PROBITY ADVICE AND REVIEWSOCM has worked extensively across a range of sectors and Government jurisdictions engaged both as probity adviser and auditor. Our depth and experience is refl ected in successful engagements for major infrastructure, human services, and IT projects; contestability programmes, grants, divestment projects and other decision-making. We deliver pragmatic, risk focused and tested advice, ensuring probity principles are consistently applied. This provides confi dence in complex procurement processes which in turn encourages market participation, key stakeholder acceptance of outcomes, and creates an environment conducive to achieving value for money.

PROBITY PLANS AND BETTER PRACTICE GUIDESProbity Plans are key enablers in the procurement process and decision-making process and play a critical role in ensuring that all project members have a clear understanding of their probity obligations. OCM has developed an extensive and tailorable best practice database of probity plans and guides including information and communication management protocols which have been subject of review and endorsement at the highest levels of government. You can be assured that appropriate risk mitigation strategies are developed and deployed through sound methodology, practical security and compliance.

CONTRACT LETTING, ADVICE & REVIEWS OCM uses a proven methodology and approach in our delivery of probity services that aligns with fundamental Government policies, standards and best practice. We have been engaged to review numerous contract letting processes including confl ict of interest management, breaches of confi dentiality and proponent complaints. Our work has robustly withstood review by external bodies such as State and Federal Auditor-Generals and judicial reviews.

PROBITY RISK MANGEMENTProbity risk management is critical in areas susceptible to misconduct including perceived partiality, improper benefi t, unequal access to information, and breaches of confi dentiality. Agencies must ensure they clearly understand these risks to enable the implementation of practical and relevant mitigation strategies. OCM has worked with government agencies across all jurisdictions to assist in developing robust risk management processes. The engagement of OCM as a project Probity Advisor can provide the market with

confi dence in procurement, promote competition and drive value for money outcomes.

PROBITY TRAININGProject personnel who undertake procurement activities have a duty to act impartially, transparently, with accountability, and achieve optimal value from public investment. It is critical for offi cers to understand their role, the risks and obligations to run a probity rich process. OCM has conducted probity and ethics training, workshops and briefi ngs for all levels of government typically with project specifi c focus. The growing trend of sourcing project personnel from the private sector has further emphasised the need for such training.

MANAGING CONFLICTS OF INTEREST Confl icts of interest are commonly present with building and maintaining relationships in procurement transactions and it is vital that they are promptly identifi ed for the implementation of appropriate management strategies. OCM’s probity team regularly provides advice on strategies and controls in the areas of unauthorised secondary employment; previous employment relationships; common consultant and consortia membership; family relationships and friendships; and situations where competing roles/confl icting duties arise. We have developed best practice protocols, guidelines, and declarations to assist project personnel and key stakeholders better understand their obligations and responsibilities in relation to confl icts of interest.
