a. General Administration and Support Services:

1) Personnel

The present personnel fill-up is 5,392 (333 PCOs, 4, 936 PNCOs and 123 NUPs) for a police to population ratio of 1:795. Out of this number, 270 personnel were given recognition in their meritorious accomplishment and performance of duty.

On COMPLAN PATNUBAY, 64 personnel who were involved in fifty (50) cases were investigated. Out of these 64 personnel, five (5) were dismissed, two (2) were terminated, one (1) was demoted, twelve (12) were suspended, one (1) was meted with forfeiture of pay, one (1) was reprimanded, fourteen (14) cases have been dropped and closed due to lack of probable cause, seven (7) were exonerated, seven (7) have their cases dismissed, two (2) were dropped from rolls, two (2) have their cases archived and one (1) was restored/reinstated in the service.

2) Training

For the period, the Office conducted Programmed Courses attended by

358 PCOs and PNCOs, broken down as follows: three (3) batches of Pre-Qualification Test for Glock 17 cal. 9mm to two hundred twenty (220) participants from different PPOs and CPOs and three (3) batches of PNP Standard Markmanship Training Phase II to one hundred thirty eight (138) participants.

Unprogrammed Course were also conducted attended by two hundred

sixty six (266) participants, broken down as follows: one (1) class Advance Ordnance Training to ten (10) participants, three (3) classes of Basic Ordnance Training to ninety (90) participants and one (1) class for Computer Literacy Seminar to twenty four (24) participants; one (1) class for BPAT Training/Seminar to eighteen (18) participants; one (1) class to Bomb Threat Awareness Seminar to forty three (43) participants; one (1) class for Barangay Tanod Re-Orientation Training/BPAT Seminar to thirty five (35) participants and one (1) class for Barangay Tanod Re-Orientation Seminar to forty six (46) participants. Five (5) classes for Moral Recovery Program Seminar was also conducted to six hundred sixty three (663) participants and one (1) class for Character and Aptitude Development Training Program (CADET) to forty two (42) participants. Likewise, one (1) class for Gender and Development (GAD) Program was conducted to forty two (42) participants.

Further, Physical Fitness and Sports Development Program are

religiously being conducted at this Headquarters, such as: Physical Fitness Exercises to include taebo, running, walking and basketball which is conducted every Athletic Days (Tuesdays and Thursdays) from this headquarters down to lower units.

b. Support to Operations:

1) Health Services

For the period, the Regional Health Service 12 conducted consultation

and treatment to 3,347 PNP personnel, their dependents, NUPs and authorized civilians. RHS 12 attended one (1) NHQ conferences/scientific seminar, and conducted four (4) visitation/Dental and Medical Heath outreach program to different Police Stations within AOR, detailed below:

Likewise, information drive on health awareness have been conducted to

PNP personnel of PRO 12 with basic Medical and Dental services extended up to the Municipal Police Stations. Coordinations have been made with local government Medical and Dental Health facilities/unit for the benefit of the police personnel within the area and successfully conducted series of civic action in coordination with the Police Regional Community Relation Program.

2) Logistical Services

For the period covered, this Office successfully implemented its programs thru 15%-85% distribution of Logistical support to all line units. In like manner, timely procurement and delivery of basic supplies and the improvements of the management of logistics operations related to peace and order and public safety campaign among lower levels were upheld based on the prescribed Program/Project and other Activities and Performance Indicator.

c. Operations:

1) Foot and Mobile Patrol

A total of 5, 639, 338 man-hours on police visibility patrol (foot, mobile/motorcycle, and seaborne) were conducted particularly in crime prone areas throughout the region. Police response time improved to 5 minutes in urban centers and 10 minutes in rural/remote areas. During the period, 9, 077 legitimate calls were responded/acted appropriately. 2) Campaign against Illegal Drugs For the period, this Office intensified its anti illegal drug operations resulting to seventy nine (79) positive operations, neutralizing 119 drug offenders (50 pushers, 34 users, and 35 pushers/users) and the filing of 80 cases in court. As of this report, (261) remain and considered as Drug Affected Barangays and subject for clearing operation. A total of 44 grams of shabu, 500 hills of MJ plants, 300 grams of MJ leaves and other kinds of illegal drugs have been confiscated and seized with a total DDB value of Php 661, 355.68.

