Proposed N11 Junction Q Scheme

Report submitted in accordance with Part 8, Article 81 of Planning & Development Regulations 2001 (as amended), Section 179 of Planning & Development Acts 2000 (as amended), and Section 138 of the Local Government Act 2001.

In accordance with Part 8, Article 81 of the Planning and Development Regulations 2001 (as

Amended) Dun Laoghaire Rathdown County Council‟s notification of the proposed N11 Junction Q

Scheme was commenced on the 20th December 2016. Plans and Particulars of the proposed

development were available for inspection from Tuesday 20th December 2016 up to and including

Tuesday 14th February 2017 at the Planning Department, County Hall, Marine Road, Dun Laoghaire

and at the Council Offices, Dundrum Office Park, Main Street Dundrum.

A Public Information Session was held in St. Brigids Parish Hall, Cabinteely, Co. Dublin on Thursday

26th January 2017 between 4.30 pm and 8 pm.

Submissions or observations with respect to the proposed development were invited to be made in

writing on or before Tuesday 28th February 2017.

2. Site Location and Description

The site is located on the N11 Bray road approx. 700m south of Johnstown Road junction and approx. 1130m north of the Wyattville Road bridge. It is adjacent to two filling stations and the pedestrian entrance into Kilboggett Park.

The proposed scheme, N11 Junction Q will provide an access onto the N11 for the Druids Glen Road. The Druids Glen Road will be a major route within the Cherrywood SDZ and will provide linkage with the north east area, Dun Laoghaire and Dublin city.

3. Zoning and Other Objectives

The junction itself is within the Cherrywood SDZ although the extended parts of the N11 are not within the SDZ boundary. The proposed development is consistent with the provisions of the County Development Plan as it will

deliver important infrastructure to accommodate significant new investment in transport, in economic

and commercial activity and in housing in the designated Large Growth Town of Cherrywood, in

accordance with the phasing and priorities of the adopted SDZ Planning Scheme.

4. Detailed Description of Proposed Works

This section of the report sets out a description of the subject site in the context of its receiving environment and a description of the proposed development. The description provides details on the need for the scheme.

Site Context The proposed development N11 Junction Q is located within the administrative area of Dún Laoghaire Rathdown County Council and is bounded to the east by Kilbogget Park and to the west by Cherrywood.

The proposed junction is located on the N11 between the Johnstown Road and Wyattville Road junctions as identified in Figure 5-1 below.

The key roads in the area are notably the N11 National Primary Route which runs North West to South East through the study area, and the M50 Motorway which lies west of the study area and also runs North West to South East.

The Planning Scheme for the Cherrywood SDZ outlines a Future Road Strategy in Section 4.2.6 which identifies specific objectives (PI 14) for the implementation of road infrastructure proposed in the Planning Scheme that will facilitate access to and within the Planning Scheme Area.

The proposed junction under consideration in this report is identified as point Q in Figure 5-2 following.

Within Map 4.5, the proposed junction is referenced as point Q. The proposed junction onto the N11 is required to facilitate the traffic generated from SDZ Development Area 5 (Phase 1) initially and ultimately in conjunction with the overall proposed road network identified within the Planning Scheme; the traffic generated from all of the eight development areas within the Planning Scheme (Phase 2). The proposed junction and infrastructure for which permission is sought is identified in drawing 5139036/HW/0104 (see appendix B in this report).

The length of the proposed works at point Q along the existing N11 is in the order of 350m. The proposed junction will provide for the connection of a five lane carriageway to facilitate the predicated traffic volumes and movements onto the existing N11 from the Druids Glen Road.

The proposed junction onto the existing N11 will comprise a three arm signalised at grade junction with provisions for pedestrian and cyclist movements across each arm. The proposed junction will comprise a double southbound right turning lane, a double left turn lane from the Druids Glen Road, a right turn lane from the Druids Glen Road onto the N11, a northbound left turning lane from the N11 onto the Druids Glen Road, two lanes for traffic flowing onto the Druids Glen Road from the N11 and left in/left out slip lanes on the Druids Glen Road. The preliminary design of the proposed N11 junction is based on a design speed of 85kph.

