No objectors were present or filed written objections to the City Clerk, so the public hearing was declared closed at 6:42 p.m. Darren Bumgarner was available via phone and read the following passage: City of Ruthven Sanitary Wastewater Treatment Plant CDBG Status Hearing This CDBG Status Hearing is being held to comply with the citizen participation requirements of Section 508 of the Housing and Community Development Act of 1987. The City of Ruthven was awarded $446,000 in Community Development Block Grant (CDBG) funds for a Sanitary Wastewater Treatment Improvements Project from the Iowa Economic Development Authority (IEDA) and entered into an agreement for the use of these funds with IEDA effective June 2, 2020 The nature of the proposed improvements are to allow the City’s wastewater treatment system to be in compliance with the City’s NPDES permit and IDNR standards and regulations is the construction of a new wastewater treatment system consisting of an OPTATER Aerated Lagoon and submerged attached growth reactor (SAGR). Since the City of Ruthven treats the sanitary wastewaters from Lost Island Sanitary District, then this project benefits the roughly 70 year around households and 146 persons reside -An environmental review was completed and IEDA released CDBG funds for construction activities on July 30, 2020. The City of Ruthven procured for construction by sealed bids. The project was divided into two (2) sections and bid as two (2) separate sections. A construction contract was awarded to King Contracting LLC or commonly known as King Construction, Wall Lake, Iowa September 14, 2020, in the amount of $3,238,350.20 for construction of a new wastewater treatment system improvements (Phase 2 – Section 1). A construction contract was awarded to Bed Rock Gravel Inc., Schleswig, Iowa in the amount of $279,079.50 for sludge removal and demo of liner and secondary cells. A summary of improvements made to date for Phase 2 – Section 1 by King Contracting are as follows - All site grading for the lagoons and SAGR cells have been completed. 90% of the site utilities have been installed along with the lift station wet well. All level control structures, UV disinfection system and the SAGR cells have been installed. The remaining work that needs to be completed is installation of the air laterals and diffusers for the lagoon cells, the baffle wall between lagoon cell no. 2 and no. 3, and the blower building. In addition, the motor control center, plc, backup generator and all electrical work associated with these items still needs to be installed. Startup is anticipated of the new wastewater plant is scheduled to take place in October/early November. After the new plant is operational, the two existing secondary cells will be decommissioned. A summary of improvements made to date for Phase 2 – Section 2 by Bedrock Gravel are 80% of the sludge has been removed from lagoon cells. The remaining 20% sludge removal and demo of liner and secondary cells will occur once King Contracting has completed Section 1 lagoon treatment improvements and will occur later this fall. As of August 30, 2021, the ending period for the most recent contractor payment estimate No. 7 for King Contracting, it shows $2,346,590.72, plus 5% retainage of the $3,238,350.20 construction contract has been completed and expended. As of August 30, 2021, the ending period for the most recent contractor payment estimate No. 1 for Bedrock Gravel Inc., it shows $212,100.42, plus 5% retainage of the $279,079.50 construction contract has been completed and expended. CDBG draw #6, for period ending August 30, 2021, shows $314,639 Auditor Moser Encourages Iowans To Participate In National Voter Registration Month Emmetsburg– Palo Alto County Auditor Carmen Moser joins Iowa Secretary of State Paul Pate in encouraging Iowans to celebrate National Voter Registration Month in September by registering to vote. For Iowans who are already registered, it’s important to make sure your information is current. Tuesday, September 28 is National Voter Registration Day. “Anyone with a change of address can update your voter registration address prior to the city/school election to make for easier voting on election day. ” Carmen Moser The National Association of Secretaries of State (NASS) established September as National Voter Registration Month in 2002 as a non-partisan means of encouraging voter participation and increasing awareness about state requirements and deadlines for voting. “We have important city and school elections in communities across the state this fall, and they could make a big impact on your daily life,” Secretary Pate said. “It’s important for all eligible citizens to participate in the process. The best way to make sure your voice is heard is by registering to vote. It only takes a few minutes, and you can do it online, anytime. To register to vote in Iowa, you must be at least 17 years old. The deadline to pre-register before November’s city-school election is Monday, October 18. Approximately 90 percent of eligible Iowans are registered to vote. To date there have been no contract amendments to the CDBG contract. To date no changes have been made to the project’s CDBG contract budget, performance targets, activity schedules, project scope, location, objectives or beneficiaries. Lenny Larson from ISG gave an update on the Lagoon project. He stated the crew is progressing very well. They are roughly 75% through the project already. William Salton of this vicinity recently purchased the registered Brown Swiss bull, Beauty Silver, from Cecilia Wempe of Dickens.

The Ayrshire community was saddened this week by the death of longtime resident Theodore Miller. He had left the bank and was going to get his hair cut at the barber across the street when he suffered a heart attack before reaching the barber chair.

Two Dickens brothers got to see and visit each other for the first time in 16 years. Mr. and Mrs. Frank Peters of Spokane Washington returned to see his brother and wife Mr. and Mrs. George Peters.

The Ruthven City Council, of the City of Ruthven, Iowa, met on the 8thth Day of September, 2021, at 6:30 PM, in regular session, at Ruthven City Hall and Council Chambers at 1305 Gowrie St in Ruthven Iowa, pursuant to law and to the rules of said council.

Meeting was called to order by Mayor David J Kirk via Zoom, and the roll being called, the following members were present: Dustin Johnson, Jay Schoning, Marcie Simington and Terrance Williams absent: Mitch Anderson

Mayor Kirk declared the public hearing open at 6:31 p.m. for the City of Ruthven Iowa’s Intent to Amend Ruthven’s City Ordinance 106.08(1) Regarding Garbage Rates. No objectors were present or filed written objections to the City Clerk, so the public hearing was declared closed at 6:32 p.m.

