South African Football Association (Safa) President Danny Jordaan, Premier Stan Mathabatha and

MEC for Sport, Arts and Culture Nandi Ndalane have congratulated Baroka Football Club for winning promotion into the Premier Soccer League (PSL). The Ga-Mphahlele based team earned their status to the elite league after playing to a 1-1 draw with Milano Football Club in the their last match of the 2015/16 National First Division season at Peter Mokaba Stadium on Sunday. Baroka now joins Polokwane City Football as the only two Limpopo teams in the PSL. “This is a fantastic achievement by Baroka. Not long ago, they were plying their trade in the ABC Motsepe league and theirs has been more

like a fairy tale. But it all boils down to hard work, commitment and the will to achieve things that led them to where they are today,” Jordaan is quoted to have said in a media state-ment. “As Safa, we would like to take this opportunity to wish them well in the Premier Soccer League and I believe with the brand of football they are playing, they will bring in some added impetus in the PSL,” the statement read. Mathabatha said the province is ecstatic to have two teams in the prestigious league after years of a dry spell.

He once again urged business and local people to give their all in supporting the two teams. “We don’t want a situation where Baroka will find it necessary to have their home ground somewhere in Gauteng when we have play ground of international

standards here at home,” Mathabatha said.

He encouraged Black Leopards, who finished in eighth position of the NFD, to work hard to go back into the PSL. “To have three teams in the league will be the best thing for the province,”

Ndalane heaped praise on Baroka especially the management, techni-cal officials and the ever confident coach Kgoloko Thobejane. “A ton of accolades for the chairman of the club, Khurishi Mphahlele, who has a history of not only unearthing talented players but coaches who can stand their ground and not lose against the goliaths of football. You mention the likes of Sello Chokoe, but without flaunting, we have always maintained that Limpopo is the mecca of football and it will so remain for years to come. Having two clubs in the PSL was long overdue,” Ndalane said.

Hundreds of athletes participated in the annual Aïda Road Race hosted in conjunction with Run/Walk for Life on Saturday. Among the athletes who braved the cold winter morn-ing were a number of Comrades Marathon entrants who used the opportunity for final preparation of the big race on Sunday.

The Aïda Road Race offers a 5 km fun run, 10 km or 15 km with Pietersburg-Noord Primary at start and finishing point.

Environmental Management Programme Amendment for the Polokwane Quarry, Lafarge

Mining South Africa (Pty) Ltd)Notice is given in terms of the Mineral and Petroleum Resources Development Act (MPRDA), 28 of 2002, of the intent to carry out the activities described below. In this regard, Lafarge amended its environmental management programme (EMP) in 2012 to include the planned change to its operations (see below). The mineral being mined is granite and the aggregate produced is used in various processes such as construction operations and road building. The method of mining is open cast, undertaken using drill and blast, excavation, load and haul, and crushing and screening techniques.Lafarge plans to make a change to its existing operations by replacing the current fixed crushing and screening equipment with a mobile modular plant. The new modular plant will allow for increased reliability and improved production rates due to increased efficiency. Background Information Document

Environmental Management Programme Amendment for

the Polokwane Quarry, Lafarge Mining South Africa (Pty) Ltd)

May 2016

INTRODUCTION

Lafarge Mining South Africa (Lafarge) own and operate a granite quarry

approximately 6km south-east of Polokwane, referred to as the

Polokwane Quarry. The quarry is located on the remainder of the Farm

Weltevreden 746 LS in the Polokwane Local Municipality and Capricorn

District Municipality of the Limpopo Province (Figure 1).

Lafarge plans to make a change to its existing operations by replacing the

current fixed crushing and screening equipment with a mobile modular

plant.

Lafarge amended its environmental management programme (EMPr) in

2012 to include the planned change to its operations. In addition, the

updated EMPr provides for improved environmental monitoring and

mitigation commitments. As part of the Department of Mineral

Resources (DMR) review process, Lafarge was requested in 2016 to

conduct a public participation process for the project. Lafarge has

appointed SLR Consulting (Africa) (Pty) Ltd (SLR) to conduct the Public

Participation Process.

PROJECT BACKGROUND AND OVERVIEW

The quarry was purchased by Lafarge in 2000, although it was owned

and operated by Ready Mix Materials (RMM) for approximately 30 years

prior to Lafarge purchasing it. The mining right area is approximately

63 ha in total, although the quarry pit only occupies an area of

approximately 3.6 ha. The mineral being mined is granite and the

aggregate produced is used in various processes such as construction

operations and road building. The method of mining is open cast,

undertaken using drill and blast, excavation, load and haul, and crushing

and screening techniques.

Apart from a change to the crushing and screening equipment from a

fixed to a mobile plant, which will in turn improve production rates and

efficiency and likely reduce the life of the quarry, no other changes to

the operations are planned.

MOTIVATION FOR THE PROPOSED PROJECT

The existing processing equipment is becoming unreliable and has poor

energy efficiency. Replacing this equipment with a mobile modular plant

will allow for increased reliability and improved production rates due to

increased efficiency.

ALTERNATIVES BEING CONSIDERED

Given that the quarry is an existing quarry and that the project scope

only caters for a change in the type of plant (from fixed to mobile), very

limited development and land use alternatives exist.

PUBLIC PARTICIPATION PROCESS SLR Consulting (Africa) (Pty) Ltd (SLR) has been appointed by Lafarge as the independent environmental assessment practitioners responsible for managing the environmental authorisation amendment process, which includes public participation. This section provides a basic description of the existing status of the environment as understood by SLR and is meant to

provide a basis from which potential impacts can be identified. More detailed information will be provided in the

Environmental Management Programme report (EMPr).

Climate: The climatic conditions around Polokwane are fairly extreme. The summer months are hot, while winter months

are cold and dry. Rainfall occurs primarily within the summer months of November to March.

