Class Size Waiver Reduction

• The Texas Education Agency requires kindergarten through fourth-grade classes to have no more than 22 students per classroom. Classes that exceed that number must request a state waiver.

• This school year, HISD submitted nearly 1,500 class-size waiver requests for overcrowded classrooms.

Growth + Waiver Reduction• Additionally, housing developers are responding to population

growth in the Houston region.– 4,040 additional housing units are projected to be occupied in the Briar

Forest Corridor by Fall 2019.

• Shifting birth rates around the city are monitored.– The 77077 and 77042 zip codes have annual increases of 5-6%.

• To plan for growth and limit future class sizes, HISD closely examined campuses experiencing:

– Large Class Sizes– Demographic Shifts– Housing and Student Enrollment Growth– Current Attendance Boundaries

How does HISD propose to right size enrollment?

Adjust school attendance boundaries to balance enrollment.

• New boundaries will be designed to account for future growth while balancing demographics and housing types that make up each affected school.

• Students will be rezoned to schools with available space.

The Proposal for Your Community

• Adjust attendance boundaries for seven elementary schools in the Briar Forest Corridor.– Bush & Daily are overcrowded due to housing growth.– Ashford & Shadowbriar have extra space. – Minimal adjustments at Askew, Emerson, and Walnut

Bend.

• Ashford, currently serving grades PK-2, becomes a PK-5 school with its own attendance zone.

• Shadowbriar, currently serving grades 3-5, becomes a PK-5 school with its own attendance zone.

Benefits• Efficient utilization of facilities.

• Less transition for students at Ashford and Shadowbriar.

• Students will have appropriate class sizes that comply with state law.

• Maintenance and use of shared space—restrooms, parking, hallways, cafeterias—will conform with the building’s original design.

• Teachers are able to give students more personalized attention.

Currently Enrolled Students

• Affected students at Askew, Bush, Daily, Emerson, or Walnut Bend:– Current students may choose to stay at their

current campus.– New students will attend their new zoned

campus.

• Affected students at Ashford or Shadowbriar:– Grandfathering is not possible due to changes in

grade level configurations.

Transportation

• Bus transportation will be provided if you live 2 miles from the campus or along a designated hazardous route.

• Crossing guards will be placed in high traffic locations.

Immediately after current meeting

HISD reviews community meeting feedback and finalizes recommendations.

Thursday, March 12

HISD Board of Education votes on proposed adjustments of attendance boundaries.

Friday,March 13 to Friday, March 27

Letter sent to parents at all schools where boundary adjustments are approved by the HISD Board of Education.

All pertinent information about the boundary changes for the following school year will be addressed in the letter, as well as contact information for additional questions.
