USAID Implementation Framework • USAID developed a new implementation framework in

January 2010 – USAID Kenya Five Year Implementation Framework for the Health Sector, 2010-2015

• The framework emphasizes, among others:– the use of county led and owned systems, – active coordination with GoK and other stakeholders, – avoid development of parallel service delivery programs

and systems – shift from disease orientation to one that will emphasize

both service delivery and systems development– Align to Kenyan, USG and development partner strategies

• Shift from “business as usual”

Shift in USAID Kenya’s support to HIS

• An assessment of USAID-Kenya’s support to Health Management Information System (HMIS) within the guidelines of the new implementation framework was conducted between July and September 2010

• Assessment proposed the shift needed to enable USAID Kenya to provide its support to HIS through the new implementation framework - – Provide support to the AOP - support the HIS outputs that are

reflected in the AOP, and supportive systems to facilitate implementation

– Implement its support through the sector systems – coordinated through the HMIS Division and other relevant sector implementation systems and institutions

– Provide all support in ways that strengthen sector systems– Support strategic collaboration and coordination to ensure its support

complements that of GoK and other development partners

Transition to new modality

• Working through Government and sector systems is not “business as usual” for USAID Kenya, and its implementation systems need to built the experience of implementing through country led systems

• In recognition of the fundamental shift needed in implementation systems, a transition phase has been proposed to go upto about July 2011, to help USAID Kenya, its contractors and HMIS Division to develop new implementing modalities of USAID support, and to structure the responsibilities and mandates in delivery of outputs.

Outputs of transition phase• To test modalities of implementing USAID-Kenya

support through country led and country owned systems

• Use lessons learnt to inform the design of implementation systems that the longer term support is expected to start in the later part of 2011

• Identify how USAID Kenya will support sector systems that will assist implementation

• Identify processes to strengthen USAID Kenya’s working relationships with the health sector systems (policy, technical and coordination systems) which will inform USAID-Kenya’s support

Working with DPHK in transition phase

• DPHK is a key forum that will inform USAID Kenya’s transition phase to country led and country owned system

• Consultation with Development Partners– To learn from the experience of DPHK and of individual

DPs on their experience of working through sector systems – HSSF and other initiatives

– Working through DPHK to present its contributions to sector policy, technical and coordination discussions.

– Consulting through DPHK to strengthen Aligning its support to other DPHK support

• USAID Kenya will regularly update DPHK on progress
