In modern universities R&D is part of education
In many countries academic & government funded R&D are often isolated from practice, ignoring the needs of
users, business & industry – therefore very few research results & knowledge are transferred to industry and
business
Managers of R&D projects should be obliged to establish their R&D plans in close consultation with the
users in business and industry

Such IP Policy should encourage awareness & respect for IPRs

In the development & management of IPRs in Universities, the interests of all stakeholders need to be considered & safeguarded
