Open Educational ResourcesCoined at an UNESCO forum in 2002: “The open provision of educational resources, enabled by ICTs for consultation, use and adaptation by a community of users for non-commercial purposes” (UNESCO 2002, p.24)


10 years later…

OER as “[t]eaching, learning and research materials in any medium, digital or otherwise, that reside in the public domain or have been released under an open license that permits no-cost access, use, adaptation and redistribution by others with no or limited restrictions.” UNESCO (2012)


The 5R Permissions or OERs


A mode of realising education, often enabled by digitaltechnologies, aiming to widen access and participationto everyone by removing barriers and making learningaccessible, abundant, and customisable for all. It offersmultiple ways of teaching and learning, building andsharing knowledge, as well as a variety of access routesto formal and non-formal education, bridging them.

OER Regional Agenda for South-MediterraneanUniversities (draft 1.0)

It is a set of long-term recommendations for OER adoption in South-Mediterranean Universities.

The aim is to become the starting point for the development of both policies and roadmaps at institutional level, and it will inform the training of trainers component of the OpenMed project.
