SewArd CounTy CommuniTy College/AreA TeChniCAl SChool (SCCC/ATS) is a public two-year community college offering Adult Basic Education, 45 certificate programs and associate of arts, associate of science, general studies and applied sciences degrees. Ranked in the top 5% of more than 1,100 accredit-ed community colleges in the U.S. by the Aspen Institute, SCCC/ATS serves a student body rang-ing in age from 15 to 85, in a county with the high-est foreign-born percentage population in the U.S., and a rural service area of 50,997 in seven Southwest Kansas counties as well as neighboring countiesin southeastern Colorado, the Oklahoma and Texas Panhandles.

Located in Liberal, Kansas, on the southern edge of Seward County, SCCC/ATS is governed by a six-member elected Board of Trustees and coordinated by the Kansas Board of Regents as part of 33 public higher education institutions of Kansas. We serve nearly 2,500 students of which more than 1,000 are full-time, degree-seeking students. Students under age 25 comprise 73 percent of our enrollment.

Yet numbers don’t convey the scope of the unique community we cultivate.The people who established the college and the technical school in the 1960s did so during a time of difficult economy and turbulent national and world politics. Concern for the future of the region and its youth led to the establishment of an excellent institition that has grown to impact countless lives and rank among the top in the nation, with retention, transfer and completion rates far above the norm. Situated in the first “majority-minority” county in Kan-sas, the College has met challenges and opportunities a changing population presents with enthusiasm. It embodies the community spirit and tenacity that typifies the region that weathered the Dust Bowl, emerged as the Bread Basket of the world, and is positioned to contribute to a brighter future in the state, the nation and the world.

What we achieve ...

CollaborationMonthly all-staff meetings bring administrators, faculty, staff and together to set goals and bring them to reality. This aligns with the College’s AQIP accreditation process.

STudenT And inSTiTuTionAl AChieVemenT at SCCC/ATS excel in multiple, overlapping spheres. Beginning with our Adult Basic Education center, which serves more than 500 people monthly, we encourage students to reach high. The Colvin Center for adult education ranks top in the state, both for clients served and success rates.

Kansas leads the nation, and SCCC/ATS leads the state in adult education success.Following a merger with the Southwest Kansas Area Technical School in 2008, the College has built partnerships with business and industry, encouraging students to obtain stackable credits to earn certificates or degrees, and transfer for more.

In the College’s five academic divisions, students may earn associate degrees structured to offer flexibility for entrance to the work force or transfer to four-year institutions. Articulation agreements with 18 partner colleges offer students options, as does a Reverse Transfer agreement crafted through the Kansas Board of Regents to ease the transition between Continued on next page

two- and four-year institutions in Kansas. SCCC/ATS students find success, with a four-year degree completion rate higher than national norms. Pharmacy school ap-plicants enjoy a 100% acceptance rate, and the innovative Bridges program, a partner-ship with Kansas State University, provides research and mentoring opportunities for students enrolled in STEM majors.

began at four-year colleges.With a 300-seat theater, lecture halls, smart technology classrooms, and online, in-per-son and hybrid class options, SCCC/ATS continues to expand. New features include a physics lab unique to the region, a Food Science and Safety lab under construc-tion, two new greenhouses to be installed during summer 2015, a Compressed Natu-ral Gas fueling station and plans for major expansions in the Allied Health and athlet-ic departments in the next five years.

SCCC/ATS President Profile

The President of SCCC/ATS directs overall operations of the college; ensures students receive effective instruction; monitors the institution’s financial stability for the best interests of the students and employees; sets short- and long-term objectives, plans and policies subject to the approval of the Board of Trustees; engages in obtaining external fiscal resources through philanthropic activities and grant funds; and represents the college within the community.

1. Higher education leadership: Familiarity and ease in engaging with strategic planning processes are expected. Skills include measurement, analysis, and adjustments required for planning and goal implementation, an ability to effectively identify improvement needs of the College, and establish implementation goals. Other skills include basic knowledge of employment and labor relations, ability to evaluate legislation as it relates to the College, and practical skills such as word processing, spreadsheets, integrated database systems and electronic and social media systems.

2. Student Success advocate: Willingness to engage with student activities and individual students, and to advocate for achievement of the mission of the college —to improve people’s lives through access to education— is expected. An effective president will personally embrace “the Seward County way” of taking an interest in students as part of campus culture.

3. Integrity: Maintaining the highest standards of confidentiality and honesty is an inherent expectation of the position. The financial aspects of the college are public information and are handled through approved protocol, while personal financial and personnel information must be managed with appropriate confidentiality, tact, and professional compassion.

4. Communication Skills: Work requires discussion of problems, college and public presentations, and the resolution of issues impacting departments and divisions. Public speaking and presentations connect the Colllege to the pub-lic, as do involvement in civic organizations, committees and volunteerism. Writing skills for formal, informal and media communication are expected.

6. Leadership: The ability to motivate and influence others is a significant aspect of the position and requires a strong understanding and use of diplomacy, trust, and interpersonal skills. These abilities must be paired with pragmatic skills, such as the ability to effectively organize meetings, establish agendas, develop support materials for meetings, and preside over committee, institutional, or organization meetings.

A qualified College President is committed to the philosophy of a comprehensive community college and can work effectively with personnel, students, and government bodies. 7. Minimum Requirements: Minimum three years similar or related ex-perience as a senior-level administrator (college dean, vice-president or president). Extensive knowledge and experience of higher-education initiatives, trends, activities and policies. Knowledge and/or experience with regional higher education accrediting agencies preferred. Preferred collegiate level classroom teaching experience.

liBerAl iS home To 20,000 PeoPle, And The eConom-iC CenTer of An 11-CommuniTy region whose residents benefit from an abundance of educational opportunities thanks to Unified School District 480 and neighboring districts, as well as private elementary schools. SCCC/ATS works closely with these entities to meet the educa-tional needs of our greater community. An increasingly diverse population is celebrated through a number of community initiatives and public policy groups continuously work to encourage growth and development.

The same welcoming spirit that gave Liberal its name has fostered lively local traditions.Liberal is home to the International Pancake Race in partnership with the city of Olney, England, where the event has been celebrated for more than 600 years; Ozfest, a celebration of the Wizard of Oz, Coronado Histori-cal Museum and the Mid-America Air Museum. The city hosts three golf courses, Arkalon Park, a natural walking/biking trail, acres of hunting fish-ing ponds open to the public. Liberal is home to the Baker Arts Center and Live on Stage!, the community concert series that brings nationally recog-nized performers to Liberal. Our semipro summer league baseball team, the Bee Jays, plays all summer long on Brent Gould field at SCCC/ATS.

No place like homeThe U.S. county with the highest percentage of foreign-born resi-dents, Seward County is a new home to many new Americans. The college enrolls students from 29 countries and more than 200 live on campus in our dorms.

SCCC/ATS iS A uniQue inSTiTuTion on the High Plains, offering many industrial technology and healthcare programs that cannot be accessed elsewhere in the western half of the state of Kansas. Graduates from our Allied Health division programs provide critical care in rural hospitals and clinics over a 200-mile radius, in specializations like respiratory therapy and medical laboratory technology that rely largely on SCCC/ATS graduates. As the oil and gas industry waxes and wanes, the need for specialized workers like corrosion technologists remains constant, and SCCC/ATS is the only area college-level training option for those professionals. Relationships with employers and in-dustry leaders gives our graduates an advantage, and provides highly-trained workers who go on to improve their own lives and the life of the region.
