1. INTRODUCTIONIn order to bring education to the doorstep of those who were deprived of educa-

tional opportunities because of the limitations of time, place and space in conventionalsystem, Kakatiya University established School of Distance Learning and ContinuingEducation (SDLCE) in 1988. The School of Distance Learning and Continuing Educa-tion is imparting knowledge and suitable skills through distance mode with the convic-tion of realising constitutional objectives. The School has been in forefront of highereducation by providing liberal eligibility criteria and with a commitment to accomplishits goals of imparting quality education to the youth of this region.

Objectives of SDLCE:

✓ To provide educational opportunity to those who have missed the opportunity oftaking advantage of conventional mode of learning.

✓ To provide an opportunity to get admission into the courses aimed at enhancing thevocational skills for those without a basic qualification and who discontinued theirstudies for various reasons through the policy of 'liberal education'.

✓ To make efforts towards giving freedom of choice in the selection of course contentand learning methods.

✓ To strive towards providing conducive learning environment in order to erase thedistance between the learners and the institution.

✓ To design programmes beneficial to all sections of the society.

✓ To develop networking with other similar universities in order to bring about qualityeducation to the doorstep of the learners.

2. STUDENT SUPPORT SERVICES

1. Course Material: The Course Material will provide the students a general under-standing of the subject matter and also gives guidance for further reading. Thematerial covers about 90% of the syllabus. However, the students are also advisedto refer the suggested readings for elaborate description of the subject. The CourseMaterial includes syllabus, model question paper and some suggested readings

2. Mode of Instruction: The teaching methods adopted is counselling and discus-sions. In addition to classroom activities, video programmes will be organisedseparately as a part of learning process.

3. Personal Contact Programme (PCP): The Personal Contact Programme has beenhelps the learners with classroom counselling to cover the important and difficulttopics of the course. The students shall bear in mind that PCP shall not cover theentire syllabi of the course and only the major topics shall be covered.

The School adopts the counselling of the course syllabus through two sessionsfirstly with "Contact Programmes" being conducted on Sundays/holidays andfinally with the "Regular Contact Programme" for a short period. The scheduleof the programme will be communicated in advance covering all the details.

4. Faculty for Counselling: All the concerned departments of the University andaffiliated Colleges are mainly involved as faculty members for counselling thecourse syllabus

5. Guest Lectures: To give wider exposure to our learners, the School engages someguest lectures during the personal contact programme with the involvement ofeminent scholars, professionals and members of other Universities.

6. Doora Vidyavani (AIR Warangal): The students can clarify their academic doubtswhile addressing a letter to the Director, AIR Warangal, which is broadcasting on1st Saturday of every month.

4. ACADEMIC RULES :

The Post-Graduation Degrees shall be conferred to candidates who have satisfiedthe General Conditions under the Academic-Rules and Regulations of theUniversity.

1. Course and Syllabus : The admission to various courses is based on the conditionsas laid down in the provisions of "Eligibility for Admission". There will be noentrance test for admission unless and otherwise specified. The School followsthe Syllabus approved by the University

2. Change of Syllabus: If there is a change in the scheme of examination or syllabusone more examination will be conducted as per the old scheme or old syllabus.There after candidates who have not completed the course, have to appear for theexaminations as per the revised scheme or syllabi.

3. Simultaneous Admission : No candidate shall be allowed to take admissionsimultaneously or appear at two different examinations simultaneously conductedby this University or any other university. Violation of this rule will entailcancellation of admission as per the University rules.

4. Term of Registration: Candidates admitted into Post-Graduate Two years coursesshall complete their course within 6 (six) years from the date of admission failingwhich their admission stands cancelled. Such candidates shall seek fresh admissionagain.

5. Change of Course/Subject: A candidate can transfer, from one PG course toanother due to his inability he may be allowed to do so provided he fulfills theeligibility conditions of the admission of the desired course. Request applicationshould be made within a month from the date of confirmation of the admissionCandidates' application if found eligible will be permitted for transfer. on paymentof Rs. 400/- towards change of course.

6. Change of Study Centre : If a candidate wishes to be transferred from one studycentre to another, request application should be made within a month from thedate of confirmation of his/her admission. Candidates' application if found eligiblewill be permitted for transfer and required to pay Rs. 500/-towards change ofstudy Centre.

7. Re-Admission: The candidates who discontinued or who are default of paymentof tuition fee during an academic year can seek re-admission by submitting theapplication in the prescribed proforma and on payment of Rs. 650/- towards Re-admission.

