Hybrid Approach – Infrastructure Requirements

Upgrade existing Beaumont Plant, including desalting facilities (minimum capacity would be 1.8mgd to maintain habitat in Cooper’s Creek unless an alternate supply is identified)

Build conveyance to connect to YVWD (brine from Beaumont Plant delivered to YVWD for treatment and disposal)

Participate in expansion of YVWD Plant or purchase capacity

Secure long-term capacity in IEBL

Hybrid Approach – Opportunities and Constraints

Opportunities• Utilize existing infrastructure at Beaumont and YVWD Plants• Keep habitat conservation water local• Access to brine disposal through YVWD

Financial Impacts

The cost of these options is unknown at this point, but the implementation of any of the three options will likely be expensive. Impacts will include:

a) Sewer rates

b) Connection fees

Available cash in the Sewer Fund as of February 29th, 2016 equals

$4.97M.

Unaudited Fund Balance as of June 30th, 2015 equals $53.88M

Next Steps

Issue a Request for Proposal (RFP) to evaluate the feasibility and costs of the following three options:

a) Keep Existing Plant – Upgrade/expand the existing Plant, including construction of a desalter and brine disposal facilities.

b) Regionalization with YVWD – Connect to YVWD sewer system and abandon the City’s existing WWTP.

c) Hybrid Approach – Upgrade existing Plant to treat a portion of the flow and deliver a portion of the flow and brine to YVWD for treatment and brine disposal.
