1 PROJECT CHARTER PURPOSE

Engaging, interactive computer based training for AVN drilling team safety

This project charter defines the remaining work to be completed for AVN. The initial proof of concept was rejected based on a number of criteria to be addressed by the instructional designer, Margaret Janson. The project manager and instructional designer will share responsibility as the point of contact between project members and the client. In addition, it serves as a contract between the project team and the project sponsors, stating what will be delivered according to the clients reiterated needs for this project.

2 PROJECT EXECUTIVE SUMMARY

AVN’s stated needs:

Individual modules that form functional groups

Engaging and interactive, problem-based CBT assessment

Challenges:

Minimal access to SMEs

Minimal existing written documentation on procedure

Needs functional prototype in 3 weeks

3 PROJECT OVERVIEW

This is a course of four separate but related training modules for AVN, hereinafter ‘the client’. This is a large, new client with additional needs in the future. Success on this project will likely lead to additional projects consistent with this one. The client’s unique needs include computer based training in remote locations with little existing documentation or course materials. The client also expects an active, constructive learning experience. This training is mandatory for many employees so they need to track compliance using their existing LMS. This LMS, not the learning module, creates the interaction between learners and instructor. Individual modules must stand alone but there will be a suggested, logical path for learners to step through every module with an assessment after each.

3.1 PROJECT ASSUMPTIONS

Third Eye Media management recognizes the significance of this project. Therefore, additional man-hours, resources, and budget are approved to successfully complete this project but will not be billed to the client. Current staff is adequate to fulfill the programming, multimedia, and content creation needs for this project but it is considered top priority. Content suggestions from the client and SMEs will be retrieved as necessary requiring some additional expense. Regular meetings will be held to share results and resolve any problems that are impeding progress.

4 PROJECT SCOPE

4.1 Goals and Objectives

3. Modules must stand alone but work together in functional units to create a complete course.

4.2 Departmental Statements of Work (SOW) Project Deliverables

4.3 Deliverables Out of Scope

Third Eye Media guarantees to deliver the SCORM compliant modules. These modules will also comply with W3C Priority-1 guidelines. It will not oversee integration with or configuration of the client’s LMS platform. Printed materials or other physical media is a one-time deliverable. Digital versions of source material will be submitted with the prototype. Additional printing or manufacturing will not be a part of this project. Evaluation of this course will be up to client and revisions based on their evaluations will require a new statement of work.

5 Project Structure Approach

Margaret Jansen’s instructional design must be followed. She will direct written content and media while the rest of the team guarantees the necessary compliance. The project manager will keep apprised of compliance, content, and systems issues. Regular updates will be provided to the client to meet the strict deadline.

Third Eye Media AVN Learning Objects work breakdown structure

Delivery of Module 1 in three (3) weeks with task structure as follows.

Rationale In this case study, Third Eye Media builds online learning modules from scratch for an Australian oil drilling company. The initial submission of the proof of concept was rejected but was given specific details as to what improvements were expected. The three week deadline for prototype delivery is stressful, but I assume that the material can be adjusted with full team cooperation in that time. Upon approval and final requests, developing the remaining content using the same system will be much easier.

Total cost of the three week project plan is based on flat rate salaries for the three project team members and up to three

programmers. Should three programmers not be required, the money many need repurposed for personnel resources in the other

time sensitive portions of the project. No additional administration fees were figured into this budget as computers, software,

conference room, and previously gathered material were already acquired. No additional travel or communications costs will be

incurred with this plan. While the salvage of the AVN Learning Objects project is considered top priority, additional projects must be

postponed or overtime incurred from regular duties will not be considered in, or paid for in this scope of work.

Communication plan

As the PM, I will distribute this communication plan to Margaret, Simon, the senior programmer, and Caroline. They can also

distribute this to any functional managers for other resources they may need to use. No meeting is expected to last a full day

so several meetings may happen between different people simultaneously.

Rationale

This project was partially complete so many tasks are not re-work but adaptations. Margaret’s initiative on the course

flowchart were a reorganization of content that was already familiar to much of the team. This does not imply the work

is somehow easier or faster, but requires less time than original creation efforts.
