Part 10I/O/B - INDUSTRIAL/OFFICE/BUSINESS DISTRICTS

§ 27-1001. Purpose. [Ord. 6/20/1979; as amended by Ord.125-2004, 12/20/2004, § 1]

The I/O/B Districts are designed primarily for selected research andindustrial establishments with a view to encouraging attractive,large-site, low-lot coverage developments in areas which are wellsuited for such uses. Further, the general purpose of this Part is toencourage only industrial uses which would not constitute a hazard ora nuisance to people, animals, or vegetation, and to discourage futuredevelopment of the same land for residential use.

§ 27-1002. Use Regulations. [Ord. 6/20/1979; as amended byOrd. 91-2000, 11/20/2000, § 2; and by Ord. 125-2004, § 1]

A building or other structure may be erected, altered, or used,and a lot may be used and/or occupied subject to Parts 11 and 12,for the following:

Industrial/Office (I/O) District.

Permitted Principal Uses.

Agricultural uses and buildings, subject to theprovisions of § 27-1615.

(a)

Business or professional office, including bank.(b)

Assembly of such items as novelties, jewelry, watches,clocks, optical goods, professional and scientificinstruments, small electrical appliances and parts,electronic equipment, and other goods and productsmade from previously prepared materials.

(c)

(1)

Permitted Accessory Uses.

Restaurant, cafeteria, personal service shop andother accessory uses on the same lot with andcustomarily incidental to the principal uses permittedin Subsection 1A(1) herein.

Laboratory for scientific research and development.(b)

Communication towers, provided, however, that suchfacilities shall only be permitted on a temporary basisand shall apply to the individual or company holdinga valid operator's license. The temporary permit shallbe effective so long as such license remains activeand the tower is maintained in good repair. Within 60days of the expiration of such license, the applicantshall dismantle the structure covered by thetemporary permit. In addition, the following shallapply:

Construction supervised by a registeredprofessional engineer. The applicant shall file alocation plan and details for the tower preparedby the same registered professional engineer, aswell as manufacturer's specifications.

Where a tower is erected by a tenant, consentof the owner shall be required and shall besubmitted in writing.

The tower shall meet the front, side and rearyard requirements of the district in which it isproposed to be located.

The height of a tower shall be determined by theBoard of Supervisors. In determining the height,the Board shall consider the following factors:

Geography and terrain of the areasurrounding the proposed location of thetower.

Required height recommended by thesupplier of the equipment.

b)

Applicable regulations of the FederalCommunications Commission.

c)

Any use of the same general character as usespermitted in Subsection 1B(1) and (3) herein.

d)

Limited Industrial/Business (LI/B) District.

§ 27-1003. Height Regulations. [Ord. 6/20/1979; as amendedby Ord. 125-2004, § 1]

The maximum height of buildings and other structures erected orused in these districts shall be 35 feet above grade, provided suchheight may be increased to a maximum of 45 feet above grade, if forevery one foot of height in excess of 35 feet there shall be added toeach yard requirement two corresponding feet of width or depth.

§ 27-1004. Area and Bulk Regulations. [Ord. 6/20/1979; asamended by Ord. 125-2004, § 1]

Mineral resource extraction, in accordance with theSurface Mining Conservation and Reclamation Actand any other applicable statues of the PennsylvaniaDepartment of Environmental Protection or the U. S.Bureau of Mines.

(a)

Sanitary landfill, as a municipal use, subject to allpertinent laws of the Commonwealth of Pennsylvania.

(b)

I/O District.

Minimum Lot Area. A lot area not less than three acres shallbe provided for every principal building, or structure or use.

A.

Minimum Lot Width at Building Line. A lot width of 300 feetat the building line shall be provided for every building.

B.

Minimum Lot Width at Street Line. A lot width of 250 feet atthe street line shall be provided.

C.

Maximum Impervious Surface Coverage. Not more than 45%of the lot area shall be covered by impervious surfaces.

D.

Minimum Depth of Front and Rear Yards. There shall be afront yard and a rear yard on each lot, neither yard having adepth of less than 75 feet.

E.

Minimum Depth of Side Yards. On each lot there shall be atleast two side yards having an aggregate width of 200 feet;and, neither side yard shall have a width of less than 75 feet.On each corner lot there shall be two side yards: the side yardabutting a street shall have a width of not less than 100 feetand the side yard not abutting the street shall have a width ofnot less than 75 feet.

§ 27-1005. Environmental Controls. [Ord. 6/20/1979; asamended by Ord. 125-2004, § 1]

All land use and development in the I/O District, B-1 District, and LI/BDistrict shall be governed by the environmental controls of § 27-1617.

§ 27-1006. Off-Street Parking and Loading Facilities. [Ord. 6/20/1979; as amended by Ord. 125-2004, § 1]

§ 27-1007. Screening and Landscaping Requirements. [Ord. 6/20/1979; as amended by Ord. 125-2004, 12/20/2004, § 1]

No off-street parking or loading facilities shall be permittedwithin a required front yard, or within a required side yardabutting a street. Notwithstanding this provision, all otherregulations of Part 13 apply.

No parking or loading facility shall be permitted within 35 feet ofa property line.

In addition to the screening and landscaping provisions of Part13, whenever an industrial lot abuts a residential or agriculturallot, screen planting shall be required along the interior sides ofthe rear and side yard lot lines as follows:

Any area for planting shall be a minimum of 35 feet in widthmeasured from the rear and side yard lot lines.

A.

A screen must be created of sufficient height and sufficientdensity to constitute a continuous visual buffer at the time ofoccupancy.

When planting screens are employed the effective heightof the continuous visual buffer shall be no less than sixfeet in height.

When fencing is employed the effective height of thecontinuous visual buffer shall be no less than six feetsubject to the provisions of Part 16.

The type of plant materials to be used shall be subject toreview and approval by the Board of Supervisors upon therecommendation of the Planning Commission.
