REIMBURSEMENT OF MEDICAL CHARGES TO CANTT BOARD STAFF.
To consider and approve reimbursement of medical charges to under-mentioned Cantonment
Board employee incurred by hem on his son treatment. The patient was referred by the Chief Medical
Officer C.B. Dispensary Wah to the Izzat Ali Shah Hospital as the required facility was not available at
C.B. Dispensaries. Detail for reimbursement of medical charges, relation with the CB employee and
name of Hospital is given below: -

It is mentioned that the aforementioned claim for reimbursement of medical charges have been

COMPUTERIZATION OF ML&C DEPTT – FINANCIAL CONTRIBUTION.
To consider HQ ML&C Deptt letter No.ML&C/Comp/Exp/DC/ML&C/2019 dated 29.03.2019.
The DG ML&C Rawalpindi directed this office to pay the share of computerization amounting to
Rs.1.029 million in favour of Chaklala Cantonment Board as first quarterly installment worked out
@ 0.5% against actual receipts of Rs.205.793 million for the period w.e.f 01-07-2018 to 30-09-2018.
Budget provision exists under head H-2(i) of the Budget Estimate for the current year 2018-19.
Therefore, payment of an amount of Rs.0.1.029 million to Cantonment Board Chaklala may please be
approve.
Relevant letter of HQ ML&C Deptt is placed on the table.
RESOLUTION
Considered and approved Board further resolved to forward the case to Competent Financial
Authority for necessary sanction.

To consider and approve proceeding of the Selection Committee for selection of lecturers for CB
Public Boys High School & College Lala Rukh, Officers Colony & Nawababad Wah Cantt, constituted
in the light of ML&C Debt letter No. 40/1/P&MA/ML&C/H&E/MC/2017 dated 12th

make contractual appointments arising from time to time in CB School / College. The Committee

PROPOSAL FOR PAYMENT OF EDHI TO LOW PAID CB EMPLOYEES
To consider and approve the proposal for payment of Edhi on the holy eve of Eid-ul-Fitar
to the low paid employees (Class-IV) of Cantonment Board Wah amounting to Rs. 500/- each
employee. The said practice is in vogue in various cantonments for encouragement of the
employees. The expenditure will be met out of Cantt Fund.
Relevant proposal is placed on the table.

UTILIZATION OF LAND OTHER THAN ADDA / WAGON STAND.
It is submitted that proposal to shift the Adda/Wagon Stand situated at Basti Lala Rukh was
initiated in the year 2015. It was decided that Adda/ wagon stand be shift to Malakand Hotel. In this
regard auction notice was published fin the News Paper and auction on 21-12-2016 for three years and
one Ch. Tanveer Ahmad offered highest bid of Rs.85,50,000/- in the said auction and he deposited 1/4th
of bid amount i.e. Rs. 21,37,500/-. The same bid was approved by the Board vide CBR No.11 dated 22-
12-2016 but he failed to hand over the possession of Adda. In spite handing over the possession of
wagon stand the contractor use delaying tactics with new demands likewise to construct more sheds and
permission to allow recovery from the points other than the bus stand. The case was place before the
Board for cancellation of contract and to forfeit deposited amount of Rs. 21,37,500/- and the Board vide
CBR No. 15 dated 31-7-2018 cancelled the contract and forfeited the security amount towards Cantt
Fund. Non possession of Adda reflects that the site is not feasible for Adda purpose. The case is place
before the Board to decide that the site be used for other purpose as Marquee. The terms and condition is
also part of Agenda.

Considered and approved payment of Rs.1000/- as Edhi on the eve of Eid-ul-Fitar to Class IV
Employee of CB Wah. The total expenditure comes to Rs. 6,54,000/-
The Board discussed at length and decided to publish advertisement for installation of Marquee
/ or other viable commercial options as per the rules and regulations.

NAWABABD, WAH CANTT;
To note Office Note No. VII/292-1 dated 16-04-2019 approved by the President Cantt Board
which is reproduced as under: -
Cantonment Board Wah conducted open public auction of shops on 09.04.2019 after giving wide
publicity in Daily Express, Dawn dated 23.03.2019, Daily Jang dated 24-.03.2019 and on PPRA website
dated 21-3-2019. The said auction proceeding was conducted in the presence of Vice President Mr.
Amjad Mehmood Kashmiri, Vice President, AQ Station Headquarters, Mr. Sabaz Ali Khan (L.S) Cantt
Board Wah and Mr. Imdad Hussain (Rev Supdt. C.B. Wah). 12 parties participated in the auction out of
whom 06 parties offered the highest bids against the shops as per details given below: -