8 Transfer Certificate

- If a student wishes to discontinue the course after paying the fee in full TCwill be issued without any payment.

- The original TC submitted at the time of admission in the School shall not bereturned. The school shall issue a TC on completion of the entire course.

- Duplicate TC will be issued on payment of Rs. 1000/- subject to the productionof a Certificate issued by the 1st Class Magistrate and a letter from theconcerned Police Station to the effect that the original was lost. After carefulscrutiny, the candidate will be issued a duplicate TC depending on the meritsof the case.

9. Pending Dues: If the candidate satisfies the academic requirements but has notpaid the dues or not submitted the required documents to the School within thestipulated period of time or if any case of indiscipline is pending against him, thedecision of the University/School to this effect will be final and binding.

10. Students Address

- All Correspondence made to the students will be as per the address asmentioned in the application form. If there is any change in the address, thecandidate has to intimate to the concerned section.

11. Acknowledgement: Students are advised to preserve the ID Cards / Hall Tickets/ acknowledgements /receipts issued by the School till the degree certificate isissued to them finally. They should be preserved for any verification by theSchool authorities during the course period.

12. Special Attention of the Students : The SDLCE will inform the students throughcorrespondence, News Papers/Radio announcements or SMS, etc., In case thestudent fails to receive any of the communication they are advised to persue thematter without waiting for the communication. They may contact the office asper the general schedule given.

5. GENERAL RULES OF ADMISSION

- Admission into UG/PG, Programmes is open to all the citizens of India.

- No gap of time is necessary for registering for the various courses after passingthe qualifying examination.

- There is no age limit restrictions for registration into any PG Programmes.

- The admission into PG is not based on entrance examination. (Whereverseats are unlimited)

- Admission of students for any course who were qualified from otherUniversities/ Bodies will be considered only on the condition if their eligibilityand degree are recognised by Kakatiya University.

- In service Candidates working in any institutions i.e., State/Central/Quasi orany Private organisation can also apply for admission into UG/PG Courses.

6.0 EQUIVALENCE CERTIFICATE :

The candidates obtained their Degree from other than Telangana Universities arerequired to get Equivalency Certificate, if they are not approved by KU beforeseeking admission failing which no admission shall be given under anycircumstances.

The following is the procedure for applying and getting equivalency Certificatefrom this University for the qualifying examinations obtained from other thanKakatiya University

1. The University must have been recoginsed by UGC

2. The Distance Education Programmes must be recognized by the DEC/DEB.

The candidates along with the following enclosures have to be referred to theRegistrar, Academic, Kakatiya University for further action.

1. Application of the candidate and the xerox copy of the qualifying examinations

2. The syllabus and scheme of the examinations duly signed by the concernedauthority / University

3. A processing fee of Rs. 1,000/- paid either in "C" Challan of this Universityor Demand Draft drawn in favour of Registrar, KU Income Account, KakatiyaUniversity, payable at State Bank of India, KU Branch, Warangal.

1 Certificates to be enclosed:

1) Transfer Certificate from the institution last studied (Original and XeroxCopy).

2) Degree/Provisional Certificate of the previous examination passed ( XeroxCopy)

3) Migration Certificate in case of students from other University (OriginalCopy and Xerox Copy)

6) Certificate of SSC, Intermediate and Degree Examinations (Xerox Copy)

7) Receipt of Payment of Fees ( Crossed DD/Challan original).

8) One recent Passport Size Photograph to be fixed on the admission form.

Note : SDLCE will not issue TC to those who fail to submit their last studiedoriginal TC at the time of admission.

2. Fee Payment:

- Fee Payment should be made through challan Payable at SDLCE SBI BankCounter.

OR- Through crossed Demand Draft drawn from SBI / Andhra Bank in favour of

the Director, SDLCE, Kakatiya University payable at Warangal.

- The name, address and subject should be written by the candidates on theback side of the DD to ensure proper credit to their fee account.

- Students claiming fee concession will have to submit a concession form whichis provided to them at the time of fee payment. The declaration (Unemployee)should be attested by a Gazetted Officer.

- Incase of University Employees/University Employee's Children/Employeespouse, the concerned employee is required to submit the service certificateissued by The Registrar, KU in order to claim the fee concession only forNon-professional courses in accordance with the rules of the University.

3. Refund of Fee- In respect of those candidates whose applications for admission are cancelled

by the school for any reason, except in the case of misconduct / or misbehaviour20% of the tuition fee besides admission & regulation fee will be deductedfrom the fee paid and the balance will be refunded.

