Established 1914 Volume XVII, Number 59 7th Waning of Nayon 1371 ME Sunday, 14 June, 2009 NAY PYI TAW, 13 June—Mr Mahinda Rajapaksa, Hon’ble President of Sri Lanka, was born in Weeraketiya in South of Sri Lanka on 18 November 1945. His father DA Rajapaksa was a co-founder of Sri Lanka Freedom Party (SLFP) and was the Minister of Agriculture and Lands in 1959. Mr Mahinda Rajapaksa studied Law at the Colombo Law College and qualified as an Attorney-at-Law. In 1970, he became the youngest member of Parliament of SLFP. After losing his parliamentary seat in the Profile of the Hon’ble President of Sri Lanka landslide victory of the UNP in 1977, he practiced law mainly in the southern town of Tangalle from 1977 to 1994. When Mrs Chandrika Kumaratunga of the SLFP became the fourth President in November 1994, Rajapaksa was appointed as Minister for Labour & Vocational Training and of Fisheries in the President’s Cabinet from 1994 to 2001. As the Minister of Labour, he helped settle many labour disputes both in public and private sectors. He presented Workers’ Charter to the Government of President Kumaratunga. He brought a new lease of life to the field of Vocational Training by establishing the Vocational Training Authority with over 300 training centres at the village level. As the Minister of Fisheries, he started a University for Oceanography and established a Coastal Guard Unit. He was then promoted to senior Vice President of SLFP and became the Prime Minister in a coalition led by the SLFP in 2004. Mr Mahinda Rajapaksa was elected Executive President in the nation-wide election held in November 2005 and was sworn in as the fifth Executive President of the Democratic Socialist Republic of Sri Lanka on 19 November 2005. Mr Mahinda Rajapaksa carried out the development of Information Tech- nology in rural and semi-urban areas and he has also initiated several major in- frastructure develop- ment projects during his tenure as Prime Minister and to date. At the meeting hall of the shed, General Manager (Shed) U Saw Valentine reported to the minister on assembling of a new locomotive and work progress in 2009. Next, the minister gave necessary instructions, saying that while the government is making all-out efforts to improve the living standard of the people, Myanmar Railways will have to improve transportation of passengers as well as commodities both in quantity and in quality. Insein Locomotive Shed Minister visits Insein Locomotive Shed needs to open a new chapter by upgrading the existing locomotives and assembling new ones. The minister also stressed the need for conducting training courses and holding quality circle workshops to boost production. The government is now putting borderareas development projects and ruraldevelopment projects into effect in asystematic way for progress of national races.

Border areas once lagged behind otherregions in development owing to geographicalbarriers to the transport sector. In contrast,they are now enjoying fruits of smoothtransport on the ground of a vast quantity ofroads, bridges, hospitals and health carecentres the Tatmadaw government has builtsince 1988.

The Border Areas Development Projectlaunched in 1989 has provided a lot of impetusfor development in the political, economicand social spheres.

In its effort to give effective encouragementto nurturing and grooming the youth in orderto increase the number of intellectuals andintelligentsia well-versed in science andtechnology, the government set up theNationality Youths Development TrainingSchool and the Nationality YouthsDevelopment Degree Colleges.

Moreover, it has so far opened 28 borderareas nationality youths development schoolsalong the border to enable local youths tohave easy access to education and needynational race youths, to free education.

It also has opened 34 vocational trainingcentres for women alongside technical trainingcentres in Laukkai, Panseng and Mongla toencourage local people of border areas toearn a living and to pursue vocationaleducation.

In recognition of the hard work thegovernment is exerting to improve political,economic and social infrastructures forequitable development of all parts of theUnion, the entire people are to collectively seeto the national duty of upholding Our ThreeMain National Causes with Union Spirit forperpetuation of sovereignty.

British soldier among threedozen killed in Afghanistan

US military deaths inAfghanistan region at 632WASHINGTON, 13 June — As of Friday, 12 June,

2009, at least 632 members of the US military haddied in Afghanistan, Pakistan and Uzbekistan as aresult of the US invasion of Afghanistan in late 2001,according to the Defence Department. The depart-ment last updated its figures Friday at 10 am EDT.

Of those, the military reports 466 were killed byhostile action.

