MAKING 'UREA HEAPS' Mega-scale urea plants are up and running -
will jumbo plants be next?
Like the ammonia plants that feed them, urea plants are getting bigger. These large-scale plants are being built to not only meet the
increasing demand for fertilizer -projected to grow steadily at 3.70/0/yr - but also to take advantage of economies of scale.
In the last ten years, the market interest has moved toward large fertilizer complexes producing 5,000 metric tons per day (m.tid) and more of urea. Up to recent years, such capacities had been reached using parallel ammonia trains and parallel urea trains coupled together with an integrated utility plant, says Alessandro Gianazza, gas monetization process manager at Saipem S.p.A. (San Donato Milanese, Italy; www.saipem.com). In an effort to substantially cut investment costs through single-train production units, Saipem and other companies have now designed so-called jumbo plants.
Meanwhile, advances in urea process technology are touting lower energy consumption, reduced emissions and advanced materials of construction for reducing corrosion.
The move to mega Saipem was the first licensor/contractor to cross above the 3,000-m.t.ld urea capacity in a single train with the startup of a 3,250-m.t.ld plant for Profertil in 2000, says Gianazza. More recently, Saipem set another milestone at the end of 2010 when the worrld's first 3,835-m.t.ld, single-line urea plant started. This large plant is the Engro-Enven 1.3 complex, located at Daharki, Pakistan, and consists of a single-train ammonia (2,200 m.t./d) plant and a single train ofprilled urea (3,835 m.t.ld). The plant uses ammonia technology from Haldor TopSile NS (Lyngby, Denmark; www.topsoe.com) and Snamprogetti technology for urea synthesis and prilling from Saipem.
Shortly after that, Starnicarbon B.V. (Sittard, the Netherlands; www. stamicarbon.com) provided the technology for a 3,200-m.t.ld urea melt unit commissioned in 2004 in Qatar. In recent years Toyo Engineering Corp. (Cruba, Japan; www.toyo-eng. co.jp) received the first contract for a m'ea melt plant with a capacity of more than 3,000 m.t./d (Table 1).
For urea granulation, lThde Fertilizer Technology (UFT; Roermond, the Netherlands; www.uhde-fertilizertechnology. com), was the first to provide a 3,000+ m.t.ld granulation plant for the Profertil Project in 2000, and for the Qafco 4 Project in 2004.
Last October, ThyssenKrupp Uhde GmbH (Dortmund, Germany; www. uhde.eu) commissioned a 3,500-m.t.ld urea solution plant in Sluiskil, the Netherlands, for Yara of Norway, the world's biggest producer of urea. The €400-million plant uses urea technology licensed from Stamicarbon, took three years to build and is said to be the largest urea plant in Europe. Besides fertilizer, some of the urea produced in this plant will be used for treating diesel exhau t from vehicles.
Toyo's most advanced technologies - its ACES21 (Advanced Process for Cost and Energy Saving) Urea Process and Spout-fluid:ized-bed Urea Granulation Process - have also been applied for single-train, 3,500-m.t.ld capacities; and a 3,850-m.t./d plant using ACES21 technology is slated to start up in 2014 for Jaiprakash Associate Ltd. in Kanpur, India.
Experience gained from these mega plan ts is the basis for the next generation of jumbo fertilizer plants, says Saipem's Gianazza, namely m'ea plants with capacities of 5,000 m.t.ld or more in a single train. Last year Saipem prepared a design, and believes the Snamprogetti technology is flexible enough to be scaled up to 5,000 m.t.ld.

