Vision: A just society with the guarantee of enjoyment of human rights and basic social security for every citizen.
Mission: Improvement of the quality of life of all Surinamers.
Strategy: An integrated approach to sustainable development, whereby human and economic development are mutually dependent on one another and in which a fair distribution of wealth is the basis for enjoying common rights and complying with obligations by Government and citizens.
Multi Annual Development PlanPillars of Development
The Multi-Annual Development Plan (MOP) for the period 2006-2011 was approved by Parliament in August 2006. The MOP distinguishes 4 main ‘pillars of development’, namely:
Good governance; Economic development; Social and human development; Equal distribution of wealth and equal
opportunities for all

In addition the Multi-Annual Development Plan (MOP) identifies 3 crosscutting issues’, namely:
Environment; Gender; Youth
Increasing the executive capacity op public administration, both at central and district level, and improving governmet’s services
Safeguarding compliance with and protection of human rights by the relevant authorities in the field of legislation, administration of justice

Improvement of the efficiency in the management of Government finances
Focus on promoting and protecting the democracy of Suriname, the region and the rest of the world through the foreign policy

Realize an economic growth of 6% per year
Enabling the legal and economic infrastructure for production
Attract investments through the private sector
Direct involvement of local enterprise in the production of minerals is stimulated

Through the agricultural sector promote: food security and food safety for the total population; and increase the income generation and growth for the entrepreneurs
Tourism one of the priority sectors for economic diversification. Sustainable use of culture and nature, which means respecting and protecting the rights of, in particular, the indigenous people and the Maroons

Reforming education in order to enable the Surinamese citizen to obtain knowledge and skills to effectively participate in socio-economic life
Promote the general health care to guarantee the quality and content of health care is. Bring preventive and primary curative health care as well as secondary health care also within reach of the inhabitants of the districts and the interior.

Increase the availability of financial resources and the access to financing and land for housing purposes
Maintain gender equality in all policy programs
Improve youth participation as part of improving community participation (youth make up 50% of population)

Decentralization of the government is ongoing ( improvement of decentralized services and involvement of communities)
Improvement of the production infrastructure ( physical infrastructure – road improvement for access to production areas, certification of industries and ICT services, agricultural infrastructure)
Negotiations for improvement of national involvement in mining business

Trade negotiation on international level improved
Diversification of international relations ( Europe, Asia, Africa, Caricom
National legislation is brought in line with international human rights treaties that have been ratified by Suriname
Crime prevention and crime control is taken in hand in cooperation with national and international partners;
A security policy is maintained that leans on legislation and rules, adjusted surveillance of our territory and cooperation treaties with relevant countries
Evaluation of Multi Annual Development Plan
Various authorities are enabled to guarantee security to boost the feeling of security in citizens to an acceptable level.
Within the integral and solution-oriented working method, the police, fire department and army should work together more often and more intensively
Authorities for the maintenance of law and order and supporting authorities, such as the Suriname Police Corps, the Suriname Fire Department and the National Army, are strengthened

Development intervention comprises the whole process of building strategic alliances: buy in of
all key stakeholders and partners in development (government, civil society, private sector,
international donor agencies)

Suriname Development vs. National Security
The defense organization is faced with great challenges. A Growing relation between national and international security is inherent to the complexity of society’s development when it comes to security services.
The military must be able to take action in various roles.

Issues arising in the development of economic sectors in Suriname: Tourism : chance of trafficking in Persons, illegal tourists in border areas
Forestry and mining and fisheries : illegal exploitation activities in national territories

One of the spearheads of the current policy is further intensification, structuring and expansion of possible forms of military aid and support to civil authorities in the maintenance of law and order, disaster control and humanitarian aid, and the intensification of civil and military relations.

Special duties in the field of border patrol, surveillance of the Exclusive Economic Zone, the socio-economic development of our country and aid to international organizations are amongst duties of the army. This workload increase involves the necessary rehabilitation of the military to guarantee security.
