Dear Grant Review Panelists:

In 2008, I began as a sole proprietor, a writing consultant providing grant writing services to

clients in the Treasure Coast, Florida vicinity. I was a retired English teacher and high school

assistant principal.

Today, through the Grant Professional Association and Grant Professional Certificate Institute,

which reviewed my education, experience, background and gave me an examination series, I am

a certified grant writer—a GPC. This means I am held to standards of ethics, confidentiality, and

professionalism.

I have written hundreds of proposals and have been instrumental in obtaining millions of dollars

in federal, state, and private foundation grant funding for my clients. This includes over $3

million for St. Lucie County alone, where I also reside. I know how to prepare the SF424 for

federal grants, coordinate complex information, prepare the budgets, and how to develop the

Abstract, Project Narrative, Organizational History, Evaluative Outcome Measurements, Logic

Models, etc. I perform the primary writing and development all grant applications, but will use a

researcher and technical writer, if needed.

It would be an honor to provide professional grant writing services to IRL Council, and I hope

that you give me the opportunity to prove my capabilities. The Treasure Coast has been my

home for 17 years. I have a profound personal interest to assist in the grant writing efforts that

As stated earlier, Teri Pinney is the grant writer for all projects. She started her grant consulting

business as a sole proprietor in 2008 after she had retired as a high school assistant principal for

the State of Florida. She was a one-person operation, providing professional services to dozens

of clients up until 2013, when her company expanded and turned into a LLC. This is when Ms.

Teri Pinney has her Masters of Business Administration from Chaminade University in

Honolulu, Hawaii and her Bachelors of Science degree in Business from the University of

Tampa, Florida. She has also accumulated extensive credits toward another Masters of Science

degree in Education Leadership from Nova Southeastern University. Teri Pinney was born and

raised in Honolulu, Hawaii, graduating high school from a small rural town there.

Successful Past Performance

1. U.S. Homeland Security, FEMA. Contact person: Bill Hayden, Public Works Director,

St. Lucie West Service District, Utilities Office, 450 SW Utility Drive, Port Saint Lucie,

FL 34986. Phone: (772) 340-0220, Extension 104; Fax: (772) 871-5771. St. Lucie

West Services District is a legal entity and public body created pursuant to Chapter 190,

Florida Statutes, organized as a Community Development District (CDD) within the

boundaries of the City of Port St. Lucie. The District serves approximately 7,000

customer properties with a population of about 22,000 in the Client of Port St. Lucie in

St. Lucie County. Teri Pinney was contracted to write this grant proposal, a Hazard

Mitigation Grant Program and Flood Mitigation Assistance. The project involved

digging deeper drainage systems and mechanizing the control gates to prevent flooding.

$1.5 million was applied for and $1.1 million was awarded, due to funding restraints.

Teri Pinney also wrote SFWM TMDL grant (awarded $400,000) and the FL Energy

Grant for St. Lucie West Service District.

2. U.S. Department of Commerce, Economic Development Administration. Contact:

Ben DeVries, CEO & Executive Director of St. Lucie County’s Treasure Coast Research

Park. 2199 South Rock Road, Fort Pierce, FL 34945. Phone: (772) 467-3107. Teri

Pinney has developed grant proposals for TCERDA. Recently a $1 million grant

(awarded $800,000) was for a Food Business Incubator project, which consisted of

building a dry/wet kitchen for food processing facilities offered to farmers and growers in

the quad-county region. Endorsed and supported by Senator Bill Nelson and numerous

Florida state senators, along with St. Lucie County Commissioners and the Client of Port

St. Lucie Client Council and Mayor. Mrs. Pinney also worked with scientists and USDA

biologists to write a research grant from USDA, obtaining an award of $100,000.

3. U.S. Department of Labor. Contact person: Doug Coward, former St. Lucie County

Commissioner, (772) 618-3497 or Glenda Harden, Vice President, Workforce Solutions,

This grant writing is mention here because it was an enormous and complex project, yet

Teri Pinney developed it successfully. She coordinated and wrote a grant proposal that

encompassed the St. Lucie County; Lauderdale Lakes Sheet Metal Union; Palm Beach

Ironworkers; District Council #78 Painters Union; Local #60 Heat & Frost Insulators and

Allied Workers; Florida Carpenters Regional Council; and the Workforce Solutions

Region #20. Funding was for the development of a green collar training program.

