• Invest £4m in the establishment of a zero emission drivetrain testing facility in 2021, with a focus on hydrogen fuel cells

• Establish a new resource to support research and product development in zero emission mobility through pooling academic capability and enabling collaborations.

NB: £500m active travel spend + £500m Bus Partnership Fund = 3% of £32bn. Given that transport often comprises a very large part of the IIP, what is the rest of the transport spend going to be on?

8b. Capital expenditure: STPR2“Public transport demand remains impacted by the need for physical distancing and a drop in public confidence. Working from home, the move to more shopping online and impacts on the tourism sector have seen major reductions in demand. Given the levels of uncertainty it is only right that we consider the implications for transport and how we re-start the second Strategic Transport Projects Review to ensure that this will help identify interventions that would aid or help accelerate economic recovery. We will take a phased approach to STPR2, with Phase 1 focusing on recommendations which “lock in” the benefits and travel behaviours of individuals and provide a step change in investment which supports the priorities and outcomes of the National Transport Strategy.” (p114, our emphasis)

• Some helpful policy commitments: digital connectivity, 20 minute neighbourhoods, active travel spending commitment, bus fleet decarbonisation — although these are generally not accompanied by spending commitments.

• Pleased at retention of some previous PfG commitments (e.g. bus priority, LEZs, fossil fuel phase-out) — but the excuses presented regarding lack of progress on these are generally not very credible.

• Climate framing has been lost: Last year’s PfG took the Climate Emergency as its theme; this year, the phrase gets mentioned only ten times, and none in the context of transport, despite transport being the largest source of emissions.

• Spectacularly vague on spending commitments: I can see c. £105m committed funds for 2020-21, but Transport Scotland budget is over £2,500m per annum.

• Strange that railways & ferries get almost no attention — especially given their prominence in Transport Scotland’s budget.

• No reference to existing high-carbon spending commitments — and no information on whether IIP, STPR2, etc. outputs will follow climate priorities.

While other sectors of the economy have made progress, there has been a signal failure to decarbonise the Scottish transport sector.

Transport is now Scotland’s largest source of emissions (37%), and one where there has been no progress since 1990 (up c. 1%).

It’s not unfortunate that emissions have gone up, or that it’s your personal responsibility: the Scottish Government has deliberately prioritised high-carbon spending.

1. Compose a series of PQs requesting clarification on how much funds are currently been spent on the policy commitments that we like — and how much will be spent on these items over the next year.

2. Seek clarification from Transport Scotland on the process for the “re-started” STPR2, including (i) exactly who they are involving in the process, (ii) why is ‘economic recovery’ seen to be the sole priority.

3. Prepare a detailed commentary on the Infrastructure Investment Plan, once it has been published, in particular whether the transport commitments meet climate & other sustainable transport policy priorities.

We will publish Scotland’s Road Safety Framework to 2030, following consultation on an ambitious and compelling long-term vision for road safety where there are zero fatalities or serious injuries on Scotland’s roads by 2050. This will include ambitious interim targets where the number of people being killed or seriously injured on our roads will be halved by 2030. "Across the bus sector we have seen bold commitments to zero-carbon fleet renewal, and a number of operators are actively engaged in projects to get to battery electric and hydrogen buses on our streets. One of the challenges for the sector has been the greater upfront capital cost of new technologies and associated infrastructure investments, and COVID-19 has undoubtedly elevated these challenges. But, evidence is building that battery-electric buses are moving towards comparable total ownership costs to diesel vehicles, which means we are reaching a pivotal point for our transition to zero-emission transport."

"We have recently made an additional £9m available to support immediate ultra low and zero emission fleet renewal investments. In the lead up to the Scottish National Investment Bank launch, engagement is underway with operators on options to support the net-zero transition, and Scottish Enterprise is also providing proactive support to the supply chain to assist its transition to lean, zero emission manufacturing.