To consider and approve the highest bids of premium received for tenancy rights of newly
constructed CB Plaza situated at CB Ground near Barrier No.3, G.T Road Wah Cantt. It is pointed out
that auction was conducted on 25.04.2019 after giving wide publicity in Daily Express, Dawn, Daily
Jang dated 10.04.2019 and on PPRA website dated 09-4-2019. 18 x bidders participated in the said
auction. The auction proceedings were held in the presence of Vice President Mr. Amjad Mehmood
Kashmiri, Vice President, AQ Station Headquarters, Mr. Muhammad Kamran Akbar Asstt Sect. Cantt
Board Wah, Mr. Sabaz Ali Khan (L.S) Cantt Board Wah, Mr. Nisar Ahmad, Accountant Cantt Board
Wah, Mr. Imdad Hussain (Rev Supdt. C.B. Wah) and Vigilance Incharge Mr. Muhammad Saleem. It is
further pointed out that said tenancy rights will be governed under the provision of Pakistan Cantonment
Property Rules 1957 and initially tenancy period of these shops will be for 05 x years at monthly rent as

APPROVAL OF BIDS OF THE AUCTION OF 06 x CB SHOPS SITUATED AT GUDWAL
ROAD 26 REA WAH CANTT & 27 SHOPS AT MALAKAND STOP GT ROAD.
To consider and approve the highest bids of premium received for tenancy rights of the subject
shops. It is pointed out that 8th
times open public auction for the shops situated at 26 Area Gudwal and
5th
time for the shops situated at Malakand Stop was conducted on 29.04.2019 & 30-4-2019 after giving
wide publicity in Daily Express, Dawn, Daily Jang dated 10.04.2019 and on PPRA website dated 09-4-
2019. It is pertinent to mention here that only 02 x bidders participated in the said auction. Therefore,
the auction could not be conducted due to non-completion of Quorum. However one Mr. Jamil Akhtar
S/o Mola Bakhsh offered premium of 06 shops situated at Gudwal @ Rs. 300,000/- per shop i.e Rs.
18,00,000/- and also enclosed a CDR of Rs. 5,00,000/-.

APPEAL FOR ALLOTMENT OF ALTERNATE SITE FOR SHIFTING OF CANTT BOARD
SHOP
To consider the application received through Station Headquarter Letter No.1130-18-Misc-CB
dated 27-3-2019 submitted by Mr. Tahir Mehmood. It is brought into the knowledge of the Board that
the applicant is a tenant of shop (old Octroi Post) situated at Lala Rukh. He has paid the rent of said shop
up to 30-6-2019. Due to construction of dual carriage way at hospital road, a notice vide letter No. R/old
Octroi post/LR/48 dated 22-3-2019 to vacate the shop was served upon the tenant. In response to the
said notice he has filed an application received through Station Headquarter requesting therein that he
may be allotted alternate site. It is mentioned here that such alternated sites were also given in past to
avoid litigation detail is given hereunder:-
Considered and approved highest bid received for G.F Shops No. 1 to 11 and L.G Shops from
Shop No. 1 to 8. The Board further resolved that Auction notice be published in newspapers in
the light of offer received from Pak Frontier International Services amounting to Rs. 35.00 (M)
for L.G Shops No. 9, 10, 11 & 02 Halls.
Considered and discussed at length. The Board resolved to auction the rent of these shops.

near clothing factory in 2008.
b. Mr. Nadeem Ahmad Shops No.14, situated at 26 area Wah Cantt against the shops
situated near clothing factory in 2008.
c. Mr. Umer Azhar Khan Shops No.15, situated at 26 area Wah Cantt against the shops
situated near clothing factory in 2008.
The case for alternate site may be considered on the following terms and conditions:-
i. The Tenant will have to pay premium of Rs. 7,00,000/-.
ii. Alternate site will be as per existing area i.e. 283 sft.
iii. The tenant will construct the shop at his own expenses according to approved plan
by the Cantt Board.
iv. Construction so made will become the property of Cantt Board.
v. The rent of shop will also increase from Rs. 3,429/- to Rs. 4,458/-