$500,000 was awarded. After this project, Mrs. Pinney was contracted to write grants

and hold workshops for the International Painters Union LMCI and the FL Ironworkers

Union.

4. U.S. Economic Development Administration (EDA), Department of Commerce, &

Department of Agriculture. Contact persons: Jason Nunemaker, City Manager of

Fellsmere (Florida). 22 S Fellsmere Street, Fellsmere, FL 32948. Phone: (772) 571-

1616. Teri Pinney, as grant writing consultant, served on this 2012 grant team. The

project asked for funding to build a road that would service a new aquaculture business

and provide growth for existing businesses on the Fellsmere Farm location. $300,000

was awarded.

5. U.S. Department of Commerce, National Oceanic and Atmospheric Administration,

Sea Grant Community Climate. Contact: Dr. Tzachi Samocha, Research Scientist &

Regents Professor at Texas A&M AgriLab. 4301 Waldron Road, Corpus Christi, Texas

78418. Phone: (361) 937-2268, Fax: (361) 937-6470. Teri Pinney, as grant writing

consultant for Florida Organic Aquaculture, led a grant application team on a project

entitled, “Seed-to-Harvest Operations Manual & Training Program.” This was for the

development of a training program and operations manual for indoor biofloc-dominated

production of the Pacific white shrimp. Awarded $100,000.

6. USDA Small Business Innovation Research. Contact: Clifford Morris, CEO &

President of Florida Organic Aquaculture LLC, the largest closed-water private shrimp

production and research facility in the U.S. Headquarters Offices: 930 W Indiantown

Road, Suite 204, Jupiter, FL 33458. Facilities: 15369 County Road 512, Fellsmere, FL

32948. Phone: (561) 741-3000. Created and submitted grant proposal for $100,000 for a

Feasibility Study to determine if it is economically viable to train small to mid-sized

farmers how to grow sustainable shrimp on a smaller scale. Endorsed and supported by

the City Council and Mayor of the City of Fellsmere and the Indian River Economic

Development Council/Chamber of Commerce.

7. Public Defender Office – 19th Circuit Court. Contact: Patricia Amford, administrator,

and Public Defender Diamond Litty at 1664 SE Walton Road, Suite 203, Port St. Lucie,

Florida 34952. Phone: (772) 337-5665. Mrs. Pinney was contracted by the Public

Defender’s office to write a grant for the Department of Justice Smart Defense Initiative

funding. Amount requested was is $400,000.

8. Yeshiva Elementary School. Contact: Rabbi Elchanan Zweig, assistant principal at

7902 Carlyle Ave, Miami Beach, FL 33141. Phone: (786) 547-5329. Wrote $75,000

grant proposal for the U.S. Department of Homeland Security seeking funding for

enhancing the school’s security system. This included supporting the costs of erecting a

fencing around the perimeter of the property and adding surveillance cameras throughout

the campus.

9. St. Lucie County, FL – Legislative Affairs. Contact: Nicole Fogarty, legislative affairs

manager, 2300 Virginia Avenue, Fort Pierce, FL 34982. Phone: (772) 462-6406.

Contracted to write proposal for the Treasure Coast International Airport expansion

hanger project funding through the Department of Commerce, Economic Development

Authority. Amount requested and awarded was $1.5 million.

10. Virtual Schools of Excellence. Contact: Trina Angelone, Head of Schools. 210 S

Depot Dr, Fort Pierce, FL 34950. Phone: (954) 661-8582. Wrote FL Cultural & Arts

Council grant application and proposal for the VSOE Children’s Theatre. Funding

covered costs of hiring theater professionals to mentor and teach students about

screenwriting, production, and stage. Awarded $30,000.

Personnel and Capabilities (all resumes attached separately)

As a writing consultant, Teri Pinney has chosen to operate from a fully-

equipped homebased office for ten years. This has been a successful setup, as

a closed environment to conceptualize, research, and write projects are all

essential elements for professional writers. It enables her to work at various

times of the day. This also makes her accessible to clients beyond the typical

conventional 9 to 5 hours. She meets with clients at their offices or pre-

arranged locations, as needed.

Mrs. Pinney’s experience in grant and report writing spans over 18 years into

her years as a retired educator. Not only has she done grant writing, but she

has also been responsible for Qualitative Assessment Reports (QAR) for the

Southern Association of Colleges and Schools (SACS), today called AdvancED. As a SACS

lead evaluator, Teri Pinney headed teams of educators into schools and school districts to

determine their accreditation recommendations. She has evaluated over 300 schools in Florida

and California, writing QARs for accreditation recommendations.

