2. PROJECT DESCRIPTION Please provide a detailed description of the project.

Hotazel Solar Farm 1 (Pty) Ltd proposes the construction and operation of a ≤200MW solar PV park and associated infrastructure on the Farm Hotazel Annex Langdon (F278/0), near Hotazel, in the Joe Morolong Local Municipality, in the Northern Cape Province. The project involves the following:

Alternative A1: Fixed axis PV with no storage: A 200MWac solar facility with ~250ha of PV panels on steel mountings with fixed mountings (max 5m height) and concrete footings, below ground electrical cables connecting the PV systems to the onsite collector substation and inverters. With no battery storage facility. Alternative A1 energy production will be 100% with no controlled energy release.

Alternative A2: Single axis PV with no storage: A 200MWac solar facility with ~250ha of PV panels on steel mountings with single axis tracking mechanisms (max 5m height) and concrete footings, below ground electrical cables connecting the PV systems to the onsite collector substation and inverters. Alternative A2 energy production will be ~120% with no controlled energy release.

Alternative A3: Fixed axis PV with storage: A 200MWac solar facility with ~250ha of PV panels on steel mountings with fixed mountings (max 5m height) and concrete footings and below ground electrical cables connecting the PV systems to the onsite collector substation and inverters. Alternative A3 energy production will be ~100% with up to 25% retained for controlled energy release.

Alternative A4: Single axis PV with storage: A 200MWac solar facility with ~250ha of PV panels on steel mountings with single axis tracking mechanisms (max 5m height) and concrete footings, below ground electrical cables connecting the PV systems to the onsite collector substation and inverters. Alternative A4 energy production will be ~120% with up to 25% retained for controlled energy release.

Battery storage facility: Associated with Alternatives A3 and A4 above: a ≤100MWh battery storage facility for grid storage located next to inverters, or in collector substation, or in central substation covering ≤1ha at at 8m building height (stacked containers or multi-storey building).

Alternative B1: Northern Access: A ≤3.2km long, ≥8m wide gravel access road running south from the R31 as a buffer between the mining area and solar farm.

Alternative B2: Eastern Access: A ≤1.9km long, ≥8m wide gravel access road running from the R31, west ward along the southern boundary of Annex Langdon Farm.

Service roads: ≤17km of ≤4m wide gravel service roads linking the access road and various project components and servicing the solar panel fields. Roads fitted with traffic control systems and stormwater controls as required.

Collector substation: ≤1ha collector substation to receive, convert and step up electricity from the PV facility to a grid suitable power supply. The facility will house control rooms and grid control yards for both Eskom and the Independent Power Producer.

Operations and maintenance area (near / adjacent substation): ≤1ha hectare laydown area;

Parking, reception area, offices and ablutions facilities for operational staff, security and visitors;

Workshops, storage areas for materials and spare parts; and

Central waste collection and storage area.

Other infrastructure: Perimeter fencing and internal security fencing and gates as required.

Access control gate and guard house on access road;

Water storage tanks or lined ponds (~160kl/day during first 3 months; ~90kl/day during rest of construction period; ~20kl/day during operation)

≤3.5km small diameter water supply pipeline connecting existing boreholes to storage.

Septic tanks and sewer lines to service ablution facilities

Temporary infrastructure: A ≤4ha construction yard and laydown area to be used for the construction period and rehabilitated afterwards.

6. ACTIVITIES TO BE AUTHORISED For an application for authorisation that involves more than one listed activity that, together, make up one development proposal, all the listed activities pertaining to this application must be indicated. Listed activity as described in GN R. 983, GN R. 984 and GN R.985 Description of project activity that may trigger the listed activity

Listed activities in terms of NEMA GN No. 983

GN No. 983 Activity No. 11 (i) The development of facilities or infrastructure for the transmission and distribution of electricity- (i) outside urban areas or industrial complexes with a capacity of more than 33 but less than 275 kilovolts; or

Onsite infrastructure including underground cabling or overhead lines for distribution of electricity, with a capacity of less than 275 kV, would be required to connect the proposed PV facility to the proposed onsite central 132 kV substation. The proposed facility is situated outside of the urban edge. This activity would therefore be triggered.