Outside the Afghan region, the Defence Depart-ment reports 67 more members of the US militarydied in support of Operation Enduring Freedom. Ofthose, three were the result of hostile action. Themilitary lists these other locations as GuantanamoBay Naval Base, Cuba; Djibouti; Eritrea; Ethiopia;Jordan; Kenya; Kyrgyzstan; Philippines; Seychelles;Sudan; Tajikistan; Turkey; and Yemen.

in Helmand Province south of Afghanistan rose toeight and those sustained injuries were over 20.

“In the suicide car bomb rocked Gereshk Fridaynight so far eight death has been confirmed and 21others got wounded,” governor of Gereshk districtAbdul Ahad told Xinhua.

All the victims are civilians and ordinary drivers,he added. A Taleban fighter Mohammad Aziz, accord-ing to the outfit spokesman Qari Yusuf Ahmadi, blewhimself up to the parking lot of trucks hired by NATOkilling 33 truckers and their helpers.

Ahmadi also claimed that 11 trucks had been de-stroyed in the attack.

Earlier, spokesman of Helmand’s provincial ad-ministration Daud Ahmadi in talks with media con-firmed 10 vehicles including six tankers were de-stroyed in the deadly attack.

The militia has vowed to intensify activities againstinterests of government and international troops thisyear in Afghanistan, mostly in the shapes of suicideand roadside bombing.

NATO extends anti-piracymission off Somalia

BRUSSELS, 13 June — NATO will keep a counter-piracy flotilla off the Horn of Africa, where interna-tional patrols have been key to preventing attacks inone of the world’s busiest sea lanes, the alliance’s topofficial said Friday.

NATO Secretary-General Jaap de Hoop Schefferalso said that the alliance would send eight extra in-fantry battalions — numbering 8,000-10,000 troops— to help secure the presidential elections in Afghani-stan on 20 Aug. He was speaking at the conclusion ofa two-day annual meeting of defence ministers from28 member states and 22 partner nations which en-dorsed a plan to restructure the NATO command inKabul to cope with the increasing numbers of troopsflowing into the region. De Hoop Scheffer said a newNATO flotilla would replace the task force sailinghome at the end of the month. “NATO will continueto play its role in the fight against piracy,” he said.

A NATO flotilla has been stationed off Somaliasince November. It was joined by an EU squadron, aUS-led task force, and ships from China, India, Ma-laysia and Russia. Their main task is to escort WorldFood Program vessels carrying food aid to Somalia.

KABUL, 13 June — A British soldierwas among three dozen people killedin a surge of attacks in Afghanistan,authorities said on Friday, with violenceat record levels two months ahead ofpresidential elections.

The new bloodshed was announcedas General David Petraeus, commanderof US forces in Iraq and Afghanistan,warned Thursday of more “toughmonths” ahead in the battle against ex-tremist militants here.

Six Afghan policemen were killed onFriday in separate bomb blasts in theeastern province of Paktika and in thesouthern city of Kandahar, authoritiessaid. Several people were also woundedin the attacks.

Another bomb blast killed a Britishsoldier, serving in NATO’s International

Security Assistance Force (ISAF), nearKandahar city on Thursday, the Britishdefence ministry said.

ISAF announced meanwhile that fourAfghan civilians were killed Thursday ina traffic accident involving one of itsvehicles in the northeastern province ofKunar.

Two more civilians were killed in thesame province Thursday by ISAF mor-tar rounds fired against insurgents, itsaid.

Also Thursday militants attacked apolice post in southern Helmand Prov-ince, kicking off heavy fighting, the in-terior ministry said.

A dozen “enemies of peace” werekilled, including two commanders, itsstatement said.

Theoutage is one of the three worst in Oncorhistory, she said.

The European Union’sstatistics office Eurostatsaid industrial output arecord 21.6 percent annu-ally from March’s 19.3percent.

JAKARTA, 13 June—PTTelkom Tbk, the Indone-sia’s biggest telecommu-nication company, paidcash dividend of 5.84 tril-lion rupiah (about 584million US dollars) or 50percent of its 2008 netprofit, the Kompas dailyquoted an official as say-ing on Saturday.

It meant investors re-ceived at least 296.94rupiah (0.0296 dollar) pershare.

“The dividend will not

put burden on the com-pany because we still hasstrong cash inflow. Be-sides, we still have achance to get fund for fu-ture expansion,” said thecompany’s President Di-rector Rinadi Firmansyah.