In addition to her technical and marketing writing skills, Teri Pinney is also a master teacher and

trainer. With over 25 years in the education field, she has influenced thousands of people, young

and old, in topics that range from English Literature to Business Correspondence. Several times

a year, she holds writing workshops for Indian River State College and sometimes holds them in

Honolulu, Las Vegas, Virginia Beach, and Atlanta.

Teri Pinney has a Bachelor’s Science and a Master’s of Business Administration degree, in

addition to extensive credits toward a Master’s in Education Leadership. She is from Honolulu,

Hawaii and has lived in Florida for 20 years. Today she lives in St. Lucie West, Port St. Lucie,

Florida.

The T. Pinney & Associates team is headed by Mrs. Pinney as the president and primary writer

of the company. The individuals listed here are the primary staff members who work on projects

with her, as needed:

Kathryn Durno has worked with Teri Pinney as a technical writer for TPA for

three years. Together, they have successfully served clients in organizational

development projects to include grant writing and fundraising. Kathryn is an

exceptional researcher and locates grant funding opportunities that our clients are

eligible to pursue. She is detail-oriented and hunts down federal, state and local

grants for our nonprofit and agency clients. Often, Kathryn spearheads the

contact and connection with the funder, assuring focus on accurate grant requirements and

information.

Kathryn was a middle school English teacher and real estate agent. She works with the Humane

Society and is active with the AKC dog shows. A graduate of the University of Florida, she is

also an avid gator fan. Her home is in Stuart, Florida.

Michael Loeb is a technical writer for T. Pinney & Associates (TPA) who is

called upon for his skills in project management. He is a New York native

who now calls Port St. Lucie his home. In addition to technical writing for

TPA, Michael creates graphs, charts, and logic models as proposal projects are

required. He has spent over a quarter of a century in the financial industry in

work flow and process management, as it relates to corporate acquisitions and

reorganizations. Since moving to Florida, he has worked in consumer and

commercial finance arena with residential and commercial mortgages, and capital equipment

leasing.

His writing skills stem from working on business plans, loan presentation packages, and cover

letters. Michael has the ability to communicate a complex process in ordinary terms. He has

ghost written op-eds and has provided research, writing, and messaging skills to nonprofit

agencies, local civic organizations, political figures, and candidates for office. Michael has a BA

in Economics from the State University of NY and is a remarkable asset for TPA.

T. Pinney & Associates LLC Grant Writing Project Flow of Work

There are nine primary steps involved in our approach to each grant project that we manage. The

following chart displays these steps in general. Each step is distinct and essential in executing a

successful implementation of the project.

Step 1 Locate Grant Opportunities. Once the assignment is given to us, we immediately

initiate an intensive search to locate a grant opportunity that will cover the needs of the particular

project. Eligibility is an essential first step to any grant application. There are geographical

parameters, demographic limitations, and other descriptive elements provided by the Funder,

which can make the Client eligible or ineligible to apply. Often, this aspect of the grant process

can take the longest. Based on our experience, we could locate a grant opportunity in one day,

one week, or one month. Opportunities listed in government and private foundation

announcements will be reviewed. Once they are found to be a fit, we contact the representative

from the Client and provide the eligible listings in a Grant Sweep Report. This is provided

regularly, every two weeks.

Step 2 Check Eligibility. The potential grant opportunities are discussed and reviewed further

with the staff member from the Client. Also, during this segment of the grant writing process,

the deadline is on focus. Is it achievable? Can we produce a professional submission packet in

the time allocated? How would we do that? Once it has been determined that the Client is

eligible to pursue the grant application and that the deadline is attainable, we immediately

proceed to Step 3.

Step 3 Register Client. We will contact with the Funder’s staff member by emailing or calling

him/her to notify of the Client’s interest to pursue the grant. If there a Funder’s webinar or

conference session, we attend on behalf of the Client. If it is required that the Client be

registered via Grants.gov or Sam.gov, we would do that right away. We also assure that any

amendments or further announcements regarding the grant is received by us and that we notify

the Client’s representative of these changes.

Step 4 Study RFP. All RFPs (Request for Proposals) or FOAs (Funding Opportunity

Announcements) must undergo line-by-line review and study. Our consultants make sure that

the requirements of the Funder is accomplished by the Client and stated as such within the

narratives of the proposal.

