INTRODUCTION

ACCREDITATIONS

Vaughn College of Aeronautics and Technology is accredited by the Commission on Higher Education of the Middle States Association of Colleges and Schools. The Commission on Higher Education is an institutional accrediting agency recognized by the US Secretary of Education and the Commission on Higher Education Accreditation.

The associate in applied science (AAS) degree in electronic engineering technology, the associate in applied science (AAS) degree in aeronautical engineering technology and the bachelor of science (BS) degree in electronic engineering technology, as well as the bachelor of science (BS) degree in mechanical engineering technology, are accredited by the Technology Accreditation Commission of the Accreditation Board for Engineering and Technology (ABET). This board is a specialized accrediting agency recognized by the US Secretary of Education and by the Commission on Higher Education Accreditation.

Vaughn College of Aeronautics and Technology is accredited for its business programs through the International Assembly for Collegiate Business Education (IACBE), located in Olathe, Kansas. The business programs in the following degrees are accredited by the IACBE:

• Associate of Applied Science in Airport Management; and a • Bachelor of Science in Airport Management, Airline Management and General Management.

These accredited programs help define the uniqueness of a Vaughn education.

LOCATION

Situated adjacent to LaGuardia Airport in Queens, Vaughn is committed to student success. Vaughn boasts a technologically advanced campus, sweeping views of Manhattan and a culture of solid academic excellence that is among the best in its class.

The primary campus location contains a 105,500 square foot instructional and administrative building and a 46,400 square foot residence hall on 6.7 acres of land. The College recently leased a 33,000 square foot facility in Astoria, New York (approximately 1.5 miles from the main campus) and purchased an 18,000 square foot building adjacent to the lease facility. Approximately 20,000 square feet of the leased facility space is under renovation for instructional purposes and is expected to be available for use in January 2014.

HISTORY

Established in 1932 to provide training for aviation mechanics to support the burgeoning aviation industry, this aviation maintenance school transformed itself to become an independent, residential college offering master’s, bachelor’s and associate’s degrees in a variety of engineering, technology, management and aviation studies. The College just completed its strategic planning process, identifying goals and directions to inspire the Vaughn community and set its future direction.

NAME CHANGE

In September 2004, the New York State Board of Regents approved a name change for the College of Aeronautics. The institution became known as Vaughn College of Aeronautics and Technology. The new name builds upon a foundation of excellence and hard work and reflects the College’s deep roots in the aviation industry. The College is focused on its future as a greatly expanded academic institution, with new programs that include engineering and master’s level management offerings. The name change is part of the College’s five-year strategic plan developed in 2001, and is the fourth name change in the College’s history. It began in 1932 when George A Vaughn, Jr. and Lee D. Warrender joined Charles S. “Casey” Jones in founding the Casey Jones School of Aeronautics, the predecessor of the Academy of Aeronautics, and as of September 1986, the College of Aeronautics.

ACADEMICS

Faculty work collaboratively with the leadership of the institution to provide an unparalleled educational experience.

Recent Accomplishments:

• Establishment of the first engineering degree and the first master’s program;• Development of Vaughn’s first Corporate Distance Education Program (United Technologies

Corporation); and• Continuation of Vaughn’s first international program offering (300 students in Hyderabad,

India).

The College continues to enhance its learning environment, degree programs and resources adding increased value to a Vaughn education. Vaughn College offers a choice of associate, bachelor’s and graduate degree and certificate majors in some of today’s most exciting engineering and technology, management and aviation fields.

CAMPUS & FACILITIES

Under the present administration, the College moved from a period of financial vulnerability to an era of financial stability through the judicious use of resources for the completion of capital projects and operational initiatives. Several of the more significant facility initiatives that have assisted in Vaughn’s transformation are the following:

• Completion of the 35,000 square foot constructionproject resulting in a new classroom wing, lobby, andhangar;

• Development of the Aviation Training Institute (ATI);• Construction of the College’s first residence hall;• Securing an additional 51,000 square feet of space forthe expansion of the ATI;

• The renovation of a new library/ learning commonsand the construction of faculty offices; and

• Securing nearly $55 million in financing to supportcapital projects.

