RFP Submission Guide

To assist all institutions of higher learning with ensuring the application and submission process is smooth and easy to follow, the following guide is provided.

Step

Task

1 Download the file or files from the base’s RFP link. Ensure you can open, read and use the document as appropriate.

Each school determines which faculty and or staff is involved with reviewing, providing data, organizing, and preparing the application for submission.A. Ensure the school name is placed in header stating <school inserts name here> for the “Initial

Screening Form”, “Application”, and Application Data Only” portions. B. Once the application is organized and prepared into the format requested in the application, submit the

file electronically. C. Submit one file in WORD or PDF format w/ file as small as possible, under 2-3 MB. The application

must contain the completed screening form, application and application data only portions of this package, along with any additional materials identified in this package that the school provides.

D. Multiple small files could be used but increases tech issues, non-delivery, etc.E. Submit the package file(s) to the POC Region Advisor noted in the application

3A. RA will confirm receipt and accessibility NLT the next work day to all in the school’s email.B. Problems or concerns seen will be included in the receipt email, or as soon as discovered after that.C. Each matter addressed and schools responses/materials will be tracked for accountability.

A. No packages or materials will be accepted after the cut-off date of 3 July 30 Nov. (Changed 31 Oct)

B. If a school finds items left out, they may be submitted, but not after the cut-off date. C. When providing those files, the school must state if the entire package or only a specific section is being

re-submitted.(1) If entire package, old package will be replaced with new package.(2) If specific section, e.g. A., C. K., etc., school must advise which section is being replaced and old

section will be replaced in its entirety, anywhere in the application the section appears. If replacing more than one section, school must resubmit entire package.

FYSA – This process is to ensure accountability and that your most current information is reviewed by the selection panel.

A. All schools evaluated by the panel will be notified via email if selected or not, after the Base CO has made the final decision, est. NLT 31 Aug 2018 30 Jan 2019.

B. Any package not meeting minimum requirements, as published in DOD or Navy directives or in the application, e.g. submitted after cut-off, the school will be notified via email upon discovery with reason. If school can fix it and submit before the cut-off, they may.

C. Why schools are not selected will not be made available to schools.

INITIAL SCREENING FORM

Instructions: We strongly recommend that all academic institutions desiring to submit an application to become an on-base educational services provider with the Navy College Program fill out this initial screening form before completing the application package to determine whether your institution meets the basic required program criteria.

PLEASE NOTE - ANSWERS TO ALL THE FOLLOWING QUESTIONS MUST BE “YES” TO MEET THE BASIC REQUIREMENTS FOR THE NAVY COLLEGE PROGRAM.

1. Are the degree and or certificate programs being proposed listed in your current school catalog?

Schools must be willing to provide flexibility in course scheduling that includes offering academic terms for 8 weeks or less; shorter duration, more frequent classes for courses (i.e. 2x/wk at 2 ½ hrs each) and offering during non-standard business hours (i.e. lunch and/or weekends) if requested. These include classes held aboard the installation, quantity approved by the installation. Is your institution willing to provide flexible scheduling options?

However, to be eligible during this application period, all of the above questions must be answered in the affirmative. We hope that your academic institution will consider submitting an application at the next open application period.

NAVAL SUPPORT ACTIVITY CHARLESTONON-BASE EDUCATION SERVICES PROVIDER

APPLICATION

The following is the application for on-base education provider aboard Naval Support Activity Charleston (NSA). Although some of the questions may appear similar to the initial screening questions, you will find the application is far more detailed than the initial screening criteria form.

A. Application Instructions:

1. Applicants are required to provide responses to ALL of the questions contained in the application and must provide ALL required supporting documents together with the application to be considered a complete application. Incomplete applications will NOT be considered.

2. If the requested information is contained in a published course catalog, please electronically submit only the information for the courses being considered for the NSA program with your institution’s application. DO NOT forward your school’s printed catalog.

3. Finally, your institution must be willing to execute the Memorandum of Agreement (MOA) and a Facility License agreement with the installation which will be similar in content to the attached sample document.

4. The application deadline is 3 Jul 2018 30 Nov 2018

5. All applications must be submitted electronically to Mr. Gregg White at [email protected]. Applications must be RECEIVED ELECTRONICALLY by 1200 Noon Eastern Standard Time (EST) on 3 Jul 18 30 Nov 18 to be considered timely. Any applications received with a date/time stamp after the designated deadline will not be considered. Extensions will not be granted. The date and time an application is recorded as received in the Navy’s e-mail system.