WICHITA, 13 June—Cessna Aircraft Co, thenation’s largest builder ofcorporate jets, said onFriday it is laying off an-other 1,300 workers, rais-ing the number of jobseliminated to half of itswork force since Novem-ber as the recession hasdepressed demand for itsplanes.

Cessna said the cut-backs will affect all its fa-cilities. “The fact is this isa cyclical industry andright now we are in theworst part of the cycle.

Our industry continues tostruggle,” said companyspokesman RobertStangarone.

“There are signs of aneconomic recovery andthe recession may havereached the bottom, but itwill still be some time be-fore we see the kind ofgrowth in the economythat will drive newairplane sales,” he said.

LAGOS, 13 June—Ni-geria’s main militantgroup said it had de-stroyed an oil pipeline be-longing to the US com-pany Chevron in the coun-try’s southern Delta re-gion.

“...a major gas pipelinemanifold and another ma-jor crude oil pipeline be-longing to Chevron JV re-cently repaired at a sum ofover 56 million dollarswere both blown up,” theMovement for the Eman-cipation of the NigerDelta (MEND) said in astatement.

It warned its fighterswere heading to the Chev-ron tank farm in Escravosand urged staff to flee.

while it was investigat-ing.

MEND, which hasstaged numerous attackson international oil facili-ties in southern Nigeria aspart of its campaign to getwhat it calls a fairer dis-tribution of the region’soil wealth to local people,declared last weekend anew campaign against oilcompanies.

WASHINGTON, 13 June—The US unemploymentrate has hit its highestpoint in a quarter century,and economists still ex-pect the numbers to climbeven higher.

The Labour Depart-ment announced on Fridaythat unemployment hadsoared from 8.9 percent inApril to 9.4 percent inMay — the highestnumber since July 1983.

That puts total joblosses at 6 million sincethe start of the recessionin December 2007, the

department said. Bill Beach, director of

the Centre for Data Analy-sis at the Heritage Foun-dation, a Washington DC-based think tank, said thefigures are likely to riseeven if the economy re-covers soon from thisworst economic downturnin decades.

That is because reces-sions follow a typical pat-tern, he said.

“Unemployment usu-ally continues to rise foraround six months afterthe economy has recov-ered,” he said, explainingthat companies are hesi-tant to hire new workers

until they are convincedthe economy has bouncedback.

“They know businessis picking up but they aregoing to continue to work(their employees) to thebone until they are surethe recession is over,” henoted.

“I would expect theunemployment rate torise into the middle of2010,” Beach said.

As for the length ofthe recession, economistsdiffer.

Thousands of New York public schoolemployees might lose jobs

NEW YORK, 13 June — Thousands of public school workers in New York Citymight soon lose their jobs, the New York Daily News reported on Friday.

More than 2,600 public school employees, from school aides to familycounselors, could lose their jobs because of budget cuts by the beginning of nextschool year, the paper said.

Many of the workers who will be out of work make less than 20,000 dollars ayear.

Individual schools are reportedly looking for ways to implement city-mandatedbudget cuts.

Gorilla injures worker during zoo escapeA 390-pound gorilla grabbed some

low-hanging bamboo to scale a wall at aSouth Carolina zoo Friday, escaping hisenclosure and tackling a worker beforereturning to his pen about five minuteslater. saw the gorilla outside the enclosure andturned to run.

1. The human influenza pandemic is nowspreading from human to human quickly. Up to 11June 2009, the human influenza pandemic has bro-ken out in 74 countries. According to the laboratorytests, there have been 28,774 cases and 144 deaths.On 11 June, the World Health Organization reportedon the outbreak of the human influenza pandemic inthe world.2. The human influenza pandemic is rapidlyinfectious from human to human. Due to lack ofresistance to such new influenza virus, humans canface the following problems:—

(a) people may be infected with theinfluenza regardless of age;

(b) the death toll may increase in children,older persons, pregnant women andchronic patients with heart, lungs anddiabetes diseases and AIDS patients;

(c) requirement of medicines, medicalequipment and health care services canincrease due to a growing number ofhuman influenza patients;

(d) the pandemic has adverse effect oneconomic and trade sectors;

(e) it may call for prohibition against massactivities, schools, religious rites andfestivals for control of the spread ofdisease; and

(f) it may pose hindrances to major regularservices in the country.