The proposed junction onto the existing N11 will also facilitate a new entrance into Kilbogget Park and the construction of a new boundary wall to the east of the N11.

The proposed pedestrian crossings are 4m wide controlled Toucan crossings which will allow both pedestrians and cyclists to cross together. These crossing points have been provided on two of the three arms of the proposed N11 Junction Q. The crossings are staggered with refuge islands of sufficient width to ensure the safe movement of pedestrians and cyclists across the junction.

Northbound cyclists are catered for on the N11 through the introduction of a 2.25m on road cycle path through the junction. Southbound cyclist facilities are provided by means of a 2m minimum cycle track on the eastern side of the N11. All east and west cyclist movements across the proposed junction will be required to use the signalised Toucan crossings.

Bus priority is maintained both northbound and southbound by means of the continuation of the existing bus lane facilities through the junction. The existing bus layby and shelter south west of the proposed junction will be relocated further south where an Island Bus Stop arrangement is proposed in accordance with the requirements of the National Cycle Manual. The existing bus stop south east of the proposed junction will be removed and a new Kneeling Bus Stop arrangement is proposed in accordance with the requirements of the National Cycle Manual. Facilities for both pedestrians and cyclists movements in the vicinity of the proposed bus stop locations have been provided by means of shared surfaces behind the proposed bus shelters.

All vehicle lanes on the approach to the proposed N11 junction from the Druids Glen Road and N11 northbound and southbound are a minimum width of 3m. The proposed junction general arrangement has been based upon the traffic modelling analysis.

Cherrywood Strategic Development Zone Planning Scheme

Cherrywood was identified by Dún Laoghaire-Rathdown County Council in the 2004 – 2010

Development Plan as an area for which an LAP could be prepared, as the area is strategically

located, with significant potential for development. In 2010 the area was designated as a Strategic

Development Zone. Part IX of the Planning and Development Act 2000 – 2011 provides that the

Government may designate a Strategic Development Zone, and specify the types of development

which may be permitted. This designation is done to facilitate development, which in the opinion of the

Government, is of economic or social importance to the State.

The Cherrywood SDZ Planning Scheme was approved by An Bord Pleanála in April 2014.

The overall Planning Scheme Area is divided into 8 Development Areas and Chapter 7 of the Cherry

wood planning scheme sets out the sequencing of development for these areas. The sequence of

development is ordered so that development will be confined to the identified Development Areas at all

times. The 8 Development Areas are grouped together into 3 Growth Areas. The sequencing of Growth

Areas within Cherrywood is as follows:

First Growth Area: Development Areas 2, 4, 5, and 6A

Second Growth Area: Development Areas 1, 2 and 3. (see specific objective H27)

Third Growth Area: Development Areas 6B, 7 and 8.

To commence development in Second or Third Growth Areas the infrastructure requirements for the

previous Growth Area will have been completed and/or the service provided. Within each Growth Area

there are specific pieces of road infrastructure, schools and open space that require certainty on the

timing of their delivery to ensure the orderly progression of the Development Areas.

The N11 Junction Q and Druids Glen Road Q-P3 lie within Development Area 5: Druids Glen as

identified in Map 6.5 of the Cherrywood Planning Scheme. Table 6.5.2 of the Cherrywood Planning

Scheme further describes the infrastructure requirements associated with Development Area 5.

The proposed N11 Junction Q is a critical piece of infrastructure that will facilitate access to the Druids

Glen Road and Development Area 5 from the N11.

The Planning Scheme for the Cherrywood SDZ outlines a Future Road Strategy in Section 4.2.6 which identifies specific objectives (PI 14) for the implementation of road infrastructure proposed in the Planning Scheme that will facilitate access to and within the Planning Scheme Area.

The proposed N11 Junction Q is identified as point Q in Figure 1-3 Planning Scheme Map 4.5 Road

Hierarchy. Accordingly, the N11 Junction at point Q is identified as a specific piece of roads

infrastructure for the First Growth Area of the Cherrywood SDZ Planning Scheme.

