As Mike suspected there is a large amount of debris accumulated in the area. Not sure what can be done with available resources, but we'll continue to keep this in our list of locations to monitor. Sun. 2/19 4:54 pm Mark Damey: Metcalf Bridge. Hello All, Here is a current photo of the bridge at Metcalf and Coyote. As Mike suspected there is a large amount of debris accumulated in the area. Not sure what can be done with available resources, but we'll continue to keep this in our list of locations to monitor. Please forward this to the appropriate contacts.

Mon. 2/20 8:28 am John Dyke: South San Jose. Los Alamitos Creek looks ok. The area on McKean Rd just south of Harry is still flooded and about ankle deep; somebody (County?) has placed a barricade there. Pics have been uploaded. This will be my last observation of this area until further instructed, as per my conversation with Mark Damey this a.m.

Mon. 2/20 9:00 am Patty Cannon to Jani Nair: Metcalf Bridge. As we already knew, there is a large amount of debris in Coyote Creek at the Metcalf bridge (See John's pictures below). Could you coordinate with SCVWD to remove it? As I recall, there is a concern that this debris could contribute to potential flooding that may threaten the PG&E substation at Metcalf.

Mon. 2/20 11:49 am John Dyke: Metcalf Rd. & San Felipe Rd. Metcalf and San Felipe both have multiple mud/rock slides throughout. With San Felipe being the worst—I lost count on how many there are. I took a bunch of pictures but that's probably only about 1/2 of what I saw. There's one HUGE one forming on San Felipe; it hasn't quite reached the road yet, but when it does it's gonna be BIG trouble. I would go so far as to recommend closing San Felipe from Heartland Wy to Metcalf Rd intersection. Just found a safe place to stop. I'll try and get the pics up within the next half hour.

Mon. 2/20 2:13 pm Mark Damey: Penitencia Creek at Maybury. Current update of Penitencia..the water level as has risen ~1'...The freeboard under Mabury at Pine Hollow Cir is approximately 3-4". The sandbag walls along Mabury at Education Park Drive are now in use. The water is beginning to flow against this area. The flooding of Mabury seems imminent.

As noted...this is not direct flooding from the Coyote, it appears to be a blockage with the Storm System, possible the discharge into the creek is hydro blocked???

I checked the upstream MH and it's still flowing into the creek, but slower than before. I'll keep an eye on this as it might start to reverse flow if the creek level gets too high.

Mon. 2/20 3:20 pm Casey Hirasaki: Metcalf Bridge. Checking with Kevin, DOT has requested SCVWD visit and clear debris. DOT is currently out at Metcalf working the landslide, and will check on bridge debris following to see if District has addressed.

Mon. 2/20 3:58 pm John Dyke: Silver Leaf Rd Outfall to Coyote Creek. I checked the upstream MH on Silver Leaf Rd, from the Outfall#450, and the water is at the top of the pipes, but still flowing downstream. I also checked the Inlet inside the mobile home park and it's below 50% capacity (-8 INV/-3 Top of water). Follow-up from Mark Damey at 4:03 pm: It's my understanding DOT is awaiting with pumps if the need arises. We will just continue to monitor this location so they can deploy. Follow-up from John Dyke: Yeah, I saw the pumps there.

Mon. 2/20 4:08 pm Mark Damey from Ed Soliz: Watson Park. Near the soccer field parking lot is holding water about 1' deep. I don't think it from the creek but more from the rain. The creek is high' maybe 75' away from parking lot but it's getting close.

Mon. 2/20 4:17 pm Mark Damey: Nightingale Dr. at Canoas Creek. Canoas Creek (Birdland) area is up ~1'...no local flooding.

Mon. 2/20 4:33 pm Mark Damey: King Rd. Bridge at Upper Penitencia. Urgent Update regarding Penitencia: The recent heavy rains is having a significant impact on Penitencia...nearly all of the bridge crossings E of King have little or no freeboard and the creek seems to be swelling 1 to 1.5 feet with each observation. Here is the latest image from King. There is about 2' from the road at this point.

