three IAML board members, but hotel stays as well for two of them. This decision was

discussed in Council, and was finally changed

to cover conference fees only. Yet other

fees exist among Danish libraries. We sent

material on such fees plus a letter of support

for the Czech branch, which is fighting the record manufacturers over a ban on lending.

The Danish Copyright Act is to undergo

revisions in 1994 in order to match other

European uniformity endeavours. Danish

record manufacturers made a proposal to the

Minister of Culture that newly issued

records were to be withheld for she months

before being lent. We sent a letter on this

matter as well as one on fees. It might be

interesting to do research on the way music

loans have an influence on music sales.

Due to history and culture the relations

between the Nordic and the Baltic countries

have been close. After their independence,

we have tried to strengthen the connections

made with representatives in Helsinki. We

plan to arrange state subsidized visits to

Denmark for two librarians from each of the

three countries, thus allowing them to study

Danish music librarianship as well as select

ing surplus for the Deposit Library. (The

final sponsorship was not agreed to by the

state until May 1994). We hope in 1994 also

to find a way for the free transportation of

the selected library materials. In 1993 we decided that the Danish

IAML magazine, MUS'en, should be issued

jointly from 1994 with the magazine issued

by the Music section of the Danish Library

Association. We will make this attempt for

one year in order to create a better maga

zine and in order to make it better known in

a wider group of readers. The new joint

name will be: Libretto. The State Music Council asked all mem

bers to formulate their most urgent matters

for the years to come. Ours are:

1. Copyright Act with the possibility of of

fering all kinds of material for lending.

2. Free lending of music materials.

3. Statutory delivery of non-book materials,

at present non-existing.

4. Common information on recorded music

through a broader cooperation between

organizations with the same informational

needs (i.e., libraries, radio stations, copy

right organizations and holders, produc

ers, etc.)

The future will show whether some points can be dropped from this listing.

Proposed Amendment to the IAML Constitution

It is proposed that the following sentence be

omitted from Article V, 3 of the Constitu

tion: "Further nominations may be made by

national branches or by any group of not less

than ten members, not all being members of

the same national branch."

Rationale:

For elections to the Board, IAML's Con

stitution requires a two-tier system of nom

inations (Article V, 3, as amplified by the Rules of Procedure, Rule VI, 1-2):

1) Every member of IAML is invited to

propose candidates. These proposals, to

gether with any further proposals made by

the Council, are voted on by the Council the

year before the election. The Council vote

results in a slate of not more than two can

didates for each position (i.e., not more than

two for President, not more than eight for

the four Vice-Presidents).

2) Notices of the council nominations are

to be sent to all members of the association

"not later than six months before the meet

ing of the General Assembly", inviting the

further nominations mentioned in Article V,

3, as cited above. Such candidates will auto

matically be placed on the final ballot, in addition to the candidates nominated by the

Council. The second round of nominations in

volves a significant expenditure of time and

money. Up to now, a special mailing to the

entire membership has been required. Even

when Fontes is being published on schedule,

the interval between the two annual meet

ings may be such that the journal cannot be

used for the second call for nominations.

Also, editors can fall ill, the post may be on

strike, etc., etc. Any such unforeseen cir

cumstances may cause IAML to be in breach

of its Constitution. The most important reason for simplify

ing the procedure, however, is that it has

not brought in one single additional nomina

tion. With the change proposed above,

members will still be submitting the initial

nominations, but the Council slate will be

come a final one. The resources allocated to

the second, unnecessary stage, are better

used elsewhere.

supported by the members of the Constitu

tion Committee present in Ottawa.