3) Campaign against Kidnapping

For the period in review, one (1) kidnapping incident and two (2) abduction

incident transpired in the AOR. All victims were safely released by suspects. Below is the detail:

Victim was released by his kidnappers after almost 3 days captivity somewhere in Midsayap, Cotabato Province. Accordingly, the victim was persuaded by Anwar Gayak to visit Cotabato City for the settlement of a long time debt, wherein Mr. Gayak promised to pay him the amount of Php 84,000.00 including interest plus 2 fighting cocks. On October 14, 2013, the victim flew from Manila to Awang Airport, Maguindanao wherein Mr. Gayak met him and brought him somewhere in the marshy area of Midsayap. Victim further revealed that his father paid an amount of Php 130,000.00 for his release.

Unidentified Two (2) unidentified suspects armed with handguns shot the 2 security guards of Sugni Superstore and dragged Mike Khemani, the owner, and forced him to board a vehicle described as Hyundai sedan color black bearing plate number MCW 692 and fled towards Mother Brgy. Poblacion of same city. Said vehicle was recovered abandoned at a riverbank and allegedly suspects and victim were seen on board a banca heading towards Kabuntalan, Maguindanao Province. Upon negotiation, victim was released without ransom.

Victim who was missing was released and dropped in front of Quality Appliance Center by two male riding in motorcycle with her eyes blindfolded on December 8, 2013. Victim was brought to South Cotabato Provincial Hospital for medical examination. No

ransom paid in exchange for the victim liberty

4) Campaign against Carnapping/Enforcement of Traffic Laws

For the period covered, a total of 83 (4-MV, 79-MC) were reportedly carnapped, thirty two 32 (3-MV, 29-MC) were recovered. Twelve (12) suspects were arrested and five (5) cases were filed in court. Likewise, unauthorized use of sirens & blinkers were banned and properly implemented, thru LOI 34/2010 “Action Plan Against Wang-Wang and Counter Flow”.

5) Anti-Bank/Armored Car/Highway Robbery Campaign –

No incident on Armored Car-Highway Robbery occurred. However, the office continuously monitor criminal groups for they might conduct bank/armored or highway robbery in the AOR. A total of ninety five (95) dry runs on bank security preparation and thirty five (35) dialogues/meetings with Bankers Association and LGU‟s were conducted.

6) Anti-Kotong Campaign

For the period covered, this Office conducted one hundred thirty six (136) operations. As part of its mandated task, the Office dynamically conducted Police Information and Continuing Education (PICE) to police personnel to educate and remind them not to indulge themselves in illegal activity such as “kotong”. The PICE is usually done every after Saturday Formation/Inspection. Moreover, continuous monitoring is being undertaken by the Office utilizing 8 Spotter Teams.

7) Anti-Organized Syndicated Crime Groups/Criminal Gangs Campaign

For the period covered there were no reported neutralized group and no Syndicated Groups/Organized Crime Groups members arrested in the AOR.

8) Anti-Terrorism Campaign

For the period, the Office conducted two hundred eighty eight (288) positive operations and recorded a total of 9 (1 IED/Landmine, 8-grenades) explosions and 2 grenades and 2 IED were recovered:

9) Implementation of LOI PAGLALANSAG OMEGA/KONTRA BOGA (Campaign against Loose FAs)

Through the intensified conduct of checkpoint operations and intensified

campaign against Loose Firearms, sixty five (65) persons were arrested, 65 (34HP, 31LP) assorted firearms were accounted and thirty (30) cases were filed in Court.

11) Campaign against Illegal Gambling

A total of 62 raids/operations against Illegal Gambling were conducted which resulted in the arrest of sixty two (62) ushers/bettors. Likewise, confiscation of gambling paraphernalia and bet money amounting to Php 60, 994.40 and filing of thirty four (34) cases in court.

12) Anti-Prostitution/Vagrancy/Child & Women Abuse Campaign

For the period covered, no Prostitution/Vagrancy/Pornography transpired in the AOR while for anti-child abuse/pedophile police operations, forty five (45) cases were reported resulted to the filing of eight (8) cases in court and ten (10) cases were amicably settled while the rest are still being investigated.

13) Campaign against Smuggling

For the period covered, no smuggling and piracy transpired in the AOR.

14) Campaign against Cattle Rustling

For the period, four (4) operations were conducted resulting to the recovery of three (3) out of four (4) stolen cattles and arrest of three (3) persons.

15) Campaign against Illegal Logging

In coordination with DENR, this Office conducted fifteen (15) operations which resulted in the recovery of 11, 436 board feet of illegally cut lumbers with an estimated market value of P 298, 835.00 and apprehension of four (4) persons. Cases were referred to CENRO/DENR for proper disposition.

