1. Departmental Overview:

The Department of Women and Child development, Government of Madhya Pradesh
works for the welfare of women and children. The Department is also providing institutional
and non-institutional services for the rehabilitation of the children entering the institutions,
besides involving the Non- Governmental Organizations (NGOs) in all the programmes to
ensure protection of the rights of the children and their all round development. The
institutions under the Department provide care, treatment (correctional) training (educational
and vocational) and rehabilitation to the children and women (neglected and in conflict with
law) coming under the provisions of the laws of the land. Its major objectives are:
To Improve the socio economic status of women
To Improve the educational and nutritional levels of children
To improve / increase their access to basic essential services like health, nutrition,
child care, maternal care etc
Implementation of various welfare schemes
Implementation of State sponsored and World Bank sponsored ICDS schemes
In order to achieve these objectives the department implements various schemes like ICDS,
Shaktiman, Mangal Diwas, Ladali Lakshmi, Nutritious Meal Programme for children,
Pregnant and lactating mothers etc., All of these programmes help in improving the condition
of women and children in the state.
The MIS of the department is intended to monitor and aid the ICDS scheme for Anganwadi
centers. The various parameters used to evaluate the effectiveness of the department are:
Maternal Mortality Rate, Infant Mortality Rate, Information about Nutrition Level,
Supplementary Foods, Vaccination, Health checkups etc

3. Management Information Systems (MIS) :

Management Information Systems (MIS) is the term given to the discipline focused on the
integration of computer systems with the aims and objectives on an organisation. An 'MIS' is
a planned system of the collecting, processing, storing and disseminating data in the form of
information needed to carry out the functions of management. In a way it is a documented
report of the activities that were planned and executed.
Initially, in businesses and in other organizations, internal reporting was made manually and
only periodically, as a by-product of the accounting system and with some additional
statistic(s), and gave limited and delayed information on management performance.
Previously, data had to be separated individually by the people as per the requirement and
necessity of the organization. Later, data was distinguished from information, and instead of
the collection of mass of data, important, and to the point data that is needed by the
organization was stored.
Over time these applications became more complex and began to store increasing amounts of
information while also interlinking with previously separate information systems. As more
and more data was stored and linked man began to analyze this information into further
detail, creating entire management reports from the raw, stored data. The term "MIS" arose to
describe these kinds of applications, which were developed to provide managers with
information about sales, inventories, and other data that would help in managing the
enterprise.
MIS are especially useful in the collation of business data and the production of reports to be
used as tools for decision making.
To function effectively as an interacting, interrelated and interdependent feedback tool for
management and staff, MIS must be “usable”. The five elements of a usable MIS system are:
Timeliness, accuracy, consistency, completeness and relevance.
An MIS can be used to generate various reports like Scheduled reports, Key-indicator reports,
Exception Reports, Drill down reports etc

In the present system, data is collected at the Anganwadi Center (AWC) level. The report
from AWC is sent to the sector, where reports from all AWCs under its purview are
compiled. Then this collated report is sent to the respective project. Again all the sectoral data
is compiled at project level. The data entry of this complied project data is done at district
level at respective NIC offices using legacy NIC software. The analysis of all the districts’
data and generation of various reports is done at directorate level.
The primary issues in this present system of reporting is that it takes a lot of time for the data
to reach from AWC level to directorate level, because of manual reporting. Also, information
is not available AWCwise or Sector wise. Only project wise reports are available.
Further, there are compatibility issues with the legacy NIC software as it was developed for
windows 95. This further delays the reporting procedure. Also anytime such an issue is
encountered a person is to be sent to the district from the NIC office. There is also an issue of
lack of manpower / data entry operators.
5. Proposed System:

The purpose of the proposed MIS system is to report - timely and accurately - on results and
achievements in relation to the plan and strategy of the Department. The aim is to design,
develop and implement a web based computerised information system, networking State
Head quarters, district offices, project offices and other partner offices through
comprehensive, integrated monitoring system.
The proposed system is based on Centralised Architecture. In a System based on Centralised
Archicture the applications and database is hosted centrally; the field units access it over
internet or / and secure intranet.

In the proposed system, the data collected at AWC level will be verified at sector and project
level. After this, it will be uploaded at project level, unlike the present system, where data is

uploaded at district level. The new system will be an online system, where reports can be
viewed online rather than sent through email as is the case presently. Thus the time taken in
sending the data will be reduced and reports will be generated much more quickly. There will
not be any compatibility issues as we will not be dealing with the legacy NIC software.
Also there will be no redundancy of information as basic information about AWC, sector,
project will be asked for once in a year only. This will greatly reduce the MPR from 12 pages
to 4 pages only. The format of basic information about project, sector and AWC and for MPR
is given in annexures.
An Officer can login to the system through report view and view the basic information
related to an AWC, sector, project, district or division. The reports can be seen under reports
and monitoring reports. The performance of AWC, sector, project or division can be tracked
using comparative graphs. Also the MPR of any AWC, sector or project can be seen under
MPR.

For the common public, there is facility to view details of Ladli Laxmi Scheme, such as
beneficiary Info at State level, District level or Project level. They can also search for a
particular girl by name, or by mother’s name or by father’s name or by DOB.

6. Advantages:
The major expected benefits that will accrue because of the proposed system are :
Saving on Time and resources
Lack of repetition of information
Improved real time monitoring of the scheme(s)
Audit Trail of all the transactions entered
Availability of information at all levels
Monitoring of various indicators through bench-marking
Grading of the AWCs, Project and District on the basis of performance.
All these factors will enable administrative convenience. It will help the employees in terms
of a comfortable work environment to enable higher work satisfaction and motivation and
help the officers / managers in formulating strategic decisions.

7. Recommendations:
Some of the recommendations to make the proposed system successful after interacting with
the employees are:
There should be availability of trained manpower at project levels : for this the
department should focus on capacity building of existing resources or hire more
resources (data entry operators)
There should be proper Infrastructure in place at project level for the system to
succeed
The department can also put its circulars, notice on this website for the employees as is done
in certain other departments like Sarva shiksha abhiyan (http://www.ssa.mp.gov.in)
Also, the department needs to do a proper risk evaluation and risk management.
Risk Management: Risk Management is the identification, assessment and prioritization of
risks followed by coordinated and economical application of resources to minimize, monitor
and control the probability and / or impact of unfortunate events or to maximise the
realisation of oppurtunities. Risks can come from project failure, legal liabilities, accidents,
natural causes and disasters as well as deliberate attacks from an adversary.
The benefits of systematic risk identification and risk management include:
More realistic business and project planning;
Actions being implemented in time to be effective;
Greater certainty of achieving business goals and project objectives;
Improved loss control;
Improved control of project and business costs;
Increased flexibility as a result of understanding all options and their associated risk;

Fewer costly surprises.
Risk management as a process can be described as the identification and mitigation of risks,
which could cause a project to fail to achieve its objectives within time scale, cost or
operational constraints. The process of risk management consists of the following elements:
1. Identify, characterize, and assess threats
2. Assess the vulnerability of critical assets to specific threats
3. Determine the risk
4. Identify ways to reduce those risks
5. Priortize risk reduction measures based on strategy
Potential risk treatments : once risks have been identified and assessed, the following
techinique (one or more) should be applied to manage it
1. Avoidance (eliminate, withdraw from or not get involved)
2. Reduction (optimise - mitigate)
3. Sharing (tranfer- outsource or insure)
4. Retention (accept and budget)