On the other hand the management of aforesaid housing scheme was required to fulfil the
following necessary requirements which have already been communicated vide this office letter
No.IV/G-255/I/719 dated 14-2-2019:-
i. The approval of layout plan is restricted only upto the Khasra No. mentioned / indicated
in the layout plan. This sanction does not permit the Developers any alteration and
amendment in the layout plan without the approval of Cantt Board Wah.
ii. The sanction of Cantt Board Wah does not take any responsibility regarding dispute over
the ownership of the land and Khasra Nos. covered under the schematic / layout plan for
which sanction has been granted.
iii. Sanction of Cantt Board does not allow any change of purpose of the plots sold or be sold
as shown in the Schematic / layout plan and approved by the Cantt Board.
iv. The building plans of the individual plots only for the purpose will be approved as
sanctioned / approved in the schematic /layout plan.
v. The Developers will complete the development works of road, streets, sewerage, water
supply etc. as shown in the Schematic / layout plan.
vi. Amenity plots as shown in the Schematic / layout plan will become the property of the
Cantt: Board Wah as already surrendered by the Developers of construction without any
encumbrances and shall not be altered anyway OR in any circumstance.
vii. External electrification as per requirement of scheme shall be responsibility of the
Developers.
viii. Rubbish collection points shall be provided by the Developers property to facilitate
collection of rubbish and to maintain sanitary conditions.
ix. The Developers are responsible for provision of Gas for the scheme from SNGPL at his
own cost.
x. The Developers are responsible for provision of electricity for the scheme from IESCO at
his own cost.
xi. The Developers are responsible for provision of telephone connections/cable connections
for the scheme from PTCL at his own cost.
xii. Sewerage system shall property be laid as per requirement of the scheme and sewerage
water shall be disposed through septic tanks to be provided by the Developers at their
own costs.
xiii. As agreed by the Developers additional land for Graveyards be fenced with wall and
handed over to the Cantt Board as part of amenity plot.

xiv. The street lights shall be provided by the Developers. He will arrange the supply of
electricity from concerned agencies at his cost.
xv. No encroachment on adjoining Government or private land will be allowed / carried out
by the Developers.
xvi. No unauthorized construction will be carried out in the entire scheme by the Developers.
xvii. Allotties of plots of said scheme are liable to pay all kind of taxes, charges & fees as and
when imposed / levied or demanded by the Cantt Board.
xviii. The Developers will have to inform the Cantt Board regarding completion of aforesaid
development works as early as possible.
xix. To earmark the limits of M/s. Kohistan Enclave in the submitted schematic plan and
construct proper permanent boundary pillars of their land in the presence of the
representatives of the Board.
xx. The Developers will have to surrendered mutate the following amenity plots in favour of
CB Wah through registered instrument in the revenue record.

xxi. Any further extension in the housing scheme would be approved by taking into
consideration the “Guideline for regulating the preparation/ operation of housing schemes
on private land in cantonment areas in Pakistan” circulated by ML&C Department,
Ministry of Defense dated 17th
Feb 2011.
xxii. The developer will ensure the resubmission of revised building plans for regularization of
already constructed houses. The regularization of already constructed buildings shall be
made subject to payment of composition fee and recovery of applicable CB Dues i.e. TIP
Tax (surcharge on TIP Tax will be exempted), Building Application Fee, 50% Scrutiny
Fee etc. The composition fee will be charged as received by the Board from time to time.
xxiii. Any parallel illegal mechanism adopted for sale / purchase of plots should be stopped
immediately and henceforth, all the sale/purchase transactions within Cantonment limits
should be made through registered instrument under the provision of Registration Act
1894.
xxiv. The developer will be responsible to abide all rules and regulation framed by the Cantt
Board Wah from time to time.

ESTABLISHMENT OF CANTT BOARD RESIDENTIAL COLONY AT WAH
Reference CBR No. 36 dated 20-06-2011 & No. 36 dated 1-02-2012.
To consider and approve the proposal sited on the subject for establishment of Cantt Board
Residential Housing Colony in Wah Cantt. In this regard Board is apprised that the said proposal was
initiated in the year 2011-12. A piece of land measuring 197.98 acres was declared as “Bazar area” by
the Federal Government vide SRO No. 621/61 dated 07-707-1961 and classified as B-4. Out of which an
area measuring 26.42 acres Or 211.38 Kanals has been demarcated and segregated for establishment of
said housing colony. The Board vide CBRs under reference approved the proposal for establishment of
residential colony in Wah Cantt. The purpose of the scheme is to generate revenue for the Board by
putting 60% plots to open public auction and remaining 40% plots reserved for allotment. The matter
remained under consideration at MoD, HQ ML&C Deptt: and RHQ level several IHDs convened on the
subject matter for allocation of Quota to MoD, ML&C, CB employees and approval of layout plan of
the colony. The DML&C vide letter No. 28/1166/DRR/2 dated 22nd
March 2019 hold IHDs on 04 & 08
April 2019 for discussion on the said issue. After detailed deliberations, the DML&C advised to revise
the allotment quota to bring uniformity with the proposal initiated by other Cantonments. In the light of
directions issued by DML&C, the said proposal as per revised quota has been prepared and being placed
before the Board for approval and onward submission to the Competent Authority.