16) Campaign against Illegal Fishing –

For the period, two (2) operations were conducted on Anti-Illegal Fishing campaign which resulted in the arrest of eighteen (18) persons involved in illegal fishing activity.

17) Search and Rescue, and Disaster and Relief Operations

The operations consumed 2,420 man-hours with the deployment of 79 uniformed personnel and 200 affected families were evacuated.

A total of 547 security operations were provided to foreign dignitaries, national government officials and local visitors for the period under review with 1, 231 vital installations inspected and secured.

19) Internal Security Operations (ISO)

During the period, this Office conducted a total of 451 combat police patrol operations on DTs and SPTs affected areas and recorded a total of 3 encounters/violent activities committed by threat groups. Likewise, there is one (1) from government troops who was killed and one (1) wounded.

The meeting started at 9:40 in the morning of same date with the singing of the Philippine National Anthem followed by an Invocation by RLECC 12 Secretariat. Atty. Edilberto Fermil, RD, NAPOLCOM 12 delivered his Welcome Remarks and PCSUPT CHARLES T. CALIMA JR., CEO VI, RD, PNP, PRO 12/Chairman RLECC 12 called the meeting to order. After which, PCINSP ROMEO C. GALGO JR. C, FESAGS, ROPD 12, presented the RLECC 12 members to the Chairman. After the reading and approval of the previous minutes of the meeting, Ms. Visminda Aragoncillo ADMIN Officer, PDEA 12 presented their Operational accomplishments followed by PCINSP ROMEO C. GALGO JR who presented accomplishments of PRO 12, Election Preparations on Barangay Election 2013 (SAFE- ALPHA-2013), updated reports of “OPLAN KATOK” and the new law on Firearms “RA 10591” and operational accomplishments of RMU 12 presented by PSSUPT AGUSTIN D. MOLINA, C, RMU 12, PSUPT GERMAN B. GUAZA, Deputy Chief, RCLO 12 presented also their operational accomplishments for the month of July-October 2013 followed by the open forum moderated by the RLECC 12 Chairman. After which, giving of certificate of recognition to the deserving RLECC 12 members OCD 12, 12RCIDU and BI 12 for their accomplishments in Region XII. The activity ended at 1 o‟clock in the afternoon of same date with fruitful results.

After Activity Report on Geographic Information System Mapping Training: On November 4, 2013 at 9 o‟clock in the morning, the seven-day training on Geographic Information System Mapping was formally opened at PRO 12 Multi-Purpose Building, Tambler, General Santos City attended by 55 participants coming from the Provincial Police Offices, City Police Offices, RPSB 12 Maneuver Companies, PPSCs/CPSCs and RHQ PRO 12. After the seven days training, the participants were able to appreciate the importance and use of GIS on planning and mapping the enemy forces, disposition and location of troops, friendly forces, the density of criminality and others. The Arc Map, Google Earth and Falcon View were introduced and integrated with each other which resulted to a specific and precise understanding of objectives. The closing ceremony on November 11, 2013 at 10 o‟clock in the morning was graced by PCSUPT CHARLES T. CALIMA JR., CEO VI, RD, PRO 12 who gave his inspirational message and attended by the Command Group and Regional Directorial Staff. The activity ended at 11:30 in the morning of the same date.

For the period, a total of 1,930 PCR activities were conducted focused on the delivery of police services and to mobilize the community, civil society and media in all-out and sustained anti-terrorism, anti-insurgency and anti-criminality campaigns towards the attainment of a safe and secured region.

ACCOMPLISHMENTS:

a) Santinig

PRO 12 conducted a total of 598 other PCR activities such as: dialogues, seminars, print media, radio program/interviews, crime/drug prevention programs and reproduction of leaflets.

A continuing program of action

against illegal drugs was launched through the “left-hand effort” in response to the urgent need to pursue a forceful intensive and unrelenting campaign whether syndicated or street level. During the period, PRO 12 conducted drug abuse symposia and awareness in different schools & venues in coordination with DARE officers, DEP-ED, NGO‟s & other government agencies.