3. To prevent the dangers of human influenzapandemic and minimize losses, the entire peopleare to seriously observe the following preventivemeasures.

(a) Dos and don’ts for everybody are to - practise personal hygiene - cover nose and mouth with handkerchief

while sneezing and coughing - wash hands thoroughly with the use of soap - take a good rest and sleep - have nutritious foods - take exercise regularly - pay attention to good ventilation - do not visit crowded areas and festivals - avoid excessive drinking alcohol and using

narcotic drugs - stay at least six feet from infected and

suspicious persons - use surgical mask to cover nose and mouth to

avoid being infected with disease - avoid unnecessarily visiting residences of in

fected persons and hospitals - report to the nearest health centre as soon as

possible for help if one has symptoms ofdisease

(b) At schools, worksites, hotels, social centresand homes,

- make buildings well-ventilated- keep the surrounding areas clean- throw away garbage and waste systematically- sterilize personal goods, ladders, lifts, walls

and office furniture two to three times aday

- watch health conditions of all persons atschools, worksites, hotels, social centres andhomes

- deal with the health care centre concerned ifthere is a suspicious person with influenza

4. The practices for the person suffering frominfluenza or similar fever are as follows:—

- wear surgical mask,- stay only at home in order not to spread to

others,- avoid visiting offices, schools and

worksites, and travelling,- use tissue paper or handkerchief while

sneezing and coughing and wash handsthoroughly with soap,

- eat many nutritious foods and drink a lot ofliquid,

- pay attention to good ventilation- deal with a health care centre, and- the disease can be infectious for 10 days

starting from the day of outbreak.5. If a family member is infected with the disease.

- The patient must stay at a well-ventilatedroom; and if necessary, he must stay at theprivate room.

- Those who nurse the patients have towear surgical masks and gloves; and ifpossible, they have to use plastic aprons.

- Personal goods, surgical masks andgloves of the patient are to be soaked in thesolution of two spoons of bleaching powderper one litre of water for 30 minutes forensuring 0.5% of available chlorine. If not,these items are to be washed with boilingwater.

- Every after nursing the patients, thenurses are to wash their hands thoroughlywith soap. If available, they should usealcohol rub.

- Inform the health care centre abouthealth conditions of patients and nurses.

6. The entire people including ministries in-cluding the Ministry of Health, social organizationsand individuals to step up precautionary tasks as anational duty in order that the human influenzapandemic will not spread to Myanmar.

Second death, 3,008confirmed cases reported

in Wisconsin HOUSTON, 13 June —Milwaukee health officials on

Friday reported the second death from the A/H1N1 fluvirus in the US Northern state of Wisconsin.

The victim involved an adult who did not have anyof the common underlying medical conditions thattypically put people at risk from the A/H1N1 flu. Thefirst death in the state, reported on 4 June, involved anindividual who was vulnerable to the virus because ofan underlying medical condition.

“We can not stress enough that swine flu continuesto be a serious concern throughout the nation andwithin our community,” Bevan Baker, commissionerof the Milwaukee Health Department, said in astatement. The city or state health officials declined togive details on the victims’ age, gender or recent travelhabits.

Earlier Friday, the state health department reported3,008 confirmed cases to the federal Centers for DiseaseControl and Prevention (CDC), a remarkable increasefrom 2,217 cases a week ago. Wisconsin has been onthe top of the list of states with the most confirmedcases of the A/H1N1 flu since mid - May.

El Salvador’s A/H1N1 flu cases reach 95 MEXICO CITY,13 June—Salvadorean health authorities said Friday that the total

number of confirmed A/H1N1 flu cases in the country reached 95, a jump from theoriginally maintained figure of 69, according to reports reaching here.

The Salvadorean National System of Health (SNS) said in a communique that266 people are under medical observance since they had contact with confirmedpatients. Another 24 patients are considered “possible” cases, the SNS said.

Britain’s Kinsella killers givenminimum 19 years each

LONDON, 13 June—Three men were given lifesentences with minimum terms of 19 years each onFriday for the murder of 16-year-old Ben Kinsellaoutside a north London bar.

Ben, the brother of EastEnders actress BrookeKinsella, was stabbed 11 times after running away froma fight that had nothing to do with him in Islington lastJune. He was murdered in a revenge attack over a claimone of his killers had been “disrespected”.