The Board considered and decided that the remaining recoveries be ensured in true letter and
spirit. The Board also resolved that the developers of said colony be strictly directed to submit
extension layout plan of extended area for necessary approval of the Board. No construction
and development works be allowed in extended area till the finalization of the case. In case the
developer fails to resubmit his complete layout plan within 15 days from the receipt of this
resolution, the NOC already granted will be withdrawn/ held in abeyance until the same has
been submitted and the colony will be declared as illegal and the construction / sale purchase of
the plots in the said colony will be restricted through open public advertisements and general
public awareness at the risk and cost of the develpers. The developer has to be law-ful on the
already communicated (xxiv) number of requirements at his end vide this office letter dated 14-
02-2019 refered above and any violation made / observed by the ground survey team of this
office will be tantamount to the regaulatory actions, against such violators.

PROCEEDING OF BUILDING AND SANITATION COMMITTEE MEETING
To consider the following applications under Section 179 of the Cantonment Act, 1924 submitted by the
different private owners/lessees for construction of their Residential and Commercial Buildings within
the limits of Wah Cantonment and grant of extension in time limits in respect of already approved
building plans.
It is further brought into the notice of the Board that Cantt Engineer and Land Superintendent
have reported that all the building plans are in order and no litigation or encroachment on
CB/Government land is involved. Building and Sanitation Committee in its meetings held on have
scrutinized all the building plans and recommended the same to place before the Board for approval.

UN-AUTHORIZED CONSTRUCTION BY WAY OF COMPOSITION FEE UNDER THE
PROVISION OF SECTION 185 OF THE CANTONMENT ACT,1924 (MAJOR VIOLATION)
To consider and decide the cases regarding approval of revised residential building plans received u/s
185 of the Cantonment Act, 1924. The lessees / owners of under mentioned residential properties who
carried the unauthorized construction at their buildings and also made deviations / violations contrary to the
approved building plans but did not violated the building bye-laws of this office. They have submitted
revised residential building plans showing therein all deviations / violations along with form „F‟ for
regularization of the un-authorized construction to be regularized by way of payment of composition fee
under the provision of Section 185 of the Cantonments Act,1924 (II of 1924). The details are given
hereunder:-

6) COMMERCIALIZATION AND AMALGAMATION OF PROPERTY NO.A-91 AND A-91/1
SVY NO.16 SITUATED AT LALA RUKH, WAH CANTT.
To consider an application dated 16-1-2018 & 20-3-2018 on schedule-V of CLA Rules, 1937
submitted by M/s. Najma Parveen w/o Sheikh Ikram Ellahi and Sheikh Ikram Ellahi S/o Sheikh Ehsan
Ellahi, lessees of Plot No.A-91 & Plot No.A-91/1 comprising svy No.16 (inside Bazar Area) situated at
Lala Rukh, Wah Cantt for amalgamation and conversion of properties from residential to commercial.
The land area of Property No.A-91 is measuring 9000 Sq.Ft and of Property No.A-91/1 is measuring
5040 Sq.Ft respectively. The technical staff of this office visited the site and reported the ground
realities as per pre note sheet. It is also stated that an Audit Para bearing No.3.4.4(iii) year 2012-13 is
also involved / pertaining to the said properties wherein the audit observed an amount of Rs.82,50,240/-
to be recovered as premium of commercialization. The lessees were approached and they have
submitted a pre dated cheque for Rs.82,50,240/- for satisfying the audit objection as provisional
payment.
The status of the land is B-3 lease executed in Schedule IX-A of CLA Rules, 1937 for residential
purpose. Both the sites are situated within the Notified Bazar Area under the management of
Cantonment Board Wah. The sites in question have been inspected / visited by the technical staff of this
office and reported that the above mentioned lessees have already changed the status of properties in
question as commercial illegally and also amalgamated the above said plots into one unit. On the other
hand, lessees of the said properties have constructed 2nd
floor (3rd
storey) illegally / un-
authorizedly. The said properties are falling in the approved commercial zone. No encroachment on
Govt. Land is involved at site.
The case is placed before the Board for taking an appropriate decision and after approval of the
Board, the case will be forwarded to the Competent Authority i.e Director Military Land & Cantonments
Rawalpindi Region for further necessary actions:-
i. Lessees will Surrender the existing “leases” in respect of the property No.A-91
measuring 9000 Sq.Ft and property No.A-91/1 measuring 5040 Sq.Ft comprising Svy
No.16 in schedule IX-A of the CLA rules, 1937 through registered surrender deeds at
their own expenses.
ii. Amalgamation of Property No. A-91 area measuring 9000 Sq.Ft or 1000 Sq.Yards and
Property No.A-91/1 an area measuring 5040 Sq.Fts or 560 Sq.Yards comprising survey

agenda side at S. No. 5 - i (1 to 6) and 5-ii (1 to 7) subject to payment of CB dues.