- CANDIDATES WHO SUBMIT APPLICATION FORADMISSION AND WITHDRAWS ON HIS/HER OWN WILL NOTBE ENTITLED FOR ANY REFUND.

4. Course Material : Course Material for all PG courses will be issued at a specifiedcounter in the Main Office only. Those who submit their admission form at theStudy Centre will get the material at the Study Centre.

7.0 EXAMINATION INFORMATION1 Mode of Language: As far as the examinations are concerned the School gives

the option to write the examinations either in English or Telugu language (exceptfor M.Sc. Psychology. MA English, Hindi/Telugu /MCJ/ Courses).

However, the question papers may not be provided in Telugu version for all courses.The option to write in Telugu version should be treated as an additional facilitypermitted to the students

2. Award of Division :First Division with Distinction : 70% and aboveFirst Division : 60% - 69%Second Division : 50% - 59%Third Division : 40% - 49%

3. Pass Marks per Paper Minimum 40%, except for courses otherwise specified(Aggregate Marks : 40%)

4. Promotion : Though the candidate does not secure 40% in each paper he/sheshall be promoted to Final year despite of the backlog papers. Promotion to thefinal year shall be subject to the condition that he/she should submit theexamination form within the stipulated time and receive the hall-ticket inaccordance with the instructions laid down by the School.

5. Hall Ticket & Time Table: The hall-tickets will be issued only to those candidateswhose application is found in order and is found eligible to appear for theexamination. The hall-ticket can be received only as stated below either,

i) One hour before the commencement of the examination at their respectiveexam centre, (or) They can download Hall Ticket.

OR

ii) At the office of the School, three days before the commencement ofexaminations. Detailed time-table & examination centre will be displayed inweb site well in advance.

6. Ex-Candidates: The candidates who could not appear for the Previous / FinalYear Examination (Hall-tickets being issued to them) shall be permitted to appearas ex-candidates during the next academic year along with the annual examinationif continued on rolls.

Such candidates are required to pay the examination fees only. Intimations willbe sent to these candidates only once and not during the subsequent years.Candidates desirous to write these examinations should contact the office forfurther details.

7. Improvement: The candidates are permitted to improve their performance in theimmediate two examinations after passing the respective examinations. Only onechance will be allowed to improve their earlier performance, the candidates are requiredto APPEAR FOR ALL THE PAPERS NOT ONE OR TWO PAPERS.

8. Revaluation: The candidates willing to apply for Revaluation should obtain theprescribed application form at the office of the Controller of Examinations, KakatiyaUniversity and submit the same within the stipulated time along with the fee of Rs.275/- per each paper. Application Cost Rs. 30/-. The revaluation will be acceptedonly upto Twenty Days from the date of issue of memorandum of marks.

For any additional information concerning Improvement, Revaluation ordeclaration of Results the students are requested to contact the Controller ofExaminations, Kakatiya University.

9. Mal-Practice and Punishment Rules : The following are the UniversityExamination malpractice punishment rules:

- The candidate booked under malpractice shall not be allowed to continuefurther studies or repeat the course or seek admission in other course/s till theperiod of punishment is over.

- The candidate found guilty of malpractice during the examinations, he/she shallforego all the other examinations appeared during that period of examination.

In case of (a) impersonation, (b) misbehavior with the invigilators, (c) insertionof written sheets in different hand-writings in the main answer book, (d) leavingthe examination hall with the answer book: the candidate shall forego sixexaminations, i.e., the current one and the immediate subsequent fiveexaminations.

8. DETAILS FOR OBTAINING THE CERTIFICATE

1. Candidates who could not obtain the degree having applied for the Convocationhave to receive their degree in absentia. They have to apply for Degree in-absentiaafter the Convocation in the prescribed form.

The fee should be paid through SDLCE Challan in the State Bank of India, atSDLCE Bank Counter or D.D. drawn from State Bank of India/Andhra Bankin favour of The Director, SDLCE, K.U., payable at SBI, K.U., Warangal.

For obtaining the above certificates, the prescribed fee should be remitted throughD.D. drawn from State Bank of Hyderabad/State Bank of India/ Andhra Bankin favour of the Registrar, Examinations Fund Account, K.U., payable at SBH,K.U.. Warangal.

4. Court Jurisdiction:

The University reserves the right to alter the course or suspend it and also theright to change the rules and regulations if found necessary. In the event ofsignificant number of candidates do not join the particular course, the courseshall not be conducted. The territorial jurisdiction for any cases to be filed shallbe WARANGAL CITY only which is the seat of administration as per theprovisions of the Act of Kakatiya University.