Topography: The quarry is situated on a granite hill with an inclination towards the East. It is located at ~ 1350 mamsl and

the topography surrounding the site is primarily flat. The hill itself is fairly steep and rises sharply from the surrounding

land.

Geology: The small hill which is being mined consists of a blue granite outcrop with weathered intrusions. The geology of

the area includes migmatites and gneisses of the Hout River Gneiss and the Turfloop Granite are dominant. Some

ultramafic and mafic metavolcanics, quartzite and chlorite schist are also found. Layers of schist, silica, quarts and granite

are common in the area.

Soils and land capability: Soils within the areas are variable. Soils most commonly belong to the Mispah and Glenrosa

forms. Very little topsoil and overburden exist at the quarry, primarily due to the nature of the underlying granite outcrop.

Land use: The majority of the mining area has been previously disturbed, although the granite outcrop means that the land

is suitable for very little other than grazing. It is assumed that this is what it was used for before mining activities were

undertaken. Surrounding land uses consist of Silicon mining to the south of the project, the Polokwane Game Reserve

directly to the west of the project area, and farming areas used for cattle and/or wildlife grazing to the north and east.

Vegetation: The vegetation type in this area is classified as Polokwane Plateau Bushveld. It occurs only in the Limpopo

Province, on the higher lying plains around Polokwane, north of the Strydpoort mountains and south of the Makhado

Sweet Bushveld.

Animal life: Very little fauna occurs on the site, due to past and present mining activities. The only species found on site

include dassies, birds, rodents and insects. No rare or endangered species were noted during previous investigations or

have previously been identified at the quarry.

Surface water: The quarry is situated in the Sand River catchment, which lies ~10km to the west of the quarry. There is no

water courses on the quarry property, however there are non-perennial tributaries of the Sterkloop River and the closest

tributary is 65 m from the southern edge of the quarry

Groundwater: The groundwater table has an approximate depth of 30m in terms of the SA groundwater Atlas. There is one

borehole on the quarry property and water from the borehole is used for dust suppression on the haul roads and at the

plant.

Air quality: Existing sources of air pollution in the surrounding area include neighbouring industries such as the silicon

smelters and asphalt manufacturers, gravel roads and veld fires in winter. The quarry generates air pollution due to the

blasting, crushing and screening operations as well as vehicle movement on haul roads

Noise: The quarry generates noise from the blasting and mining operations at the plant. The only other source of noise is

the movement of the trucks on the haul roads, although this noise is only primarily present in and around the pit.

Sites of Archaeological and Cultural Interest: There is a small grave yard and an archaeological site at the quarry. Both sites

have been examined by a qualified archaeologist and are now fenced off, so that the mining operations do not impact on

them at all.

Visual Aspects: The quarry is located away from any residential areas and sensitive receptors. The closest neighbours are

the silicon smelters to the south-east and Polokwane surfacing, who produce asphalt located to the north-west. The quarry

is fairly well screened from Silicon Road by a long row of trees. Overburden berms are located around the edge of the pit to

act as safety barriers and visual screens

Socio-Economic Aspects: The quarry is located within the Polokwane Local municipality within the Capricorn District

Municipality in the Limpopo Province. The population of Polokwane is primarily unskilled and a large percentage of the

population therefore generate very little or no income. People in the economically active age category constituted ~32.4%

of the population in 2008. Unemployment levels within the economically active population are ~18.2%. The municipality is

23% urbanised and 71% rural. Sanitation levels are fairly low, with only 55% of households have access to adequate

sanitation systems.

As the quarry is already an existing operation and no new additional activities form part of the EMPr update process; no

new project related impacts are expected. Detailed project related impacts and ratings are discussed in further detail in

appendix A as per the existing EMPr. Currently existing impacts at the site are:

Loss and sterilisation of mineral resources: The existing quarry has the potential to result in the loss and sterilisation of

mineral resources through the placement of infrastructure in close proximity to a mineable resource.

Safety: The existing quarry has the potential to alter the topography and present infrastructure and excavations which may

present potential safety risks for both people and animals.

Soil and land capability: The existing quarry has the potential to compromise soil resources through physical disturbance

(erosion and compaction) and/or pollution, by the placement of infrastructure and mining activities. Loss of soil resources

has a direct impact on the natural capability of the land.

Biodiversity: The placement of infrastructure and mining activities has the potential to disturb and/or destroy vegetation,

habitat units and related ecosystem functionality.

Surface water: The existing quarry has the potential to pollute surface water resources.

Groundwater: The existing quarry has the potential to contaminate groundwater resources and to a lesser extent lower

groundwater levels through abstraction.

Air: The existing quarry has the potential to emit pollution into the air which could have a negative impact on ambient air

quality.

Blasting: The existing quarry requires blasting which has the potential to impact people and structures through fly rock, air-

blast and ground vibrations.

Visual: The placement of infrastructure and mining activities has the potential to create visual impacts through

topographical changes.

Heritage/cultural and palaeontological resources: The existing quarry has the potential to damage heritage/cultural and

palaeontological resources should there be any chance finds. Known heritage resources are fenced off to prevent

disturbance and damage.

Land use: The existing quarry has the potential to impact on surrounding land uses such as livestock grazing, game reserve,

and nearby silicon mine.

Socio-economic: The existing quarry has the potential to contribute towards positive and negative socio-economic impacts.

Positive impacts include job creation and stimulation of local and regional economy. Negative socio-economic impacts

include the influx of job seekers and related issues of crime, disease and disruption to social structures.

proposed project and the environment in which it is

being undertaken; identifies, in consultation with

IAPs, the potential negative as well as positive impacts

of the proposed project; and reports on management

measures required to mitigate such impacts to an
