to Friday, excluding statutory holi-
days. Copies are available to persons at a cost of $30.
PUBLIC HEARING
Council will hold a public hearing at 8:00 PM on April 28,
2014, in the Council Chambers at City Hall, 1291 101st
Street, North Battleford, SK, to hear any person or group
that wishes to comment on the proposed bylaw. Council
will also consider written comments received at the hearing
or delivered to the undersigned at City Hall before the hear-
ings.

INTENT / ZONING DISTRICT OBJECTIVES
R1 - One Unit Residential District: To provide for residential development in the form of
single detached dwellings and for other compatible uses.
R1A - Small Lot Residential District: To accommodate single detached residential dwell-
ings on small lots and other compatible uses.
R2 - Low Density Residential District: To provide for residential development in the form
of single detached, semi-detached, two-unit dwellings, and for other compatible uses.
R3 - Medium Density Residential District: To provide for residential development in the
form of single detached, semi-detached, two-unit dwellings, multi-unit dwellings, dwell-
ing groups, and for other compatible uses.
R4 - High Density Residential District: To provide for residential development in the form
of multi-unit dwellings, dwelling groups, and other compatible uses.
R5 - Acreage Residential District: To provide for residential development in the form of
acreages that do not require the provision of urban facilities and services and for other
compatible uses.
RMH - Mobile Home Residential District: To provide for residential development in the
form of mobile homes, mobile home courts, and other compatible uses.
CS - Community Service District: To provide for development in the form of a range of
community services and other compatible uses.
C1 - Downtown Commercial District: To provide for development in the form of a mix of
downtown commercial uses, institutional uses, government and professional offices, re-
tail, entertainment uses, public space, and other uses that are characteristic and sup-
portive of high-density, high-activity, safe and pedestrian-oriented urban development
that serves as the idealized central “hub” for the city.
C2 - Neighbourhood Commercial District: To provide for development in the form of
commercial facilities and other compatible uses in a manner and at a scale compatible
with the needs and the character of residential neighbourhoods.
C3 - Arterial Commercial District: To provide for development in the form of a range of
arterial commercial and other compatible uses.
C3A - Large Lot Arterial Commercial District: To provide for development in the form of a
range of arterial commercial and other compatible uses on larger lots.
C4 - Regional Commercial District: To provide for development in the form of retail out-
lets, commercial establishments, offices and other compatible uses developed on a single
location.
MU - Mixed Use District: To provide for a mix of land uses, including higher density resi-
dential uses, a range of downtown commercial uses, and other compatible uses, proximal
to the downtown area or other community centre.
M1 - Light Industrial District: To provide for development in the form of a range of indus-
trial and other compatible uses.
M2 - Heavy Industrial District: To provide for development in the form of a range of
heavy industrial and other compatible uses that may require isolation from many other
kinds of land uses.
YQW - Airport District: To provide for development in the form of a range of airport, in-
dustrial, and other associated uses.
PR - Parks and Recreation District: To provide for parks and recreation development and
other compatible uses.
RD1 - Restricted Development 1 District: To establish and preserve areas of highly re-
stricted development so as to preserve the natural character of the land.
RD2 - Restricted Development 2 District: To establish and preserve areas of restricted
development so as to preserve the natural character of the land.
FUD - Future Urban Development District: To provide for interim land uses where the
future use of the land or the timing of development is uncertain due to issues of servicing,
transitional use, or market demand.
The proposed Zoning Bylaw also contains updated and new general provisions that apply
to development throughout the City. Updated and new provisions include:
development permit requirements, application fees and application process;
discretionary use permit requirements, application fees, application process and evalu-
ation criteria;
regulations for fences;
• regulations for accessory buildings and structures (including membrane covered struc-
tures, shipping containers, and secondary, garden and garage suites);
• regulations for off street parking and loading;
• regulations for signs;
• regulations for home-based businesses;
regulations and standards for adult day care facilities, bed & break-
fast homes, day care centers and preschools, dwelling groups, above
ground fuel storage tanks, modular homes, mobile home courts, gas
bars, parking lots, and multiple unit dwellings.

regulations for bare land condominiums.