5. Environmental Assessment

The proposed development is subject to the Guidance for Planning Authorities on Appropriate Assessment of Plans and Projects in Ireland (Department of Environment, Heritage and Local Government, November 2009), and the Planning and Development(Amendment) (No. 3) Regulations, 2011. These require that screening is carried out for all projects to examine if any impacts are likely on Natura 2000 sites, that is, Special Areas of Conservation (SAC‟s) and Special Protection Areas (SPA‟s).

Atkins consulting Engineers have reviewed the proposed scheme with respect to the requirement for Environmental compliance. Their report concluded that an Environmental Impact Statement for the proposed junction improvement is not required. An Environmental Report was prepared by Atkins Consulting Engineers. The areas covered under the Environmental Report were as follows:

Air Quality & Climate

Noise & Vibration Archaeology

Traffic.

Atkins consulting Engineers have reviewed the proposed scheme with respect to requirement for an Appropriate Assessment. Given the scale of the works and the conclusion of no potential impact on Natura 2000 sites, it is determined that there will be no impact and the scheme can be screened out for Appropriate Assessment.

6. Implications of the proposed development for the Proper Planning and Sustainable development of the area

Having regard to the above, the proposed development is in accordance with the

provisions of the Cherrywood Planning Scheme and the 2016-2022 County Development

Plan for the proper planning and sustainable development of the area.

7. Reports from DLRCC Departments

All DLRCC departments were consulted during the planning consultation stage. Parks : The Parks Department provided information which is included in the junction design and detailed on drg HW/0104 Rev F (see appendix B in the report). Traffic: Traffic Section provided information which is included in the junction design and detailed on drg HW/0104 Rev F. Housing: No objection Waste Management; No objection Libraries: No objection Architects: No objection Municipal Services – Drainage Section: No Objection Planning Dept: The scheme is part of Cherrywood SDZ.

Further meetings will take place with the following departments during the detailed design stage: Drainage, Planning, Parks, Traffic and Public Lighting.

8. Statutory Bodies/ Organisations

The following Statutory Bodies were consulted as part of the public consultation and were advised that all documents were available on the DLRCC website and the website address was provided ; An Taisce, Dept of Arts, Heritage & Gaeltacht Affairs. Transport Infrastructure Ireland, National Transport Authority, Dublin Bus, Irish Water, Eirgrid, The Heritage Council, Gas Networks Ireland, ESB Networks, An Garda Siochana. Replies were received from the following 3 bodies only : Irish Water : They requested that on-going discussions to continue with their New Connections team regarding the infrastructure to service the Cherrywood SDZ. Response : Discussions with the New Connections team at Irish Water will remain on-going Dept of Arts, Heritage & Gaeltacht Affairs : Requested that Archaeological monitoring be carried out of all topsoil stripping associated with the development. Response : Archaeological monitoring of all topsoil stripping associated with the development shall be carried out. Transport Infrastructure Ireland : requested that detailed design progress in consultation with TII. Also, that the associated development proposals in the vicinity of the junction be appropriately phased with the delivery of the junction. Response : DLRCC agree that TII will be consulted during the detailed design stage of the junction and works will be appropriately phased during delivery of the junction.

9. Submissions/ Observations

In accordance with Part 8, Article 81 of the Planning and Development Regulations 2001 (as Amended)

Dun Laoghaire Rathdown County Council notification of the proposed N11 Junction Q Scheme was

commenced on the 20th December 2016. Plans and Particulars of the proposed development were

available for inspection from Tuesday 20th December 2016 up to and including Tuesday 14th February

2017 at the Planning Department, County Hall, Marine Road, Dun Laoghaire and at the Council Offices,

Dundrum Office Park, Main Street Dundrum.

A Public Information Session was held in St. Brigids Parish Hall, Cabinteely, Co. Dublin on Thursday 26th

January 2017 between 4.30 pm and 8 pm.

Submissions or observations with respect to the proposed development were invited to be made in writing

on or before Tuesday 28th February 2017.

A total of 66 written submissions were received directly by Dun Laoghaire Rathdown County Council.

The main issues of concern are summarised below.