It is always the intention and desire of this office to inform the public on the programs and accomplishments of the PNP in the entire region through its line units. Along with this, Police Regional Office 12 sponsors/maintains four (4) regular radio programs namely: the “Pulis Ug Katawhan” in Kidapawan, and in Isulan and Tacurong,

Sultan Kudarat “Radyo Natin Ngayon”. In Police Regional office 12, we have the Police Hour in “Tira Brigada” aired regularly every Friday at 8:30 in the morning at Brigada News FM, “Bayan Kayo ang Boss Namin” aired at DXMD-RMN” also every Friday at 5:30 in the afternoon and at DXNP-Community Radio Radio 98.9 FM “Pulis Ako, Pulis Nyo Po sa Rehiyon 12”.

B.1. Police Community Assistance & Development:

PRO 12 has conducted a total of 533 Community Assistance

Development ACTIVITIES such as: medical & dental Outreach Services, bloodletting activity, community relations & rehabilitation, skills & livelihood development for the out of school youth.

Coordination and participation among NGO‟s, GO‟s, RLEEC and the CJS is the key

to a lasting partnership between the police and the community. Teamwork is the catalyst that yields excellence from shared strength.

B.2. Community Organization and Mobilization:

To strengthen the capacity of Police Force, PRO 12 was able to mobilized the Community Council of Elder. It also has mobilized Brgy. Tanods and CVO‟s purposely to assist the police during town fiestas, founding anniversaries and other anti-crime activities with a total of 595 activities conducted.

Moreover, on the advancement of

skills/security trainings, PRO 12 has served various activities to support the SAGSD of the Civil Security Group for training of security guards and security officers notwithstanding their participation on other security aspects in crime prevention. Furthermore, some BADAC members were mobilized to help the police track down and give vital information on the probable hot spots of drug pushing/peddling in the AOR in coordination with government line agencies.

c) Gender and Development GAD aims to acquaint communities with various information concerning women and community organizing to empower parents & children to organize themselves and to develop alternative opportunities for access to basic social services. For the period, this Office conducted activities on Organization & Mobilization of Family/Youth/Women Groups, Social Institutional Advocacy & Development, news releases concerning family violence, prevention and protection of victims and dissemination and replication of Best Practices with a total of 86 activities.

d) SALAAM POLICE CENTER PRO 12 conducted various activities to strengthen linkages and healthy relationship with Muslim communities and to support government‟s campaign against terrorism and criminalities involving Muslim personalities. A total of 123 activities were recorded which includes Mosque/madraza-based Projects, Orgn of Council of Imams, Orgn of Muslim NGOs, complaints assistance and continuous networking & info dissemination.

On October 18, 2013 at 8 o‟clock in the morning, PSUPT REX K. ANONGOS, Acting Chief, Regional Police Community Relations Division 12, represented the Regional Director on the SOCKSARGEN Indigenous People‟s Report 2013, held at the Diocesan Formation and Development Center (DFDC) Building, Cathedral Compound, Koronadal City.

Among the attendees were fifty six (56) tribal community leaders and representatives from the SOCKSARGEN Area; Dir. Timuey Woy Lim P. Wong, Regional Director, National Commission on Indigenous People; PCINSP LARRY P SALCEDO, South Cotabato Police Provincial Office; Ms. Marilyn D. Diciento, MGB 12; Mr Abdulgamal Dipantar, DILG XII; and Mr. Vic de Jesus, Sanguniang Panglungsod, Koronadal City. The tribal leader from Kiamba raised the issue on the rampant illegal logging and illegal mining. PSUPT REX K. ANONGOS recommended to the concerned tribal leader to make a formal complaint with the help of the Social Action Center and submit the documents to DENR Region 12 for their immediate action. Other issues and concerns addressed to the Director of NCIP 12, DILG 12 and the Provincial Government of South Cotabato, were raised and properly answered by concerned representatives of the said agencies.

RETT and TWG Meeting On October 9, 2013 9 o‟clock in the morning, PSUPT ROMULO S. ESTOCAPIO, Deputy, Regional Police Community Relations Division 12, represented the Regional Director, PRO 12 on the Regional Economic Transformation Team (RETT) and Technical Working Group (TWG) Meeting organized by the Department of Interior and Local Government 12 (DILG 12), held at Cinco Niñas, Koronadal City.

