In 2012, Cranford Development Associates, LLC (CRDA) removed 1,014 tons of debris/fill in accordance with the

Minor Landfill Disruption Approval Application (MLDAA) prepared by H2M Associates, Inc. and approved by the

NJDEP in November 2011. The fill/debris layer consisted of approximately 65% soil/fill and 35% debris, was located

four (4) to five (5) feet below site grade (bsg), was approximately four (4) feet thick, and extended over an area

that is approximately 16,400 square feet in size. The MLDAA required that any fill/debris material considered

suspect were to be held for subsequent characterization and disposal.

The results of the fill/debris material site investigation sampling identified one area of lead impacted debris/fill.

This area of lead impacted fill/debris has been designated as area of environmental concern ( AOC) 1. Based on

conversations with the NJDEP, the original intention was to address the removal of the small area of lead impacted

soils within the Sanitary Landfill Closure Report that has been prepared for the Property. However, during the final

stages of the debris/fill removal, an area of what appeared to be buried crushed 55 gallon capacity drums was

encountered. The drums and surrounding impacted soils were designated as AOC 2. Since the drums were

required to be addressed using a Licensed Site Remediation Professional (LSRP), it was decided that both AOCs

would be addressed by the LSRP through the preparation and submission of a Remedial Action Report.

The impacted soils were excavated, and the results of post excavation sampling performed in accordance with the

applicable NJDEP guidance and the Technical Regulations for Site Remediation demonstrated compliance with the

NJDEP Soil Remediation Standards, the NJDEP default Impact to Groundwater Screening Levels (dIGWSL), and the

sitespecific Impact to Groundwater Soil Remediation Standards (IGWSRS) (where applicable).

Based upon the depth of the former soil contamination in AOCs 1 and 2, and the anticipated depth to

groundwater, a Site Investigation of groundwater is required. This investigation has been partially completed

through the installation and sampling of a temporary ground water sampling point. The results of the sampling

demonstrated compliance with the NJDEP Ground Water Quality Standards. The installation of a permanent well

has been scheduled to complete the Site Investigation of groundwater.
