The Public CouncilIncludes members of the largest entrepreneurial associations. The Council isengaged in discussions on nominations for the offices of publicrepresentatives of the Commissioner for Entrepreneurs’ Rights and regionalcommissioners for entrepreneurs’ rights, participates in decisions of theCommissioner for Entrepreneurs’ Rights to suspend non-regulatory acts oflocal governments, and is involved in discussions on other issues.

PRACTICES AT THE MUNICIPAL LEVEL (PRECOP II)
A JOINT PROJECT DEVELOPED BY THE COMMISSIONER FOR ENTREPRENEURS’ RIGHTS AND THE COUNCIL OF EUROPE
“PRECOP Russia project has formed the
foundation of our work. The program has given
us the opportunity to learn the practices of
other countries, network and establish the
necessary lines of communication.
PRECOP II has been launched.
The emphasis of PRECOP II HAS shifted from the federal
to the municipal level, which is even more important for
the everyday work to protect entrepreneurs’ rights, since it
is at the municipal level that the lion’s share of abuse
happens.”

communities on conducting research into European practices of counteracting
corruption. A system of consultations for lawyers and entrepreneurs has been
established.
Research is being conducted by European and Russian experts on various corruption-related
issues.

‘STRATEGY OF GROWTH’ – BUSINESS-PLAN FOR RUSSIA
According to the Institute of National Economic Forecasts of the RAS the implementation of the program can
ensure sustainable economic growth with GPD growth rate above worldwide average in 2018-2019 (3.5 – 5%)
and achieving fast pace and high quality of economic growth (5-6%) in mid-term perspective till 2025, which will
increase Russia’s in the world GDP by purchasing power parity from 3.3% to 3.9% by 2025 and to 4.5% in 2035.
The Program outlines new sources of economic growth of Russia, key system solutions and performance targets.