Mon. 2/20 4:35 pm John Dyke: Metcalf Bridge. Update: just saw DOT folks at the scene and they said the CountySCVWD is going to try and pull some of the debris out of the southerly mouth of the bridge. Follow-up at 4:37 pm: They've also closed off the entrance to Metcalf Rd at Monterey Rd to assist in the aforementioned work. Follow-Up at 4:47 pm: Update to the update: SCVWD showed up with their equipment. I will stick around for a few to catch the action!

Mon. 2/20 4:54 pm Mark Damey: Penitencia Creek at Maybury. Hello All, here is the most recent update for Mabury at Education Park...sandbags are still holding.

Mon. 2/20 5:19 pm Mark Damey: William St. Area. Latest update from Arroyo. (Pictures show water level in creek still below level of driveway at 150 Arroyo.)

Mon. 2/20 5:28 pm Mark Damey: Berryessa at Coyote. Granite Rock Berryessa is closed in both directions due to the road is flooded. There is some flooding in the parking lot for Granite Rock, but it’s isolated to that at this point. Charcot at Zanker. I received an unofficial storm watch report from my wife that Charcot is flooding east and west of Zanker. I've asked Eric to head over to confirm. more info to follow.

Mon. 2/20 5:30 pm John Dyke: South San Jose. Bailey Rd is getting worse. 1) The water on both sides of the road, maybe 500' east of the 1st (easterly) IBM DWY, is now starting to reach the edge of pavement. I estimate if the rain keeps up it'll be there in the next few hours. 2) The puddle west of the 2nd westerly IBM DWY is now bigger and the culvert running underneath the driveway itself is at 100% capacity.

3) The bridge to the creek about 1/4mile east of the 1st dwy is rising rapidly. The water level is only +/-1.5' below the soffet of the bridge.

Mon. 2/20 5:35 pm John Dyke: South San Jose. They almost should (close Bailey at this location). That puddle at the west end (of the 2nd westerly IBM driveway) is really bad. I can almost guarantee someone is going to stall out in it in the next few hours. Also Santa Teresa, south of Bailey at Spina Farms, is flooded really bad as well. They already put up signs earlier but that should be closed too, I reckon. Cars are slamming their brakes and crawling thru it!

Mon. 2/20 5:42 pm Casey Hirasaki: Story Rd at Remillard Ct. DOT just got a call that the steel plates at Story/Remillard have shifted and undermining occurring. We believe this is due to construction of new Phase IV LTC. Brandon Coco is contacting Huggen, Hoa, and Kevin (inspector) directly with notice.

Mon. 2/20 5:42 pm Mike O’Connell: Penitencia Creek at Maybury. 1791 Pine Hollow Circle. I just notified resident we may need to open the double gates that swing in. He has now removed the padlock to allow us to open, but not until needed due to home burglary risk...wet wood so push hard to open if needed. I asked Jenny to put 3 barricades on the street so no one parks there. See photo.

Mon. 2/20 5:56 pm Mark Damey: Story Rd at Remillard Ct. FYI - The intense rains has apparently caused a trench failure at one of our PW project at the intersection of Story and Remillard (WB). The contractor and our PW project inspector is on-site correcting the issue. Mon. 2/20 9:21 pm Scott Katric: The latest data from the Water District's EOC is that the inflow to Coyote Reservoir is now higher than the inflow experienced in January 1997, the last major flood event on Coyote Creek. The gage is still rising, so the following info is based on what is known right now. If the gage continues to rise, I'll follow up with an update later. Based on a 7,000 cfs inflow rate, the City can expect to see similar impacts to those that were experienced on January 26, 1997. The Water District has a flood report for that event and it includes mapping to show areas along Coyote Creek that were flooded as a result of the high flow. I have an electronic copy of the report if the City doesn't have one in its records. The current estimate is that Anderson might reach peak discharge late morning tomorrow, close to noon or a little after, and that it will take 6 to 8 hours to reach downstream of 280 (personally, I think it will be an hour or so later). Unfortunately, the internet service is very slow at the District and so it's hard to send info out. I"ll try to send out a copy of a graph that shows high flow data associated with the 1997 event to help use as a comparative. I'll be stationed at the Water

