What and why Commissioning?
• No clear, single, agreed definition of commissioning
• At its simplest, commissioning is the process of planning, agreeing and monitoring services…. (NHS)
• Aims of commissioning including:
– facilitate clear lines of public accountability for performance
– clarify and benchmark costs
– encourage providers to respond more accurately and effectively to the needs of individuals
– challenge traditional patterns of resource allocation and sectional interests
– make priority decisions more explicit