6. The applicant bears the burden of proving timely submission in any dispute regarding timeliness. The Voluntary Education Region Advisor (VolEd RA) designated as the point of contact (POC) in this application shall make the final decision with regard to timeliness disputes. The Navy is not responsible for late applications due to system outages

or delays. Schools are highly encouraged to submit applications early to ensure timely receipt. Applicants are also encouraged to confirm receipt of the application, via email, with the VolEd POC.

7. All applicants will receive notification of the outcome of selection or non-selection. We expect to begin notifications approximately 17 July 2018. After signing the MOA, an initial meeting will be held with all MOA signing schools to review the steps for on-boarding. We will conduct an “open house” aboard the installation shortly afterwards to announce and introduce the new partner schools.

B. Application Evaluation:

1. All questions identified with an asterisk * represent basic program requirements. All questions marked with an asterisk must be answered in the affirmative with a “yes”. Failure to give an affirmative response to any question marked with an asterisk will result in rejection of the application.

2. All applications will be evaluated and scored on factors (a) through (j) listed below. The school(s) with the highest scores will be selected to become on-base education service providers. In the event of a tie, the winner will be the school that overall best meets the needs of the base as determined by a simple majority vote of the Selection Board, made up of base members.

a) Preference will be given to schools that can provide one or more associate-level degree programs in each of the subject areas listed in Section G of this application. (Note: must have min of 1 AA/AS or BA/BS degree, not just a certificate, in any area.)

b) Preference will be given to schools proposing associate level degrees that readily transition to bachelor degrees with no additional lower level courses required and no loss of credit. Likewise, preference

will also be given to schools proposing bachelor degrees that transition to master degrees with no additional AA/BA courses and no loss of credit.

c) Preference will be given to schools proposing certificate programs in one or more of the subject areas listed in Section G of this application.

d) Preference will be given to schools that can deliver proposed programs and courses using a variety of different delivery methods and technologies, including but not limited to traditional classroom (in the base assigned facilities), hybrid (some courses delivered in on base rooms, some delivered online or elsewhere), online, “executive style” using concentrated on base classroom periods (Fri/Sat, Fri/Sat, Sat only, Sat/Sun, etc.) with longer periods of self/cohort-study and or online interaction between), etc. Institutions must provide courses, quantity to be determined, that use on base classrooms for their classes.

e) Preference will be given to schools that are currently capable of or are willing to develop the capability to use video teleconferencing (VTT/VTC) to provide course instruction in the on base classrooms.

f) Preference will be given to schools with lower tuition rates and lower fees.

g) Preference will be given to schools that accept higher quantities of ACE recommended credits as listed in the JSTs provided.

h) Preference will be given to schools with more transferrable courses in the SOC DNS guaranteed transfer network (GTN) that transfer to the other SOC DNS current or potential on base schools.

i) Preference will be given to schools currently using or that are willing to develop and use video teleconferencing to provide real-time academic counseling.

j) Preference will be given to schools that are willing and able to operate a National Test Center and provide testing services on base. Preference will also be given

D. NSA Charleston Population Information:

NSA is home to active duty personnel from the Navy, Marines, and Coast Guard. the Joint Air Force Base Charleston is within 10 miles. The Commanding Officer permits civilians living in the surrounding areas NSA to attend classes aboard the installation. While not included in the base needs assessment, the local community has a wide breadth of educational needs and many overlap the interests of the military. The Installation and its local community population are represented in the following table.

E. NSA Charleston Education Needs Information:

1. NSA is primarily seeking and gives preference to academic institutions that can provide degrees and their supporting classes for the immediate educational goals and fields of study at the A.A/A.S. level. The specific degree levels and subjects being sought in this application period include the following:

2. NSA also seeks institutions and gives preference to those that can provide for the installation’s long term educational goals of Bachelor and Master degrees in the same subjects listed above and K-12 Education. Delivery of a majority of bachelor and all master level courses would be provided via hybrid courses (mix of on base and on line) and 100% distance learning courses, with full service from the on base NSA office.

The base will provide facilities to conduct classes, as well as administrative and counseling services.

The facilities are authorized to have network installation but the costs of the monthly service fees, installation, equipment (i.e. Mondopads for VTT/VTC, computer labs, Wi-Fi, etc.), and maintenance thereof, is the sole responsibility of the school.

The facility the education center will be was remodeled and will include meeting rooms and classrooms. The facility will be actively used by military personnel and will share use of the classrooms during the day and used for college classes in the evenings. There are approximately 11-13 classrooms with student occupancy ranging from 20-35 students. Dedicated offices will be provided for exclusive use by the selected schools.

There are ample parking lots adjacent to the facility.

1.*Academic Institutions may be assessed a fee for use of any space dedicated to the Academic Institution for its exclusive use. (At this time, the base is planning to provide a “no-cost license” vice fee based lease.)