Mon. 2/20 9:34 pm Patty Cannon: William St. Area. I just spoke with George and Otto who were at 150 Arroyo Way talking with the owner of the home. Surprisingly, the water level has gone down some in the past few hours and the owner also said the water level at the San Antonio bridge has gone down a good 3' since 10 am this morning. I'm not sure why since the flows have been increasing all day. I'm guessing that a plug of debris must have been pushed downstream. The owner of the home fully anticipates his home to be flooded later tonight. He has some sandbags and asked our inspectors if the City could bring over more. We explained that we cannot and referred him to the sandbag locations available to the public. Although this home owner is preparing, we don't see the other homes in this stretch doing the same. Our inspectors will return in a few hours to check again.

Mon. 2/20 9:36 pm Matt Newton: Almaden Exwy. Almaden Expressway is closed from TRINIDAD to Ogrady according to an officer due to Down power lines. They believe PG&E is working on removing them. The intersection of Camden and Almaden has no power for the traffic signal. Would be good to get stop signs for the intersection.

Mon. 2/20 10:08 pm Matt Newton: Almaden Exwy. I just spoke to a PG&E worker who said repair crews have been dispatched to work on this segment of Almaden Expressway between Trinidad and O’Grady. He said there is a guy wire down and 5 broken poles along Almaden Expressway. It will be a few hours until the road will be reopened. I don't know how accurate this is, hope it helps.

SCVWD had said they contacted the horse farm down this lane earlier in the week and that they were leaving voluntarily. George says he can see lights on in the house. Can we confirm with SCVWD that the people left? They are completely cut-off now by water.

Mon. 2/20 10:44 pm Matt Newton: Almaden Exwy. There are no PG&E repair crew on site for the 5 broken Power Poles. These five poles appear to start at Rajkovich Way going south to O’Grady. Once the poles are repaired... the traffic signal at Rajkovich will also need to be repaired since the power lines broke some of the signal heads and mast arm. The traffic signal is holding the wires and broken poles off the ground. I believe this is a county traffic signal. If they haven't been notified yet... can somebody notify them to check out this traffic signal and repair. I have been told there is a separate issue with a guy wire crossing Almaden

George / Otto, With the flooding we are starting to see on 17th between Santa Clara and San Fernando, I would like you to check a few more spots in that area. Could you drive south on 17th, across San Carlos and check out those areas as well? They also have houses that run between the street and the creek. 17th bends and connects back with San Salvador at 16th. Please continue to drive down 16th to William and then look at the houses along William, West of the bridge. There are a few houses between the creek and the streets in this area and I would like to know what the water level looks like for them. Follow-Up from EOC_Public_Works: FYI - we had PD go out to those impacted houses to let them know that they should consider leaving. As mentioned before, some of the houses were vacant. In the houses that were occupied, the residents wanted to stay and were familiar with the risk.

Mon. 2/20 11:42 pm Patty Cannon: Scott Katric pointed us to the attached SCVWD report that discusses the 1997 flood, including a discussion on Page 4 regarding the Coyote Creek impacts in a 7,000 cfs event. Currently, the inflows to Coyote Reservoir are almost 9,000 cfs. With Anderson and Coyote both being full and discharging into Coyote Creek, I would suspect that the flowrates we are going to see downstream are at least that.

Mon. 2/20 11:57 pm Scott Katric: On page 4 of the 1997 report it states that 20 multidwelling units along the Rock Springs neighborhood were flooded with 1-foot of water, and several others in the adjacent Brookwood Drive townhouses had garages impacted. The Water District has mapping showing probable flooded areas for a 7,300 cfs flow rate and it shows between 3 and 4 feet of flooding in most of the Rock Springs area with some areas (center of the street) at 5 to 6 feet deep. This flooding could occur as early as late morning tomorrow and extend for several hours.