Among the participants were: Mr. Silverio L. Tandog, Project Manager, Allah

Valley Landscape and Development Authority (AVLADA); Mr. Abdulgani G. Tekoken, Division Chief, DILG 12; Ms. Mary Ann P. Traspe, DILG 12; Mr. Michael Olog, DPWH 12; Ms. Ma. Socorro A. Pengson, Asst. Event Coordinator; Mr. Ernie Tomas Jr., Division Chief, Mindanao Development Authority (MINDA); Mr. Joven S. Quiriones, DOT 12; Ms. Desirae T. Jacinto, NEDA 12; Mr. Rictoniel T. Regino, Department of Trade and Industry (DTI); Mr. Cesar A. Guevara, Department of Environment and Natural Resources (DENR 12); and Ms. Gladys Gopez, Local Government Support Program for Local Economic Development (LGSP-LED) 12.

During the meeting, a representative from DOT 12 rendered a briefing on the Tourism Summit. Mr. Alfred Allaga, Partner Adviser, LGSP-LED presented updates on the Road Show of project proposals for the Investment Conference (iCon) and the upcoming South Mindanao Tourism Investment Conference. A representative from the Mindanao Development Authority (MINDA) also discussed the inclusion of Halal Tourism in the DOT Investments.

Initial coordination was made by Mr. Abdulgani G. Tekoken, Division Chief, DILG 12 through PSUPT ROMULO S. ESTOCAPIO, regarding the parameters of securing foreign VIPs who would be investors in the upcoming Southern Mindanao Investment Conference tentatively scheduled on October 24-26, 2013.

Mangrove Planting On October 26, 2013 at 2:30 in

the afternoon, personnel of Regional Police Community Relations Division headed by SPO3 Ma. Felicia P. Malcontento, Chief Clerk participated in the Mangrove Planting Activity held at Zone 6, Brgy Bula, General Santos City. The activity was sponsored by the City Government of General Santos City through the initiative of Tourism Division of the City Economic Management and Cooperative Development Office (CEMCDO) in celebration of the National Tourism Week 2013.

The activity started with the lecture of Ms Cheryl T. Galo, Zone Six (6) Small Fisher folk Association (ZSSFA) on the different kinds of mangrove existing in the area, the benefits to the environment and the method of planting to ensure its growth.

After the lecture, the group proceeded to the planting area wherein two hundred fifty (250) mangroves were planted by thirty-eight (38) participants coming from RPCRD, RPSC headed by SPO3 Celso Gonzales, BFAR personnel, Students from Holy Trinity College, staff of Hon Tan headed by Mr Daryl Fernandez and Ms Gay Llido of CEMCDO. 7 DOLE XII – Regional Tripartite Industrial Peace Council (RTIPC) Meeting

On November 18, 2013, 9 o‟clock in the morning, PSUPT REX K. ANONGOS, Acting Chief, Regional Police Community Relations Division (RPCRD 12) represented the Regional Director, PRO 12 on the DOLE 12 – Regional Tripartite Industrial Peace Council (RTIPC) Meeting held at Cinco Niñas Restaurant, Koronadal City, organized by the DOLE 12.

Among the attendees were, Mr. Francis R. Gales, Vice-Chairman for Labor, DOLE 12; Mr. Peter Dwight L. Sorrosa, Vice-Chairman for Management, DOLE 12; LTCOL ROBERTO BUNAGAN, 1002nd IB, Philippine Army; representatives from Dole Philippines; Yellow Bus Line; the Fishing Industry; Department of Interior and Local Government (DILG 12); Technical Education and Skills Development Administration (TESDA 12); and other private companies. The meeting started with an Invocation. Dir. Ofelia B. Domingo of DOLE 12 called the meeting to order and then the various TIPC Provincial and City Offices then presented their accomplishments namely from: North Cotabato by Mr. Artemio Bingas; South Cotabato by Mr. Lito Uy; Sultan Kudarat by Ms. Arlene Bishon; Cotabato City by Mr. Nonoy Paterno Jr.; and SARGEN by Mr. Ariston Junissa Arcenal. After which, PSUPT REX K. ANONGOS briefed the attendees on the prevailing peace and order condition by informing the body that current peace and order condition in the Region is peaceful and stable but encouraged all to be vigilant and alert to their surroundings and report to the authorities or nearest Police Stations any suspicious persons, things and vehicles for their appropriate actions, while representative from AFP, briefed the body on the imminent threats particularly CNN.