Motion Johnson, Second Simington to put Ordinance 02-2021 on first filing. An Ordinance regarding Garbage Rates. Whereupon, the Mayor put the question on the motion, and rolls being called, the vote thereon was as follows: Ayes: Johnson, Schoning, Simington and Williams. Nays: None. Absent: Anderson.

Motion Simington, Second Schoning to waive the rules and put on second filing and proceed to final Adopt Ordinance 02-2021. Mayor Kirk declared the public hearing open at 6:36 p.m. for the City of Ruthven Iowa’s Status of Funded Activities for the City of Ruthven’s Wastewater Treatment System Improvements CDBG Funded Project. No objectors were present or filed written objections to the City Clerk, so the public hearing was declared closed at 6:42 p.m.

City of Ruthven Sanitary Wastewater Treatment Plant CDBG Status Hearing

This CDBG Status Hearing is being held to comply with the citizen participation requirements of Section 508 of the Housing and Community Development Act of 1987. The City of Ruthven was awarded $446,000 in Community Development Block Grant (CDBG) funds for a Sanitary Wastewater Treatment Improvements Project from the Iowa Economic Development Authority (IEDA) and entered into an agreement for the use of these funds with IEDA effective June 2, 2020 The nature of the proposed improvements are to allow the City’s wastewater treatment system to be in compliance with the City’s NPDES permit and IDNR standards and regulations is the construction of a new wastewater treatment system consisting of an OPTATER Aerated Lagoon and submerged attached growth reactor (SAGR). Since the City of Ruthven treats the sanitary wastewaters from Lost Island Sanitary District, then this project benefits the roughly 70 year around households and 146 persons reside -An environmental review was completed and IEDA released CDBG funds for construction activities on July 30, 2020. The City of Ruthven procured for construction by sealed bids. The project was divided into two (2) sections and bid as two (2) separate sections. A construction contract was awarded to King Contracting LLC or commonly known as King Construction, Wall Lake, Iowa September 14, 2020, in the amount of $3,238,350.20 for construction of a new wastewater treatment system improvements (Phase 2 – Section 1). A construction contract was awarded to Bed Rock Gravel Inc., Schleswig, Iowa in the amount of $279,079.50 for sludge removal and demo of liner and secondary cells. A summary of improvements made to date for Phase 2 – Section 1 by King Contracting are as follows - All site grading for the lagoons and SAGR cells have been completed. 90% of the site utilities have been installed along with the lift station wet well. All level control structures, UV disinfection system and the SAGR cells have been installed. The remaining work that needs to be completed is installation of the air laterals and diffusers for the lagoon cells, the baffle wall between lagoon cell no. 2 and no. 3, and the blower building. In addition, the motor control center, plc, backup generator and all electrical work associated with these items still needs to be installed. Startup is anticipated of the new wastewater plant is scheduled to take place in October/early November. After the new plant is operational, the two existing secondary cells will be decommissioned. A summary of improvements made to date for Phase 2 – Section 2 by Bedrock Gravel are 80% of the sludge has been removed from lagoon cells. The remaining 20% sludge removal and demo of liner and secondary cells will occur once King Contracting has completed Section 1 lagoon treatment improvements and will occur later this fall. As of August 30, 2021, the ending period for the most recent contractor payment estimate No. 7 for King Contracting, it shows $2,346,590.72, plus 5% retainage of the $3,238,350.20 construction contract has been completed and expended. As of August 30, 2021, the ending period for the most recent contractor payment estimate No. 1 for Bedrock Gravel Inc., it shows $212,100.42, plus 5% retainage of the $279,079.50 construction contract has been completed and expended. Auditor Moser Encourages Iowans To Participate In National Voter Registration Month

Emmetsburg– Palo Alto County Auditor Carmen Moser joins Iowa Secretary of State Paul Pate in encouraging Iowans to celebrate National Voter Registration Month in September by registering to vote. For Iowans who are already registered, it’s important to make sure your information is current. Tuesday, September 28 is National Voter Registration Day.

The National Association of Secretaries of State (NASS) established September as National Voter Registration Month in 2002 as a non-partisan means of encouraging voter participation and increasing awareness about state requirements

Darren Bumgarner via phone discussed with Mayor and Council members the need of a single audit due to the regulations indicating $750,000.00 have been exceeded in use of federal funds between the CDBG and the USDA for projects in the City. Clerk Schneider will contact audit firm to see if previous audit from the spring will count towards this audit or if we will need another one strictly for the use of federal funds.

Michael Loder was present and gave an update on the street signs. He stated that all street signs are up within City limits.

Council was updated on the IRS confirmation of the Fire departments 501c3 status.

“When I was in fourth grade, I was like, ‘I really want to be the smartest person in the class,’ and she told me that if I read a lot of books, I’d be smart,” Keller said. “That’s kind of stuck with me throughout my years, that’s when I really just started reading everything I could get my hands on. She was really that ‘aha moment’ for me that helped me develop my passion for literature and through that I found my love for writing and public speaking.”

Keller said that most students, especially within those target areas, lack the mentors she had, pushing for the importance of literacy and pursuing one’s passion. “I kind of trace everything back to that one moment in my life,” Keller said. “I know a lot of kids are not that lucky that they have those moments or those mentors to push them into whatever their passion is, whether it’s literacy or something else. But literacy is so important. I want to be that person and that moment in someone’s life.”

During the second hour Keller visited with several adults as well as giving autographs and being in photographs with visitors congratulating her on being Miss Iowa and wishing her the best in the upcoming Miss American Contest.
