I. HISTORICAL BACKGROUND
Passi is one of Iloilo’s oldest towns. Originally settled by the three brothers Dig-on, Tokiab and Umawang. So far, recorded data of Passi’s past began with the arrival of Spanish conquistadores. Differences in languages were allegedly the reason how places got their names. How Passi got its name was told by tradition. During the early days in Panay, a group of Spanish Conquistadores under Legaspi managed to find their way into the
mouth of what is known as Jalaur River at Talaugis near Barotac Nuevo on a mission of exploring the hinterlands of Iloilo. They rode on a unique flatboat known as the “Sciata” (yacht) that could float and move easily on any kind of up or down stream travel. That trip took them to as far the sitio of Calinog, northwest of Passi. One day, a bunch of these Spanish explorers came downstream. They anchored on a place farther west at the mouth of Lamunan River called Ansig. They stumbled on a small hut by the river bank where an old woman was found winnowing pounded palay. One of them asked her. “Como se Llama Este Lugar” not knowing the native language of course. Much to the old woman’s surprise and perhaps excitement, she replied without much ado “Pasi” which means some of the unhusked rice on her basket held in both hands. She must have thought that they were eager to know what was in the basket and what she was doing, because she could not understand their language. From that time on, the Spanish begun to call the place “Pasi” at first. The word later evolved to be known by its present “Passi.” During the Spanish Era, Passi was called a “pueblo” administered by Capitan Municipal”, then, it was called “Presidential” during the establishment of the American Colonial Government and administered by a Municipal President. However, when the Philippines became a Commonwealth, the town became known as municipality and designation of a chief executive became a municipal mayor. Passi then became progressive and had experience tremendous development over the period. From that time on and up to December 31, 1997, Passi is still considered a municipality. Because of its strategic location, Passi became a center for trade and commerce bringing more investment opportunities to the municipality. Its high income, high population growth, and a big area of land has finally bring into the limelight and recognized as the first component city in the Island of Panay. After a hard-earned endeavor, its conversion as a city was made through the signing of R.A. 8469 on the 30th day of January, 1998 by the Former President of the Philippines, Pres. Fidel V. Ramos.

II. GENERAL FEATURE
Geographic Location
Passi City, a rice and sugarcane rich area and the only component city in the island of Panay and the largest in the Province of Iloilo, in terms of land area, population and income, is known as the first component city in the Island of Panay. Centrally situated in the island of Panay, it can be reached by any mode of land transportation via Nautical Highway within 45 minutes from Iloilo City and one hour from Roxas City. It is also geographically located South of Dumarao, Southeast of Bingawan, East of Calinog, Northeast of Dueñas, North of San Enrique, and Southeast of San Rafael.
Political Subdivisions
Classified as a 4th class City with an actual income of P 398,025,320.23 as of December 31, 2010, it is composed of 38 rural barangays and 13 urban barangays (as per approved CLUP; Sangguniang Panlalawigan Res. No.
2002-137 dated 9/10/02)
Slope
The topography of Passi City is relatively dominated by rolling hills and narrow valley plains. From the poblacion, the land (0-3%) stretches alongside the Jalaur River and Lamunan River junction to east and south covering the barangays of Man-it and Imbang Gde. this starts to roll upward (3-8%) from the poblacion area northward somewhere at the barangays of Bacuranan, Sablogon, Bayan, Tuburan, Jaguimitan, Agtabo, Salngan and Dalicanan. The bigger portion of the city rises to a slope of 8-18% gradually from Buyo, Mulapula, Sto. Tomas, Aglalana, and Tagubong. The higher portions can also be found in Bacuranan, Jaguimitan, Magdunago and Gemumua Agahon going both to San Rafael and Dumarao. This topography is clearly indicative of certain types of cropping patterns and other land uses that Passi may have now or in the future.
Climate and Rainfall Passi City like most of the Iloilo’s towns, belong to the third type climate region which has no pronounced
maximum rain period and no distinct dry and wet season while it is not within typhoon belt but it has its own share of typhoons that visits the province of Iloilo occasionally.
Languages and Dialects
Major dialects spoken in the City of Passi is Karay-a although there are some people who speak
Cebuano and Tagalog especially investors and businessmen who are now staying in the city for good.

Religious Denomination / Sects
There are different religious affiliation/sects present in the City of Passi but the Roman Catholic
dominates. Protestants, Seventh Day Adventist, Iglesia ni Kristo, Aglipayan and other share to the growing number of religious groups in the locality.

good for general or diversified farming and no danger of pudding even if it is plowed anytime of the year.

Water Resources
The city is traversed by 5 major rivers namely (1) Jalaur River (2) Lamunan River (3) Hin-ayan River (4) Asisig River and (5) Maliao River. It also has creeks and tributaries which can be tapped for irrigation purposes. Potable water resources can also be tapped from natural springs or from ground water which is bountiful in the area especially in the barangays of Imbang Grande, Bayan, Sarapan, Sablogon, and Jaguimitan.
At present, the barangays of Agdayao and Quinagaringan Grande has level III type water supply and the Barangays of Jaguimitan and Bagacay has level II type of water system. The water needs of the Poblacion is served by the South Balibago Resources, Inc. (a private investor) which get its supply from the six deep wells and two springs at Brgys. Sablogon, Bacuranan and Man-it.

Passi City being eyed as one of the five Agro-Industrial district in the province and the site for People’s Industrial Enterprises (PIE’s)/District Agro-Industrial Center (DAIC) in the 4th district prioritized more on the industrial development. This priority as one of the major source of investment is proven to be viable and have a comparative advantage for manufacturing finished goods and other activities that will boost economic growth in the district. The PIE’s/DAIC provide intermediate processing of indigenous raw materials produced in the locality’s respective influence area for final processing at the DAIC.

INVESTMENT AREAS IN THE CITY OF PASSI
I. Irrigation System and Potable Water Supply, Hydro Electric Power System - The City is traversed by 5 major rivers namely: Jalaur River, Lamunan River, Hin-ayan River, Asisig
River & Maliao River. The presence of this major rivers, the abundant ground water and natural spring could be tapped and source for potable water supply.
II. Inland Resort Development - Barangay Sablogon and Brgy. Imbang Grande of this city is excellent for Eco-Tourism Development.
Famous for its affluent springs and rain forest, this area could be developed into a summer resort like the Kawilihan Family Resort. Passi City has also several caves famous also for its natural springs.

IV. Industrial Tree Plantation
Several ecological programs and activities had been done by the city to the continuing preservation of its watershed areas of 31 hectares. A vast tract of rolling lands are also available to planting commercial and fast growing trees like in barangays of Tagubong, Dalicanan, Sto. Tomas, Imbang Grande, Magdungao and Jaguimitan. The Deparment of Agriculture provided seedlings to farmers like Mahogany, Gmelina, Acacia Mangium, Giant Ipil-ipil and fruit trees.