Step 5 Gather Client Facts. This section involves obtaining the Client’s organizational make-

up, its history, and its budgetary constraints that would fit the RFP requirements. This is the time

when our consultants also interview the Client’s key personnel (supervisors, management,

engineers, specialists, other consultants, etc.), obtaining essential facts and details of the project

that is being described within the proposal. Any reports or documents that would enhance the

write-ups of the Executive Summary or Abstracts, the Project Narratives or Description, the

Evaluation Measures, the Timelines, and the budget will be ascertained at this time.

Step 6 Research Applicable Facts. Our proposals are always written per research-based data.

A description of the demographics of the population being served by the Client would enrich the

written presentation, particularly when this can be displayed in chart or graphical format. In

addition, any type of study that would impact the project (environmental, social, traffic, etc.) is

obtained during this period.

Step 7 Create Narrative Drafts. This is when the actual writing of the proposal begins. Once

the facts and interviews have been done, the consulting team then meets to discuss the direction

of the writing. A convincing, one-page Summary or Abstract is drafted, along with the Project

Description and all other proposal segments required by the Funder’s RFP, contact is made with

the Client’s staff to review and provide input on further direction. We focus on the project need,

the budgetary constraints, graphs and charts, photos, and other aspects of the project description.

This phase often involves developing numerous drafts until both the T. Pinney & Associates

consultants and the Client’s representatives feel satisfied with proceeding to a final copy of the

proposal.

Step 8 Develop Final Proposal. All write-ups are coordinated. Parameters are checked with

regard to the Funder’s guidelines on formatting (page numbers, font, etc.) and required

attachments. We prefer to have a final proposal packet ready at least five days prior to the grant

application deadlines. Working with the Client’s staff members, it is our intention to strive

toward this goal as much as possible. The reason being that it provides us with enough grace

period to make any changes that may be necessary or corrections that could be discovered by the

Funder’s representative. It is during this phase that the complete proposal undergoes double-

checking review and editing. We also make the necessary copies per the RFP requirements and

prepare the proposal for final signature from the Client.

Step 9 Final Submission. This is a very important, and can be a time-consuming step. Again,

we prefer making a final submission at least five days prior to the deadline. This is important,

especially if submission is being done via online. There are sometimes hidden glitches that

prevent the electronic transfer. If the proposal must be done in hard copy with specific directions

on the number of copies in each section, this can be time consuming, also. Getting the packet

properly postmarked and mailed to the correct person and address may sound simple, but often

can create a hang-up if not done properly.

Step 10 Grant Administration and Compliance. Although this is not indicated on our earlier

flowchart, it is a vital part of the service that T. Pinney & Associates intends to provide the

Client. Our consultants are experienced in the planning, management, and administrative

coordination of awarded grants. Any recordkeeping of the funding will be accounted for in the

Funder’s necessary reports. This includes financial summary reports, compliance reports, and

necessary data records. It also involves any communication necessary with the Funder’s

representatives to assure that reports are done on a timely basis. Depending on the government

agency and its required deadlines, we assure the Client that the necessary reports will be

undertaken and submitted on a timely basis.

T. Pinney & Associates LLC is comprised primarily of the principal lead writing consultant, Teri

Pinney, and staff members who are located in the Treasure Coast of Florida. This means that

they reside and work out of St. Lucie, Martin, North Palm Beach, and Indian River Counties.

Teri Pinney is in St. Lucie West of the City of Port St. Lucie. She can be at the IRL Council

office facilities in Sebastian within 40 minutes.

*On a separate issue, please note that T. Pinney & Associates has had a number of clients from

the Sebastian County vicinity in the past.

Fee Structure

T. Pinney & Associates offers various fee structures to clients. These include flat fee per writing

project, flat fee for providing professional services each month, hourly charge per writing

project, and workshop presentations. Clients may choose, based on their circumstances, which

works for them.

• Any meals, lodging, or car rental is also at actual cost reimbursement.

• Parking, tolls, taxi, etc. at actual cost reimbursement .

NOTE: Majority of meetings tend to take place via telephone conference calls, FaceTime, or

Skype. Once the Agreement of Services is agreed upon and signed, TPA immediately begins

working (locating for grant opportunities potentials and gathering demographic data).

Advanced Grant Writing. Topics covered will include government versus private

foundation grants; using research data, and creating tables and charts. Participant computer

access is required.

Combination Fundamentals and Advanced Grant Writing. Extensive coverage on the