GN No. 983 Activity No. 24 (ii) The development of- (ii) a road with a reserve wider than 13,5 meters, or where no reserve exists where the road is wider than 8 metres;

Permanent roads outside the urban area will be required for the proposed PV facility. The width of the proposed roads including sidings will be 8 metres or wider, and this activity is thus triggered.

GN No. 983 Activity No. 28 (ii) Residential, mixed, retail, commercial, industrial or institutional developments where such land was used for agriculture or afforestation on or after 1 April 1998 and where such development: (ii) will occur outside an urban area, where the total land to be developed is bigger than 1 hectare.

The property is currently not being used for any formal agriculture. The north western corner of the property is used by the Strata-Africa Resources Pty Ltd for manganese prospecting. Historically, the land would have been used for extensive grazing, and this activity will thus be triggered.

Listed activities in terms of NEMA GN No. 984

GN No. 984 Activity No. 1 The development of facilities or infrastructure for the generation of electricity from a renewable resource where the electricity output is 20 megawatts or more.

The proposed PV facilities would have a generation capacity of up to 200MWac each as such this activity is triggered.

GN No. 984 Activity No. 4 The development of facilities or infrastructure, for the storage, or storage and handling of a dangerous good, where such storage occurs in containers with a combined capacity of more than 500 cubic metres.

A utility scale battery storage facility contains batteries in excess of 500 cubic metres. This activity will thus be triggered. Estimated volume up to 1120m3 of batteries.

GN No. 984 Activity No. 15 The clearance of an area of 20 hectares or more of indigenous vegetation, excluding where such clearance of indigenous vegetation is required for- (i) the undertaking of a linear activity; or (ii) maintenance purposes undertaken in accordance with a maintenance management plan.

More than 20 ha of land will be cleared. The land has not be actively farmed / grazed in many years and the vegetation has everted to a natural condition. This activity will thus be triggered.

Listed activities in terms of NEMA GN No. 985

Please note that any authorisation that may result from this application will only cover activities specifically applied for. Co-ordinate points indicating the location of each listed activity must be provided with the relevant report (i.e. either BAR or EIR). Please provide a project map indicating any sensitive areas (e.g. critical biodiversity area, World Heritage Site, etc.) overlaid by the study area in Appendix 6. A project schedule, indicating the different phases and timelines of the project, must be attached as Appendix 7. 7. PUBLIC PARTICIPATION Provide details of the public participation process proposed for the application as required by Regulation 41(2) of GN R .982, dated December 2014. An I&AP database will be compiled (to be developed in consultation with the local authorities). This database will list all potential and registered I&APs and stakeholders including relevant authorities, the owners and occupiers of the property on which the development is proposed, all owners and occupiers of land adjacent to the site, the relevant municipality, the applicable municipal councillors and other representatives of the affected wards. Notice of this application shall be given to all potential interested and affected parties by-

(a) notice boards will be fixed at a place conspicuous to and accessible by the public at the boundary, on the fence or along the corridor of- (i) the PV site where the activity to which the application relates is to be undertaken; and (ii) at the substations of the alternative transmission line routes;

(b) giving written notice, to-

(i) the occupiers of the site is not the owner or person in control of the site on which the activity is to be undertaken and therefor written notice was given to these landowners, see Appendix 3 (the landowners are also registered automatically as I&APs and will receive all project correspondence);

(ii) owners, persons in control of, and occupiers of land adjacent to the site where the activity is to be undertaken will be notified during the PPP and automatically registered as I&APs;

(iii) the municipal councillor of the ward 4 in which the site and transmission line alternatives is situated and any organisation of ratepayers that represent the community in the area;

(iv) the Joe Morolong Local Municipality and Kgalagadi District Municipality; (v) any organ of state having jurisdiction in respect of any aspect of the activity; and

Authority Consultation: Authority consultation represents the first stage of the PPP. Representatives from the relevant national, provincial and local departments will be consulted during Scoping. The purpose of consultation with the authorities at this stage in the process is to ensure that the authorities are aware of and understand what is being proposed, and that Aurecon has a clear understanding of what the authorities will require. In addition to DEA, consultation with the following authorities is envisaged (additional authorities may be added once more information is obtained):

• Department of Agriculture; • Department of Mineral Resources; • Northern Cape Provincial Department of Environment and Nature Conservation (DENC); • Eskom; • Department of Water and Sanitation; • Provincial and District Roads Departments; • Joe Morolong Local Municipality; • Kgalagadi District Municipality; • Department of Agriculture, Forestry and Fisheries; • Northern Cape Transport, Roads and Public Works; • Department of Transport; • South African National Roads Agency Limited (SANRAL); • Civil Aviation Authority (CAA); • South African Heritage Resources Agency; • Ngwao-Boswa Ya Kapa Bokone; • Square Kilometer Array; • Department of Energy (Northern Cape): Regional Energy Director; • Other national/provincial departments where deemed necessary; and • Local government authorities.