Water level seems about the same as seen in earlier photos. Follow-Up at 12:24 am: Yes, the logs should be removed if possible before they wash downstream and cause a different problem. The news just reported the water levels are at a flood level at the Madrone monitoring station.

As you can see, the model shows flooding all the way up to Senter Road near the Happy Hollow Market at Senter/Phelan. The model also shows flooding at the structures on the northeast corner of Story & 12th Street. Please continue to monitor the Rock Springs area.

Tues. 2/21 1:02 am Matt Newton: Coyote Ranch Road. Coyote Ranch Road is closed due to water rushing over the bridge crossing the road. South San Jose. Bailey Road is closed due to water flooding and the mud slides on the hill. AlsoI noted that the water level crossing the roadway has risen higher than previously reported. Metcalf Bridge. Metcalf Bridge water level was not at risk of flooding at the last report, but I did note that the logs were piling up again on the upstream side of the bridge as seen in the photos from earlier today. Forsum Rd. The water level seems to have come up a little as the water level appears to be 3' below the bike path. I can hear tree branches snapping as logs float past me.

Tues. 2/21 1:11 am EOC_Public_Works: Metcalf Bridge. I just spoke with SCVWD, they are scheduled to remove debris again at 730am, which we believe will be OK. Thanks. Follow-Up by Jani Nair: Can you confirm if they need City crews to be available as well? Follow-Up by EOC_Public_Works: The south yard isn't far away. Apparently we supported them with some dump trucks earlier, so they may want some type of support again. When I talked with their contact he didn't ask for any extra help so I think being ready to help if they ask would be wise. Follow-Up by Scott Katric: I recall the field operations manager Chad Grande stating that the water district staff would help remove debris from the creek if the city would pick up the piles and disposed of the material.

Currently, the water is flooding the frontage road, Coyote Ranch Road, but it looks like the substation itself is about 3' higher. Will that be enough? Follow-Up from Huggen Angeles: At 7300 CFS, the substation does not show inundation. See attached PDFs.

Tues. 2/21 2:38 am Matt Newton: Forsum Rd. The water level is still 2 feet lower than the bike path. I estimate the bike path is 5' lower than the roadway.

Follow-Up by Patty Cannon: Thanks for the update at S 17th and 150 Arroyo Way. I know it seems like things are stabilizing, but we don't believe that to be the case. Please continue monitoring the 17th / Arroyo / William St. areas. Also report any localized street flooding that you see. I can notify DOT.

Tues. 2/21 3:11 am Patty Cannon: Rock Springs. Jon, This is a rise of about 3 ft in about 4 hours at Rock Springs. It has still not yet reached the public street. We'll keep an eye on it.

Tues. 2/21 3:26 am Matt Newton: Metcalf Bridge. The debris is still piling up, but the water is flowing around it and not rising noticeably. Forsum Rd. The water level is still about 2 feet lower than the bike path. Coyote Ranch Road. No change since the last report - water spilling over the road but still about 3 feet lower than the substation. There are two security personnel here on site monitoring the site. Almaden Exwy. Going to drive to Almaden Expressway and Rajkovich repair. Will also check mockingbird and Harry Bridge while I'm over there...

Tues. 2/21 4:11 am Matt Newton: Almaden Exwy. Almaden Expressway - closed in the southbound direction from Camden Av to O’Grady, northbound is open. No cross traffic east west at Rajkovich due to PG&E repairs. Only southbound open. There are several broken poles in the area of Rajkovich and the PG&E foreman that I spoke to said he expects it to take all day to make these repairs. Once made safe then the County will need to make there repairs, or remove the broken electrolier and traffic signal. Almaden Expressway - closer to O’Grady. There are several leaning poles that may have guy wire issues. A PG&E truck appears to be holding up a pole from falling over. Almaden Expressway near Harry Rd - there was a report of a broken power pole, but the road isn't closed in this area. The Good News is Almaden Expressway northbound has been reopened

Follow-Up by Mark Damey: Just left the site with Otto & George. Vertically, its up about 2'-3' from last night, however the rate of rise appears to be faster. There appears to be ~5'-6' vertically before the water begins to flood or over top. Something to definitely keep an eye on considering how fast the water appears to be rising. Follow-Up by Patty Cannon: Yes. This is a significant area of concern. It flooded into the neighborhood residences in 1997. We want to monitor this so we can inform the residences in time for them to leave in advance if

Not sure if the wood is under water or washed downstream. Metcalf Rd. The road going up the hill is still open. South San Jose. Santa Teresa - I found southbound Santa Teresa closed at Baylis. Cars are still driving north on Santa Teresa. I haven't checked the intersection of Santa Teresa and Bailey.

