Refund Procedural Reviews
2011 Legislature Increased DOR Review Threshold on Property Tax Refunds from $400 to $2,500
Legislature also expressed interest in DOR conducting periodic reviews to ensure:• Refunds in excess of $2,500 required to be
submitted to DOR were sent.
• Refunds less than $2,500 were processed correctly and timely by Tax Collectors.
Procedural Reviews
Initial draft of proposed procedural review scope and work plan is under development
Tax Collectors will have an opportunity to review and provide feedback to DOR
Anticipated implementation date is FY 2013-2014

Non Ad Valorem Tax Rolls
2008 Legislature passed SB-1588• Requires Tax Collectors to send NAV Rolls to DOR
beginning December 2009.
• Legislature expressed interest in DOR reviewing AV and NAV Rolls since passage of millage limitations in 2007
• For fiscal years 2010 and 2011• NAV assessments increased by 6.47% and 3.06%,
respectively
• AV assessments decreased by 7.98% and 5.86%, respectively
E-Portal & Security Changes
Development of DOR e-portal underway New server installation
• Groupwise to Microsoft New server = new security requirements
