hazMat 2013HazMat 2013 is the leading conference for the chemical management, dangerous goods and hazardous materials industries and authorities. The conference brings together topical speakers covering many niches of these industry and authority sectors.

The conference theme of ‘Connecting Industry for Future Growth’ looks at this in light of recent changes in regulations (both domestically and internationally), current trends and the direction we want the industry to progress.

ConferenceThe two day program will include a single stream of presentations, many of which relate to the conference theme. The conference will include two international keynote speakers along with many local expert speakers. A pre-conference seminar on the GHS & WHS is also on offer for those interested. In addition an industry exhibition will be open for anyone to attend and a conference dinner function will be held on the first evening in Darling Harbour.

Keynote speakersOlivier KervellaChief, Dangerous Goods and Special Cargoes, Transport Division – United Nations Economic Commission for Europe

Mr Olivier Kervella’s academic background includes mathematics, physics, chemistry, biology and geology, and he is a graduate of the French “Ecole Nationale Supérieure de Biologie Appliquée à la Nutrition et à l’Alimentation” (1979) (Food Science and Technology). He started his career in the United Nations in 1982 in the Transport Division of the United Nations Economic Commision for Europe (UNECE) in Geneva.

He joined the International Maritime Organization (London) in 1987 where he was dealing with cargo related matters, in particular dangerous cargoes, in the Maritime Safety Division. He came back to UNECE in 1992 and he has been heading the Dangerous Goods and Special Cargoes Section of the Transport Division since 1998.

He is responsible for all United Nations activities related to regulations for the transport of dangerous goods, including the United Nations Recommendations on the Transport of Dangerous Goods, the Globally Harmonized System of Classification and Labelling of Chemicals, as well as UN legally binding instruments governing the international transport of dangerous goods by road, rail and inland waterways (ADR, RID, ADN).

Volker KrampeCorporate Safety Adviser – Beiersdorf AG

Volker has a degree in Chemical Engineering and has worked for more than 25 years in the field of aerosols and dangerous goods. Volker is President of the German Aerosol Association (IGA) and is also Chairman of the Industrial Safety and Security Committee of the European Aerosol Federation (FEA). He is the delegate of FEA, Cosmetics Europe (former COLIPA) and AISE at the UN Subcommittee of Experts on the Transport of Dangerous Goods, the so called “Joint Meeting”, the WP.15 and only for FEA at the Dangerous Goods Panel of the International Civil Aviation Organization ICAO.

Volker’s presentation will explain the latest decisions at UN level and their implementation in the international modal regulations concerning small packaging described in chapter 3.4 Limited Quantities and chapter 3.5. Excepted Quantities. From his perspective as a corporate safety adviser he can demonstrate the practical, economical and safety implications of harmonized regulations in this business field.

Pre-Conference seminarGHS and WHS – A Practical Guide to Hazardous ChemicalsRichard Greenwood repeats his popular seminar from HazMat 2012.

The WHS Act, Regulations and associated Codes of Practice have introduced a new system of Chemical Classification: the GHS. While it may appear simply to combine hazardous substances and dangerous goods, the application is never that clean or clear.

So what is GHS? Is it Global? Is it Harmonised? Is it even a System?

A practical guide to some of the issues already occurring with the introduction of hazardous chemicals, along with some of the issues we can expect to show up over the next few years. The seminar will review the changes in classification, Labels, Safety Data Sheets, Risk Management and Placarding.

Richard Greenwood has been working in the field of Chemical Hazard Communication since 1995. His introduction to GHS commenced in 1999, when New Zealand Defence approached him to discuss how they could obtain HSNO Classification information, as they would have to implement HSNO without any transition period.

Over the next 12 years he watched first New Zealand, then Japan introduce GHS Classification, while monitoring how GHS itself developed and changed. He is intrigued that Australia has found so many novel ways to put its own twist on this international system. He has worked as Senior Consultant – Hazardous Chemicals for Noel Arnold & Associates since 2010.

Venue – Australian Technology ParkThe Australian Technology Park (ATP), approximately five kilometres from Sydney’s CBD, plays host to this year’s conference and exhibition. Known as one of the world’s major innovation centres, and with a reputation for excellence, creativity and flexibility, ATP is the perfect backdrop for such a proactive, future-focused event.

11:45 Hazardous Materials Emergency Evacuation Decision Making – The Western Australian Department of Environment and Conservation’s (DEC) Pollution Response Unit deals with up to 93 hazardous materials (hazmat) incidents each year. This presentation will cover the collaborative approach between DEC and the WA Multi-agency Working Group on Evacuations (MAWGE) which saw a task group take on the challenge to develop a simple decision-making tool to assist emergency responders to address the identified issues.

Comprehensive guidance with an unassailable rationale is needed to avoid expensive and lengthy litigations to settle disputes between competing parties.

16:15 Advances in Foam Technology – In this presentation the scientific principles underlying film-formation by AFFF will be explained together with the limitations imposed by the underlying physical chemistry for use on low molecular weight, low surface tension hydrocarbons of importance to the chemical process, petrochemical, oil and gas industries.

Alternative developing foam formulations and foam equipment will be discussed with their fire performance being compared across the board with traditional film-forming foams. An assessment will be made of the potential environmental impact of currently available foam technologies for use against a wide range of hazardous materials.