Gianazza confirms that Saipem's Single Line 5000+ MTPD Snamprogetti Urea Technology provides a proven design without introducing risks typically associated with mod:ifications of the process scheme and without forcing the user to rely on single sources for material and equipment. The design proposes a proven, flexible and reliable process scheme demonstrated in plant operations near 4,000 m.t.ld with main components already scrutinized for availability and constructability, he says.
Stamicarbon and UFT also have designs ready for jumbo urea granulation plan ts.
New urea process technology The most recent process to enter the urea stage is t he Avancore Urea Technology of Stamicarbon, the licensing and IP Center of Maire Tecnjmont S.pA. (Rome, Italy; www.mairetecnimont.it). LastJuly,Stamicarbon signed a license agreement with Tierra del Fuego Energia Y Quimica S.A. - an Argentina based company controlled by shareholders from China - for a urea synthesis plant and a urea gran ulation plant with a capacity 0[2,700 m.tJd to be built in southern Argentina.
Stamicarbon will deliver the process design package, the proprietary highpressure equipment, and associated services for both the syn thesis and the granulation plant. The plants will be built by Chengda Engineering Corp. of China (Chengda; www.chengda.com). Start up is planned for 2013.
The urea synthesis plant will use the Stamicarbon Avancore urea technology, marking the commercial debut for this process. Avancore (Figure 1) is a further development of Starnicarbon's Urea 2000plus technology, and reduces the required plant height to j usL 22 ill - evenIor large-scale planLs - thereby "considerably" reducing the investment costs. According to Stamicarbon, Avancore incorporates major improvements in the core m'ea technology that have led to the elimination of several traditional equip-

ment items (and the associated costs). For example, the plant will use Sa
furex stainless steel - an improved duplex steel developed with Sandvik Materials Technology (Sandviken, Sweden; www.smt.sandvik.com). Thanks to the improved corrosion resistance of this new material, the air supply normally used for passivation is no longer required. As a result, the absence of oxygen means there is no need to combust hydrogen; so the H2 converter is eliminated, and the synthesis section has become intrinsically safe with respect to explosion risks. With the quantity of inert gas substantially reduced, less gas has to be vented from the urea synthesis section, so the high-pressure (HP) scrubber can be replaced by a medium-pressure (MP) scrubber.
Meanwhile, Stamicarbon continues to find buyers for its Urea 2000plus technology, which was commercialized over ten years ago - still recent for this conservative industry. For example, last July the company signed a license agreement with Hengang Huabe Coal Chemical Industry, Ltd. in the China for a urea granulation plant with a capacity of 1,860 m.t.ld. The plant will be built in Hegang City, Heilongjiang Province, PRC. The urea plant will use Stamicarbon Urea 2000plus Technology, which features a pool reactor, minimum equipment and minimum plant height.
Stamicarbon will deliver the process design package, related services and all proprietary high-pressure equip-
ment, the pool reactor and piping. The high-pressure equipment, pool reactor and piping will be alloyed with Safurex. Start up is planned in 2014.
Over the last 15 years Stamicarbon has licensed a total of 15 grassroots and revamped plants in China with capacities up to 3,520 m.t.ld.
Meanwhile, Toyo's ACES21 process, which saw its co=ercial debut in 2002, has now been selected for eight urea projects (most recent listed in Table I ). In the ACES21 process (Chern. Eng. , October 2008, pp. 2!Ml1), urea is made by reacting liquid ammonia with liquid CO2 to form ammonium carbamate, which is then decomposed into urea. In previous designs, the urea synthesis loop consisted of a reactor, a stripper, two carbamate condensers and a scrubber. Energy and investment savings are achieved by integrating the two condensers and the scrubber into a single condenser that has a vertical, submerged carbamate-condensing section (the heat exchanger tubes are submerged in the carbamate solution at the bottom of the condenser}. A packed bed on top of the condenser facilitates the absorption of uncondensed NH3 and CO2 into the recycled carbamate solution.

gas. The field is operated by Petro bras in partnership with BG and Galp.
Honeywell's UOP Separex technology upgrades natural gas streams by removing carbon dioxide and water vapor. These contaminants must be removed to meet the quality standards specified by pipeline transmission and distribucion companies, as well as end users of the natural gas.
Haldor TopS0e has signed an agreement with Petrobras for the supply of critical equipment and materials for twO SNOX plants. The plants will be installed at the new RNEST grassroots refinety in Pernambuco, BraziL The supply covers internals for 80 wet-gas sulfuric-acid (WSA) condensers for condensation of sulfuric acid, eight w1its for acid mist control and a complete acid system.
In addition to treating the boiler flue gases, the SNOX plants will also treat Claus plant tail gases, amine gases containing hydrogen sulfide and sour-water Stripper (SWS) gases COntaining ammonia. These SNOX plants are designed for the possible elimination of the Claus plants, which then means that all the refi nery's sulfur compounds are convened imo sulfu.ric acid.
The twO SNOX plants will be installed in parallel and wi ll ea.ch treat up to
650,000 N m3/h of flue gas while producing up to 750 metric tpd of sulfuric acid. In addition to producing sulfuric acid, the SNOX planrs will also export up to 100 ron/hour of high-pressure steam to the refinery steam grid.
The contract for bas ic engineering was signed wirh Petro bras earlier and has already been executed. The supply of equipment will rake place dming the COID
ing 16 months, and startup of the SNOX plants is planned for 2013.