Nos.16, thus (raising) its area as 14040 Sq.Ft or 1560 Sq.Yards and deletion of property
No.A-91/1.
iii. Leasing out of an area measuring 14040 Sq.Ft or 1560 Sq.Yards of Property No.A-91
comprising survey No.16 in schedule “IX-C” of the CLA rules, 1937 for commercial
purpose and execution / registration of a proper lease deed of Property No.A-91 in favour
of both lessees by mentioning their shares as per previous leases.
iv. Removal of un-authorizedly constructed 2nd
floor (3rd
storey) by the lessee.
v. Regularization of all deviations carried in the said buildings and covers under the
existing bye-laws through revised building plan by way of composition under the
policy.
vi. The annual ground rent will be charges Rs.6,160/-
vii. Total Area of Plot =14040 Sft or 1560 Yards or 51.58 Marla
viii. Market value as per Revenue rates Rs.8,74,000/- Per Marla
For the year 2018-2019.
ix. Premium @ 100% of the revenue rates Rs.4,50,80,920/-
for the year 2018-19 will be charged.
x. Dev. charges @1650/- per Sq.Yds. Rs.25,41,000/-
xi. Annual Ground Rent @4/- per Sq Yds. Rs.6,160/-

7) COMMERCIALIZATION OF PROPERTY NO.B-177 SITUATED AT, LALARUKH
WAH CANTT.
To consider an application on Schedule-V dated 16-4-2019 submitted by Mr. Taimour Ghani S/o
Abdul Ghani in respect of property No.B-177 Lala Rukh, Wah Cantt. The lessee has requested for
conversion of subject property measuring 3825 Sft from residential status to commercial purpose. The
SD/Man has reported that aforesaid plot is located in commercial zone, the said plot is being used for
residential purpose and no encroachment upon Govt. land involved at site.
The status of the land is B-3 lease executed in Schedule IX-A of CLA Rules, 1937 for residential
purpose. In case, the sanction is granted by the Competent Authority that the applicant will have to
complete the following formalities:-
i. Total Area of Plot =3825 Sft or 425 Yards or 14.06 Marla
ii. Market value as per Revenue rates Rs. 1,22,88,440/-
For the year 2018-2019 @8,74,000/- per marla.
iii. Premium @50% of the revenue rates Rs.61,44,220/-
iv. Dev. charges @1650/- per SqYds. Rs.7,01,250/-
Considered at length and the Board further resolved the unauthorizedly constructed 2nd
floor of
the building to be demolished at the risk and cost of the lessee, while the deviations already
made by him be regularized by way of composition fee on revised building plan to be re-
submitted by him. Moreover necessary dues i.e. premium, ground rent and development
charges as recommended by the B&SC be recovered forthwith and the case for the necessary
approval of the competent authoirity be forwarded to RHQs and also verify encroachment
against the said property also recover 100% dues.

v. Annual Ground Rent @4/- per Sq Yds. Rs.1,700/-
On receipt of sanction the lessee will be required to:-
vi. Surrender the existing lease deed in respect of plot No.B-177 Svy No.16 of an area
measuring 3825 Sft or 425 Sq Yds in favour of Cantt Board.
vii. Execute / Register fresh lease deed for an area measuring 3825 Sft in Schedule- IX-C
of CLA Rules 1937 for commercial purpose on payment of premium, ground rent,
Dev. Charges.

KOHLI WAH MODEL TOWN PH-II AND APPROVAL OF BUILDING PLAN.
To consider & approve the request made by Mst. Nasreen Akhtar & Mst. Waheeda Begum for Sub-
Division of Plot No.14 bearing Khasra No.93 situated at Moza Ghazi Kohli Wah Model Town Ph-II and
also for approval of building plan on an area measuring 10 Marla OR 2700 Sft. The management of
Wah Model Town society has issued a certificate for said purpose. After approval of Sub-Division (02)
separate numbers i.e. Plot No.14 and Plot No.14/1 will be allotted to the said plots. The technical staff of