Attachment is an EOC 201 – EOC Action Plan stating, “Runoff into the Coyote Anderson Reservoir System will cause spillway flows that peak at ABOUT 7000 CFS on Tuesday morning about 1000 hrs with flows above 5000 CFS at the spillway extending through Tuesday 2400 hrs. Flows take approximately 8 hours to travel from the spillway to the Rock Springs neighborhood and 11 hours to Berryessa.” It also identified the following “immediate infrastructure threats”, “Rock Springs neighborhood, Berryessa Road industrial area, East Williams & San Antonio Street areas, Watson Park, Between Monterey Hwy & Coyote Creek opposite side of creek from the Coyote Creek Golf club”

at the end of Glithero Ct. (x-st Monterino Dr, near entrance to Watson Pk) flagged me down. They have the home at the end of the court (last home on the left in pix) and are concerned on the amount the water has risen at the entrance to Watson Pk. Five to six inches in the last hour per the resident. There are inlets around the corner from the entrance to the park and I informed them of the sand bags at Mabury Yard. They asked who would let them know when to sandbag. Referred them to SCVWD's website. Follow-Up by Jose Zacarias at 12:37 pm: Just the park so far. Resident was worried as the water was getting close to leaving the park entrance. And possibly heading down to his court. But there are a couple of inlets on the way to the end of the Ct. Will be a concern if inlets back up.

Tues. 2/21 2:59 pm Patty Cannon to Mark Damey: John Cannon is checking the flowrates on other creeks at the SCVWD website and has identified a potential concern on Lower Silver Creek at King. He called Scott Katric, who is currently representing the City at the SCVWD EOC, and they are going to check their gage there. It would be great if we could get someone to check on that location to see what the water levels look like - The location of concern is on King Road, just north of McKee. There's a bridge just north of the Walgreens that should provide good viewing. Trying to figure out if the 2,900cfs reading on the gage seems accurate. It's jumped quite a bit in the past several hours. Scott Katric is also concerned about the mobile home parks on Oakland Road (1350, South Bay; 1358, River Bend; and 1450, Golden Wheel). Apparently the water level in the creek is about 0.5' below the top of the wall. Mike Liw and Dave Sykes know about it already, but it may be the serious next hot spot area. I know we had been monitoring this area in the past, can we get someone else out there to check this area out?

need for this? As Patty mentioned, I was just in a conference call with Michael Liw and Dave Sykes and they were told that Rock Springs will likely see the the peak flow in a few hours (my guess is 5:00pm to 6:00pm), then a peak flow a few hours later at the MHP's downstream of Berryessa Road, and then the peak will reach Charcot Road an hour or so later. FYI, the height of the peak flow will not be much different than the height of water both before the peak and after the peak. The upstream gage at Edenvale is showing us that the high water has now been occurring for over 4 hours with less than a half foot difference in total height during that time. The main point with saying this is that the water in the creek will remain near the peak height for many hours before is slowly recedes. From this point forward, I'll be monitoring the Williams gage to see how much it rises as the peak approaches over then next couple hours to try and get a feel for how much we might expect the creek to rise adjacent to the MHP's and at Charcot. Both these locations are a concern. One other concern John Cannon mentioned was Lower Silver Creek near King and McKee. It looks like the creek might be experiencing a back water condition due to Coyote Creek being high. The District hasn't appeared to be concerned about this issue.

