He co-led the organization’s journey to become a recipient of the Malcolm Baldridge National Quality Award in 2010.

In addition to his full-time work with Studer Group and Huron, he serves as faculty for the American College of Healthcare Executives (ACHE).

Kim Roelfson, Corporate Revenue Managment, Director of Customer Service, Centura HealthKim Roelfson is the corporate revenue management, director of customer service for Centura Health. She joined Centura in 2011 and has oversight of customer service, vendor contracts & management and new associate & leader onboarding. Barbara Martin, RN, MSN, ACNP-BC, MPH, has more than 15 years of clinical and leadership experience in healthcare delivery, care coordination, and working across complex systems of care. She received her master’s degree in public health in 2013 to focus on population-based policy and systems change work to enhance and improve systems of care delivery. Ms. Martin has been engaged with the SIM initiative since 2013. She served on the core SIM team during the grant planning process and led state public health efforts to implement population health strategies to support SIM as director of the Health

Systems Unit at the Colorado Department of Public Health and Environment. She joined the SIM office in 2015 as director of the Transforming Clinical Practices initiative (TCPi), to lead statewide efforts to build a program that helps clinicians and practices transition into new care delivery and payment models. She stepped in as interim director for SIM in March 2016 and was promoted to the director role in September.Matt Keelin, Program Manager, Colorado Transforming Clinical Practice Initiative, State Innovation

ModelIn his role as the TCPi Program Manager, Matt has responsibility for all aspects of the initiative to prepare providers for changes in healthcare payment and delivery. Matt has held various healthcare roles during his career. Prior to joining the SIM team, he primarily worked in the hospital environment in roles ranging from Finance and Budget, Contracting, Strategic and Facility Planning and Administration.

Shane Mofford, Rates and Payment Reform Division Director, Finance Office, Colorado Department of Health Care Policy & Financing

Shane Mofford, Director of the Rates and Payment Reform Division at the Department of Health Care Policy and Financing, has been with the Department for a little over eight years. In this role, Shane oversees rate setting for all of the Department’s managed care programs, inpatient and outpatient hospitals, FQHC/RHCs, waiver programs, and components of the general fee schedule. Additionally, Shane is integrally involved in the development and implementation of many of the Department’s payment reform efforts including managed care incentive programs, behavioral health reforms, and primary care

reform. Prior to joining the Department, Shane experienced health care from a different perspective; he spent a total of five years working with individuals with intellectual disabilities, working in the emergency room at Saint Anthony’s North in Westminster, and working at Poudre Valley Hospital in Fort Collins. His educational background in Behavioral Economics (BA/MA) and Political Science (BA) combined with his diverse experience in health care have ideally situated him for the task of leading meaningful payment reforms in the Colorado Medicaid program.