MAN Diesel & Turbo is installing a CHP cogeneration w1it at the Rheinberg production plam of Solvin GmbH & Co. KG, a joint enterprise of Solvay and BASF. The fust of MAN's new 6-MW gas turbines will be used co mmercially for the plant, which manufac tures chemical products including polyvinyl chloride (PVC). T he new C HP plant is designed to supply 6 MW of electrical and 11 MW of thermal power, thus enabling Solvin to meet its own electricity requ.i rements in the futute.
ThyssenKrupp EPC contraCto rs have supplied and commissioned a plant fo r producing 3,500 tpd of urea solution in Slui skil, Netherlands, for Yara of Norway. The plant, which took three years to build, has now been handed over to the cusro me r. Yam invested €400 million in its construction.
The plant meets the la tesr environmental standards, as well as the best availab.le technology standards. There are even special collection systems that, should the plant malfunction, ensure that no hazardous substances escape inro the environment. What really makes the plant so remarkable, though, is that some of the mea it produces will not be used as fertilizer bur as an aqueous urea solution [0 treat diesel exhaust fumes. This technology, known as AdBlue, reduces NO. emissions.
The technology was licensed by Stamicarbon. ThyssenKrupp Uhde was responsible for the engineering, equipment supply and p lant co nstruction on a fixed-price, turnkey basis.
Neste Oil is building a sys tem for recoveri ng emissions released when loading ships at the harbor ofits Porvoo refinery. The system, valued at approximately €23 million, will recover the majority of the volati le organic compounds (VOCs) released in to the atmosphere when loading gasoline.
The new system will reabsorb VOCs into gasoline during loading with the help of twO absorption tanks and rdated equipment at the harbor, after which the gasoline used wi ll be returned ro the refl nery fo r re-use. A similar system is already in use when loading tanker trucks at the Porvoo refinery's distribution terminal.
Construction work on the VOC recovery system began in October 2011 and the facility is due to be commissioned in the latter half of2013.

Kenya Petroleum Rer.neries Ltd. (KPRL) has implemented a new solurion from mM to increase the productivity and efficiency of the company's oil refin ery operations in EaS[ Africa. The agreement was fmalized by IBM's business partners Computer Source Point Ltd. and Powertech 1ST Data. The new IBM solution wi ll allow KPRL to manage, measure and track the life cycle of its oil-processing equipment such as pipes, heat exchangers, pumps, valves, boilers. furnaces, compressors, tanks and turbines.
Niger Delta Petroleum Resou.rces Ltd. (NDPR), the fully owned subsidiary of Niger Delta Exploration & Production Pic (NDEP), has been granted a license to operate (LTO) the Ogbele mini refinery. This license, g.rantcd by the federal government of Nigeria, is said to be the first of its kind ro be granred to an independent, publicly owned Nigerian company. It gives ND PR full authority to operate its mini d.iesel refinery (topping plant) at the Ogbele Field in old OML 54 (Rivers State).
The LTO will make NDPR's mini diesel refmety the fim: independently owned and fully operational diesel refinery in Nigeria. The refinety has an initial capacity of 1,000 bpd. It commenced production in December 20 I 0, using crude-oil feed from NDPR's existing Ogbele flowstation.

company of Majre Tecnimont S.p.A., has an engineering procurement, construction and commissioning (EPCC) contracr on a Ilunp-sum turnkey basis for a new fertilizers complex within [he existing industrial area in theAswan Governotsh.ip in Upper Egypt, from the Egyptian Chemical & Fertilizers Industries-KIMA.
The fertilizers complex will comprise an 1,200-tpd-capacity ammonia-production unit, implementing KBR's Purifier technology; one 1,575-tpd-capacity ureamelt producrion unit, implementing Stamicarbon's Pool Reactor technology; one 1 ,575-tpd-capacity urea-granulation unit, im plementing Stam icarbon's urea-granulation technology; and all the necessary utilities and offsite facilities to suppOrt the p tocess wli ts.
T he overall proj ect value is approximately $540 million and comp letio n is expected by the end of July 2014.