1. The existing u turn being moved further north which will inhibit visibility and is deemed unsafe for timely u turns. The increase in traffic congestion, further consideration should be given to the u turn being re-positioned further north and the fact that residents travelling south will have to pass through the junction twice increasing their daily commute,

2. The lack of a footpath on the eastern side of the N11 from the Topaz garage vicinity to Shrewsbury Road,

3. Queries raised by the Department of Arts, Heritage, Regional, Rural and Gaeltacht Affairs about having an archaeologist on site to monitor top soil stripping and also to be mindful of nature conservation during specific times.

A summary of the written submissions received by Dun Laoghaire Rathdown County Council are

N11 & M50 overloaded already

The N11 Junction Q is a strategic piece of infrastructure necessary for the development of the Cherrywood Strategic Development Zone. Refer to Chapter 12 of the Environmental Report for the N11 Junction Q which outlines the traffic analysis to support the proposed junction arrangement.

4 Will the existing two pedestrian controlled crossings on the N11 and either side of the new junction remain? They are useful and necessary.

Yes the two existing pedestrian controlled crossings will remain on the N11.

5 The proposed works may have an impact on the existing watermains and other small diameter watermains. There is an Irish Water proposal to supply Cherrywood SDZ lands from this location to link the 24”& 33” diameter watermains

The detailed design will incorporate the proposed Irish Water 24” diameter watermain and due cognisance will be taken during this stage of any existing services that may be impacted upon as a result of the proposed works.

6 Significant congestion in Cabinteely Village & Brennanstown Road since the installation of pedestrian lights as part of the changes at Cabinteely Cross.

Could the traffic lights at the proposed new junction be linked and co-ordinated?

The need for pedestrian crossings within the proposed N11 Junction Q are necessary to facilitate the needs of vulnerable road users. The traffic signal phasing will be optimised during the detailed design stage.

The portion of road that is the subject of this concern would be classed as “in road use” i.e. it has been part of the public road network for a number of years and is currently maintained by the Local Authority. The existing layby area facilitates a service lane for the adjoining properties to the south. The proposed N11 Junction Q arrangement replaces this service lane along the entrance to the property with a dedicated left turn lane onto the Druids Glen Road. Currently the Toal family have to cross the service lane, cycletrack and bus lane to gain access to the northbound lane on the existing N11. The proposed arrangement at the N11 Junction Q will still require the Toal family to cross the left turn lane into Druids Glen, cycletrack and bus lane to gain access to the northbound lane on the N11. The main difference now being that traffic on the left turn lane will have priority over the Toal residents exiting their property. The frequency of traffic

62 The landscaping for the N11 scheme has involved leaving a raised bank on the Johnstown Road. It is unsightly and will pose problematic over time for drainage & weeds etc. It would be better to flatten it and heighten the existing wall.

The existing berm and its associated landscaping provides a natural visual barrier between the adjacent residential properties and the N11. The N11 Junction Q proposals include the removal of a section of the existing boundary wall along the eastern side of the N11. This will also require the removal of a portion of the existing berm to accommodate the proposed widening of the N11. The proposals do not require the entire berm to be removed. The proposals include a new boundary wall to match the existing wall and any areas of the existing

Design Options

The main issues of concern are summarised below.

1. The existing u turn being moved further north which will inhibit visibility and is deemed unsafe for timely u turns. The increase in traffic congestion, further consideration should be given to the u turn being re-positioned further north and the fact that residents travelling south will have to pass through the junction twice increasing their daily commute,

2. The lack of a footpath on the eastern side of the N11 from the Topaz garage vicinity to Shrewsbury Road,

3. Queries raised by the Department of Arts, Heritage, Regional, Rural and Gaeltacht Affairs about having an archaeologist on site to monitor top soil stripping and also to be mindful of nature conservation during specific times.

U Turn Facility The proposed road plan layout drawing no. 104 Rev D for the N11 Junction Q proposed the relocation of

the existing u turn facility approximately 60m further north. The existing u turn facility could not remain in

its current location due to the required length of the southbound right turn lane to accommodate the future

traffic volumes.

