-AU Roadmap indicators-Following wide consultation with governments, Regional Economic Communities, civil society and development partners including the UN agencies the AU Roadmap Practical Guide was finalised and ready for publishing. -MMNCH M& E Indicators- The International Conference on Maternal, New Born and Child Health organised by the African Union Commission with support from UNFPA and various development partners came up with common indicators covering various areas in health.

The AUC to lead an assessment of the accountability tools and processes at all levels; global, continental, regional and national, in order to insure synergy of existent mechanisms and reporting tools such as AWA, APRM and PAP

 APRM indicators in ATM and MNCH were reviewed in line with the 2013 AU Assembly Decision (/AU/Dec.477 (XXI) to include AIDS, TB and Malaria Indicators as well as those of Maternal, New-born and Child Health in the African Peer Review Mechanism (APRM).

 AU Roadmap progress report The AUC with support from UNAIDS published an annual progress report on the implementation of the African Union Roadmap on Shared Responsibility and Global Solidarity for AIDS, TB and Malaria Response in Africa (2012–2015) providing progress on the implementation of the three pillars and recommendations for accelerating implementation.

Partners to advocate for and provide technical assistance to the mobilization of increased and sustainable domestic resources as well as the efficient application of resources.  

Ministerial Meeting on Domestic Financing-

The AUC and the Global Fund organised a meeting of African ministers of health, civil society and development partners to sustain advocacy efforts on how national governments can accelerate efforts to increase domestic financing for health in November 2013 in Addis Ababa.

Technical experts meeting on strengthening national AIDS response coordination and aligning continental, regional and national AIDS responses- Technical experts met to discuss AIDS response coordination in Africa in Addis Ababa from 7 to 8 November, 2013.

The meeting discussed existing trends in national AIDS response coordination and strategies for action by National AIDS Councils with support from Regional Economic Communities, the AUC and development partners. The meeting came up with key recommendations for reviewing coordination mechanism between RECs and the AUC on health policy and programmes, reviewing indicators for AIDS, TB and malaria in continental monitoring and accountability mechanisms in particular the African Peer Review Mechanism (APRM), finalisation of the practical guide for implementation of the AU Roadmap for Shared Responsibility and Global Solidarity for AIDS, TB and Malaria and promoting information and knowledge sharing.

Skills Building Workshop: African Union Roadmap for Shared Responsibility and Global Solidarity on AIDS, TB and Malaria 

The African Union Commission, Pan African Parliament and UNAIDS met with legislators, civil society and development partners to reflect on the implementation of the African Union Roadmap on Shared Responsibility and Global Solidarity on AIDS, TB and Malaria (2012-2015) on the side-lines of the International AIDS Conference on AIDS and STIs in Africa ICASA. The meeting looked at the progress that has been achieved in the first year of implementation of the Roadmap and how leaders can leverage on their roles to further strengthen the AIDS response.

Policy dialogue on domestic financing for health- The African Union Commission and the Global Fund organised a policy makers dialogue that included African ministers of health, civil society and development partners on the sidelines of the International AIDS Conference on AIDS and STIs in Africa (ICASA) to reflect on how national governments can accelerate efforts to increase domestic financing for health.

The meeting discussed ways of driving commitments into action, accelerating national dialogue and consultations; how economic growth can translate into public health funding; value for money; strengthening partnerships between ministries of health and ministries of finance and finding ways to empower health officials to make a better case for investment in health.

AWA Website- The information portal www.aidswatchafrica.org was launched at the end of September 2013.  

The portal is positioned to be the source of public information on the continental and global responses to AIDS, TB and malaria and the broader health and development agenda.

AWA Newswire- Three issues of the AIDS Watch Africa Newswire with key programme updates from the African Union and partners were published and widely disseminated in the reporting period.

The newsletters were sent to all Member States, AU Organs, bilateral and multilateral organisation working in the AIDS, TB and malaria responses. Subscribers increased from 68 to 358 with 1302 opens up from 25 opens in the first issue.

Now has 1392 members across 18 countries and is being positioned to be the key virtual space for advocacy and policy dialogue on AIDS, TB and malaria through structured discussed.

AUC should facilitate the coordination and implementation of African “Common Positions” on health related issues at strategic international fora and High Level Meetings;

Post 2015 Development Agenda -The African Union established a High Level Panel on the Post 2015 Development Agenda led by Her Excellency President Ellen Johnson Sirleaf to lead work on the drafting of the Commission on the Post 2015 Development Agenda.).