The shaky economies in Europe also have private investment taking pause. "There's no question that clients are being more cautious about investments while there's still some uncertainty in Europe," says John Pearson, global managing director for Hatch Group's energy sector. He says Hatch's global positioning has helped the firm avoid a downturn.
The Scandinavia home market of Denmark's COVVI AlS is providing ample work for design firms, says Anton Petersen, senior vice president. Demand in Norway is particularly strong, and the already-robust Danish infrastructure market will swell with work associated with the Fehmarn Belt Fixed Rail link with Germany. Atkins is also busy in Scandinavia, where the market is "very well funded," says Krueger.
Still, some adjustments to Europe's crisIs are needed. AECOM Europe Ltd. is dealing with the collapsed Spanish transportation market by turning its base there, with about 300 staff, into a global resource center supporting jobs in the U.S., Africa and Europe. AECOM is focusing more on commercial clients and increasingly using U.K. staff on projects in more active areas, such as Eastern Europe. Its business in Russia, Poland and Romania are "growing very quickly," says Steve Morriss, chief executive, AECOM Europe.
But for COVVI, Eastern Europe "has not developed as we expected," says Petersen. Mott's Howells also finds business in the region to be "sluggish," but "it feels better than a year ago," he adds.

Some major design firms say that European financial difficulties may pose problems in other regions. For example, Europe's financial woes could have a negative impact on the banking system, making loans from western banks increasingly difficult to obtain, says Yuan Xuemin, vice president, China Tianchen Engineering Corp. "The impact is more obvious in the countries whose investment rely on western banks on a large scale, such as Pakistan," he says.
Yuan also worries that reduced demand in the European market is another negative effect caused by the economic problems. "Companies whose products mainly supplied the European market are facing difficult times," he says.
On the other hand, some European firms say the EU crisis has had some positive impact. "The economic environment in Europe has made us more competitive' particularly in emerging markets," says Eyre Tarrant, director at Ireland's PM Group. "Because the euro is weak, we can be more competitive in the Middle East, Canada and the U.S."
Seeking Shelter As Europeans seek to replace weak home demand, many are flocking to the Middle East, says Howells. As a result, "competition is hard," adds Petersen. But for RH/DHV the market remains strong, says van Ee. \Vhile Gulf states shifted their focus to infrastructure in recent years, Krueger detects a revival in the building market, as well.

the throughput by debottlenecking the unit's reaction and fractionation sections. Foster Wheeler's scope of work is expected to be completed by June 2014.
Eni has met with local and national institutions, as well as trade unions, to explain the "green refmcry" process that will lead to the Venice refinery's conversion into a biorefinery to produce high-quality biofuels. The project, which involves an estimated investment of approximately €100 million, is said to be the fust in the world to convert a conventional refinery into a biorefmery, and is based on Ecofining technology developed and patented by Eni.
The "green refinery" process will initially convert the existing facilities. This will be launched in the second quarter of2013 and be completed by the end of that year.
Until the changeover starts, the refmery will continue to produce using traditional methods. Biofuel production will start January 2014 and will grow progressivelyas the new facilities start operating. The new facilities for this project will be completed in the first half of2015.
The new green plant will maintain the Venice site in an economically sustainable industrial operation over the long term, with low environmental impact.
The activities of the "green refinery" will be associated with construction of a new logistics center.
Jacobs Engineering Group Inc. has a contract to provide construction management services for Lotte Chemical UK Ltd:s new polyethylene terephthalate (PET) plant to be built at the Wilton International Site in Redcar, Cleveland, UK.
Officials did not disclose the contract value, but noted that the contract is scheduled for 18 months.
The new 200,OOO-metric-tpy PET plant (LCI project) is to be located on an integrated pure terephthalic acid (PTA) and PET site, adjacent to Lotte's existing PET plant. The addition of the new line will fortify the capacity of Lotte Chemical UK's existing T8 facility and support its transition into a wider range of PET products, including resins incorporating postconsumer recycled PET.