Other topics discussed were updates on CTIPC/PTIPC/ITC Activities, the creation of Sub-Committee on the implementation of “Kasambahay Law”, the One-stop-shop Registration of the “Kasambahay”, 1st Industry Academe Forum in General Santos City on November 26, 2013, and the proposed visit of DOLE Secretary Rosalinda D. Baldoz in Region 12 in-line with the Social Forum, Ground Breaking of the DOLE Office Building, and Press Conference on November 25, 2013. Culmination Program of the 18-Day Campaign to End VAW On December 12, 2013 at 8 o‟clock in the morning, this office joined the DSWD XII and other partner agencies in the Culmination Program of the 18-Day Campaign to End Violence Against Women (VAW) with this year‟s theme: End VAW Now, It‟s our Duty! and at the same time the observance of the International Day Against Trafficking held in Koronadal City. The program started with a motorcade along the thoroughfares of Koronadal City. The activity was initiated by DSWD XII and participated by the different agencies such as RCAT-VAWC Members, LGU‟s of Koronadal, Tacurong and South Cotabato, DAD-VFF South Cotabato Chapter, PNP PRO 12 and 27th IB PA based in Tupi,

South Cotabato. The activity was then followed by the culmination program at the PROTECH Center, Koronadal City. It was highlighted by the singing of the MOVE theme song entitled “Kumilos mga Kalalakihan” and signing of Pledge of Commitment. Among the keynote Speakers were: Bai Zorahayda T. Taha, Regional Director and VAWC Chairperson, Mr. Cyrus Jose Urbano, City Administrator of Koronadal City, Director Olivia T. Sudaria, Regional Director of the PIA 12 and Mr. Rudy Jimenea, Save the Children/VAWC Advocate. Governor Daisy Avance-Fuentes of South Cotabato graced the program being the Guest of Honor and Speaker. In her message, she cited that Filipinos are champion in crafting different VAWC laws but very poor in the implementation of this laws. The fastest way to end VAW is to encourage men to be advocates rather than perpetrators. She emphasized the vital role of men in fight against VAW. The activity ended with the ceremonial releasing of white balloons symbolizing the purity of intent and willingness to free women from violence. Relief Goods

a. The Police Regional Office 12 through the Regional Police Community Relations Division headed by PSUPT REX K. ANONGOS, PESE established relief goods drop-off center at PRO 12 Multi-purpose Building, Tambler, General Santos City. Personnel of the Regional Headquarters, RPSB, NSUs, Provincial and City Police Offices are enjoined to donate relief goods intended for the victims of Yolanda.

For the whole duration since this office accepted relief goods, personnel of Regional Public Safety 12 headed by SPO4 Celso Murillo, BESPO assisted in segregating and repacking of the relief goods.

b. On November 28, 2013, at about 5:00 o‟clock in the afternoon, a team from Police Regional Office 12 led by PSSUPT SERGIO A. DIMANDAL, Deputy Regional Director for Operation delivered a truck load of assorted relief goods intended for the displaced families affected by the onslaught of super typhoon “Yolanda” with an international name of “Haiyan” at the Provinces of Leyte and Samar, Region VIII. The said team arrived at the devastated-hit area at about 4:00 o‟clock in the afternoon the following day with long miles of distance travelled. Missing the party of the CPNP and the ceremonials, the team paid customary call on the Acting Regional Director of Police Regional Office 8 together with his staffs and thereafter, turned over the cargo of assorted disaster relief goods to PSSUPT CUBILLO, Chief, RPCRD, PRO 8.

After having obtained no particular assignment from the ROPD, PRO 8, the team was instructed to make its presence felt in the area even on a small scale and for a limited period of time. On November 30, 2013 (3rd day) after calling on the City Director, Tacloban City Police Office and his men, the team decided to focus its efforts on individual policemen or government employees who have not cleared his property of the rubbish brought by the typhoon. It linked-up with PSINSP TALAGON, TCPO and helped him clear his severely damaged house of debris and useless housing materials. Later in the afternoon, the team paid a courtesy visit to Brgy. Chairman SANTIAGO of Brgy. San Jose to offer their services to the worst hit Barangay in the region. It was learned that his damaged house is the hub for relief operations in his area and that it badly needed temporary roofing to protect its occupants, what was left of their belongings and the stock pile of relief goods for his disposal. The following morning December 1, PSINSP ROLDAN CABATAN led the installation of the canvass roof PSSUPT DIMANDAL solicited from friends in the area.

In the afternoon of December 1, 2013 (4th day), at Barangay 59-A,

Sampaguita Village, Tacloban City, the team cleared the debris and unwanted materials from the house Mr. Espina, an employee of the Department of Agriculture and helped him secure the remnants of his belongings. After rendering disaster relief and clearing operations, the team travelled back to General Santos City and arrived home safely at around 1 o‟clock in the early dawn of December 2, 2013.