(i) the Kathu Gazette; It is not deemed necessary to advertise the project in a provincial newspaper or national newspaper because the activity will not and direct impacts that extend beyond the boundaries of the district municipality.

Public Consultation during the Scoping Phase: The public and stakeholders will be notified of the availability of the draft Scoping Report for a 30 day public comment period and of the opportunity to raise issues and concerns for inclusion in the investigation. Public consultation during the Scoping Phase would involve the following activities:

• Placement of poster/notices, at the entrance of the proposed site, and advertisements (to be placed in one local newspaper namely Kathu Gazette) to notify the public of the proposal and the availability of the Scoping Report for comment, and to invite them to register their interest such that they can raise any issues or concerns.

• Notify all I&APs on the database of the availability of the Scoping Report in writing and provide them with a non-Technical Summary. The report will be made available for comment as follows:

- Hard copies will be lodged at the most central public library (i.e. the Hotazel Public Library); - Hard and digital copies will be circulated to relevant authorities; and - Digital copies will be made available on the Aurecon Public Participation website (www.aurecongroup.com) or other online source.

All relevant comments will be documented in a Comment and Responses Report (CRR), which will include copies of all of the submissions received, a summary of the issues raised, and the responses from the Environmental Assessment Practitioner (EAP) and the Proponent. Where relevant, the Plan of Study for EIA will be revised to address particular issues and concerns, if required. The CRR will be included with the Scoping Report and submitted to DEA for consideration. EIA Phase: All registered I&APs and stakeholders will be notified of the availability of the draft EIA Report in writing and will be provided with the non-Technical Summary. The draft EIA Report will be made available for comment at the same locations as the Draft Scoping Report (as discussed above). Registered I&APs and authorities will have 30 days in which to comment on the EIA Report. All relevant comments will be documented in the CRR, which will include copies of all of the submissions received, a summary of the issues raised, and the response from the EAP and the Proponent. The requirement for a public meeting during the EIA Phase will be based on the level of public interest received during the Scoping Phase. The CRRs (i.e. for Scoping and EIA) will be included with the EIA Report, which will be submitted to DEA for consideration. Once the DEA has taken a decision on the application for environmental authorisation the outcome will be sent to all registered I&APs.

Experience was gained in report writing, data capture and assessment, environmental monitoring techniques, contract administration and general ad hoc problem solving.

- 2003 – 2003 Student lecturer at PE Technikon, Saasveld Campus: Presented a module on the history of forestry in South Africa as part of the 1st year N-Dip Forestry course.

- 2002 – 2002 Silvicultural surveyor and research assistant, Government of Manitoba, Manitoba, Canada: Conducting Forest Regeneration and Free-to-Grow surveys in replanted forest areas and later, undertaking stem-rot surveys, assessments and data collection for pockets of indigenous boreal forest. During this period, experience was gained in surveying and mapping techniques, general orienteering involving the use of maps, compasses, GPS’s, satellite and aerial imagery.

- 2002 – 2002 Trainee Forester, Jonkersberg Plantation, SAFCOL / MTO (South African Forestry Company Limited / Mountain to Ocean), Western Cape, South Africa: Exposure to most aspects of plantation management with a focus on borrow-area rehabilitation planning and herbicide research on Pampas Gras (Cortaderia selloana).

- 2000 – 2000 Trainee Forester, Jessievale Plantation, SAFCOL, Lothair, Mpumalanga, South Africa: General plantation management, with a particular focus on silvicultural and harvesting operations in pine, saw-timber stands. Broader experience was also gained in the areas of fire protection, prevention and combat, as well as occupational health and safety management (NOSA) within the forestry context.