Strategic planning, with an emphasis on investments in faculty, academic programs and the facility, has provided the necessary foundation for success at Vaughn.

STUDENT LIFE

Vaughn’s 1766 talented students originate from 29 states and 14 countries. There are 522 new students this year who have an average GPA score of 85 and an average SAT score of 1042 (critical reading and mathematics). Of the 1766 students currently enrolled, 86% are New York residents. Twelve percent of Vaughn students are women. Thirty percent of the new students this year identify as Hispanic, 25% are Black/African American, 16% are Asian or Pacific Islander, 16% are White/non-Hispanic, 8% are two or more races, and 1% are American Indian or Native Alaskan. The student-to-faculty ratio is 15:1.

Under the office of student affairs, there are many programs and services that serve Vaughn students. The office of student affairs conducts comprehensive year-round out of the classroom student life (academic, cultural, social, international, developmental, leadership and outreach) programming to the entire study body that consists of 200+ programs per year. This provides an equitable student experience that complements the academic rigor inside of the classroom and supports campus-wide retention efforts.

The office of counseling and wellness provides direct outreach and counseling (individual caseload model and group) to identify and address students’ mental, personal, social and emotional needs.

Vaughn College athletes compete as members of the Hudson Valley Intercollegiate Athletic Conference (HVIAC) and United States Collegiate Athletic Association (USCAA). The athletes compete on regional and national platforms in eight varsity sports which include men’s and women’s tennis, basketball and cross country, as well as men’s baseball and soccer.

Vaughn’s three-story residence hall provides accommodations for 200 students and educates the residential population through the use of four community values: community building and engagement, health, safety and wellness, networking and collaboration, and leadership development.

In the fall 2012 semester, the office of residence life launched themed housing and living and learning communities. Themed housing provides a unique living experience that enables a group of students to live together and explore a common area of academic, social or cultural interest or theme. Currently, the Freshman Year (FYE) House, the House of Wellness, the House of Veterans and the House of Women in Aviation are the operating housing theme options.

Under the auspices of the office of counseling and wellness, Vaughn’s first ever veterans affairs office was established. It includes a veteran’s affairs committee, veteran’s affairs coordinator and veteran student club, and provides resources, supportive services and college resources to student veterans in their transition from military life to their pursuit of a degree at Vaughn College.

ADMISSIONS

Although there are admissions requirements, the College evaluates everyone on an individual basis.In general, Bachelor of Science (BS) degree applicants should have an SAT of 1000 (combined critical reading and math) or higher and GPA of 80 or higher. The associate in applied sciences programs has an open admissions policy. The student must have a high school diploma or GED.

Master’s Degree ProgramVaughn offers a Master of Science degree in airport management. To apply for admission to this master’s program, the student must have completed a bachelor’s degree program and meet additional requirements.

These programs require a minimum of 16 secondary high school units. Both an admissions and financial aid interview are required for applicants who want to be considered for the aircraft operations degree program. Students can be recommended for the associate degree program if they have graduated from high school more than five years ago. Some students are placed in an associate degree program for their

first academic semester at Vaughn. Once the student demonstrates academic proficiency, he or she can be accepted to a bachelor degree program.

For those students who have not earned a high school diploma, students are eligible to earn a general equivalency Diploma (GED) upon completion of 24 specific collegiate credits while attending Vaughn College. Students are accepted on a conditional basis and are required to successfully complete a written examination covering basic verbal and math comprehension.

TUITION & FINANCIAL AID

Vaughn College offers federal, state and institutional funds to help students pay for their education. The following summarizes the costs for students based on their enrollment and program:

Academic Students Full-Time $9,925 per semesterPart-Time $665 per credit

Aviation Training Institute (ATI) Students Full-Time $7,375 per semesterPart-Time $462 per credit

Graduate Students $870 per credit

In fact, more than 90 percent of Vaughn students are eligible for some type of financial aid.

FINANCE & DEVELOPMENT

The College’s 2013-2014 operating budget is $31,000,000. It includes income from tuition and fees, residence hall charges, and expenses related to instructional, academic support, student services, residence hall and institutional support.