Tues. 2/21 11:28 pm John Dyke: Lower Silver Creek at Wooster Ave. Bridge. The level is pretty high (see pics), but according to several Kellogg's employees I talked to they said it has receded a bit. They did mention their parking lot was filling up earlier and is still partially flooded. Follow-Up by Patty Cannon at 11:33 pm: We were thinking that this was causing the backup in the storm system as well. We've been monitoring the stage for Lower Silver Creek at the King Road gage and we haven't seen it going down until the readings at 9pm. It has only dropped 0.11' according to the gage reading, so it looks like a slow decline.

has not crested. From that, it kinda seems like the Watson Park area would be cresting now. FYI - The crest is the top of a long, flat curve. Although we think it has crested, the water will take some time to recede. Follow-Up by Patty Cannon at 11:56 pm: FYI - Lower Silver Creek, which drains into Coyote Creek at Watson Park, hasn't really gotten any higher since 9pm. We are thinking that it has crested and is going-down, but very slowly. Follow-Up from EOC_Public_Works at 11:57 pm: As an example of how slow it can take, the gauge at Edenvale took 8 hrs to drop 0.75 feet from it's peak. The gauge at William is dropping at basically the same rate so far since peaking 4 hours ago. Follow-Up by Patty Cannon at 12:18 am: In checking the midnight reading on the 237 gage, it looks like the curve is really flattening, so we may be experiencing the crest there now.

Wed. 2/22 12:07 am Ed Soliz: Berryessa at Coyote. Here are photos from Berryessa at Commercial St. Berryessa is flooded at the Commercial intersection. Police are on site and are not letting cars go over the Coyote overpass. Follow-Up by Patty Cannon at 12:11 am: From the photos, it looks to be about 1.5'-2' deep at the doorway to the Pick 'n' Pull. Does that sound about right Ed?

Wed. 2/22 12:17 am John Dyke: Julian St. by San Jose High. Two outfalls dump into the coyote here (Julian by San Jose High), the one from the east look to be ok as the upstream MH water level is 6' below the cover. The west one is where it gets strange; as you go further and further upstream it gets worse and worse culminating with 18th St (the hi-end of that line) where it's bubbling out of the MH. The water is flowing out of the inlets and going west where it's dumping into the MH at 17th and Julian which is a different line that flows all the way west before it goes into a 30" main on 11th St. There is a little bit of flooding on 18th but nothing terrible. I will continue to monitor it if it gets worse. As long as the 17th St MH can keep taking it there shouldn't be any issues.

The inlets are backed up and I presume that's where the water is coming from.

It sound like a river. The storm drain inlets are clear and are not holding water or surcharging. No immediate danger but things could change fast.

Wed. 2/22 3:32 am Patty Cannon: All – William St. Five Wounds. I just touched-base with two of our inspectors watching the large area of mandatory evacuation including William Street and 28th Street. They are starting to see the water receded. There is still significant flooding, but both commented the water is going down. We will continue to monitor this area, but less vigilantly. I will be shifting an inspector to check-on the previously closed streets to provide feedback to DOT. We will be having a shift change at 4am with a fresh batch of inspectors coming-in, so we will be focusing our Flood Watch resources east of Coyote where the water level in the storm sewer seems to be increasing by about 1/2 ft in the Anne Darling neighborhood. More to follow.

Our inspector noted that although the water is receding in the other areas, in these two intersections, the water was surcharging from the storm drain system. The water is travelling through the gutter and entering the storm drain system through another inlet. After looking at the storm drain basemaps and recalling that this area drains slowly in an average storm, I suspect the pipes are a little undersized at this upstream end of the system. We will monitor this to see if something else is going on, but the water does seem to be draining, just in a different inlet.

have confirmed that water is flooding the intersection of Old Oakland and Commercial (see pictures). This is the upstream end of the storm drain system that outfalls to Coyote Creek, so it seems an odd place to be surcharging. The 101 freeway is closed in this area, but there is no water in the lanes. We are wondering if Caltrans pumped the area into our storm drain system, causing the flooding. We will have Jose Zacarias check this location in a little while to see if things are better or worse.