Michael Alleyne, 18, Juress Kika, 19, and JadeBraithwaite, 20, all from London, were given life termsat the Old Bailey, the Press Association reported.

There was loud cheering and shouts of “bye bye”from the public gallery when the sentences were readout. Dozens of Ben’s friends and family were presentto see the killers sentenced. Kika and Alleyne bothturned and jeered, gesturing at the public gallery as theywere led away.

Members of the defendants’ families exchangedangry words with Ben’s friends and relatives after thesentences were imposed. In court, the Common Serjeantof London, Judge Brian Barker, told the defendantsthey had taken part in a “brutal, cowardly and totallyunjustified attack”. The European Union (EU) Presidency issueda declaration on 11th June 2009 voicing its unwarrantedconcern at the alleged mounting offensive of theMyanmar Army and its allies against the KarenNational Liberation Army (KNLA) in the Myanmar-Thai border areas which resulted in large numbers ofso-called civilians fleeing from the conflict area inKayin State to Thailand.

It is quite obvious that the EU’s declarationmust have been based on inaccurate news emanatedfrom the insurgent groups. The tone and tenor of thedeclaration obviously reflects the total ignorance ofEU Presidency on the true facts and main causes ofthe clashes between the two factions of the armedgroups.

The internal insurgency problem thatplagued the Union of Myanmar for over fourdecades since its regaining of independence in1948, was in fact resulted from the ill legacies ofthe divide and rule administrative policy of thecolonialists in the past history. As the main nationalobjectives of the Government of the Union ofMyanmar are non-disintegration of the Union,non-disintegration of national solidarity and theperpetuation of sovereignty, the government hasbeen making all out efforts to further consolidationof the Union.

Therefore, with a view to consolidatingnational unity, the Government of the Union of

Ministry of Foreign Affairs releases Press Statementin response to declaration of EU Presidency

Myanmar has since 1989 abandoned militarysolution against the problems of armed groupsconfronted by the successive governments and madepeace overtures to all of them to exchange arms forpeace. As a result, 17 out of 18 armed groups havereturned to the legal fold and are now workingtogether with the Government for regionaldevelopment.

There remains only one single armed group,i.e. Kayin National Union (KNU) outside legal fold.Many of its splintered groups including DemocraticKayin Buddhist Association (DKBA) and many othershave returned to the legal fold one after another. Morethan 300 members from KNU led by Chairman of thePeace Council of the KNU/KNLA Maj-Gen HteinMaung returned to the legal fold in February 2007.Also in March 2009, altogether 71 members led bySaw Nay Soe Mya, son of former KNU/KNLAChairman late Saw Bo Mya of KNU along with 88family members had also followed suit. There are alsoa growing number of members of KNU/KNLA wishingto make peace with the Government.

The recent scuffles that took place in theeastern border were ignited by the members of theKNU/KNLA forces stationing inside the Thaiterritory who had attempted to forcibly prevent theremaining KNU/KNLA members of Saw Nay SoeMya’s group who are desirous of returning to thelegal fold. As a matter of fact, the fighting took place

between the two armed groups—DKBA and KNU/KNLA. Members of the Government armed forceshad no role whatsoever in the recent scuffles.Therefore, the allegations mentioned in the EU’sdeclaration that the Government troops weremounting offensive against the Kayin ethnicminority were untrue and unfounded.

As the remnants of the KNU/KNLA forces arehiding in some pockets of remote areas near Myanmar-Thai border where no civilian resides, it is obvious thatthose who fled across border are none other thanmembers of KNU/KNLA and their families. Thus,there is no cross-border fleeing of civilians as alleged bythe EU’s declaration. Ignoring these facts, some mediaare making misleading reports depicting the membersof the KNU/KNLA forces and their families who fledacross border as Kayin refugees with an aim to exertingadded political pressure on Myanmar.

Thus, the Ministry of Foreign Affairs ofthe Union of Myanmar is disappointed with thepolitically motivated declaration of the EUPresidency which was released without a thoroughstudy of Myanmar’s insurgency problem.Therefore, the Ministry categorically rejects thefactually incorrect declaration made by the EUPresidency relying on inaccurate informationoriginated from the insurgent groups and biasedmedia reports.