In Egypt, its subSidiary, Tecnimont KT S.p.A. (TKT), has an engineering and procurement contract for the realization of some processing units for Egyptian Refinery Co:s (ERe's) new refinery in Mostorod, Egypt, near Cairo. The clients are a consortium between GS E&C, Mitsui & Co. Ltd., and Mitsui and Co. Plant Systems Ltd., a subsidiary of Mitsui & Co.
The overall project amount is approximately €97 million. Completion is expected by the end of2014. The project includes one 1 00,OOO-Nm3 /hr hydrogen production unit; three sulfur-recovery
material supply of a new double-cell Terrace Wall steam refomler heater and air preheating system to be built at the Salavat refinery in the Republic ofBashkortostan, Russia.
The steam reformer will be part of a hydrogen production unit being built by Gazprom Neftekhin1 Salavat. The plant is deSigned to produce up to 27,500 Nm3/hr of hydrogen. It is based on Foster Wheeler's hydrogen technology and process design package. This package was recently completed by Foster Wheeler.
Foster Wheeler's scope of work for this award is expected to be completed in November 2013.
CB&I's Lummus Technology business sector was selected as the license prOvider of a delayed coking unit (DCU) for ilie Grupa Lotos refinery in Gdansk, Poland. Once ilie coking technology is implemented, ilie Gdansk refinery will be able to process 2,400 metric tpd to 3,840 metric tpd of a blend of vacuum resid and ROSE pitch, depending on the season. The Gdansk refinery is the second largest refinery in Poland.
The DCU will enable Grupa Lotos to economically increase refinery distillate yields and elin1inate fuel-oil production by converting a mixture of vacuum resid and pitch from a solvent deasphalting unit. The new technology will help convert the bot-

The MEG facility will be part of a new petrochemicals complex in Ras Laffan Industrial City being developed by a joint venture of Qatar Petroleum and Shell. The two-train MEG facility, based on Shell's OMEGA technology, is planned to produce 1.5 million tpy of MEG.
Foster Wheeler was the front-end engineering and deSign, and engineering, procurement and construction management contractor for Shell's OMEGAbased MEG plant on Jurong Island in Singapore, which opened in December 2009.
Asia-Pacfic Technip has two contracts, worth

The MITC Consortium (consisting of MODEC, Inc., IHI Corp., Toyo Engineering Corp. and CB&I Nederland B.V.) has been awarded a contract by PETRONAS for the front-end engineering and design (FEED) of a floating liquefied natural gas (FLNG) project on dual-FEED mode in Malaysia.
The FEED is for PETRONAS' second FLNG unit. The FLNG is designed to produce 1.5 million tpy of LNG at offshore Sabah, Malaysia. The FEED includes the basic design of a natural-gas liquefaction system using a precooling system, purpose-deSigned hull, living quarters, mooring system, LNG storage tank and LNG offloading system, followed by an engineering, procurement, construction, installation and commissioning (EPCIC) cost estimate for the project. The FEED
and EPCIC cost estimate are expected to be completed by the middle of2013.
The technology ofUOP LLC, a Honeywell company, has been selected by Heilongjiang Anruijia Petrochemical Co. to help produce key ingredients for fuels, synthetic rubber and plastics in China.
Honeywell's UOP C4 Oleflex process will be used to produce isobutylene, a key ingredient for fuels and synthetic rubber. In addition, Honeywell's UOP Butamer process will be used to produce normal butane, a feedstock used to produce ethylene, a building block for plastics.
The new units, expected to start up in 2014, will produce 180,000 metric tpy of isobutylene and 150,000 metric tpy of normal butane at Heilongjiang Auruijia Petrochemical Co:s facility in Heilongjiang Province, China.