Successful implementation of Vaughn’s first-ever strategic plan resulted in revenues increasing from $10 million to more than $33 million, while decreasing institutional dependence on tuition and endowment spending. Additional success in fundraising includes establishing Vaughn’s first ever office of institutional advancement, securing over $4 million in donations from friends and alumni, receiving a $26 million grant from the FAA (80%) and The Port Authority of New York and New Jersey(20%), and successfully competing for more than $25 million in grant funding.

GOVERNANCE

The president of Vaughn College reports to a 17-member Board of Trustees, which meets 3 times a year. A significant part of the board’s work is done in committees, including the executive committee, governance, finance committee, plant and grounds committee, academic policy committee, audit, compensation (meets once a year), development, and student affairs. The Board is responsible for overseeing the activities of the president in pursuit of the academic and financial security of the College.

The direct reports to the president include: the Senior Vice President and the Vice Presidents for Finance and Business Services, and Enrollment Management. The Vice President for Institutional Relations and New Initiatives dually reports to the Senior Vice President and the President. The College is committed to a model of shared governance that is carried out through the Faculty Senate.

OPPORTUNITIES & CHALLENGES

The next president of Vaughn College will follow a highly successful president, Dr. John Fitzpatrick, who spent 17 years leading the College through significant change and growth, nurturing community and industry relations, developing resources, creating and articulating a strategic plan, and communicating the College’s vision to its constituents. A longtime member of the Vaughn community, Dr. Fitzpatrick will leave a considerable legacy.

The search for Vaughn’s 7th president comes at a pivotal time for the College. The next president will be tasked with bolstering and enhancing the Vaughn name and advancing the College in external relations, academic excellence, student life, facility management, strategic planning implementation, and alumni relations, while not losing focus of its rich history and distinctive legacy of educating first-generation college students and first-generation Americans, as well as a high percentage of military veterans.

Vaughn’s next president must be prepared by experience and temperament to work closely with the entire community to continue the College’s trajectory of excellence. He or she must be willing to foster Vaughn’s unique learning atmosphere and lead the College to even greater academic distinction and financial stability as it looks toward the future.

Among the most important challenges and opportunities facing the next president are:

Vision and Communication:The next president must be able to communicate the uniqueness of the College to all constituencies, ensuring that the public perception and profile of the College accords with its hopes to attract more students, faculty and staff. With an excellent foundation on which to build, the College is eager to have its reputation better known nationally and internationally.

While providing leadership and vision for the College consistent with the mission, history, and culture of Vaughn, the next president will communicate with passion and transparency, inspire trust, and build relationships across various college constituencies. It is important for the president to foster a culture of mutual appreciation, shared authority and accountability. The ideal candidate will play an active and engaged role with the students, staff, faculty, Board, alumni, and local and community business leaders.

Building the Endowment:The next president will be expected to play a critical role in soliciting and cultivating traditional and non-traditional sources of funding, including but not limited to: individuals, foundations, corporations and government agencies. Considerable time and effort will be invested in developing a culture of philanthropy necessary to identify the resources to support the College’s vision and ambitions. The president will lead the strategic management of the College’s operations with the goal of responsibly stewarding assets, diversifying and improving revenue streams, and controlling costs to enhance stability and sustainability. The College’s commitment to the future is in part dependent upon the support of its graduates. Strengthening key relationships with alumni to increase the financial support and stability of Vaughn College will cultivate the financial resources necessary to continue to provide a high quality educational experience. The president should build relationships with alumni for participation at all levels, and strengthen the structures that support alumni activities.

Completion of the Improvements to the Physical Plant:The president will lead the College through the completion of its infrastructure enhancements. Currently, Vaughn is in the midst of several construction projects, including the renovation of a new library and the construction of classrooms and faculty offices.

Vaughn’s campus enhancements and enrollment successes are challenging the College to find viable solutions for its needs for new student life facilities. Over the next several years, working creatively and collaboratively with the surrounding communities, Vaughn will need to strategically analyze its space challenges and find solutions for academic and residential purposes.