The African Union Draft Common Position on the Post 2015 Development Agenda calls for Universal and equitable access to quality healthcare, an end to the epidemics of HIV/AIDS,TB and Malaria and specifically calls for preventing and managing cross-border communicable diseases (including HIV/AIDS, tuberculosis, malaria and avian influenza

Abuja + 12 Outcome-Recently in 2013 at the Abuja +12 Special Summit Heads of State and Government adopted the Abuja Actions Towards the Elimination of HIV and AIDS, Tuberculosis and Malaria in Africa by 2030.

The declaration among others seeks to accelerate the implementation of the earlier “Abuja Commitments”; step up the mobilisation of domestic resources to strengthen the health systems; ensure that strategies are in place for diversified, balanced and sustainable financing for health, in particular AIDS, TB and Malaria, through development of strategic health investment plans and strategies for innovative financing, including from the private sector; implement effective and targeted poverty elimination strategies and social protection programmes that integrate HIV/AIDS, TB and Malaria for all, particularly the vulnerable populations.

Research and Development, especially for HIV, TB and Malaria should be promoted on the continent through the platform of AIDS Watch Africa (AWA).

Women and girls, HIV/AIDS and conflicts: Situation analysis of 11 selected conflict and post-conflict countries in Africa” report -

The African Union Commission with support from UNFPA and other development partners commissioned the Women and girls, HIV/AIDS and conflicts: Situation analysis of 11 selected conflict and post-conflict countries in Africa” report. The situational report assesses women and girls’ access to health care services as well as sexual and gender-based violence status, which brings to the attention of policy makers and other stakeholders the need to take concrete steps to address the situation.

Progress Report on the Implementation of the Abuja Call for Accelerated Action Towards Universal Access to HIV/AIDS, tuberculosis and malaria services (2010-2012).

Ahead of the Abuja +12 meeting the African Union Commission with financial and technical support from UNAIDS conducted a review of the Abuja Call based on a literature review and indicators analysis.

AWA Secretariat established -To provide on-going support to HOSG.

The AIDS Watch Africa Secretariat was established and housed in the Department of Social Affairs to lead coordination, harmonisation, monitoring, as well as managing activities of AWA including formulating appropriate policies, programmes and plans of action necessary for the operation and implementation of AWA activities. The Secretariat staff which includes AWA Policy Officer and AWA Programme Advocacy & Partnerships Expert were appointed in April 2013. The secretariat is currently being supported by UNAIDS and the Global Fund.

Appointment of AWA Champions-During the 21st Ordinary Assembly of the AU in Addis Ababa, Ethiopia on 26th May 2013, five AWA Regional Champions were appointed to support the Chairperson of AWA in the implementation of AWA’s objective to be an advocacy and accountability platform for HIV, TB & Malaria response in Africa for two years up to 2015. - North Africa.

The AWA meeting also appointed Mozambique President Armando Guebuza as the Vice-Chairperson of AWA. The AWA “champions” are as follows: President Alassane Ouattara of Côte d’Ivoire - West Africa; President Ali Bongo Ondimba of Gabon - Central Africa; President Jakaya Kikwete of the United Republic of Tanzania - East Africa; President Joyce Banda of Malawi - Southern Africa and President Moncef Marzouki, of the Republic of Tunisia

AUC in collaboration with partners to facilitate (continental) dialogue at the highest level possible and secure commitment to sustainable finance options to address the current health financing crisis in Africa;

AWA Champions action plan-The AIDS Watch Africa Champions met in July 2013 at the sidelines of the Abuja Special Summit on AIDS, TB and Malaria and mapped out action to accelerate advocacy, accountability and resource mobilisation efforts towards ending AIDS, TB and Malaria in Africa.

The meeting which was hosted by the President of Federal Republic of Nigeria, H.E Dr. Goodluck Ebele Jonathan adopted a schedule of initiatives to be implemented before the end of the Millennium Development Goals. To leverage and consolidate on the work that AWA Champions are already doing at the continental level Gabon will lead efforts to champion the getting to Zero campaign in Africa- Zero new HIV infections, Zero discrimination and Zero AIDS-related deaths. Côte d’Ivoire will champion strengthened partnerships for AIDS, TB while Malawi will champion the elimination of mother to child transmission of HIV. Tunisia will champion the Pharmaceutical Manufacturing Plan for Africa to ensure access to affordable and quality assured drugs. Tanzania will champion malaria control and build on the role that the president has played in the African Leaders Malaria Alliance.

The AU Heads of State and Government advocated and supported the replenishment of the Global Fund.

The following African Union Members States contributed to the Global Fund Replenishment as follows:

• Nigeria- pledged US$30 million

• Kenya pledged US$2 million

• Zimbabwe pledged US$1 million

• Malawi pledged US$500,000.