A number of written submissions highlighted concerns, citing increased journey times and impaired

visibility as the main issues with this proposed arrangement of the relocation of the u turn facility further

north. In order to address these issues three options were considered for assessment. The three options

considered were as follows:

Option 1 (Uncontrolled U-Turn North of Proposed N11 Junction Q): – Maintaining the proposed U-Turn facility at the location as indicated on the Part 8 drawing 5139036/HW/104 Rev D.

Option 2 (Uncontrolled U-Turn South of Proposed N11 Junction Q): – Relocating the proposed U-Turn facility to a location approximately 155m south of the proposed N11 Junction Q.

Option 3 (Controlled U-Turn facility immediately south of Proposed N11 Junction Q): – Incorporating a controlled U-Turn facility into the proposed N11 Junction Q through the provision of a signalised U-Turn movement immediately south of the junction.

An initial assessment looked at the advantages and disadvantages associated with the above options.

Option 1 (Uncontrolled U-Turn North of Proposed N11 Junction Q)

The disadvantages associated with placing the u turn facility north of the proposed N11 Junction Q were identified as follows:

1. Traffic wishing to use the U-Turn facility at this location will be required to travel through the

proposed N11 Junction Q in both the northbound and southbound directions and will be subject to delays due to the traffic signals at the junction.

2. Uncontrolled u-turn facilities are not recommended within current design best practice standards and guidelines as they have the potential to increase the risk of conflicts between traffic making the u turn manoeuvre and traffic heading southbound on the N11.

3. Consultation with Transport Infrastructure Ireland has identified, in relation to considering

improvements to national routes, that the removal of uncontrolled u turns facilities should be considered at the preliminary design stage, and that the existing facility should be removed or replaced with a controlled facility. The Garda Siochana have also expressed their preference for the removal/replacement of uncontrolled u turn facilities when road improvements are under consideration.

Option 2 (Uncontrolled U-Turn South of N11 Junction Q)

The advantages associated with placing an uncontrolled u turn facility further south of the proposed N11 Junction Q were identified as follows:

1. There are no direct residential/commercial accesses on either carriageway of the N11 in the vicinity of the proposed location for this u turn facility. Moving the facility slightly to the north or south from this location would introduce conflicts with private residential accesses or with the exit from the Topaz service station on the southbound carriageway of the N11.

2. The location of the U-Turn facility affords good upstream visibility of traffic approaching on the N11 southbound carriageway.

3. The location of the U-Turn facility, downstream of the proposed N11 Junction Q will allow for opportunities for drivers to complete U-Turn manoeuvres when the traffic flow southbound on the N11 is interrupted by the traffic signals at the proposed junction.

4. Traffic wishing to use the U-Turn facility will not have to travel through the proposed N11 Junction Q and will not be subject to delays experienced due to the signals at this location.

5. Uncontrolled u-turn facilities are not recommended within current design best practice

standards and guidelines as they have the potential to increase the risk of conflicts between traffic making the u turn manoeuvre and traffic heading southbound on the N11.

6. Consultation with Transport Infrastructure Ireland has identified, in relation to considering

improvements to national routes that the removal of uncontrolled u turns facilities should be considered at the preliminary design stage, and that the existing facility should be removed or replaced with a controlled facility. Option 3 (Controlled U-Turn facility immediately south of Proposed N11 Junction Q)

The advantages associated with placing the u turn facility immediately south of the proposed N11 Junction Q were identified as follows:

1. The location of the U-Turn facility, immediately south of the proposed N11 Junction Q will require the U-Turn facility to be sequenced amongst the phasing for the signalised junction. Therefore the phasing of the signals will need to be assessed to determine a phase that will cater for the u turn manoeuvre without significantly impacting on the capacity of the proposed junction overall in terms of queuing.

2. The location of a controlled U-Turn facility, immediately south of the proposed N11 Junction Q will reduce the potential for conflict with traffic travelling southbound on the N11.

3. Traffic using this U-Turn facility will still be able to access the Topaz Service Station on the N11 southbound carriageway.