Embracing and Implementing the New Strategic Plan:Under the present administration (the president, senior vice president and vice president for finance and business), the College has moved from a period of financial vulnerability to an era of financial stability through the judicious use of resources for the completion of capital projects and operational initiatives. Vaughn is implementing the institution’s strategic plan resulting in revenues increasing from $10 million to more than $33 million, while decreasing institutional dependence on tuition and endowment spending. The new president must adopt and carry out the Vaughn strategic agenda, approved by the Board of Trustees in October 2012. While the College is implementing the objectives of the first strategic plan, there are also new objectives set within the second strategic plan that will serve as guidance for the new president.

Inspiring Academic Excellence:Vaughn continues to grow at a modest pace, with approximately 1,800 total students on the current campus. There is the potential to grow to 2,200 students. The College aspires to attract more women and students prepared to succeed in the increasingly demanding academic programs and to broaden their target markets to include international students through collaboration with partner institutions abroad.

Attracting and hiring outstanding full-time faculty members will also be a priority. There is an opportunity to add to the College’s existing stellar faculty and to work with faculty to enhance the current curriculum. The president will provide motivating leadership and vision for the Vaughn faculty, staff, and students to build consensus for a shared vision of how Vaughn can continue to be academically strong and relevant in a changing world.

To establish and maintain a strong position in the academic community, Vaughn must sustain and create attractive and academically challenging programs that are market responsive and in high demand. The president will work with the senior vice president and the dean of academic affairs to provide counsel for curriculum adaptation.

Focus on the Future: It will be important for the new president to have some entrepreneurial and strategic vision and understanding of trends and opportunities in the higher education marketplace. Sound technical skills, analytical ability, good judgment, and strong operational focus are critical to have a Vaughn education be entrepreneurial, relevant, and technologically sophisticated.

Upholding the College’s Commitment to Diversity:The next president must uphold the College’s commitment to attract and retain faculty, students and staff who are ethnically, socially, economically, and by gender underrepresented in higher education. In addition, the successful candidate must continue to build a welcoming environment for all individuals.

The search committee seeks candidates who are eager to become immersed in life at Vaughn College. The Presidential Search Committee seeks outstanding candidates who possess an extraordinary intellectual curiosity, the depth and breadth of knowledge associated with engineering, technology, management and aviation, the capacity both to consult with and personally lead such a community, and the ability to locate resources to support this outstanding educational experience. The successful candidate will also display the highest integrity and moral qualities, including honesty, courage and respect for others.

The ideal candidate for the Presidency of Vaughn College should, above all, be a leader with passion who is ambitious for the College and have the following experience and qualities:

Vision and Leadership • Successful leadership experience, preferably in an institution of higher learning; • Demonstrated management and financial experience appropriate to leading a complex academic organization; • A strong commitment to the mission, traditions, and expectations of a technical and career focused college, with a rich heritage in aviation history; • Understanding the needs of Vaughn’s external community and all of the industries the College serves; • A managerial style that is personable, consensus-oriented, and inclusive; • The self-confidence to take informed and decisive action; and • A terminal degree from a regionally accredited college.

Fundraising • Demonstrated success of external resource development including traditional and non-traditional sources of funding.

Strategic Planning • Ability to articulate the vision of Vaughn’s distinctive role in higher education and to ensure the coherent implementation of strategies to further that vision; and • The willingness and ability to accept and carry out the Vaughn strategic agenda, approved by the Board of Trustees in October 2012.

Academic Excellence • A demonstrated understanding and belief in the system of shared governance; • Understanding of and sensitivity to the unique culture of trust and transparency shared by Vaughn’s administration, faculty, staff and the Board, including the habit of listening and appreciating the traditions of shared governance; • Understanding, sensitivity and experience in fulfilling the educational, social and recreational requirements of a highly diverse student population; • A genuine interest in the quality of students’ lives and opportunities on campus; and • Energy, passion, flexibility, and an abiding sense of humor.

Selecting the right person to navigate the College through the uncertainties that presently exist in the higher education environment and lead Vaughn to a secure financial position during this period is critically important. While Vaughn has experienced dramatic growth during the past decade and is in a position to take advantage of several strategic initiatives that have helped form the foundation of financial stability, the College will continue to remain extremely fragile from a financial and institutional
