Three key freight plan actions that will affect you as planners
• Review and update the Principle Freight Network
• Recognise the existing and planned regional intermodal terminals in the PFN.
• With local councils, review existing, and identify and reserve, sites for new freight terminals/precincts.

Review and update the Principle Freight Network
• Add new freight places developed in the last 10 years to the PFN
• Clarify how a place or corridor qualifies as PFN
• Consider moving from incorporation in the planning scheme toward a more regulatory regime

Recognise existing and planned regional intermodal terminals in the PFN
• Identify existing well-located and efficient intermodals terminals that are performing a role in getting more freight on rail
• Identify intermodal terminals that have a business case, planning overlay or similar
• Incorporate these intermodal terminals in the PFN
FREIGHT PLAN ACTION
With local councils, review existing, and identify and reserve, sites for new freight terminals/precincts.
• Take a strategic approach to the location of freight terminals and precincts across Victoria
• Establish criteria for the viability/suitability of a freight terminal or precinct