Additional Traffic Counts at existing U Turn facility

In order to address the concerns associated with the relocation of the u turn facility and define more

accurately the volume of traffic currently using the existing u turn facility, Dun Laoghaire Rathdown

County Council procured a traffic count to determine the volume of traffic using the existing u turn facility

over a 7 day period from 21/03/2017 to 27/03/2017 from 6am to midnight each day.

The main objectives for procuring the traffic counts were as follows:

Quantify number of northbound vehicles turning right totalled by hour our over the week

Identify times when a queue of more than 3 vehicles are waiting to turn

Identify longest queues waiting to turn right

The results of the traffic counts are summarised as follows:

A total of 4716 northbound vehicles used the turning area over the one week period

„Peak Hour‟ for vehicles turning at the junction was 5-6pm on Thursday 23/03/2017

where a total of 131 vehicles used the turning area

The busiest hour on average over the week was also 5-6pm where an average of 81

vehicles used the turning area

The number of vehicles turning per day ranged from 549 to 748

Queue to turn: >3 vehicles 6-7 times during weekdays. Longest queue was up to 14

vehicles on Thursday 23/03 at 17.09 and up to 13 vehicles at 17.17. (Note: camera view

could only see the slip road which held 9 vehicles in view)

8 southbound vehicles illegally used the turning area over the period

As the results above indicated a significant volume of traffic using the u turn facility and it thereby

warranted further consideration. Therefore additional traffic analysis of the proposed N11 Junction Q was

required to assess the impact on the overall capacity of the junction by introducing a u turn facility located

immediately south of the proposed junction.

Results of the assessment of Options 1, 2 & 3 Option 3 (Controlled U turn facility immediately south of the proposed N11 Junction Q) has the main advantage that the u turn facility can be controlled within the phasing of the signals for the junction and thus represents best practice in terms of road safety. Option 3 will also serve to reduce the journey time of drivers utilising this option.

Option 1 has the main disadvantage that the introduction of an uncontrolled u turn facility on an improved section of an existing national route is not recommended within current design standards. Uncontrolled u-turn facilities are not recommended within current design best practice standards and guidelines as they have the potential to increase the risk of conflicts between traffic making the u turn manoeuvre and traffic heading southbound on the N11.

Considering the above it is therefore recommended that the detailed design stage should incorporate Option 3 (Controlled U turn facility immediately south of the proposed N11 Junction Q). Refer to drawing 5139036/HW/0104 Rev F (see appendix B in this report) for the proposed junction layout plan.

Recommendation

The proposed development N11 Junction Q is considered to be in accordance with the provisions of the Cherrywood Planning Scheme and the 2016-2022 Dun Laoghaire Rathdown County Development Plan for the proper planning and sustainable development of the area. It is recommended that a decision be made by the elected members of the Council to proceed with the proposed development in accordance with the drawings which were on display and to any such minor and immaterial alterations to the plans and particulars of the development, subject to the following amendments:

1. The removal of U turn facility located north of the proposed junction Q.

2. The inclusion of a Controlled U turn facility immediately south of the proposed N11 Junction Q. Refer to drawing 5139036/HW/0104 Rev F (see appendix B in this report) for the proposed junction layout plan.

3. Proposed entrance to Kilbogget Park is modified to minimise impact on existing boundary with Shrewsbury Lawn.

4. Archaeological monitoring shall take place to monitor all topsoil stripping.

Subject to the above approval, members are hereby notified in accordance with Section 138 of the Local Government Act 2001, of the intention to proceed with the proposed development. Accordingly, it is recommended that the following resolution be passed by the Council:

„„The foregoing report is APPROVED and it is AGREED to proceed with the proposed development in accordance with the drawings which were on display and any such minor and immaterial alterations to the plans and particulars of the development, subject to the following amendments :

1. The removal of U turn facility located north of the proposed junction Q.

2. The inclusion of a Controlled U turn facility immediately south of the proposed N11 Junction Q. Refer to drawing 5139036/HW/0104 Rev F (see appendix B in this report) for the proposed junction layout plan.

3. Proposed entrance to Kilbogget Park is modified to minimise impact on existing boundary with Shrewsbury Lawn.

4. Archaeological monitoring shall take place to monitor all topsoil stripping.
